PPMC conducts project field monitoring at Barangay Calantiao in Bobon
Members of the Provincial Project Monitoring Committee (PPMC) conducted a project
field monitoring on the potable water system at Barangay Calantiao, Bobon, Northern Samar
today, October 19, 2023.
The above-mentioned project is funded by the Support to the Barangay Development
Program (SBDP) in collaboration with the Provincial Government of Northern Samar, the
Department of the Interior and Local Government (DILG), the National Task Force (NTF) and
the Joint Regional Task Force (RTF) to End Local Communist Armed Conflict (ELCAC) which
was inaugurated and turned over last August 15, 2022, aiming to help bring development to
former conflict-ridden communities.
During the monitoring, the committee discovered that there is insufficient water supply
from the primary water source, which is 2.5 kilometers from the barangay proper, resulting in
limited water distribution throughout the community.
Following the site monitoring, the committee proceeded to the PPDO to discuss potential
solutions to the identified problems of the said project.
The committee agreed that there was a problem in planning the project and that it must
be funded enough to make it more functional and sustainable. They recommended a solar-
powered water system and well development methods in the barangay proper that could help in
the distribution and improvement of the water quality in the community, which is part of
Governor Edwin Ongchuan’s development agenda, dubbed Padayon nga KAUSWAGAN or
Sustained PROGRESS.
PPMC conducts project field monitoring at
Barangay Dalupirit in San Antonio, Northern Samar
Members of the Provincial Project Monitoring Committee (PPMC) conducted its fourth
quarter field monitoring on the rehabilitation of San Antonio-Dalupirit Provincial Road today,
October 20, 2023.
The said project is one of the rehabilitation projects funded by the Provincial
Government of Northern Samar under the 2023 20% economic development fund with an aim to
spur the development of the province.
The status of the project is reported at 69% completed as of last week of September. It
started last March 16, 2023 with the revised completion on November 24, 2024.
During the site inspection of the reblocking road of the San Antonio-Dalumpirit Provincial
Road, the committee discovered minor and major issues regarding the construction. One of the
major challenges of the reblocking is that the newly poured Portland Cement Concrete
Pavement (PCCP) has was damaged probably due to wrong construction method used, no
dowel bars for the construction joints, and insufficient deepness of the construction joints.
Following the site monitoring, the committee proceeded to the Provincial Planning and
Development Office Conference Area to discuss potential solutions to the identified problems of
the said project. They all agreed that there was a problem in construction method used in the
project. One of the suggestions is to use concrete epoxy for the damage PCCP. They also
suggested that the project engineer should be present in the next monitoring.
Proper and continuous monitoring and evaluation of provincial projects is part of
Governor Edwin Ongchuan’s development agenda, dubbed as Padayon nga KAUSWAGAN or
Sustained PROGRESS.
