V- Rationale
Recognizing that the economic, political and socio cultural realities affect women’s current
condition, the State affirms the role of women in nation building and ensures the substantive
equality of women and men. It shall promote empowerment of women and pursue equal
opportunities for women and men and ensures equal access to resources and to
development results and outcome. Further, the State realizes that equality of men and
women entails the abolition of the unequal structures and practices that perpetuate
discrimination and inequality. To realize this, the State shall endeavor to develop plans,
policies, programs, measures, and mechanism to address discrimination and inequality in
the economic, political, social, and cultural life of women and men.
The state condemns discrimination against women in its all forms and pursues by all
appropriate means and without delay the policy of eliminating discrimination against women
in keeping with the Convention on the Elimination of All Forms of Discrimination Against
Women (CEDAW) and other International Instruments consistent with Philippine law. The
State shall accord women the rights, protection, and opportunities available to every member
of society.
Likewise, the social welfare personnel shall hasten their productivity towards work as well as
develop synergy among them through the promotion of gender sensitive workplace. Hence,
this activity is hereby proposed.
VI- Objectives:
Gender and Development perspective has been used as a development approach in the
attainment of satisfying lives for people, strengthened by the productive and resilient social
welfare personnel.
The two-day activity is designed to mainstream the Gender and Development concept in
the enhancement of productivity of social welfare personnel. This will provide an avenue
for the participants to better understand the importance of unity, team work and
camaraderie in the work place as well as the concepts of sexual and gender preference
and how gender issues affecting the implementation of social services to people.
The activity includes lecture, workshop, consultation dialogue, team building and
simulation activities to mainstream the Gender and Development perspectives in local
policy making, planning, programming, budgeting, implementation, monitoring and
evaluation of their social welfare programs and services. Likewise, it ensures that the
development efforts of the social welfare personnel are gender sensitive and responsive
towards social inclusion and equity.
Furthermore, the activity entails the assistance of subject matter experts and facilitators
to act as training team. They are responsible to facilitate the learning pedagogy to
participants and underscore the importance of gender equality in the attainment of a
resilient and dynamic team in the work place.
Lastly, the subject matter expert will provide the participants with technical assistance in
the implementation of social welfare services.
