CHAPTER 1

INTRODUCTION

Waste management is one of the world’s major problems. Humans burn, dump, and dispose a

huge amount of waste every day. According to Long (2022), 2.12 billion tons of waste is produced across

the world. With the development of the global economy and acceleration of urbanization and population

growth. In 2020, the world was estimated to generate 2.24 billion tons of solid waste, amounting to a

footprint of 0.79 kilograms per person per day. Followed by the study of The World Bank (2022), 2.24

billion tons solid waste was generated worldwide. This information had proven that waste management

not just in Philippines but also in different countries had been the major problem caused by humans.

Inappropriate waste disposal can have a negative impact on ecosystems, wildlife, and human health. This

includes plastics, chemicals, and other contaminants. Additionally, by 2050, it is expected that global

waste will grow up to 3.40 billion. This growth is surging at over double the rate of population growth.

Furthermore, this wrong doings by humans also leads to ocean plastic pollution, harming marine life and

ecosystems. And the burning of waste releases harmful pollutants into the air, contributing to climate

change.

The Philippines has endeavored to improve it solid waste management through the passage of the

Republic Act (RA) 9003, otherwise known as the Ecological Solid Waste Management Act of 2000. It is a

Philippine law that aims to offer for a comprehensive Ecological Solid Waste Management program. The

Ecological Solid Waste Management program includes creating necessary institutional mechanisms and

incentives, appropriating funds, declaring certain acts prohibited, and providing penalties. It also requires,

municipal governments to implement policies that encourage composting, recycling, and waste

segregation. According to National Solid Waste Management Commission also known as NSWMC, the

Philippines has generated an average amount of 22.7 million tons of waste in the past three years from

2020 to mid-2023. The record shows the waste that are accumulate between those years, and proven that

Philippines is one of the countries that generated and contributes to waste pollution. Furthermore, the

ESWM program would be a big help in achieving the goal of the proper solid waste management in the

Philippines.

Camarines sur record for school is approximately 800 public and private schools in the province.

The government has endeavored to improve its solid waste management by basing RA 9003. it mandated

the Department of Environment and Natural Resources to provide secretariat support to the NSWMC in

the implementation of the solid waste management plans. The data from the NSWMC program says that,

the waste population throughout this year is not decreasing instead it is increasing. And of the contributor

in this is the school's consisting of thousands of students together with the improper waste management

that are happening inside the school. This information provides an additionally evidence that waste

population is the major problem also in Bicol, that needs to be resolve.

San Jose Pili National High School is included in the total number of schools in province of

Camarines Sur. With a population of 2000 students, San Jose Pili National High School is one of the

contributors and generates a huge number of solid wastes in Bicol region. In fact, Solid waste had been

the focal problem of SJPNHS, consisting of plastic, paper and food waste. Plastic and food waste of

students that are coming from the canteen's had been a huge contributes to the solid waste pollution in

SJPNHS. Since trashcans and space for the composite spits cannot accommodate the huge amount of

waste in the school. Approximately 200 students excluding the teachers and administrators are entering

the school every day, and throwing a trash every day. That results a huge number of composite spits in a

day. Paper waste due to the modular modality that happened during mid-2019 to mid-2022, a huge

amount of paper's caused by modules and papers that are submitted by the students.

Thus, this study aims to know the perception of the students, teachers, and admins from San Jose

Pili National High School in solid waste management. And, to give an additional knowledge about the

impacts of wrong doings or the improper waste segregation, and improper waste management that is

happening inside the school. This can also be an eye opening for those students who are aware of their

wrong doings, but acting like it is not a big deal. This research aims to give awareness that it is not just

the environment who are suffering. But also, as time passes by, humans will suffer too.

Statement of the Problem

The main objective of this study is to determine the perception of students, teachers, and admins

from San Jose Pili National High School in waste management and to give an additional knowledge about

the proper waste segregation and proper solid waste management. To answer the above allied problem

this study seeks to answer the following questions.

1. What is the perception of the school admins, students, and teachers on the implemented SWMs?

2. What are the distinct problems encountered in implementing the SWMs?

3. What is the possible solution to the identified problem to effectively implement the proper

SWMs?

Objectives of the Study

The main objective of this study is to determine the perception of students, teachers, and admins

from San Jose Pili National High School in waste management and to give an additional knowledge about

the proper waste segregation and proper waste management.

1. Determine the perception of the admins, students, and teachers on the implemented SWMs.

2. Identify the distinct problems encountered in implementing the SWMs.

3. Determine the possible solution to the identified problem to effectively implement the proper

SWMs.

Scope and Delimitation

The scope of this study includes the evaluation on the perception of the students, teachers,

and administrators in Solid Waste Management of San Jose Pili National High School. This study will

focus on identifying the current Solid Waste Management in San Jose Pili National High School. The

study will also focus on the effectivity of Solid Waste Management based on the perception of the

students, teachers and administrators of San Jose Pili National High School.

The delimitations of the study will exclusively focus on the perception of the students,

teachers, and administrator in waste management of San Jose Pili National High School and will not

explore outside of the school. The study will be conducted within the premises of San Jose Pili National

High School. The findings and conclusions of the study will focus on developing the waste management

and practices in waste management.

Significance of the Study

This research is undertaken to assess the perception of the students, teachers, and administrator in

San Jose Pili National High School in waste management.

Administrator. This study contributes to add more information for administrators to assess on how to

reduce on having an improper waste disposal. The information created can serve as a guide in assessing

the waste management.

Environment. This study provides valuable insights into the waste management by analyzing the impact

of having an improper waste disposal and identifying what will be the effect of it in our environment.

Students. Students can find value in this study as it introduces on how to maintain our environment by

having a proper disposal. It can be an accessible and additional topic for future researchers to explore in

their studies.

Teachers. The study contributes to add more knowledge on how to assess the waste separation practices

in reducing solid waste generalization in schools.

Future Researchers. The results of this study can serve as a foundation for future researchers to solve the

problem in our country about waste management. It can be used as a guide for their research, contributing

more knowledge about proper waste management.

Definition of Terms

Waste - it is any materials unused and rejected as worthless or unwanted. In the text, it is used generally

to refer unwanted materials produced by human activity.

Perception - How people understand or view something. The study aims to understand the perceptions of

students, teachers, and admins at San Jose Pili National High School regarding waste management

practices within the school.

Composting - The act of collecting and storing plant material so it can decay and be added to soil to

improve its quality. In the study, it is presented as solutions to waste management.

Recycling - Processing of waste into useable products, substances and materials. This study is presented

as solutions to waste management.

Recycling - The action or process of converting waste into reusable material. It is highlighted alongside

composting as a way to manage waste effectively.

Plastic waste - The accumulation of plastic objects in the Earth's environment that adversely affects

wildlife, wildlife habitat, and humans. In the context of the study, it is categorized as the main types of

solid waste produced in San Jose Pili National High School (SJPNHS).

Food waste - It is a food not ultimately consumed by humans that is discarded or recycled, such as plate

waste, spoiled food, or peels considered inedible. In the context, it is categorized as the main types of

solid waste produced in San Jose Pili National High School (SJPNHS).

Paper waste - It is a paper that has been used, is no longer wanted, and has been thrown away. It is

categorized as the main types of solid waste produced in San Jose Pili National High School (SJPNHS).

Climate Change - It is a long-term shift in temperatures and weather patterns. As mentioned in the study

it is a general consequence of improper waste disposal.

Ecosystem - is a community or group of living organisms that live in and interact with each other in a

specific environment. The study implies a negative impact on ecosystems.

CHAPTER 2

REVIEW OF RELATED LITERATURE

This chapter presents related literature and studies about Solid Waste Management to provide

support for the discussion of this study.

Waste pollution has been the focal problem in different countries. People suffer from serious

pollution problems caused by the generation of large quantity of waste (Nolasco et.al, 2019). With rapid

population growth, especially in low-income and middle-income countries, the generation of waste is

increasing at an unprecedented rate (Yang et.al, 2018). Consisting of different types of waste such as

industrial, commercial, domestic, and agricultural waste, that contributes to the world's waste pollution

that over 2.12 billion tons of waste every year around the world. And, according to the research of

Wowrzeczka (2021) by 2050, the world population is expected to reach 9.7 billion, almost 90% of which

will live in urban areas. With such a fast growth in population and urbanization, it is anticipated that the

annual waste generation will increase by 70% in comparison with current levels, and will reach 3.40

billion tons in 2050. This information’s conclude that the current and the future population of waste is

really something that we now should take an action.

Waste management system is a process that organization use to dispose of reduce, reuse, and

prevent waste by recycling. The thoughts of not properly applying the waste management system will

surely affect people and the natural resources. Poorly managed waste is contaminating the world’s oceans,

clogging drains and causing flooding, transmitting diseases, increasing respiratory problems, harming

animals that consume waste unknowingly, and affecting economic development (Kaza et.al, 2018). In the

school it is also one of the main rules and regulation of the students and teachers to conduct a proper

waste disposal. However, even though school already have some program the proper implementation is

not working.

The Philippines has a continuously rising amount of waste and is expected to further increase in

the succeeding years (Coracero et.al, 2021). In other word, the needs of proper implementation of the

solid waste management are a must and needed. Municipal solid waste (MSW) management has become

one of the most pressing environmental concerns of the Philippines at present (Camarillo & Bellotindos,

2021). The study discusses the challenges of implementing the policies that are included in the act of

Ecological Solid Waste Management 2000. Thus, the results of this studies suggested that recycling and

composting should be undertaken to lessen the waste population and to encourage a higher participation

from other people.

Last January 30 2023, Vice President Sarah Duterte says on her speech that the Philippines record

of student’s learners’ range around 28.4 million in 44, 931 public schools and 12, 162 private schools. The

passing of Republic Act 9003, or the Ecological Solid Waste Management Act of 2000, was meant to

ensure the protection of public health and environment while encouraging resource conservation and

recovery and public cooperation and responsibility (Domingo & Manejar 2021). Places such as schools is

also one of the big contributors in waste pollution, estimating that approximately 28 million students

entering the school every day. Using papers, eating foods in a plastic cup, buying water in a plastic bottle,

throwing waste anywhere and the lack of knowledge about proper waste disposal, contributes to the tons

of waste that are collected every day. Thus, a proper discipline is must be thought thru the help of the

Republic Act 9003.

Camarines sur record shows over 800 public and private schools’ infrastructures. And San Jose

Pili National High School is included in this number of schools in the province of Camarines Sur with a

population of 2000 learning students. According to the Philippines Information Agency (PIA) The

province of Camarines Sur tops the lists of municipalities in the Bicol region with the highest waste

collected after accumulating 270,658.10 kilograms of garbage or 17,812 sacks of trash after the

nationwide launch of Kalinisan sa Bagong Pinas clean up drive. Knowing that public places such as

schools are also one of the contributors through this collected garbage during the clean-up drive.

However, there are plenty of researchers that has been conducted in Camarines sur. This researcher,

conclude that conducting this kind of study can help to determine the knowledge of the students or an

individual in terms of the proper implementation of solid waste management.

Awareness of the student’s learners in solid waste management in some of the Places in the Philippines

Legazpi City

The study by Agudo (2019) in UST Legazpi, the aim of this study is to measure the levels of solid waste

management practices of SHS students. It concludes that the students do not reach the maximum level of

knowledge but knows the proper way of segregating or the proper way of waste disposal. Additionally,

the study that was conducted in Bicol University by Perez, (2021) which is about the project SWITCh

(Solid Waste Initiative Towards Change), an activity-driven, mobile device-assisted intervention program

designed to promote environmental education.

Zamboanga City

In the study of (Molina & Catan, 2021). It says that solid waste management is one of the

challenges faced by many countries. Poor solid waste management will lead to various problems in

health, environment and socio-economic aspects. The goal of the study is to give an awareness and to

know if the student’s learners have enough knowledge in terms of solid waste, the effects of improper

solid waste disposal and the other terminologies that are related to the solid waste management. Thus, it

concludes that the students have low knowledge on the different laws relevant to solid waste

management. However, the result also shows that students have good solid waste management practices

in terms of segregation, reduction, reuse, recycle and disposal. And this can be an improvement that if

others students do and understand, others will also will.

Region XII Universities and Colleges

A study conducted by Matawil & Dilangalen, (2021). About climate change awareness and

determining the level of environmental management practice. Waste-sector greenhouse gas emissions

have long been accepted as a critical component of climate change mitigation efforts (Powell et.al, 2018).

The findings reveal in the study of Matawil & Dilangalen, (2021) that the respondents are aware about the

level of climate change and are now participating in the proper implementation of a solid waste

management system. Waste pollution can also be one of the causes why climate change is happening.

Synthesis of the Study

The literature review and studies related to the exploration of stakeholder’s perception and

solution in school waste management system have three significant findings. First, is waste pollution

being the main problem of different countries. Waste pollution can cause different problems through

humans that can also affect their health. As the researchers have mentioned that there are thousands of

public and private schools in the Philippines which is one of the contributors to the million tons of waste

that are collected every day. Thru the help of this studies, it can help them achieve the proper

implementation of waste management or disposal. Second is the awareness of the students and

stakeholders in different universities and places in Philippines. The aims of their study are to know the

level of knowledge of the respondents according to the terminologies related to waste management. Their

study helps the students and administrators to have an additional knowledge and awareness about the

current situation of their surroundings. Lastly, is the use of the Republic Act 9003 or the Ecological Solid

Waste Management Act of 2000. The related studies according to this Act is the implementation of their

polices in some schools in different part of the Philippines, which help them gain more knowledge and

know the impact of the improper waste disposal. Thus, the researchers say that implementing the polices

included in the act has been a big challenge. However, it actually helps the respondents and encourage

more people to participate the proper implementation of waste management.

Research Gap

There is a research gap in the study— an-in-depth exploration of stakeholder’s perception and

solution in school waste management system in San Jose Pili National High School. Although there is an

existing program in the school which is the WinS program, relation to the hygiene of the school and

students in terms of water and connected to the proper waste disposal. However, the proper

implementation of waste management and disposal only happens inside the classroom, not in the garbage

dump of the school. Thus, the aim of this is to know the solution and perception of the stakeholders in

terms of proper implementation of the waste management inside the campus.

This study aims to know the knowledge about the Ecological Waste Management System in the

Philippines. This study involves in getting the perception of the students, teachers, and administrators of

San Jose Pili National High School about the implementation of Solid Waste Management System. Open-

ended questions allow participants to give a free-form text answer (Rosala, 2024). The researchers will

provide an open-ended question to identify what will be the problem encountered of the school on the

implementation of Solid Waste Management. The researchers will collect and analyze what are the

possible solution about the problem that encountered on implementation of Solid Waste Management in

San Jose Pili National High School using the questionnaire that the researchers have prepared for

students, teachers, and administrators.

Theoretical Framework

This study is anchored on the Republic Act (RA) 9003. The Republic Act (RA) 9003, otherwise

known as the Ecological Solid Waste Management Act of 2000. RA 9003 was passed by the Philippine

Congress on December 20, 2000 and was subsequently approved by the Office of the President on

January 26, 2001. The law was crafted in response to the looming garbage problems in the country. RA

9003 declares the policy of the state in adopting a systematic, comprehensive and ecological solid waste

management program that ensures the protection of public health and the environment and the proper

segregation, collection, transport, storage, treatment and disposal of solid waste through the formulation

and adoption of the best environment practices. Moreover, it illustrates the potentials and benefits of the

recycling not only in addressing waste management problems but also in alleviating poverty. Additionally,

RA 9003 describes that solid waste management as a discipline associated with the control of generation,

storage, collection, transfer and transport, processing, and disposal of solid wastes.

This study contributes that solid waste management (SWM) is really essential especially in our

environment. Having a proper disposal of solid waste also helps to reduce the risk in our health,

especially in schools. In this case, the admin of the school can conduct a program that helps the students

not only the students but also the school’s teachers, and others to minimize their solid waste or dispose

their solid waste properly not just throwing it anywhere. Protecting the environment has an impact and so

in our health, the school’s admins can do the 3R’s policy inside the school as it can help to reduce having

an improper solid waste disposal. It is essential to adopt a good practice for us to have a good

environment.

CHAPTER 3

RESEARCH METHODOLOGY

This chapter present the discussion on the research methodology of the study, the subjects, sampling

technique, research instruments, procedure of data gathering, ands statistical treatment that will be used for

accurate data analysis and interpretation.

Research Design

The research design of this study is descriptive qualitative research. Qualitative research deals

with making meaning and understanding through rich description, focuses on quality or meaning of

experience, specifically the essence of human experience. While, descriptive research is a method that

describes the characteristics of the population or phenomenon studied. The descriptive qualitative design

will not be controlled and manipulated by the researchers. Thus, the researchers will use the Correlational

descriptive research, since the researchers aims to know the perception and solution of the stakeholders in

San Jose Pili National High School which is the variables that the researchers will be using in this study,

the researchers will have to compare the findings based on the survey and gathered all the data that will

be needed to conclude the said study. Correlational descriptive research design is a type of non-

experimental research that facilitates prediction and explanation of the relationship among variables

(Seeram, 2019). Additionally, the researchers will be creating a structured survey questionnaire which will

be given to the respondents of the study, which are the select five (5) grades, seven (7), eight (8), nine (9),

ten (10), eleven (11), twelve (12) of San Jose Pili National High School enrolled for academic year 2023-

2024. Furthermore, the respondents of this study will also be the select one (1) teacher from different

grade levels’ seven (7) to twelve (12) and five (5) administrators of San Jose Pili National High School.

Respondents and Sampling Method

In this study the sampling method that the researchers will use is the, probability simple random

sampling. Wherein everyone in the selected grade level, teachers, and administrators or the population,

will have the possibilities to be the selected as the respondent. The respondents of the study will be the

select five (5) grades, seven (7), eight (8), nine (9), ten (10), eleven (11), twelve (12) of San Jose Pili

National High School enrolled for academic year 2023-2024. Additionally, the respondents of this study

will also be the select one (1) teacher from different grade levels’ seven (7) to twelve (12) and five (5)

administrators of San Jose Pili National High School.

The researchers will not purposely selected the participants for this study. Since, students are the

primary contributors to the Waste Management inside the School, the researchers first respondents of the

research are the students. Teachers and administrators will come next since they are the one who guides

the students and have more knowledge and experience with this matter.

The sampling method technique that the researchers will be using is the fishbowl technique.

Research Instrument

The research instruments that the researchers will be using in this study is interview

questionnaire. This was used to gather all the data, since it is way faster than the other method.

The researchers will prepare their own interview questionnaire. The interview questionnaire will

be based on their findings in their studies and related review of the studies. After the researchers saw that

the data that were gathered was enough to answer all the problems under the statement of the problem.

Then, the interview questionnaire will be submitted to their advisers, for checking and finalization.

For the validity, after the interview questionnaire was finalized. The multiple copies of the

interview questionnaire will be submitted to the specific personnel inside the campus. After the interview

questionnaire was validated, the persons will be asked by the researchers regarding their interview

questionnaire; they will be asked if the questionnaire was clear and not biassed and if the number of

questions was enough for the researchers to collect all the needed data.

Data Gathering Procedure

After the researchers made the survey structured interview questionnaire, the researchers will also

made a letter consisting of the request of approval to conduct the research proposal of this study. The

interview questionnaire will be printed based on the total amount and numbers of the respondents.

The letter for approval will be sent by the researchers personally to the school heads supervisor

and also to their adviser. In addition, the researchers will also explain the step-by-step procedure of their

studies to respective people, and elaborate more on the importance of conducting their study.

For the ethical considerations, the copies of questionnaire will be given to the respondents and

they will be given the time to read first the interview questionnaires and analyze it. Then, after they are

ready, the respondents will begin to answer.

Below are the set of questions that the researchers made in order to answer the statement of the

problem of this study:

1. Are you aware about the waste management system here in San Jose Pili National High School?

2. What can you say about the waste management system here in San Jose Pili National High School?

3. What can you say about the implementation of Solid Waste Management in our school?

4. What are the problem about the waste management in the school that you encountered?

5. How can you do to help the school to maintain the proper waste management?

6. What will be the possible outcome of implementing solid waste management system in San Jose Pili

National Highschool?

7. What will be the significance of the students, teachers, and administrators being aware about the Solid

Waste Management in San Jose Pili National High School?

8. What will be your action for the school about the Waste Management?

After the interview, the results and the data from the interview will be organize and analyze

thematically.

Data Analysis

The researchers will use thematic analysis to analyse and understand the perception of

students, teachers, and administrators of San Jose Pili National High School in Waste

Management. Thematic analysis is a method for analysing qualitative data that involves reading

through a data set and looking for patterns to derive themes (Dovetail Editorial Team, 2023). It

will help the researchers to emphasize the interpretation and organization of the data gathered,

will also provide a concise description.

This part of the chapter will provide the reflection of the students, teachers, and

administrators perception of San Jose Pili National High School in Waste Management.
