I. 1. ISM is the short form of International Safety Management, initiated by IMO.


2. ISM Code means International Safety Management Code for safe operation ships & for
pollution prevention.
3. ISM is meant for standard of safety & operation of ships and for pollution prevention. Become
mandatory for all vessels after July 1, 2002.
4. The new chapter IX to SOLAS 1974, Management for the Safe Operation of Ships requires
compliance of Passenger Vessels and high speed Passenger Craft over 500 GRT by 1 July
1998.
5. A Safety Management System(SMS) meeting the requirements of the ISM code requires a
company to document its management procedures and record its actions to ensure that
conditions, activities and tasks that affect safety and the environment are properly planned,
organized, executed and checked.
6. The increase in Safety Management skills improves morale and can lead to a reduction in
costs due to an increase in efficiency and a reduction in claims.
7. The SOLAS Convention in its successive forms is generally regarded as the most important
of all international treaties concerning the safety of merchant ships.
8. The capsizing of the Herald’s Free Enterprise revealed negligence involving the ship's crew
as well as the significant responsibility of the management of the company operating the ship
for the accident.
9. Safety Management System (SMS) - systematic and explicit approach defining the activities
by which safety management is undertaken by an organisation in order to achieve acceptable
or tolerable safety.
10. The objective of a safety management system is provide a structured management approach
to control safety risk in operations. Effective safety management must take into account the
organization’s specific structures and processes related to safety of operations.
11. SMS is an important aspect of the International Safety Management (ISM) code and it details
all the important policies, practices, and procedures that are to be followed in order to ensure
the safe functioning of ships at the sea. All commercial vessels are required to establish safe
ship management procedures.
12. Compliance with the policy and safety management system is mandatory for all staff involved
with the safety management system.
13. Safety and pollution prevention is everybody’s responsibility. All shore and sea staff are
instructed to adhere to this policy and the requirements of the Safety Management
procedures and instructions.
14. The ISM code requires all commercial to have a trained Designated Person Ashore (DPA) as a
point of contact between the company and crew on the water.
15. The Designated Person Ashore, also known as the DPA is the cornerstone of maintaining a

proper safety culture on a maritime vessel.
16. Before a person can assume the role of a DPA, it is recommended by the International
Maritime Organization (IMO) that the DPA meets certain qualifications, training and
experience.
17. The company is committed to achieve the highest Safety Management Standards throughout
the organization and help to protect the environment in the area of operation.
18. This resolution notes that safe manning is a function of the number of qualified and
experienced seafarers necessary for the safety and security of the ship, crew, passengers,
cargo and property and for the protection of the marine environment.
19. The objectives of these principles are to ensure that a ship is sufficiently, effectively, and
efficiently manned to provide safety and security of the ship, safe navigation and operations
at sea, safe operations in port, prevention of human injury or loss of life, the avoidance of
damage in the marine environment and property and to ensure the welfare and health of
seafarers through the avoidance of fatigue.
20. Strongly urges governments to implement the ISM Code on a national basis, giving priority to
passenger ships, tankers, gas carriers, bulk carriers and mobile offshore units, which are
flying their flags, as soon as possible but not later than 1 June 1998, pending development of
the mandatory applications of the Code;

22. SMS is composed of four functional component:

1. Safety Policy
. Safety Risk Management
. Safety Assurance
. Safety Promotion

. Every safety management policy should satisfy some of the basic functional requirements to
ensure the safety of the ship. (7)

● Safety and environmental policy


● Instructions and procedure to ensure that safe operation of the vessel in compliance with
relevant international and flag state legislation
● Defined levels of authority and communication between shore and ship personnel
● Procedures for reporting accidents and non- conformities with the code
● Procedures for responding to emergency situations (drills etc)
● Procedures for internal audits and management reviews
● A system is in place for the on board generation of plans and instructions for key shipboard
operations. These tasks may be divided into two categories:
● a) Special operations-those where errors only become apparent after a hazardous situation
or accident has occurred E.g. ensuring water tight integrity, navigational safety(chart
corrections passage planning), maintenance operations, bunker operations
● b) Critical shipboard operations- where an error will immediately cause an accident or a
situation that could threaten personnel, environment or vessel. e.g. navigation in confined
waters, operation in heavy weather, bunker or oil transfers, cargo operations on tankers.
