II. RATIONALE
RATIONALE:

PICE Regional Summit is an ideal ground for the Civil Engineering Students of the
region to increase their engagement within their chosen field by providing them with
opportunities to build networks and connections, showcase their talents and skills
which makes them holistically competitive, and foresee the future as a Civil Engineer.

OBJECTIVES:
• To build partnership or network among the Civil Engineering Students of Region
12.
• To unveil the Civil Engineering Students’ talents and skills.
• To have a glimpse of future as a Civil Engineer.

The Regional Summit shall be on February 15-17, 2024 brought to you by the PICE
Region XII Student Chapter Council, to be held at Kidapawan City, and shall be
hosted by PICE-NDKC Student Chapter with the theme “BUILDING TOMORROW,
CONNECTING TODAY: Synergizing Ingenuity and Civil Engineering
Excellence.”
III. GENERAL GUIDELINESS
A. Qualification
1. The PICE Regional Student Summit 2024 is open to all bona fide
undergraduate students whose taking Bachelor of Science in Civil
Engineering and an active member of their respective PICE Student Chapter
who were enrolled in the Academic Year 2023-2024 with in the Region 12
schools in the Philippines.

2. There will be ten (10) official participating student chapters from the Region
12 who will participate for the various events. The Competing teams are as
follows:

3. The participating student Chapters are expected to participate and compete in


the following events:

4. Participants must ensure that they are mentally and physically capable to
perform their chosen event/s.
B. Requirements
1. The following are the requirements for the official entry of the participating
student chapters.
a. A copy of complete List of Participants
b. An approval letter / response letter coming from school
administrators.
c. Contest Piece for identified events.
2. All requirements /entries/outputs should be submitted on each scheduled
submission per committee.
3. List of Participants in all events will be submitted on February 9, 2024 at
Notre Dame of Kidapawan College.
4. If there will be revision/s for the list of participants, valid reason/s must be
submitted to the screening committee and revisions are only accepted until
the agreed date set by committee.
5. Failure to submit the above requirements on time will have 250 points per day
(24 hours) in the points which will be accumulated in a particular event.
6. All the entries documents/excel/pdf/ such as List of participants/Entries must
be submitted physically.

C. Screening Committee: Official Tabulators for PICE RXII SC 2024


1. The Screening Committee shall be composed of the members of the
Board of Civil Engineering Student Tabulators
2. The PICE RXII Student Chapter Council tabulations in charge along with
One (1) PICE member screened participants coming from participating
student chapters will serve as the official tabulators in all the events in
this year’s PICE Regional Student Summit 2024.
3. The following are the duties and limitation of the screening & tabulation
committee
a. To verify the qualification of each participant.
b. To qualify or disqualify a participant/entry before the start of the
PRSS 2024.
c. All requirements submitted by the participating student chapter
will have a final verification from the Grievance Committee.
d. The Board of Civil Engineering Student Tabulators (BCEST)
will be adopting the Ranking System in tabulating the judgement
of the jury for criteria-based events. In case of a tie, the Chairman
of the Board of Judges will break the tie and decide who will be
the winner. He/she has the prerogative to consult his/her fellow
judges about the decision. The Board of judges is to be provided
by the Executive Committees of PICE Regional Student Summit
2024.
e. They are in-charge of the conversion of points under the Points
System, and they shall provide the Points Updates periodically
and immediately and allowed to access all the results.
f. They have the authority to interpret, solve, collect, and deduct
results with the official guidelines as their basis.
g. They are the ones only allowed to communicate to the judges
during the event proper for the collection of judges’ sheets and
results.
h. They are responsible of confidentiality, independence, and
integrity of the results and need to present first the result to the
PICE Region XII SC President before posting and
announcement.
i. The tabulation members are not allowed to join or participate in
events with tabulation.
j. They are not allowed to disclose any information to any person
before the official release of updates by the authorized persons in
the tabulating team.’
k. They are not allowed to communicate with other students to
practice independence and address individual concern and
complaints of the students for this will be under the Grievance
Committee.
4. There will be five (5) Authorized official watchers in each participating
student chapter to monitor only the correct entry and scoring in each
event with proper good communication and showing respect to the
BCEST Committee.
5. Complaints/protests/questions by the representatives concerning
the errors in tabulation process must be forwarded to the attention of
the Committee on Results and Tabulation chair, and the chair must
look into this immediately and come up with verification.
Assessments and corrections are to be resolved by the committee.
If any chance, an impasse will arise, the chair must inform the
knowledge of Executive Committee chair in due time for evaluation
and referrals.
6. Once caught violating any of the stated information, the specific tabulator
and authorized officials will be eliminated from his/her duty and will pay
5,000 pesos for the misconduct and inconvenience caused.

D. Scoring System
1. For scoring purposes, the following events are categorized into Major
Events, Minor Events, and Special Events, each with corresponding
points.

E. Protest Procedure
1. All complaints and protests must be put into writing by the President of
the PICE Student Chapter who has a complaint, or by any of the higher
officials next to him in his absence, as noted by their PICE Coordinator
it must be submitted before the declaration of the winners on the day of
the event or within 24 hours.
2. Written complaints must be submitted to Committee on Grievance
3. Complaints & Protests are subject for immediate investigation and
assessment of the Executive Committee and the involved school
represented with their PICE student chapter President, or any higher
official next to him, in his absence.

F. Requirements
1. Participants shall wear clothes that would identify the student chapter
they represent.
2. Player’/participants/ name must be on the official list of participants.
3. The participating student chapters must secure a copy of their list of
participants, mechanics and guidelines every competition.

G. Defaulting
1. There will be 3 calls before the start of the game. Frist call is 15 minutes
before the game, second call is 10 minutes before the game and the last is
5 minutes before the game.
a. A 15-minute default time will be given from the schedule of the game
if the team is incomplete based on the minimum number of players
required for that particular event.
b. If after the last call, there is a game going on, the next team to play
is requested to stand by and have its warm-up.
c. A team/participant which does not appear in the specific scheduled
game/event is considered “loser by default”.
d. If a default occurs, the next set of players will still follow the schedule
time of game or may appeal to the Committee assigned.
e. Failure to arrive upon the given time will result to a 5-point deduction
from the overall tally of scores.
2. Each competition has its own specific rules and guidelines. The Committee
on Screening and Tabulation will strictly watch and observe each event for
any chance that the rule/s may be violated. If any chance these rules are
violated, the Committee on Screening will refer the rule/s violated to the
Committee on Tabulation wherein the Executive Committee are members
of, the Executive Committee have the sole authority in points deductions or
deduction/s will be forwarded to Committee on Tabulation with the
knowledge of the judges and school/s concerned.

H. Special Instruction
1. Props/materials to be used must be prepared or properly placed.
2. Fireworks, pyrotechnics, explosive materials or hazardous objects are
prohibited in the competition; failure to comply will be disqualified.
3. After a performance or group presentation, cleaning and clearing the
stage/ground for props and debris must be strictly implemented. Failure
to comply will be subjected for deduction of 5 points in the overall score.
4. Every event has its own limited time given, failure to comply will be
deducted 5 points in their overall score.
5. Special Revision of entries/LOP after the date prescribed on the general
guidelines shall only be allowed in the following reason: health concern
and death of an immediate family member
6. In every event, please secure your School ID (indicating your
Program/Couse) and Regional Summit ID for identification and for
verification. A certificate of registration can be presented in case of ID
unavailability.
7. All musical backgrounds for any of the competition must be rendered on
flash drive or Google drive to be submitted a week before the day of the
event. This is to ensure that there would be no technical difficulties in
terms of the above requirements.
a. In case of a technical problem, verified by the Committee on
Technical Management, the participants are allowed to repeat their
performance again as last performer.

SPECIFIC GUIDELINES
FOR THE SOCIOCULTURAL EVENTS

PICESIKAT

1. Each participating school shall have one entry.


2. Solo, duet, or group performance is allowed. For group performance, a
maximum of 20 members shall be observed.
3. Performer/s may showcase a dance number, song number, play, or any
combinations of talents thereof.
4. Malicious, lewd, and hazardous words or acts shall be prohibited.
5. Each entry shall be given a minimum of 3 minutes and a maximum of 5
minutes performance. Failure to follow the given time limit shall be
subjected to a 5-point deduction from the judges’ scores.
6. Each entry shall be given a two-minute preparation before the performance
and another two minutes after the performance to clear the stage/area.
7. The submission of music only is on February 13, 2024 (7:00PM) via google
drive link of PICE RXII SC Gmail.
8. Failure to follow the specific guidelines shall be subjected to automatic
disqualification for the event.
9. Failure to comply the above-stated guidelines will have 5-point deduction.
10. The judges’ decision is final and irrevocable.

MR. & MS. PICE AMBASSADORS 2024

1. Each school must have 1 pair (one male, and one female) of representatives.
2. Each pair shall submit a one (1) minute video presentation that would introduce the
institution that they represent. The background of the video presentation must be within
their respective campuses. The video must be submitted on February 10, 2024.
3. There will be Photoshoot and Video shoot that will be conducted wearing their PICE
Polo Shirt on February 4, 2024 by 9:00AM at NDKC Grounds.
4. The candidates will be judged in the following exposures:
a. Production Number (Jeans, Official PICE Region 12 Student Summit Shirt)
b. PICE Polo Shirt (Jeans, PICE Polo Shirt from the respective schools)
c. Preliminary Interview
d. Civil Engineering Attire (Work Attire)
This will determine the TOP 5 Candidates of the competition (5 males, and 5 females).
5. In the final round, back to zero basis will be followed. The top 5 candidates will be
judged based on the final criteria.
6. Preliminary questions will be coming from the respective student chapter moderator,
two (2) questions sealed in a long envelope. The topic of the preliminary question
should in line with this year’s theme or in civil engineering field. The preliminary
question must be submitted on February 15, 2024 by 11:00AM to the PICE R12 SC
Secretary and Committee Assigned.
7. Failure to comply the above-stated guidelines will have 5-point deduction.
8. The judges’ decision is final and irrevocable.

SPECIFIC GUIDELINES
FOR THE SPECIAL EVENTS

BATTLE OF THE BANDS

1. Each school must have one band entry with a maximum of 8 (eight) members.
2. Each entry will be given a maximum of 10 minutes performance only and
There will be a 3-minute sound check and set-up time for each band and 2
minutes exit (one-point deduction for every one-minute extension).
3. Each band must prepare two songs –
a. One warm up song, the cover song will serve as a warm-up and the
genre will be Original Pop Music, and;
b. One last song, the contest piece will serve as the last song, from
which the band can choose either of the suggested contest piece
i. Ooriginal composition about Civil Engineering.
ii. Any songs of Pop and Alternative rock.
c. The judges will start the scoring when the band starts to play their
contest piece incorporate with original composition or pop and
alternative rock.
4. Scream, Hard core, Foul and lewd words are strictly prohibited in the
competition. Failure to adhere so shall have a point deduction for every foul or
lewd words during the performance.
5. The language of the contest piece that will be used during the competition will
be Filipino or English or Filipino and English.
6. The participating band should bring their own instruments, except for the drum
set and amplifiers.
7. Failure to comply the above-stated guidelines will have 5-point deduction.
8. The judges’ decision is final and irrevocable.

BENCH YELLING COMPETITION

1. Each school must have one entry with a minimum of 20 and a maximum of
50 members.
2. Each entry will be given a minimum of 1 minute & 30 seconds and a
maximum of 2 minutes & 30 seconds performance.
3. Each school must follow the seating format arrangement of three (3) rows only.
4. The use of props is allowed except for hazardous ones such as using of body oils,
pyrotechnics, pointy, hard objects and other substances that might affect the
performance area and other performers is not allowed.
5. Using of recorded background music is not allowed and using of foul words is
strictly prohibited.
6. Performers may use instruments as long as the yell would be audible and
wouldn’t be overpowered by the sounds produced by the instruments.
7. Failure to comply the above-stated guidelines will have 5-point deduction.
8. The judges’ decision is final and irrevocable.

POSTER MAKING

1. Each school must have one entry only and composed of minimum of 2 and
maximum of 4 members.
2. The poster must illustrate, interpret, and emphasize the theme. “Building
Tomorrow, Connecting Today: Synergizing Ingenuity and Civil
Engineering Excellence.”
3. All artworks must be done on the spot and must be completed within the allotted
time of two (3) hours.
4. The poster must be done in free hand using the following materials (to be provided
by organizer): ½ size illustration board, Pencils, Oil pastel, and Marker.
5. Participants can bring their own materials such as cotton & ruler, but only those
materials listed in RULE NO. 4 are allowed.
6. All entries must be pre-numbered. No other identifying marks will be allowed to
appear in the artworks.
7. Failure to comply the above-stated guidelines will have 5-point deduction.
8. The judges’ decision is final and irrevocable.

RUBE GOLDBERG
.
1. Each team shall consist of not more than 10 members.
2. All entries are encouraged to be exhibited for the remaining duration of the summit
at a designated area that will serve as the PICE Mini Museum.
3. The machine should be constructed on a 1-meter x 1-meter board (or any simple
shape with an equivalent) and the apex of the machine should be more than 1.5
meters tall.
4. The goal of the machine is to ring up a bell (Call bell) while the starting point is
to cut a string rope.
5. The machine should run for no less than 30 seconds but no more than 300
seconds per run from start to finish.
6. All entries will be given a maximum of 3 (three) attempts. Only those entries that
hit goal within the 3-attempts will proceed to the final judging.
7. Any materials are allowed as long as they are SAFE. Materials that are hazardous,
combustible, flammable, explosive, toxic, corrosive, or dangerous are not
permitted. Using insects or animals is not allowed. Violation of rule no. 8 will lead
to disqualification.
8. There is no cost limit but it is highly encouraged to use recycled/reused materials.
9. Any electricity must be battery-powered and should only be used on some steps
and not to be used to power the entire machine.
10. A Rube Goldberg machine is designed such that a single action starts the
machine. No other human intervention during the run is allowed. Any human
intervention to fix the machined midway a run will not be allowed.
11. The exhibition and simulation date will be on February 16, 2023 by 1:00PM at
designated area.
12. Failure to comply the above-stated guidelines will have 5-point deduction.
13. The final criteria for judging will be as follows:

SPECIFIC GUIDELINES
FOR THE ACADEMIC EVENTS

AMAZING RACE

1. Each school shall have one team only and must be composed of 10 members.
2. Each team will be provided with a Station Card, instructions and guidelines for
each station this will be given at station zero (0) during the game proper.
3. There shall be 10 stations with different challenges and 1 bonus station.
The teams shall accomplish their current stations with given time limit before
they proceed to the next stations.
4. Each team will be given a Map on where the stations are located a day before
the competition proper to strategics and familiarized the locations.
5. Each team shall not proceed to other stations unless they are done at their
specific stations; please refer to the sequence below.
6. The Team who finishes the Station Card first with highest number of stations
shall be declared as winner.
a. Reference scenario to determine the winner;
i. Team A is the first to submit with 9 stations accumulated.
ii. Team B is fifth to submit with 11 stations accumulated.
iii. Therefore, the team who submitted the station card first that
has the highest accumulated number of stations is Team B.

1. Regional competition is open for all civil engineering institute, school, and
university for the particular region involved.
2. Participating teams should compose of 2 to 3 students for them to be qualified
in the regional cup.
3. Each school is entitled to submit the names of their official representatives. No
registration fee required.

5. Maximum of 2 participating teams per school can register for the Megachallenge
Regional Cup.
6. Participating teams must have a unified e-mail address as part of registration and
communication through-out the quiz proper. One email address per team is allowed
through-out the competition.
7. Deadline of registration for the Regional Cup will be indicated in the invitation email
sent to the participating teams or invitation letter sent to the civil engineering department
of a participating school.
8. Participating students must have their certificate of matriculation or proof of enrollment
for the current school year. This requirement will be sent after confirmation of
registration. Confirmation of successful registration will be sent after completion of
requirements.
9. Calculators to be used by the participating teams must be presented upon on-
site registration.

event formality. In a case that a school does not have any
uniform, the participating teams can use any plain polo shirt to
follow the formality of the event.

winners.

2. Megareview and Tutorial Center will have its own Panel of


Judges and quiz master.
3. The Entire MEGACHALLENGE REGIONAL CUP will consist of
Two (2) Events. The Elimination Round which is a
simultaneous written examination and the Regional Finale
which is an Oral Competition.

A. WRITTEN COMPETITION
• A 50-item exam will be given to all participants, The
average of the students in each participating teams will be
considered the score of the team for written examination.
• The 3 teams who have the lowest score will be eliminated
in the competition. The rest of the participating teams are
qualified to proceed for the oral competition.
• If a competing team gets a perfect score in this written
competition, they will automatically qualify for the
Megachallenge National Cup and proceeds to the next
round to compete for the title of Regional Champion.

B. ORAL COMPETITION
• 30 questions will be given to all participating teams who
are qualified for the oral competition.
• The 30 questions are composed of 10 easy, 10 average
and 10 difficult questions. • Each easy question weighs 1
point and to be answered in 30 seconds.
• Each average question weighs 3 points and to be
answered in 1 minute. • Each difficult question weighs 5
points and to be answered in 3 minutes. • Answers
should be written in the provided flashcard/placard.
• Each team should raise their flashcard/placard, even if
they have no answer, as the allotted time elapses and
when the quiz master announced the words “time is up!”.
• For clarity of every participant, the quiz master will read
the questions twice. All teams are to proceed with solving
as soon as the question is displayed on the screen.
• For format of answers, participating teams must indicate
the correct units and number of decimal places
announced by the quiz master. Units needed to be used
by the participating teams will be indicated in every
question. • Clarifications and concerns regarding quiz
questions and answers will only be allowed after the
announcement of answers. Clarifications are not to
be entertained once the quiz master proceeds with the
next question. • For consistency and uniformity of the
computations, numbers shall be rounded off only in the
final answer. The values may be stored in the scientific
calculator in the middle of the computational process. • If
a competing team gets a perfect score in the oral
competition, they will automatically qualify for the
Megachallenge National Cup and have their score in the
written competition considered to have a chance to win
the title of Regional Champion.

C. DISQUALIFICATION
1. PRE-EVENT - A series of confirmation emails will
be sent and participants are obliged to respond.
A. The first confirmation email will be sent a
maximum of seven (7) days after filling up the
registration form.
B. The second confirmation email will be
sent one (1) week prior to the event.

If a participant fails to respond to any of the email, a


warning will be sent.
Failure to respond further will result to

disqualification. 2. DAY-OF-EVENT - During the

event, a series of attendance

checks will be performed.


ELIMINATION ROUND (WRITTEN COMPETITION)
A. The first attendance check will be performed
one (1) hour prior to the start of the written
competition. B. A quick second attendance check
will be performed five minutes before the start of
the written competition. If a participant fails to
respond to the second attendance check, the
participant will automatically be declared absent.

REGIONAL FINALE (ORAL COMPETITION)


A. The first attendance check will be performed
thirty (30) minutes after the conclusion of the written
competition. B. A quick second attendance check
will be performed five minutes before the start of the
oral competition. If a finalist fails to respond to the
second attendance check, the participant will
automatically be declared absent.

D. DECLERATIPN OF WINNERS
1. The Two teams who have the highest combined score
of written and oral competition will qualify for the
Megachallenge National Cup but the highest among the
three teams will be declared as the regional champion. 2.
If in a case that there is a tie for the title of “Regional
Champion”, 3 tie breaking questions will be given by the
quiz master, to which whoever got the most points will be
announced as the “Regional Champion”. In a case of
repetitive ties, a sudden death question will be given to
determine the regional champion.
3. If in a case that there is a tie for the title of “1st runner
up”, a sudden death question will be given to determine
the Regional Cup 1st runner up. 4. If in a case that there
is a tie for the title of “2nd runner up”, a sudden death
question will be given to determine the Regional Cup 2nd
runner up.

Sudden Death Question Rule – The first team to answer


correctly wins. In the case of a competing team
answering incorrectly, the remaining teams
can steal the chance to win the round. If all the competing
teams have answered incorrectly, another sudden death
question will be given until a winner is determined.
E. NATIONAL COMPETITION PRELIMINARY MECHANICS
1. New set of competition mechanics for the Megachallenge
National Cup
will be sent to the participating teams who will be
qualified to proceed for the National Cup.
2. Venue and schedule for the Megachallenge National Cup
will be sent to the participating teams in the National Cup
as part of the new competition mechanics. 3. All
communication and updates will be sent to e-mail
address of participating teams and will be posted in the
Megachallenge Facebook page.
F. PRIZES
A. Winners in the REGIONAL FINALE will receive the
following:
✔ REGIONAL CHAMPION – 25,000 pesos + Full Review
Scholarship.
✔ 1ST RUNNER UP – 15,000 pesos + 75% Review and
Refresher Fee Discount.
✔ 2ND RUNNER UP - 10,000 pesos + 50% Review and
Refresher Fee Discount.
BRIDGE MAKING

1. Each school must have one team with five (5) members (one team leader
and four members).
2. The team shall construct the bridge within 5 hours, on the spot, at the
pre- designated area.
3. The set of materials to be used will be determined a day before the event
with the process of draw lots. Materials to be used will be provided by the
organizers and other materials may bring by the teams such as extension
wire, glue gun, torch, etc.
4. All specific details, including the bridge making specifications and
procedures, will be given during the competition proper.
5. The main criterion for selecting the winner is the strength-to-weight
ratio. The team with the highest STW ratio will be declared the winners.
However, a preliminary round will be conducted to trim down teams that
do not follow standard specifications and instructions.
6. Once the bridge has been submitted for testing, nobody is allowed to move
or alter any part. Only two members of the team should be allowed to do
the testing witnessed by the judges.
7. Failure to comply the above-stated guidelines will have 5-point deduction.
8. If there will be complaints or other concerns, only the team leader will be
entertained by the judges. Hence, after the announcement of the winners,
any decision of the Board of Judges will be final and irrevocable.

BUILDING DESIGN

1. Each school must have one (1) representative and one (1) spectator only.
2. Participants must bring their own laptop and flash drive. Their flash drive must
contain download components.
3. Each representative will be tasked to design a Commercial Office Building
of PICE Region XII Student Chapter with a minimum floor area of 150
square meters. The competition consists of the following architectural plans:
Perspective, Vicinity Map, Site Development Plan, Ground Floor Plan, Second
Floor Plan, Front Elevation, Rear Elevation, Left Side Elevation, Right Side
Elevation, Cross-Section Elevation, and Longitudinal Elevation.
4. The Building Design will be on the spot. It will be divided into two phases
a. Phase 1 (February 15, 2023 1:30-6:00PM)
Ground Floor Plan, Second Floor Plan, Vicinity Map, Site
Development Plan
b. Phase 2 (February 16, 2023 8:00AM -12:00NN)
Perspective, Front Elevation, Rear Elevation, Left Side

5. Each school must prepare their own materials and equipment’s such as
extension wire and etc.
6. Laptops and other gadgets used for Building Design will be surrendered to the
Committee Head on Phase 1 by 6:00PM. To ensure that there will be no
revisions or enhancement of the project/design.
7. Each school must render the walk-through video for exterior design only. The
video must be submitted on February 16, 2023 by 7:00PM to the respective
Committee head.
8. Failure to comply the above-stated guidelines will have 5-point deduction.
9. Once the design has been submitted, the committee will check the final output
before the exhibit.

RULES AND REGULATIONS
1. The Word Finder will be the primary basis for the words being used in the
game.
2. Time control shall be (15) minutes per player, including the time for
challenging. on the final round, each player will be given (20) minutes to finish
the game.
WORDS THAT CANNOT BE USED:
1. Abbreviations [abbr].
2. Words with apostrophes („) or hyphen (-), example: Anglo-Italian, don’t, etc.
3. Name of a place, city, or country (except has other valid meaning, for example
Java = Coffee)
4. Name of a person. (except has other valid meaning, such as Smith, Rose)
5. Words that can’t be stand as single word (example eau from eau de cologne,
jure from dejure, situ from in situ, etc)
6. Words that begin with a capital letter (Common Nouns). SCORING SYSTEM
Each player's final score will be calculated by adding up the points from all of
their word scores. Then, subtract the sum of their unplayed letters. If one
player has used up all of their letters, add the sum of everyone else's unplayed
letters to their score. The player with the highest score wins.

IRREGULARITIES AND PENALTIES


1. A player who communicates with other player and/or spectator will be given
warning. The player will be disqualified if violating this rule three times.
2. If a player does not show up after 15 minutes, it is considered a walk out. The
team who wins by walk out will get the maximum margin of that round.
3. Violations to any of Spectator’s rules may result in a warning or the spectator’s
dismissal from the competition room.

Failure to comply the above-stated guidelines will have 5-point deduction.

SPECIFIC GUIDELINES
FOR THE SPORTS EVENTS

CHESS MEN & WOMEN


1. Each school must have two (2) representatives of one (1) male and one (1)
female only.
Tournament Format
Will be provided by the Committee.
Defaults
15 minutes late before the game time, is automatic default.
Grace Period
Each player will be granted a ten-minute grace period.
If the player arrives before the grace period is up, the game may begin.
Playing Area
The game will be played in the NDKC College Department Library
Equipment
All chess boards, pieces will be provided by the Committee
Timing
Matches will be held with a 30-minute limit on completion.
Special Movements

Castling:

- Castling is the only time in the chess game when more than one piece moves
during a turn. During the castling, the king moves two squares towards the rook
he intends to castle with, and the rook moves to the square through which the
king passed. Castling is only permissible if all of the following conditions hold:

- Neither king nor rook involved in castling may have moved from the original
position;

- There must be no pieces between the king and the rook;

- The king may not currently be in check, nor may the king pass through or end
up in a square that is under attack by an enemy piece (though the rook is
permitted to be under attack and to pass over an attacked square)

E.g., White’s king on e1 and rook on a1 move to: king c1, rook d1 (long
castling), white's king on e1 and rook on h1 move to: king g1, rook f1
(short castling), and similar for black
En Passant:
- En Passant may only occur when a pawn is moved two squares on its initial
movement. When a pawn makes a double step from the second row to the
fourth row, and there is an enemy pawn on an adjacent square on the fourth
row, then this enemy pawn in the next move may move diagonally to the square
that was passed over by the double-stepping pawn, which is on the third row.
In this same move, the double-stepping pawn is taken. This taking en-passant
must be done directly: if the player who could take en-passant does not do this
in the first move after the double step, this pawn cannot be taken anymore by
an en-passant move.
Pawn Promotion:
- If a pawn reaches the opponent's edge of the table, it will be promoted – the
pawn may be converted to a queen, rook, bishop, or knight, as the player
desires. The choice is not limited to previously captured pieces. Thus, it is
theoretically possible to have up to nine queens or up to ten rooks, bishops, or
knights if all pawns are promoted.
General Rules

· White moves first and players take turns alternately moving one piece at a
time; movement is required. If it is a player’s turn to move, is not in check,
and has no legal moves, it is a “Stalemate”, and the game will end. Points
will determine the winner.
· Each type of piece has its own method of movement. A piece may be moved
to another empty position or may capture an opponent's piece, replacing it
on its square.
In Game Rules

Check:
· When the king of a player is in a position to be captured by a piece of the
opponent, one says that the king is in check.
· It is considered good manners to say check when one checks one's opponent.
It is not allowed to make a move, such that one's king is in check after the
move. If a player accidentally tries to make such a move, he must take the
move back and make another move (following touch move rules).
· Note that there are three different possible ways to remove a check:
· Move the king away to a square where he is not in check.
· Take the piece that gives the check. (In case of a check, given by a rook,
bishop or queen).
· Move a piece between the checking piece and the king.
Checkmate:
· When a player is in check, and he cannot make a move that removes his king
from the check, then he is mated. The player that is mated lost the match,
and the player that mated him won the match.
Stalemate:
· When a player cannot make any legal move, but he is not in check, then the
player is said to be stalemated. In a case of a stalemate, the winner will be
determined by the points of captured pieces.
Touch Move:
· Chess being a mental game, it is expected that players will consider their
moves in advance. On a player's move, if they touch their own piece, they
are required to move that piece, unless it has no legal moves. If they touch
an opponent's piece, they are required to take that piece if they may legally
do so. A move is not final, however, until the player lets go of the piece.
· As some of our IM players may be newer to the game and trying to
learn/improve we hope opponents with more experience will be lenient when
it comes to such intricacies and help explain some of the finer details.
Winning the Game

· The match is over when a king on either side is captured.


· If time expires, the player with the most points from captured pieces’ wins.
· In the event of a tie in points, the next player to capture an opponent’s piece
will be the winner.
· In the event of a Stalemate:
· The player with the most points from captured pieces will be the winner. If
there is a tie in points, the player with the most pieces still on the board will
be the winner.

BASKETBALL MEN

1. Each team shall be composed of a maximum of fifteen (15) players with two
(2) players reserved.
2. International Basketball Federation (FIBA) rules shall govern the tournament
officiating.
3. Each game shall be played by half (US NCAA type).
4. Each half will consist of twenty (20) minutes of action.
5. The conduct of the game will be running time. Except for the final two minutes
of the second half.
6. The time will only be stopped during time-outs by coaches/officials. Or any
unnecessary delays that we can possibly encounter.
7. Three (3) time-outs will be given to each team. 1 in the first half, and 2 in the
second half.
8. If time-out is not used in the first half, it will not carry over to the second half.
9. Any issue/complaints concerning the game should BEB addressed immediately
after the game ends.
10. As an active member of PICE-Region XII-student chapter, we should always
embody the value of “KALARO HINDI KALABAN”
11. Tournament Format

VOLLEYBALL MEN

1. Each school should have 6 to 15 players.


2. Each team has fifteen (15) substitutions during the game.
3. Games are played until a team hit 40 points and at least has a two-point lead
to win the set. Every serve resulted in a point in rally scoring. When the first
team scores 20 points, the teams will trade sides.
4. For the championship round, the first team to get the two sets will be the
champion of the tournament. Each set is composed of 25 points. In case of an
extended set, the first team to get 15 points with at least a two-point lead will
win the game.
5. The game will be a single-elimination tournament. In these competitions, teams
are placed in groups of two, with the victorious team moving on and the losing
team being eliminated. When there are just two teams left, the final round of
the event is completed.
6. Each rotation will start with a player entering from the right, back position
(server). Every side-out must be followed by a rotation, which must always
happen in the same order. Throughout each play, players must stay in their
assigned place.
7. The serving team will be identified by a TOSSCOIN.
8. A serve that "let" and clears the net is regarded as playable. The receiving team
may not block or spike any serves. After the volleyball has made contact with
the server, the server's feet may not touch the court lines. It is not allowed for
players in the back row to run up and spike the ball.
9. The net cannot be touched by players. A player's hair accidentally touching the
net or an uninvolved player lightly touching the net is not regarded as a
mistake. If doing so does not obstruct play, a player may touch the posts,
ropes, or other items outside the whole length of the net. The point and serve
are awarded to the opposing team whenever a player contacts the net. The
official will make this decision at his or her own discretion.
10. A team may return the ball once after three consecutive contacts. Any portion
of the player's body may be used to volley as long as it does not count as a
"carry" or a "lift." A team is allowed three hits to return the ball after "block"
contact, which is not counted as a team hit. In the same series, the player who
blocked the ball may also make the initial contact.
11. Court lines are regarded as being "IN". The present play will be instantly
considered dead, and the point will be replayed if a ball or player from a nearby
court interferes. The play is instantly deemed dead, and the point is awarded
to the receiving team if the ball touches the antenna or any other part of the
net outside of the playing court.
12. Proper sports attire is required for players. It is not allowed to wear jewelry.
Kneepads and headbands are optional.
13. On the volleyball courts, food and other beverages, except water, are not
permitted at all.
14. All players are required to sign a waiver before entering the court. Any team
that doesn't follow this regulation will forfeit the game automatically.

FRISBEE

1. Each school must have a maximum of 18 players.


2. Ultimate Frisbee is played on a 40-yard-wide by 120-yard-long field that is
divided into a 70-yard-long playing field and two 25-yard-long end zones.
3. All games are played seven-on-seven, with a maximum roster size of 7
players per team two (2) women and five (5) men.
4. The games will be played in 30 minutes.
5. The offensive team is lined up in their end zone and the defensive team is
completely within their end zone to start the game.
6. The defensive player tossing the disc signals the start of play by raising his
hand. A player on the receiving team signals their willingness to begin play
by raising their hand.
7. Once a player catches the disc or picks it up, he or she must stop and
rotate on one foot till throwing the disc to another player (hand-offs are not
permitted). The player has 10 seconds to pass the disc, and a defensive
player within 10 inches of the offensive player with the disc must proclaim
the "delay" count from one to ten.
8. If the ten-second time limit expires without the disc being passed, if the
disc is dropped during reception or possession, if the pass is blocked,
intercepted, or not caught, or if the disc is thrown out of bounds and does
not return in bounds, possession is transferred to the opposing team,
which becomes the offense.
9. In the event of a drop, block, or interception, the disc is placed back into
play at the point where it left the playing field.
10. In the event of a drop, block, or interception, the disc is placed into play at
the spot where possession was transferred.
11. A foul may be called if a player physically interferes with an opponent
player. If the foul disrupts possession, the offense will typically regain
possession, the ten-second clock will be reset, and play will restart.
12. A team scores a goal by successfully delivering a pass to a defensive end
zone-positioned player.
13. After a score, the teams swap assault directions and the team that scored
pulls.
14. The game continues until one side reaches 11 points with a two-point
advantage over the other, or until one team reaches 12 points.
15. Teams are given 2-time outs until remaining running time is 5 minutes, if
they reach 5 minutes no more time out.

1. Each school must have ONE TEAM (1) with at least five (5) and a maximum

to play. In the case of a player disconnecting and is not able to join back, a
team is allowed to have a registered player on their team to substitute. This is

6. Teams that violated rules will forfeit 1 round to the opposing team Teams that
violated 3 times are disqualified.
7. The usage of cheats, hacks, or any other third-party applications that give you
an unfair advantage over your opponents will result in immediate
disqualification.
8. All matches will be played as a Best-of-Three.

9. Every player must show the needed respect towards facilitators and other
participants. Insults and unfair or disrespectful behavior towards anyone are
not tolerated and will be disqualified.

10. Tournament Format

ML TOURNAMENT

1. Each school shall have ONE TEAM (1) for this competition; with at least five
(5) and a maximum of seven (7) participants only. The members of the team
should compose of male and female.
Example: 4 Male & 1 Female or vice versa in game
2. Each team should have their own mobile phones, mobile data, Wi-Fi or other
source of internet connection and their own charger and extension wire.
3. Strictly no trash talking. Violation of Rule No. 3 will result in disqualification.
4. In case of disconnection, the player should reconnect. It is beyond the
responsibilities of the management
5. All teams are given 10 minutes to wait before every match else will give
opponent an automatic win.
6. Strictly no changing of players during the game. Only registered names are
allowed to play.
7. In all rounds, all the losing team will be directly eliminated.
8. Best of 3 for elimination round.
9. Best of 5 for final round. NOTE: The twice to beat advantage is not applicable
to this tournament.
