EXECUTIVE ORDER NO. 003A


Series of 2023

AN ORDER ESTABLISHING THE BARANGAY COMMUNITY GARDEN OF


BARANGAY LABANGAL, GENERAL SANTOS CITY AND DESIGNATING
SANGGUNIANG BARANGAY MEMBER (SBM), STAFF AND COMMUNITY
VOLENTEERS TO LEAD AND MANAGE THE ESTABLISHMENT AND
MAINTENANCE OF THE BARANGAY COMMUNITY GARDEN
WHEREAS, Section 16 of the Local Government Code of 1991 mandates that every local
government unit shall exercise the powers expressly granted for its efficient and effective
governance and those which are essential to the promotion of general welfare and that one among
other things is the promotion of health and safety;
WHEREAS, the economy of the Philippines depends on the agriculture sector and given its
geographic location, the country had experienced numerous threats to food security brought
about by strings of natural calamities that have rendered farm produce unusable or increased
food prices due to food shortage;
WHEREAS, the COVID-19 pandemic further worsened the country's food insecurity, disrupting
the availability and access to fresh and nutritious foods at affordable prices;
WHEREAS, to address the problem of hunger and food security, the national government enacted
several laws and implement various initiatives and strategies to ensure sustainable and resilient
production and food availability throughout the country;
WHEREAS, in support to the thrust of the current administration and cognizant of the role of
barangays as essential partners of the national government in contributing to addressing hunger
and ensuring food security, the DILG issued Memorandum Circular No. 2023-001 re:
Implementation of the Halina't Magtanim ng Prutas at Gulay (HAPAG) sa Barangay Project,
likewise mandating all Barangays to establish their respective Barangay Community Garden;
NOW THEREFORE, I, REYNALDO B. CLAPIS, Punong Barangay of Barangay Labangal,
General Santos City, by virtue of the powers vested in me by law do hereby order:
Section 1. DESIGNATION OF SANGGUNIANG BARANGAY MEMBER AND STAFF TO LEAD
AND MANAGE THE BARANGAY COMMUNITY GARDEN. Sangguniang Barangay Member
REYNALDO ABING, Chairman, Committee on Health is hereby designated to Lead and Manage
the establishment and maintenance of the Barangay Community Garden.

Further designating the following Barangay Officials and members of the Barangay Community
Garden Enforcers to provide support services to Sangguniang Barangay Member Reynaldo Abing
in the operation and maintenance of the barangay community garden:

SECTION 2. ESTABLISHMENT OF BARANGAY COMMUNITY GARDEN VOLUNTEERS. A


group volunteer shall be established in the Purok to help the flourishment and maintenance of
the Barangay Community Garden. The composition shall be the as follows:

a. Juanito Kindat – IP Community Representative


b. Women Community of Purok Kulasi

SECTION 2: Functions

I. Coordinate with the Municipal Agriculture Office for any available agricultural training,
seminars and capacity-building services as well as seeding materials and other
agricultural equipment and facilities that would help in the operation of the barangay
community garden;
II. Lead the promotion of barangay community gardening to the community including its
importance and benefits as well as the products produced through community garden;
III. Promote agribusiness, especially for high value product in the area;
IV. Keep a record of the overall operations of the community garden such as the types of
seedlings planted, number of seedlings per plant planted, and number of vegetables and
fruits harvested, among others;
V. Assist in ensuring the adequate provision of agricultural services and facilities in the
barangay pursuant to Section 17 of the Local Government Code of 1991;
VI. Assist in the enactment of Ordinance regarding the setting-up and operations of the
barangay community garden and in allocation of funds to sustain its operations;
VII. Assist in establishing a group of volunteers in the community to help in the establishment
and or maintenance of the barangay community garden as well as spread the information
in setting-up household vegetable gardening and/or planting fruit-bearing trees; and
VIII. Submit necessary compliance reports on the establishment of barangay community
garden to DILG as required.
IX.
Section 3. EFFECTIVITY. This Executive Order shall take effect immediately.
