Project Overview:
IIB Development Group LLC (IIB-DG), in collaboration with Gemiz Engineering, Surveying and
Environmental Consultant Services Limited and IIB-DG Gemiz Engineering Limited Zambia,
invites quotations from qualified and experienced companies for the Pensulo – Samfya –
Mansa 330kV Transmission Lines, Substations, and Transmission Interconnector Project. This
project is an essential component of Zambia's infrastructure, designed to enhance power
supply, support economic growth, and facilitate regional integration. The project will follow an
Engineering, Procurement & Construction + Finance (EPC + Finance) model on a Build,
Operate, and Transfer (BOT) basis.
Project Significance:
This project is crucial for the improvement of security and reliability in power supply, especially
in Zambia's Luapula Province. It will support economic development and foster cross-border
electricity trade, aligning with our goals of delivering reliable, safe, and environmentally
responsible power infrastructure.
Scope of Work:
The scope of this RFQ includes, but is not limited to, the following:
1. Transmission Line Construction: Design, procurement, and construction of the 330kV
transmission line from Pensulo to Samfya to Mansa.
2. Substations: Design, construction, and commissioning of associated substations along
the transmission route.
3. Interconnection and Integration: Ensure compatibility with the existing grid and ZESCO
(Zambia Electricity Service Corporation) requirements.
4. Environmental and Social Compliance: Adherence to Environmental and Social Impact
Assessment (ESIA) requirements.
5. Financing Structure: Provide financing solutions under the BOT framework, including
options for long-term project financing.
Eligibility Requirements:
Qualified respondents should meet the following criteria:
Demonstrated experience in EPC and BOT projects, particularly in power transmission
and distribution.
Proven ability to secure financing for large-scale infrastructure projects.
Strong track record of completing similar projects on time and within budget.
Technical expertise and experience with high-voltage transmission lines and substation
construction.
Capability to adhere to local regulatory requirements and environmental standards.
