INTRODUCTION

Cavite State University (CvSU) is a government-owned educational institution located in


the province of Cavite, Philippines. Its main campus, spanning 70 hectares (170 acres), is called
the Don Severino delas Alas Campus and is situated in the Municipality of Indang, Cavite,
approximately 60 kilometers (37 miles) southwest of Manila. Additionally, the university operates
twelve other campuses across the province.
Cavite State University is committed to sustainable practices and environmental
management. As part of this commitment, integrating solar power energy into campus operations
aligns with CvSU's mission to promote responsible citizenship and environmental awareness.
This proposal outlines how using solar power at CvSU main campus can be helpful and
doable. By using solar energy, CvSU can lessen its impact on the environment, spend less money
on operations, and give students a hands-on way to learn about renewable energy.

OBJECTIVES

The goals of this proposal are:

o Environmental Impact. Reduce the use of non-renewable energy sources and contribute
to sustainable energy practices by generating clean energy from solar panels.
o Cost Efficiency. Lower energy costs for the university over the long term by relying on a
renewable energy source.
o Educational Opportunity. Create a learning environment for students, faculty, and staff
about renewable energy, sustainability, and the benefits of solar power.
PROPOSAL DETAILS

As a Project Development Officer at the University, one of my responsibilities is to make


sure that all the projects aligned with the university’s goal. At the same time, I work to ensure that
the plans and designs are practical and will benefit all the stakeholders.
The following outlines the scope of the projects that will help in planning the procurement
of solar panels.

Site Assessment
Several parameters must be taken into consideration when evaluating the placement of the
solar panels for installation.
1. Roof Condition Assessment. It involves conducting a thorough assessment of the roofs of
buildings located within the Cavite State University main campus. The purpose of this
assessment is to evaluate the structural integrity of the roofs and determine their
suitability for the installation of solar panels.
2. Orientation and Shading Analysis. The orientation and shading analysis are critical steps
in the assessment process to identify roofs with optimal conditions for harnessing solar
energy effectively within the Cavite State University campuses. This helps ensure the
successful implementation of solar energy projects while maximizing energy efficiency
and sustainability.
3. Electrical Infrastructure Review. It is essential for assessing the readiness of the existing
electrical systems within the Cavite State University campuses to support the integration
of solar panel systems. By identifying any compatibility issues and recommending
necessary upgrades or modifications, this process ensures a smooth and efficient
transition to renewable energy sources while maintaining electrical reliability and safety.

Design and Engineering


1. Solar Panel Layout Design. With the help of the electrical engineers, the Project
Development Unit can consider factors such as panel tilt angle, spacing between panels,
and overall system capacity to maximize energy generation.
2. Inverter and Battery System Design. It involves designing an appropriate inverter and
battery storage system to convert and store the generated solar energy efficiently.
Determine the capacity of the system based on energy consumption patterns and backup
requirements.
3. Structural Engineering. With the help of the structural engineers, the installation of solar
panels adheres to structural engineering standards and safety regulations. Conduct load-
bearing assessments to determine the capacity of roofs to support the added weight of
solar panels.

Installation
1. Contractor Selection. With the help of Bid and Awards Committee (BAC), a competitive
bidding process will be conducted to select qualified solar panel installation contractors
with proven experience and expertise in similar projects.
2. Installation Phases. Once the project is awarded to the winning bidder, installation of solar
panels will be commenced.
3. Quality Assurance. The project inspectors will implement strict quality control measures
during the installation process to ensure that all components are installed correctly and
according to design specifications. They will conduct thorough inspections to verify the
integrity and performance of the installed solar panel systems.

Maintenance and Monitoring


1. Routine Maintenance Plan. The designated inspector will develop a comprehensive
maintenance plan outlining regular inspection schedules, cleaning procedures, and
preventive maintenance tasks for the solar panel systems.
2. Monitoring System Implementation. Installation of a real-time monitoring system to track
the performance of the solar panel systems, including energy production, efficiency, and
any potential issues or malfunctions and implementation of remote monitoring
capabilities for proactive troubleshooting and maintenance.

Education and Extension Services


1. Educational Programs. College of Engineering and Information Technology (CEIT) with
the help of Department of Computer, Electronics and Electrical Engineering (DCEEE) can
help in developing educational programs, workshops, and seminars to engage students,
faculty, and staff in learning about solar energy, sustainability, and the benefits of
renewable energy adoption.
2. Hands-On Learning Opportunities: CEIT and DCEEE can provide hands-on learning
opportunities for students by involving them in the monitoring, maintenance, and data
analysis of the solar panel systems. Offer internships or research projects related to
renewable energy technologies.
3. Community Engagement: As one of the extension services of CEIT and DCEEE, they can
extend educational outreach to the local community by hosting public events, seminars,
or open houses to raise awareness about the university's solar energy initiatives and
promote sustainability.

Funding
1. Government Grants and Subsidies. The project can be funded by utilizing the General
Appropriation Act (GAA) or Fund 101.
2. University Funds. The project can be funded using the income of the university (Fund
164).

CONCLUSION

Implementing solar power energy in Cavite State University presents a significant


opportunity to demonstrate leadership in sustainability, achieve cost savings, and provide
valuable educational experiences for students and faculty. By embracing renewable energy
solutions, CvSU can contribute to a greener future while empowering the next generation of eco-
conscious leaders and innovators. Although it may pose initial challenges and require significant
funding upfront, in the long term, it can greatly contribute to environmental sustainability.
