AN ORDER CREATING THE SAN JUAN CITY INTER-AGENCY


COMMITTEE ON WATERWAYS TO PROVIDE AN OVEFIALL DIRECTION FOR
THE RELOCATION OF AFFECTED INFORMAL SE[ITLER FAMILIES IN SAN
JUAN CITY

WHEREAS, Section 2(c) of Republic Act No. 7160 or the "Local Government
Code of 1991", declares it a policy of the State to require all national agencies and
offices to conduct periodic consultations with appropriate local government units,

WHEREAS, the City Government of San Juan recognizes the importance of


river restoration as well as the importance of disaster rehabilitation and recovery
response along the tributaries in the city of San Juan;

WHEREAS, during the Updating of the Relocation and Rehabilitation Plan


conducted on May 18-20, 2022, it was agreed upon that it is necessary to create a
Local Inter-Agency Committee to provide overall direction, formulate policies, and
duly implement the same in the actual relocation and resettlement of affected
families;

NOW, THEREFORE,I, FRANCISCO JAVIER M. ZAMORA, Mayor of San Juan


City, by virtue of the powers vested in me by law, do hereby order the following:

SECTION 1. Crealtion of the Local Inter-Agency Committee ("LIAC"). A


Local Inter-Agency Committee is hereby created to facilitate and direct the Pre-
Relocation, Actual Relocation and Post-Relocation Activities of families living along
the waterways in the City of San Juan;

SEC7TON 2. Compos/ti.on, The LIAC of San Juan City shall be composed of


representatives from relevant stakeholders to develop strong collaborative
intersectoral partnerships and collective efforts, including, but are not limited to the
following:

SEC7TON 3. Secrerart.ar, The Urban Poor Affairs Office and the City Planning
and Development Office shall serve as Secretariat for the LIAC for Waterways to be
headed by the Urban Poor Affairs Head.

The Secretariat shall facilitate the work of the LIAC, provide the mechanisms
and coordinate the functions and implementation of the relocation program.

SEC7TOW 4. Convent-ng of the [1AC. A notice for the convening of the LIAC
will be issued by the Chairperson requesting the member office/department/agencies
to make official the permanent and alternate representatives to the LIAC, The LIAC
shall convene every quarter for regular meetings while special meetings will be held
as the need arise.

SECTION 5. Sub-Committees of the LIAC. - The formation of sub-


committees shall enable the LIAC to focus in detail on specific issues and concerns
and develop, implement and review short and long term strategic plans responsive
to the needs of the affected families, to wit:

SEC7TOW 6. Objecti-res, The main objective of the LIAC is to formulate and


implement the Relocation and Resettlement Action Plan (RRAP) which aims to ensure
the humane and peaceful relocation of families affected in San Juan City. This is
consistent with Republic Act No. 7279 or the Urban Development and Housing Act
(UDHA) of 1992 and other pertinent laws, policies and guidelines to facilitate and
expedite relocation activities in all its phases.

SECTION 7. Roles and Responsibilities. Each LIAIC member shall appo.int a


permanent representative of their office/department/agency or organization to
ensure the effective delivery of services to the affected families. The roles and
responsibilities of each office/department/agency or organizations during the Pre-
Relocation Phase, Actual Relocation and Post Relocation Phase shall be reflected in
the Relocation and Resettlement Action plan

SEC7TON 8, Fund/-ng. Funds for the administration and operation of the LIAC
shall be allocated from available appropriation under the concerned implementing
government agency, subject to the usual accounting and auditing rules and
regulations,

S£C7TOW 9. Repea/i-ng C/ause. All orders, rules and regulations or parts


thereof which are inconsistent with the provisions of this Executive Order are deemed
repealed, amended or modified accordingly.

SECTION 10. Separability clause. IF for any reason, any prov.is.ions of th.is
Order are declared invalid or unconstitutional, the remaining provisions not affected
thereby shall continue to be in force and effect.

SEC7TOW ]]. Effecti-yf-fy, This order shall take effect immediately upon
signing hereof and remains effective and binding unless revoked, repealed or
modified.
