Data center infrastructure technical

standard

Section 0 Document Description

Purpose
The Standard is for data center design technical requirements and technical review to
ensure the data center design and construction meet the social responsibility, reliability,
high efficiency, low TCO, and carbon emission reduction.

Scope
The Standard applies to Global Datacenter and related infrastructure
design/construction/operation and service team or vendors.

Definition and Abbreviation


Data Center
Data center is a building, dedicated space within a building, or a group of buildings used
to house computer systems and associated components, such as telecommunications
and storage systems.

Section 1 General Site Selection


General site selection requirements are based on comprehensive consideration of
geographical location and surrounding conditions. The reference location is as shown in
the chart below as follows:

Section 2 Network and Connection

2.1 Carrier Point of Entrance (PoE)


1. At least 2 Fiber cables routed into Campus, 2 or more carriers needed and carrier
neutral. At least 2 independent outgoing manholes needed, at least 3-4 manholes for
hyperscale campus. each Fiber manhole should be not less than (20) 144 cores fiber
capacity. Direct melting Fiber is preferred, and it can pass through the optical transfer box if
there is a control requirement. The straight-line distance between outgoing pipe manholes
shall not be less than 100 meters, and the routing distance shall not be less than 150
meters.

2.2 Telecom Pathway


1. Dual pathway: All the buildings shall be interconnected with 2 sets of comms cable
ducts, and each building has at least 2 individual comms duct diverse lead-in.

2. Duct specifications: Each set of comms duct leading into a single data center building
shall be able to contain 50 numbers of 144-core optical fibre; for data center deployed with
S3 Network racks, each set of comms duct shall be able to contain 200 numbers of 144-core
optical fibre.

2.3 Meet Me Room (MMR)


1. Colo: 2 MMRs must be provided, and the straight-line distance between 2 MMRs
must be greater than 40 meters, and routing distance must be greater than 50 meters.
Appropriate security measures and CCTV monitoring should be provided for all MMR, details
shall refer to the ELV and Security standard. Each MMR must provide at least one rack for
optical fibre distribution. Cable containment shall be provided from MMR to lead-in pit for
laying of optical fibre.

2. BTS/Dedicated Building: 2 MMRs must be provided, and the straight-line distance


between 2 MMRs must be greater than 40 meters, and routing distance must be greater
than 50 meters. Appropriate security measures and CCTV monitoring should be provided for
all MMR, details shall refer to the ELV and Security standard. Each MMR must provide at
least one rack for optical fibre distribution. Cable containment shall be provided from MMR to
lead-in pit for laying of optical fibre. Dedicated 2N power source with UPS back up shall be
provided to all racks, and independent of non-IT power supply systems

2.4 Network SuperCore Room


If Network SuperCore room to be deployed in the data center, requirements shall be
fulfilled:

2.4.1 General
1. 2 Network SuperCore Rooms required, and racks of the 2 Supercore rooms shall be
within 100m routing distance.

2. Power Capacity of 350kW shall be provided for each room if not otherwise specified.

2.4.2 Layout

2.4.3 FS
1. Compartmentalization with fire resistance of at least 2-hour

2. Room enclosure shall not be shared with other rooms

3. Only Gas Suppression System shall be used, and comply with local codes
4. VESDA system shall be deployed

5. If local codes allow, EL and HVAC systems shall not be interlocked with FS alarm

2.4.4 EL
1. Dedicated 2N power source to all racks/ equipment

a. If sharing the same Transformer source with the MECH load, dedicated IT UPS and
Harmonic Filters must be provided

2. Battery autonomy of 15 minutes for each power source required

2.4.5 HVAC
1. 2N cooling source required

2. Temperature and humidity range:Cold aisle 23-25 degC; 30-60%

3. Aisle containment shall be properly sealed

2.4.6 ELV
1. Dedicated Temperature and Humidity (TH) sensors should be provided for every S3,
DCI and OTN racks.

2. CCTV should provide full coverage and no deadzone allowed.

2.5 Network cabling


1. In public space, all optical fibers and copper cables should be enclosed by cable
trunking. If cable and wires required to pass through telecommunication risers, they should
also be enclosed. In general, distance between 2 lead-in pit should not be less than 50
meters, minimum requirement would be no less than 30 meters.

2. In data hall, it needs to use the CABLOFIL type (or Mesh type) cable basket. The
cable containment should be pendant mounted and running at high level, and the distance
between cable containment and racks should be at least 300mm. For cable containment of
600mm wide or less, clearance of 150mm shall be reserved above the cable containment;
for cable containment wider than 600mm, minimum of 300mm clearance shall be reserved.

3. If cold aisle containment being adopted, cable containment shall be installed at close
to the side of hot aisle, without obstacles and within reach; if hot aisle containment being
adopted, cable containment shall be installed close to the side of cold aisle.

4. When the clearance between the beam to the top of the rack is less than 1.5m,
power distribution by busway is not preferred; if constrained by site condition, maintainability
and cabling availability shall considered.
Section 3 Mechanical & Electrical

3.1 Electrical

3.1.1 High Voltage


1. Two diverse HV mains are required. If the HV transformers are in the same
substation, they must be physically separated.

2. Whenever possible, two HV mains should come from two different utility companies
without crossing the pathway before entering the campus.

3.1.2 Medium Voltage


1. Two diverse MV mains are required. If the MV transformers are in the same
substation, they must be physically separated.

2. Preferred to have two independent MV switchrooms placing transformers of different


sources.

3. If there is constraint on space, physical separation is required for both switchboard


and transformer rooms of the two sources.

3.1.3 Campus utility capacity


1. Landlord to provide utility contract with local grid stating the energizing date and total
contracted capacity. If that's not possible, kindly submit the feedback form/submission form
for electricity application.

3.1.4 Outdoor Power Cable


1. Outdoor cables to follow the requirements below:

2. Underground Cables shall be rated for at least 105°C. and designed to run at 85°C or
less.

3. Low voltage cables shall be rated for at least 90°C and run at 75°C or less.

4. Elevated cables to have proper water-proof insulation.

3.1.5 Diesel Generator


1. Rating of Generator shall fulfill below requirements:

a. N+X capacity: shall consider both UPS battery charging condition and normal
working condition

b. N capacity: prefer to be rated at COP / DCP (the diesel generator is considered as


main power source). If the generator is rated at PRP, the operating output power must
be displayed on the nameplate, supplemented by capacity calculation and the written
confirmation from the manufacturer to prove that it can meet all operating load
conditions; if aforementioned information is not available, generators shall be COP
rated.

2. Generator should include features necessary to power non-linear loads such as low
impedance alternators (X"d < 12%), isochronous electronic governors, true RMS three
phase voltage regulators, PMG excitation system, starting battery monitoring system or dual
starting batteries. If dual starting battery is not available, single set of starting battery with
battery monitoring system should be provided.

3. The diesel generator shall enable the pre-heating function as per manufacturer's
recommendation, to ensure the engine is capable of delivering the full load rating as
specified. Space heater shall also be provided as per manufacturer's recommendation.

4. The diesel generator shall conform to ISO8528 G3 performance class.

5. Generator set shall operate at auto mode.

3.1.6 Availability report


1. Landlord to provide availability study report for all electrical equipment.

3.1.7 Generator system


1. Both IT and Mechanical load shall be at least N+1 configuration. The system needs
to be concurrent maintainable. N prefers to be less or equal to 6. Under special
circumstances, N could go up to maximum of 8.

3.1.8 UPS
1. Preferred to be static UPS over rotary. It shall be double conversion type with
VRLA/Pure Lead Acid/Li-ion batteries. The input power factor of the UPS shall be at least
0.95 with minimum 95% efficiency. It needs to be able to run at 99% efficiency on ECO
Mode. UPS shall provide both static bypass AND external bypass system. The UPS capacity
needs to be sized according to IT demand, no diversity/demand factor to be applied.

2. Solenoid key interlock shall be provided between UPS static bypass and LV
switchboard external bypass, key release button shall be provided on LV switchboard. UPS
shall automatically switch to bypass mode if the solenoid key is being released from the key
holder.

3.1.9 UPS system redundancy


1. IT or critical load to have 2N electrical architecture. Both Distributed or Block
redundancy (DR/BR) are acceptable. If DR N+X redundancy adopted, N should not be
larger than 5, and sizied at 110% capacity. If BR/RR redundancy adopted, the catcher unit
shall be sized at 110% to avoid cascading failure.

2. Load calculation of normal operation and failover scenario shall be provided.


3. No more than 5 sets of UPS should be connected to the common output, unless
provided with circulation current and control report. Imbalance current at static bypass of the
same paralleled UPS group shall be maintained within 8%.

4. If DR/BR system adopted, dual input breakers are suggested for UPS input.

3.1.10 Battery
1. Battery capacity (VRLA or Li-ion type) shall not be less than 15 mins per feed under
full load condition. Unless on-site constraint, 10 mins shall be the minimum acceptable
capacity. Under 2N topology, Li-ion batteries should be dual manufactures and VRLA shall
be dual manufactures.

3. If back up power supply could be cut in within 90 seconds on all fault scenarios,
battery capacity could be reduced to 8 minutes.

4. Charing current setting at the UPS shall be greater than 5%

5. Imbalance current at the of the same paralleled UPS group shall be maintained at
less than 5% during charging and discharging.

5. Entire battery set shall be replaced if accumulated failure rate exceeds 20% or
battery autonomy do not fulfill requirement.

6. 15 minutes battery autonomy should be provided for ToB dedicated data halls.

3.1.11 Battery management system


1. Battery Monitoring System is required. It needs to be able to check on health status
for each cell, including but not limited to: Voltage, temperature, internal impedance. BMS
power supply shall be independent from the UPS itself.

3.1.12 Concurrent maintainability


1. All electrical systems need to be 100% concurrent maintainable. Fault level
calculation also needs to be provided for the electrical system.

3.1.13 Power quality


1. Power quality shall comply with IEC61000 and IEEE519.

2. Power factor needs to be controlled within 0.95 leading or lagging. Measured at point
of common coupling at LV side, THDv shall be within 5% and THDi shall be within 10% at
full load condition.

3. No Mechanical load and IT load to be shared under the same UPS group.
Harmonic limiting equipment must be installed on mechanical loads, If limited by site
constraints, active harmonic filter shall be installed at the common coupling for all
mechanical loads.
3.1.14 Lighting
1. Lux level to be measured higher than 500lux at 1m above floor for IT data hall,
350lux acceptable if limited by site constraints. Uniformity to be more than 0.7 with lighting
temperature to be around 5000 Kelvin. Areas other than IT data hall, Lux level to be more
than 250 when measured at 1m from floor.

3.1.15 Emergency lighting


1. Landlord to provide at least 30 mins back up time for emergency lighting within data
hall (either through UPS or battery pack) or other auxiliary rooms. To comply with other local
authority requirements.

3.1.16 Earthing system


1. TNS system preferred. The grounding grid resistance cannot be greater than 1 ohm.
It is recommended to have at least one ground bar for every 3 rows of racks. The size of the
ground bar should refer to TIA 607. According to TIA 607, all racks should be grounded on
the raised floor. The IT grounding system should be separated from other grounding
systems.

3.1.17 Power cabling


1. No crossing for A and B source. Cable basket/Ladder to have at least 20% spare
capacity for future usage. Electrical cable basket cannot be shared with ELV or IT cable
basket. A minimum 150mm separation needs to be provided. Electrical cable containment
system cannot be crossed under any water pipes, sprinkler pipes, sanitary, chilled water or
rainwater pipes. Vertical distance from power cabling to IT/ELV cabling should be larger than
300mm, if limited by space, 150mm is the bottom-line.

3.1.18 Arc Flash protection


1. Arc Flash protection needs to be in-placed for all medium and high voltage systems.

3.1.19 Load bank


1. To provide load bank for UPS and Generator testing. Capacitive (-0.9) load testing
shall be provided for generator.

3.1.20 Fuel Oil Storage


1. To provide On-site Fuel oil storage for at least 24 hours on full load condition. 12
hours is only acceptable when the landlord has signed contract with 2 or more providers to
transport Fuel oil within 6 hours upon activation. Fuel oil shall be selected according to the
weather condition.

3.1.21 Fuel Supply


1. Fuel oil pipes shall be in diverse paths, with Fuel oil leakage detection system
installed.

3.1.22 Electrical Switch Room


1. All electrical switch rooms are recommended to be on or above the ground floor.
Underground or Semi-Underground are not preferred. Air-con is preferred over mechanical
ventilation.

3.1.23 Battery Room


1. Battery rooms should provide explosion proof light fittings, and switches. Reference
to local codes and regulations shall be provided if requirement not fulfilled.

2. Racks height to be under 2m for easy maintenance.

3. If VRLA/Pure Lead Acid batteries are provided, hydrogen detection system to be


installed and links to mechanical ventilation system. Insulation panels to be provided on
rack. Battery groups should not to connected in parallel for more than 3 groups.

3.1.24 Transformer
1. Prefer to have dry type transformer. If oil-based transformers are used, it needs to
comply with FM Gloabl with burning point to be below 300 degree C. Mineral oil based
transformer is not allowed.

3.1.25 Lightning protection system


1. To comply with local authority requirements.

3.1.26 Standard EFO demarcation


1. The electrical fit-out (EFO) demarcation line shall lie within the data hall.

2. No installation work shall be carried outside the data hall premises.

3. Below requirement shall be fulfilled at demarcation interface:

a. No higher than maximum prospective fault level of 40kA


b. Allow for 2% of voltage drop at failover scenario in fit-out installation
c. Protection device time dial setting adjustable

3.1.27 Electrical system capacity calculation requirement

3.2 Mechanical

3.2.1 Environment requirement


1. The air temperature of cold aisle in Data hall, Network room and MMR should be
within 23℃~27℃, and the relative humidity of cold aisle should be within 40%~60%. If
restricted by conditions, the air temperature of the cold aisle must be within 18°C to 27°C,
and the relative humidity of cold aisle must be within 30% to 60%.

2. The temperature of the auxiliary area must be within 18°C to 28°C, and the relative
humidity of the auxiliary area must be within 35% to 75%. The auxiliary area includes: ECC,
unpacking area, storage room, maintenance room, etc.

3. The temperature of the support area should be within 20℃~30℃. If restricted by


conditions, the temperature must not exceed 35°C. The support area includes: Electrical
MV and LV switchgear and UPS room, Transformer room, Diesel generator room, Battery
room, fire-fighting facility room, etc. The temperature of the battery room must be within
20℃~30℃, and heating unit should be equipped if necessary.

4. The temperature in the administrative area should be within 22℃~26℃, and the
relative humidity of the administrative area should be within 30%~60%.

5. Suspended particles of equal or greater than 0.5μm, shall be less than 17600000 per
cubic meter in the air.

6. Data hall must maintain a positive pressure, the static pressure difference between
the data hall and the corridor must be no less than 5Pa, and the static pressure difference
between the data hall and the external area must be no less than 10Pa.

7. Operation condition of all areas shall be non-condensing.

8. Indoor air quality testing must be provided before delivery and acceptance in the
staffed area, and shall fulfill local air quality requirements of working environment.

9. IT data halls shall provide necessary air filtration measures, fulfill ISA S71.04 Class
G1 environment, and conduct monthly coupon testing.

3.2.2 Cooling system and solution


1. Medium-density & Low-density data hall: the cooling solution should be selected
between Chilled water system (CHW) and indirect evaporative cooling system (IEC). The
Rack capacity of Medium-density data hall and Low-density data hall is less than 16kw.
CRAC/CRAH/AHU shall be located in a dedicated corridor, not inside data hall.

2. High-density data hall: The cooling solution should be selected among Chilled water
system (CHW)+Fanwalls (FW) or INROW coolers, Liquid Cooling (cold plate or immersion
cooling), and Heat pipe cooling. Room-level CARC/CRAHs are not preferred. The Rack
capacity of High-density data hall is larger than 16kw and usually 20kW or more. When
CHW/Liquid Cooling is used, Water pipes installed under floor is required, and isolation
measures to prevent water splashing and leakage detection systems are provided. When
pump heat pipe system is used, leak detection system is also required.

3. MMR and Network Core Room: it is advisable to adopt a dual cool-source design
cooling scheme that combines DX air-conditioning and chilled water system air-conditioning
between rows. If restricted by conditions, the MMR and the Supercore room should have 2N
capacity redundancy and prefer dual cooling source design.

4. Power distribution room: Room-level CARC/CRAH should be selected and CFD


simulation reports should be provided. The design redundancy should be N+1.

5. The cooling system design shall refer to 20-years extreme temperature and humidity
data provided by the local meteorological bureau or ASHRAE, must be designed with
energy-saving measures and provided with calculation to demonstrate the efficiency.

6. The nominal cooling capacity must not be less than 110% of the total cooling load.

7. Outdoor unit of the and cooling system shall be able to operate normally between -
30℃~45℃.
3.2.3 Airflow management
1. The width of cold aisle should not be less than 1.8m, the width of hot aisle should not
be less than 1.2m. If restricted by conditions, the width of cold aisle must not be less than
1.2m, and the width of hot aisle must not be less than 0.8m. The width design of the hot and
cold aisle must be combined with CFD simulation results.

2. For Raised-floor air flow, adjustable tiles are preferred which can flexibly adjust the
air velocity and air volume, air velocity must be between 1.5m/s and 2.5m/s. The height of
raised floor should not be less than 1.0m. If restricted by conditions, it should not be less
than 0.8m. The relevant parameter design of Raised-floor air supply must be combined with
CFD simulation results.

3. The height of Plenum ceiling space or hot air return space should not be less than
1.5m. If restricted by conditions, it must not be less than 1m. The height design of the
suspended ceiling or thermal interlayer must be combined with the analysis of CFD
simulation results.

4. For flooded air cooling, When the length of aisle for air supply exceeds 10m, the
opposite side of the aisle should also provide with air outlet. If restricted by conditions, when
the length of aisle for air supply exceeds 15m, the opposite side of the aisle should also
provide with air outlet. The distance between the air supply grill/plenum and the first rack
should be greater than 2.4m. The relevant parameter design of air supply must be combined
with CFD simulation results.

3.2.4 Continuous cooling


1. Power supply for fan units, valves, control system and water pumps shall be dual
feeded and with at least one feed back up by UPS.

2. Continuous cooling of data hall: If water storage is used as a continuous cooling


solution, the capacity of the Thermal storage tank (TST) must meet 15 minutes for full load.
If UPS is used as a continuous cooling solution, the air conditioner power supply shall be
dual feeded and with at least one feed back up by UPS, and the battery capacity shall be no
less than 15mins.

3. Continuous cooling of power distribution room: The air conditioner power supply
should be dual feeded and with at least one feed back up by UPS, and the battery capacity
shall be no less than 15mins. If restricted by conditions, dual feed supply accepted.

4. If AHU indirect evaporative cooling equipment is used for the cooling of the data hall,
water storage with 12 hours capacity shall be provided, considered at worst case climate
condition and continuous operation with maximum spraying output. Landlord shall also
provide the water storage sizing report. The water supply pipe shall be of ring network
design.

5. Water tanks shall be concurrently maintainable.

6. Chillers, pumps, compressors and other critical cooling equipment shall be designed
and operated with rapid restart feature.
3.2.5 Hydraulic system
1. The chilled water supply temperature and return water temperature should be within
12℃~21℃ and 18℃~27℃.

2. The chilled water supply and return pipe network must be a dual-supply and double-
circuit design or a ring network design.

3. The cooling water make up or storage tank shall fulfill 12 hours of capacity, and the
capacity must be larger than the duration for the local emergency water tanker arrives at the
scene.

4. Water pipes must be tested for pipeline welding, and 100% tested with full coverage.
If restricted by conditions, the tested weld coverage shall be 10%, 100% testing required if
any sub-standard welding workmanship found from the test.

5. High pressure air duct must complete a pressure test of 1.2 times of the working
pressure. Low pressure air duct must complete a pressure test of 1.5 times of the working
pressure

6. Water pipes and system shall be complete with pressure test as per local code or
GB50243.

7. All water and drainage pipes inside data hall and at areas where condensation may
occur must be installed with water leakage detection system.

3.2.6 Design PUE


1. The design PUE requirements of each region are shown in the following table, and
the regional division standard is detailed in "GB50176 Thermal Design Code for Civil
Buildings". In addition, the design PUE value must not be higher than the local standard.

3.2.7 PUE and WUE calculation criteria


1. Calculation of annual average PUE and peak PUE shall be provided, covering 20%,
40%, 60%, 80%, and 100% load rates.

2. Provide annual average hourly PUE calculation under 80% load rate.

3. The calculation shall be based on 20 years of extreme temperature and humidity


data provided by the local weather bureau or ASHRAE.

4. PUE shall be monitored and displayed in real time manner:

a. IT power consumption: Measurement point shall be at the PDU or tap off unit on the
data hall busway. If limited by site constraints, the measurement point shall be at the
interfacing point to the white space.

b. Total power consumption: Measurement point shall be at the mains incomer.


c. Refresh interval: Continuous, record every 15 minutes.
5. Provide annual WUE calculation at 80% load rate.

3.2.8 Cooling redundancy


1. Chillers, indirect evaporative cooling units, CRAC/CRAHs and other equipment must
be designed with at least N+1 redundancy.

2. N should not be greater than 6 for IECs, Chillers and CARC/CRAHs, if restricted by
conditions, N should not be greater than 8. Each room must be equipped with at least one
redundant device. CFD simulation is needed.

3.2.9 CFD
3.2.9.1 Qualification
1. Vendors must use professional data center airflow (CFD) simulation software
6SigmaRoom or equivalent software for simulation calculations, software shall be licensed or
authorized.
3.2.9.2 Boundary and parameters

1. Vendor shall provide detailed simulation boundary conditions and parameters,


including but not limited to: physical model size, simplified physical model establishment
process, meshing situation, set boundary conditions and parameters, adopted turbulence
model, and convergence at the end of the calculation. Introduction to working conditions, etc.
All information should be included in the simulation report using proper description, pictures
and tables, etc.

2. The physical model size should include but is not limited to: Data hall size, cabinet
size, cooling equipment size, return air outlet size and location, raised floor height, ceiling
height, etc.

3. Boundary conditions should include but are not limited to: rack power consumption
and server's built-in fan characteristics, cooling equipment performance parameters and
control methods, sensor locations, etc.
3.2.9.3 Result and analysis

1. The simulation report should demonstrate: AHU/CRAC's delivery and return air
temperature and cooling capacity; the average temperature and maximum temperature of
the cabinet inlet and outlet; the cabinet's air inlet volume; the air velocity, temperature,
pressure cloud diagram (horizontal and vertical) of the critical section etc. The presentation
should be substantiated by pictures, videos, tables, etc.

2. Vendor shall analyze the simulation results from the perspective of flow and heat
transfer, explain the phenomena and problems in the simulation, and determine whether the
current simulation conditions meet the overall data hall cooling requirement. If the calculation
result does not meet the cooling demand, the problem should be clarified and enter into
optimization and improvement stage; if the calculation result meets the cooling demand, the
vendor should propose energy saving set up from the result and to increase stability of the
cooling system.
3.2.9.4 Others

1. If the air supply mode of the equipment room is raised-floor air supply, attention
should be paid to the floor opening rate of the cold aisle, air flow balancing, and air velocity
and temperature distribution above the tiles; if the air supply mode of the equipment room is
flooded air supply, attention should be paid to the cold aisle. The air velocity and
temperature distribution of the aisle and the air supply grills.

2. Simulations shall be carried according to the actual IT servers and network


equipment layout. Considered the power capacity of the network cabinet and the server
cabinet were different, control strategy by the temperature difference between the inlet and
outlet of cabinet should be adopted.
3. Server layout and design shall refer to the worst case scenario from the CFD
simulation, referring to the hot spot and airflow analysis at the vertical direction. In general, it
is not recommended to place IT servers in the 1-5U of the first 3 cabinets near the
AHU/CRAH.

4. CFD shall also be carried for electrical rooms, and consider the actual position and
related parameters of the heat source, fan and air outlet of the transformer, UPS and other
equipment in the room.

3.3 ELV and Security

3.3.1 General requirement


1. The ELV system should be able to display, record, control, alarming all the sub
system, trend and analysis power consumption.
2. The ELV system design shall be able to maximize the benefits of modularity,
flexibility and scalability of future technology changes.

3. Power configuration of workbench computer and the display screen shall be dual-
feed with ELV system dedicated UPS power and preferably configure with STS; if limited by
conditions, at least one feed from ELV system dedicated UPS power shall be provided.

4. All the control and monitoring systems shall be free from single point of failure.

3.3.2 NOC/ Command center


1. The NOC shall be in a dedicated room with centralized placement of monitoring
systems, able to access all infrastructure operation information and monitoring systems.

2. The NOC shall be equipped with a large screen display system, projecting the
environment and equipment monitoring system, security system, automatic fire alarm
system, and data center infrastructure management system.

3. Power configuration of workstation and the display screen: Dual-feed with ELV
system dedicated UPS power with STS preferred; if limited by conditions, at least one feed
from ELV system dedicated UPS power supply must be provided.

4. Real-time PUE and statistical WUE values shall be displayed

3.3.3 Electrical Power Monitoring System (EPMS)


1. The electrical and Power monitoring system (EPMS) must be in dual redundant, hot
backup, and allow switching from system within 1 second in case of failure.

2. The monitoring system should not be affected by voltage sags and surges, and shall
be dual feed with ELV system dedicated UPS power

3. All circuit breakers of 10kV or above shall have remote control function.

4. Power system should response to fault automatically, including backup power cut in
and switching.

5. Generator system, paralleling system and control panel power configuration: Dual-
feed with ELV system dedicated UPS power preferred; if limited by conditions, one of the
feeders with UPS backup is acceptable.

6. When the monitoring system fails, the controlled equipment shall not be affected.

7. The EPMS shall monitor the following equipment:

a. Distribution system: Switch status, current, voltage, active power, power factor,
harmonic content, IT power consumption, data center power consumption, PUE.

b. Uninterruptible power supply (UPS) system: input and output power, voltage,
frequency, current, power factor, loading; Battery input voltage, current, capacity;
Synchronous / unsynchronized status, uninterruptible voltage system / bypass power
supply status, mains fault status, uninterruptible power supply system fault status.
c. Generator system: fuel tank oil level, engine speed, output power, frequency,
voltage, power factor, air inlet status.

3.3.4 Building Monitoring System (BMS)


1. The monitoring system must monitor all the status and alarm of the air conditioning
units in the data hall, and allow for remote control.

2. The monitoring system shall automatically select the proper operation mode (chiller,
pre-cooling, natural cooling), and perform load adjustment of the cooling system, includes:
chiller, cooling tower, water pump and cold storage tank according to the ambient
temperature, pipeline pressure and temperature. The monitoring system shall allow
automatic fault response and operation schedule setup.

3. The system can automatically switch to the healthy equipment or system regardless
of controller failure or equipment failure.

4. Status and data of each equipment shall be clearly displayed, can manually and
automatically select the appropriate operation mode, add and subtract load and adjust the
operating frequency of the equipment.

5. If water chiller plant is adopted, it must be equipped with a automatic control system
with the following functions:

a. Preset to full automatic operation.


b. The critical data input involved in the control (outdoor temperature and humidity,
individual temperature and pressure and associated sensor) should allow redundancy to
ensure accurate monitoring and operation of the system.

c. When the control system fails, operation of the controlled equipment and data hall
environment shall not be affected. Heartbeat detection

d. System controller shall set up with standby controller, prefer to be dual feeded with
UPS back up. Master and slave controllers shall be hardwired with sync check cable,
connection from controller to all downstream equipment shall also be hardwired. All
equipment, include and not limit to chiller, DX, pumps, fans, valves, shall fail to last
known state in the event of power interruption.

6. The accuracy of the temperature and humidity sensor in the data hall shall be better
than ± 1℃ and ± 5% respectively.

3.3.5 Environment monitoring system (EMS)


1. The temperature, dew point temperature, relative humidity, particle concentration and
pressure difference of all data halls shall be monitored; when the environmental parameters
exceed the set point, the alarm shall be given and recorded.

2. Water leakage detection system shall be deployed at locations where flooding may
occur.
3. When there is forced drainage equipment, the operation status of the equipment shall
be included in the monitoring system.

4. Temperature and humidity sensor installation position requirements (horizontal


direction):

a. 30% 50% 70% of the length of the cold aisle, S1, S2, S3 and other core network
equipment cabinets provide with sensors; 40% and 60% of the length of the hot aisle; if
limited by conditions, the sensor can be installed in the cold channel cabinet 30% 50%
70% of the length, 40% and 60% of the length of the hot channel.

5. Temperature and humidity sensor installation position requirements (vertical


direction):

a. At 1.5 meters high; If limited by conditions, sensors can be installed at the top of the
rack.

6. Requirements of power supply and network connectivity of temperature and humidity


(TH) sensors:

a. ELV system shall be dual feeded by dedicated UPS system, no single point of failure;
TH sensors must be hardwired.

7. Ambient temperature, dew point temperature or relative humidity of the data hall shall
be taken inside the cold aisle or at the air supply area.

8. Alarm threshold shall be set as per operation.

3.3.6 Security & Surveillance System


1. Detail shall refer to attached document.

3.3.7 Northbound Interface


• Provide safe, reliable and stable northbound interface and platform that meet the
requirements interface protocol and specifications. Details shall refer to

3.4 Fire Services, Plumbing and Drainage

3.4.1 Fire Services


3.4.1.1 Fire extinguishing

1. Fire extinguishing type of Data hall and Generator room must be selected among the
Gas suppression system, Pre-action water sprinkler system and High-pressure water mist
system; When Sprinkler or Water mist system provided, drainage system calculation or
report should be provided.

2. For any fire extinguisher used in data hall, supercore room, electrical room, CO2 type
shall be used, and no powder type fire extinguisher shall be used.
3. Gas suppression system shall be provided in data hall of ToB and Aggregate Data
center.

4. Meet-me Room and Network core room must use Gas suppression system.

5. Gas suppression system or high-pressure water mist system can be used in power
distribution room and battery room; Automatic sprinkler system should be selected for fire
extinguishing system in admin and corridor areas.

6. When Gas suppression system is used, gases such as FM200 and IG541 that do not
cause personal safety hazards must be used. And must be equipped with a dedicated air
respirator or oxygen respirator inside the room.

7. Data hall, MMR, Network room and SuperCore Network room shall be installed with
VESDA.

8. Gas nozzles shall be 800mm away from the network cable containment, and spatially
coordinated with the rack layout to avoid clashes and blockage.

9. Suppression gas with low GWP value should be considered.

10. Firefighter's telephone system is preferred across the data halls, Supercore rooms
and fire command center.
3.4.1.2 Detection

1. The detector type must be a combination of smoke and temperature detectors, and
must be equipped with aspirating smoke detection, aspirating smoke detection 0.01%obs/m.
The number of detectors to be installed in each Data hall must not be less than the
calculated value N, N=S/(K*A).

2. Where: N is integer, and is the number of detectors; S is the area of the detection
area, m2; A is the protection area of the detector, m2; K is the correction coefficient, 0.7~1.0.
3.4.1.3 Evacuation

1. 2 exit doors shall be provided for spaces greater than 120 m2, and installed on two
sides of the space; for space less than 120m2, 1 exit door shall be provided. The clear width
of the exit doors should be greater than 1.4m

2. The exit door of data hall should be opened in the evacuation direction and self
closing. The exit door shall be fail-secure and can be operated from the data hall under any
circumstances.

3. The discharge of all staircases must lead to the outdoors through the entrance hall or
directly to the outdoors. The width of the staircase section must be greater than or equal to
1.10m, and the clear width of the walkway must be greater than 1.10m. The linear distance
from any point in the public space of the building to the nearest evacuation exit must be less
than 30 m.

4. Corridors and stairwells must remain unobstructed and provide with obvious
evacuation signs.
3.4.1.4 Certification

1. Fire-fighting facilities must pass the inspection and acceptance of the national
authority and provide acceptance documents.
3.4.1.5 Interlock

1. If allowed by local fire code, upon the activation of fire alarm or suppression
systems, cooling system for IT spaces and electrical room shall not be affected, and dual
alarm shall be received before triggering of any fire suppression system.

2. The fire alarm system should be connected to the building services of the entire
building through the I/O module, including access control system, air handling unit, fresh air
system, building management system (BMS), power monitoring system (EPMS),
environment monitoring system (EMS), smoke extraction system, sprinkler system, elevator,
etc.
3.4.1.6 Others

1. All rooms and spaces shall be equipped with dry powder fire extinguishers, carbon
dioxide fire extinguishers and other portable gas fire extinguishers.

2. Floor finishing and other decorations shall be fire retardant.

3. Ceilings, wall panels (including filling materials) and partitions must be made of non-
combustible materials. Organic composite or combustible materials are strictly prohibited.

4. All floor opening and wall opening shall be properly sealed with fireproof material.

5. The fire resistance rating of the data hall shall be level two or above (with reference
to GB50016).

6. Power supply and water supply routing shall avoid single point of failure, if any of the
provision passes through spaces containing alternative power sources and water sources,
fire compartmentation shall be provided.

3.4.2 Plumbing and Drainage


1. Water supply and drainage pipes that are not serving the data hall are prohibited
from passing through the data hall; the water supply and drainage pipes that pass through
the data hall must be covered with a leak-proof casing or equivalent measures. Sealing must
be provided between the pipes, heat insulation and sealing measures must be taken.

2. For rooms equipped with sprinkler facilities, air conditioners and humidifiers, water
blockage and drainage measures must be installed.

3. Water supply and drainage pipes are not allowed to run above the IT equipment.

4. The water supply and drainage pipes and their insulation must be made of B1 and
above materials.
5. Self-closing floor drain must be adopted in data halls, water seal device must be
installed under the floor drain, and measures must be taken to prevent damage to the water
seal and backflow.

6. In environment with freezing risk, electric heat tracing shall be provided for water and
drainage pipes.

3.5 CSA

3.5.1 Architecture
1. No fenestration shall be installed in the external walls of the data halls, electrical
rooms and battery rooms If escape windows are required, UV protection must be provided,
and windows should not be exposed to cabinets.

2. The height of the raised floor (when used as cable wiring) should not be less than
250mm

3. The waterproof level of the roof should be as "Grade 1"

5. It is not recommended to allow any ramp along the delivery path and exit route. If
restricted by conditions, the gradient of every ramp shall not be steeper than 1:15 \

6. All external wall pipes and trunkings entering the building must be effectively sealed
to avoid water leakage, and a water spray test shall be carried out. Test procedure shall
refer to GB/T15227-2007 or other relevant standard.

6. The height of the IT machine room should be 5.5 meters or more; the height of the
freezing station should be 6.3 meters or more; the clear height of the unloading area should
be 5.5 meters or more.

7. The auxiliary function space of the data center building should include the following:
Entrance and security registration, ELV room, administration room, PAC room , smoke
exhaust room, Gas suppression room, elevator (except flat floor data center), unpacking test
area, warehouse, spare parts room, monitoring room

8. The elevator requirements should be complied with: Two freight elevators: The
elevator uses VVVF to control the freight elevator, with a load of 3 tons. The internal
dimensions of the elevator are not less than 2400*1800*2700mm (depth*width*height), and
the door is 1600*2700mm (width*height).

9. Delivery path from loading dock to the data hall, including goods lift, shall maintain
with clearance greater than 2.7m, width greater than 1.8m.

10. All critical facilities and system, including electrical, mechanical and telecom etc, shall
be compartmentalized, so that single event would not simultaneously impacting other
facilities and system.

3.5.2 Civil
1. The municipal civil work in the campus needs to meet the necessary comprehensive
design of pipelines (Power cable/conduit, ELV cable/conduit, Fiber cable/conduit, water
supply and drainage, Fuel oil supply and return pipelines) and design reasonably, and
provide sufficient maintenance vaults/wells/manholes to facilitate troubleshooting and
maintenance.

3.5.3 BIM
1. Architectural and building design should adopt BIM (Building Information Modeling) to
ensure all equipment could meet the loading and maintenance requirement, and to ensure
no clashing and interfering of systems.

3.5.4 Structure
1. Seismic fortification classification shall not be lower than Class B

2. Standard load value of each area is as follows:

○ Dynamic load of Data Hall (kN/m2): 15 kN/m2; combined value coefficient Ψc=0.9;
8-12 frequency encounter value coefficient Ψf=0.9; quasi-permanent value coefficient

○ Dynamic load of UPS and Electrical room (kN/m2): No less than 8-10 kN/m2
○ Dynamic load of Battery room (kN/m2) (4 layers of battery pack): No less than 16
kN/m2

○ Dynamic load of (NOC) Network operation center (kN/m2): No less than 6 kN/m2
○ Dynamic load of Gas suppression Cylinder Room (kN/m2): No less than 8 kN/m2
○ Dynamic load of Electromagnetic shielding Room (kN/m2): No less than 8-12 kN/m2

3.6 Rack and Cabling

3.6.1 Rack specification


1. Outer Dimension:

a. Width 600mm X Depth 1200mm X Height (Generally 52U, unless stated otherwise)
for server rack and

b. Width 800mm X Depth 1200mm X Height (Generally 52U, unless stated otherwise)
for network rack

2. Internal Dimension:

a. Internal width 450mm, to comply with EIA standard, internal height (Generally 52U,
unless stated otherwise)
3. Height for each U: 45.45mm for mainland China, 44.45mm for regions excluding
mainland China. The space between each hole shall remain constant; Height of blanking
plate shall be exactly the same with the height of each U required.

4. The rack must be able to support both sliding rail and L-shaped tray server
configuration.

5. The thickness of L-shaped tray shall be 2mm, the width which is directly supporting
the servers must be at least 20mm. One pair of tray must be able to support server weights
at 100KG and above.

6. The deformation for L-shaped tray must be less than 0.5mm

7. The openings on the rack column shall be 9.5mm x 9.5mm

8. The distance between front and rear columns to be measured from 700-900mm

9. The upper and lower panels of the rack should be reasonably designed. The outlet
should come with rubber or brush and take into consideration of the space needed for power
cables

10. Cable manager to be designed for racks that are directly below TOR (Only 1
Horizontal Cable Manger is needed below TOR)

11. The bottom of the rack should be designed to block the wind to ensure the isolation
of the hot and cold aisle

12. The Rack should be made of high quality cold-rolled steel plate (mainframe) with a
load bearing of at least 1200 kg

13. Electrostatic spray treatment is required on the exterior surface of the rack

14. Strong enough to withstand magnitude 8 earthquake (with 20% loading) and no tilting
to be observed during server installation

15. The colour of the rack shall be black, unless otherwise requested

16. To provide side panels only for the first and last rack in a row.

17. Caster wheels required.

18. Rack shall be connected to earthing system, with less than 0.01 ohm

19. Blanking panels to be calculated as 60% of the space is filled up per rack

20. Fiber cables are to enter from both the front and rear of the rack whereas power
cables will only enter from the rear.

21. Lacing bar/ cable manager shall be provided in the front and rear of the rack.

22. The inner side of the cable manger shall be designed to hold the cable in position
and to be cable-tie friendly. The pull-out of the server (width 483.6mm) shall not be affected
by cable which is tied in cable manager for a bundle of at least 30.
23. rPDU not to be placed side by side, but to be placed on two sides of the rack and
sockets facing each other (above standard applies to rack with 2 rPDU, have a separate
standard for network rack)

24. The width of the front cable manager to be at least 90mm, the distance A from the
front column to the front plane of the rPDU should be 910-920mm .

25. All racks shall provided with a stud for grounding and fixed onto the ground.

26. Labels shall be provided on both sides of the rack.

3.6.2 Aisle containment specification


3.6.2.1 CAC(Cold aisle Containment)

1. CAC should be powder coated steel frame, with aluminium extrusion for windows.

2. CAC Polycarbonate must meet local fire service requirements. *Please submit local
code with submissions of polycarbonate test reports.

3. CAC should offer at least 65% open area across the pod for light and fire
suppression.*Submit calculations.

4. Roof top panels should be in place to provide for a variety of service penetrations:
CCTV / T&H / Cable protection/ Fire protection/ LED lighting.

5. LED strip lighting must not impede rack door, or CAC operation.

6. Power dual source A and B. Provide STS. (mechanical type is optional)

7. Provide on / off switch for opening tilt panels.

8. Windows and doors must be well sealed to prevent air leakage.

9. All items must be mechanically fixed. No use of tape, with the exception of fire rated
foam gaskets to seal minimal gaps to prevent air leakage.

10. Please provide solution for differing rack heights where required.

11. Design and construction of Cold aisle containment shall meet local FS code, supplier
to advise any FS inspection required
3.6.2.2 HAC(Hot aisle Containment)

1. HAC should be powder coated steel frame, with aluminum extrusion for windows.

2. HAC Polycarbonate must meet local fire service requirements and have at least 85%
light transmission. *Please submit local fire code with submissions of polycarbonate test
reports for QP approval.

3. HAC PE Endorsement must be submitted for QP / Data Center approval

4. Polycarbonate panels must allow for penetrations of cross connecting cable baskets
and any other conduit (example : cctv)
5. Any cross connecting cable basket and conduit pipe that penetrates the hot aisle
must then be sealed by a shroud to prevent air leakage.

6. Windows and doors must be well sealed to prevent air leakage.

7. All items must be mechanically fixed. No use of tape, with the exception of fire rated
foam gaskets and window fur to seal minimal gaps to prevent air leakage.

8. Please provide solution for differing rack heights where required.

3.6.3 Rack PDU (rPDU) specification


1. rPDU shall possess certificate issued by the local authority, and meet UL, CE, CB,
3C or other applicable standards.

2. rPDU shall include Industrial connectors and meet the IEC60309 standard, and the
current-carrying capacity of the connector must meet 1.5 times the rated current-carrying
capacity of one side of the cabinet. If the industrial connector is not equipped, the terminal
can be crimped directly (only applicable to Mainland China).

3. Details for each type of rPDU shall refer to the table below:

1. Digital meter with onboard display and Ethernet port with IPV6 access and
management capability shall be provided, and support daisy chain connection. Metering
point shall include:

2. Metering accuracy shall be within +-1%.

3. MCB unit or circuit protection device shall be provided as per local electrical code.

4. rPDU needs to be equipped with self-locking mechanism to prevent the power cord
from falling off

5. The shell can be made of high-quality aluminum alloy profiles or sheet metal profiles,
which need to be sturdy and durable, with good painting effect

7. Ambient operating temperature: 0-60 degrees Celsius; relative humidity: 10% -85%

8. The production process of rPDU sockets needs to meet the requirements of the
maximum and minimum pull-out force and tolerances in the local standards. It is
recommended to use IEC 60320 C13-C14 (10A) and C19-C20 (16A) and no interchange
connector is allowed. If the 10A and 16A plugs of Chinese national standard are used, they
shall meet relevant requirements in GB1002-2008.

9. For three-phase rPDU products, the corresponding position of each A/B/C should be
clearly marked on the label to facilitate the uniform deployment of IT equipment.

3.6.4 Cabling system


1. General

a. Cable basket to comply with IEC61537-2006, GB/T21762-2008, JG/T491 standards.


If the standards differ, to comply with standards with higher/more stringent requirement.

b. Proposed product must have at least 5 years of data center project reference with a
minimum of 500m deployment.

2. Materials

a. Grade 304 or 316 stainless steel preferred.


b. PVC is not recommended.
c. Normal Steel is not recommended.
d. Hot Dip Galvanized steel is acceptable.
e. Environmentally friendly coating shall be used.
3. Loading

a. Typical 10-15 ponds per foot


4. Joints

a. Bolts and nuts joints are acceptable.


b. Standard fittings with accessories.
c. No on-site welding is allowed.
5. Electrical

a. Cable basket needs to have good electrical continuity to support electrical grounding.

a. Cable basket should be able to withstand at least 1 hour under 1000 degree Celsius
and to provide relevant certification.

3.7 EHS

3.7.1 Environment
1. It must meet the environmental requirements for construction in the area, and in
principle, choose green energy-saving products and sustainable products.

2. The construction contractor must carry out construction strictly in accordance with the
construction specifications and shall not carry out construction outside the specified
construction time.

3. The construction contractor must strictly implement noise management, and shall not
exceed the construction noise standards stipulated by local laws and regulations.

3.7.2 Health and Safety


1. Construction safety is the prerequisite for everything. Great importance on the safety
of construction and workers, and will adopt a “zero tolerance” policy towards construction
accidents caused by violations of safety operation procedures.

2. All construction safety violations and accidents, regardless of their size, must be
reported within 12 hours of happening.

3. Construction site shall be provided with guardrails, warning signs, etc., as to ensure
workplace safety.
