Introduction
Housing is a fundamental need for every citizen. Recognizing the importance of shelter, the
Government of India launched the Pradhan Mantri Awas Yojana (PMAY) scheme in 2015 to
provide affordable housing to the urban and rural poor. This initiative aims to bridge the
housing gap, especially for the economically weaker sections, by providing subsidies and
financial assistance.
Objective of PMAY
The primary objective of PMAY is to provide *Housing for All* by 2022. This involves
ensuring that every family has access to a quality home, promoting urban and rural
development, and creating sustainable and inclusive communities.
Overview of the Scheme
PMAY was launched with the mission of enabling access to affordable housing for the urban
poor and people in rural areas. The scheme offers subsidies on home loans and assists
individuals in building or buying homes. PMAY has two major components: PMAY-Urban
(PMAY-U) for urban housing and PMAY-Gramin (PMAY-G) for rural housing.
Key Features
- Subsidy on Interest Rates: PMAY offers a credit-linked subsidy for home loans.
- Focus on Sustainable Construction: The scheme promotes the use of eco-friendly
materials.
- Beneficiary Categories: EWS, LIG, and MIG (Economically Weaker Sections, Low Income
Groups, and Middle-Income Groups) are eligible.
- Priority to Women and Marginalized Groups: Ownership of houses is prioritized for
women, SC/STs, and other marginalized communities.
Components of PMAY
PMAY has two main components:

2. **PMAY-Gramin (PMAY-G)**: Targets rural households, providing financial assistance for


constructing houses in rural areas.
Role of Panchayats in PMAY-Gramin (PMAY-G)
- Identification of Beneficiaries: Panchayats assist in identifying eligible beneficiaries in
rural areas.
- Overseeing Construction: Panchayats monitor construction quality and provide technical
support.
- Disbursement and Utilization of Funds: They coordinate for timely fund disbursement.
- Spreading Awareness: Conduct awareness programs on PMAY-G benefits.
- Grievance Redressal: Act as a bridge to resolve beneficiaries' grievances.
Eligibility Criteria
- Income Requirements: Different income brackets for EWS, LIG, and MIG.
- Housing Status: Beneficiaries should not own a pucca house.
- Location Specifics: Differentiated criteria based on urban and rural locations.
Funding and Subsidy Details
- Funding Pattern: Shared between central and state governments.
- Subsidy: Up to 6.5% subsidy on home loans.
- Loan Amount Limits: Varies for EWS, LIG, and MIG groups.
Implementation Process
The implementation process involves:
