1. INTRODUCTION

1.1 GENERAL
Government of Andhra Pradesh intends to develop a robust road network that not only ensures
streamlined delivery of goods and services and reduces transaction costs of transport, but also
extend a last-mile connectivity for the entire state. The government intends to connect all
habitations with all-weather roads and to develop the roads connecting Mandal Headquarters to
Mandal Headquarters, Mandal Headquarters to District Headquarters and District Headquarters to
State Capital on priority depending upon traffic. Certain identified roads, which will provide critical
connectivity to Seaports, Airports, Industrial clusters, SEZs, etc., to nearest National Highways are
proposed to widen to four lanes in order to achieve overall economic development of State. With a
Vision to increase the state road network and make all state highways and major district roads to
double lane, Government of Andhra Pradesh has decided to adopt a Road Network Development
Strategy of the state that will comprise of the following components:

➢ All the villages in the state to be connected by internal CC roads: GoAP plans to
ensure 100% coverage of internal roads with CC roads in the next two years (by
2020). The state currently has 45407 kms of CC village roads of the total 68315 kms
of village internal CC roads
➢ All villages are connected to the mandals through single lane connectivity.
➢ Double Lane Connectivity between mandals and District Head Quarter: It is proposed
to widen all single lane Major District roads having traffic intensity of more than 2000
PCUs to double lane standards.

The Government of Andhra Pradesh is planning to take up Upgradation of selected Road in Andhra
Pradesh Mandal Connectivity and Rural Connectivity Improvement Project (APMCRCIP) & Andhra
Pradesh Roads and Bridges Reconstruction Project (APRBRP) in the state of Andhra Pradesh with
the loan assistance of New Development Bank (NDB). The R&B department has been entrusted the
work of Consultancy Services for Preparation of Detailed Project Reports for Upgradation
of Roads in the State of Andhra Pradesh (Package - 3) which includes State Highways, Major
district and Other district roads in Krishna and Guntur districts in the state of Andhra Pradesh.

In order to fulfil the above task, Roads and Buildings Department, Government of Andhra Pradesh,
has appointed M/s. Aarvee Associates Architects Engineers & Consultants Pvt. Ltd. (herein after
referred to as the “Consultant”) to provide consultancy services for preparation of Detailed Project
Report of Package-3, in Krishna and Guntur Districts.

The Letter of Acceptance was communicated vide Roads and Buildings Department’s (R&B) letter No.
NBD/DPR/DCE(RR)/EE(RR)/DEE3/AE4/2019 dated 07/02/2019. The Agreement for consultancy

services was signed on 14/02/2019 R&B, AP. Reconnaissance/preliminary surveys were commenced
with immediate effect. The inception report was submitted in the month of May ‘19 prepared based
on observations derived from the surveys and in accordance with contractual stipulations. The
Detailed Project Report of Package-III divided in to two phases. The Phase-I includes SHs in Krishna
district and MDRs in Guntur district and Phase-II includes SHs in Guntur and MDRs in Krishna
district. Our current study involves the Phase-II, Guntur district SH 316, Tenali –
Mangalagiri Road.

1.2 INTENT OF THE DRAFT DETAILED PROJECT REPORT


Draft Detailed Project Report is the next milestone after Feasibility Report among the agreed
deliverables of the project. The key objective of the study is to appraise the Authority about the
development proposals, their costs and viability of the project.

1.3 LOCATION OF THE PROJECT


The road to be widened to double lane with paved shoulders connecting Mandal Headquarters to
Mandal Headquarters falls in Guntur District in the state of Andhra Pradesh. Below shown Fig 1.1.
shows Index map of project stretch in Guntur District.

1.4 OBJECTIVE
The objective of the consultancy service is to establish the technical, economic viability of the
project and to prepare detailed project reports for rehabilitation and upgrading of the existing
Single/Intermediate roads to Two Lane configuration (with traffic greater than 2000 PCUs per day)
by considering the investment requirements.

The main objectives of this consultancy services are :

i) Comprehensive feasibility, Preliminary design and initial safeguard scoping study of Upgradation
of Roads in the State of Andhra Pradesh for Package 3.

ii) Detailed engineering including appropriate environmental and social assessment and
development of associated management plans, design and project preparation (including BOQ,
Bid documents

1.5 SCOPE
The scope of consultancy services includes:
 Engineering surveys and investigations
 Highway & Structural design
 Environmental and Social Impact Assessment
 Estimation of Project Cost
 Economic Analysis
 Preparation of Feasibility study report and Detailed Project Report
 Preparation of Land Acquisition Plans
 Preparation of Bid Documents

As far as possible, the widening/improvement work to two lane shall be within the existing right of
way avoiding land acquisition. The Consultant shall furnish land acquisition details as per revenue
records/maps for further processing. The entire scope of services would, inter-alia, include the
items mentioned in TOR. The Consultant will also make suitable proposals for
widening/improvement of the existing road to two lane configuration and strengthening of the
carriageways, as required at the appropriate time to maintain the level of service over the design
period. All ready to implement ‘good for construction’ drawings shall be prepared.

Environmental Impact Assessment, Environmental Management Plan and Rehabilitation and


Resettlement Studies shall be carried out by the Consultant meeting the requirements of the lending
agencies like ADB/ World Bank/ JICA etc.

Wherever required, consultant will liaise with concerned authorities and arrange all clarifications.
Approval of all drawings including GAD and detail engineering drawings will be got done by the
consultant from the Railways. However, if Railways require proof checking of the drawings prepared
by the consultants, the same will be got done by the client and payment to the proof consultant

shall be made by client directly. Consultant will also obtain ‘No Objection Certificate’ from Ministry of
Environment and Forest and incorporate the estimates for shifting of utilities of all types involved
from concerned local authorities in the DPR. Consultant is also required to prepare all Land
Acquisition papers (i.e. all necessary schedules as per L.A. act) for acquisition of land either under
NH Act or State Act.

The consultant shall prepare the Bid Documents, based on the feasibility report, due to exigency of
the project for execution.

Consultant shall obtain all types of necessary clearances required for implementation of the project
on the ground from the concerned agencies. The client shall provide the necessary supporting
letters and any official fees as per the demand note issued by such concerned agencies from whom
the clearances are being sought to enable implementation.

1.6 APPROACH
The consultant’s approach towards the project is in accordance to the TOR in lines with the project
objectives. The prescribed engineering surveys and investigations will be carried out on project
stretch conforming to MORTH/IRC/BIS specifications/Codes as per TOR to generate adequate
database for preparing the most appropriate proposal for the rehabilitation and upgrading of the
selected roads.

1.7 TIME FRAME


The schedule for completion of the assignment is 6 months.

1.8 AGREEMENT
The Letter of Acceptance (LOA) was signed on 07/02/2019 and the contractual agreement was
signed on 14/02/2019.

1.9 AUTHORISED SIGNATORY

All the site and design coordination shall be done by Mr. Khaleel Basha who will be stationed at
Head office in Hyderabad.
