DIFFINITION OF SOCIAL WORK


• “Social Work is an APPLIED SOCIAL SCIENCE of helping people achieve an effective level
of psychosocial functioning and effecting societal changes to enhance the well-being of
people” (Cox and Pawar, 2006)
• “Social work as a practical profession designed at helping people address their problems and
matching them with the resources, they need to lead healthy and productive lives.” (Australian
Association of Social Workers)
• “Social work as a field within human services and a part of services of the government. It
considers social work as an important service to the society focusing on the individuals and
families in need.” (United Nations Economic, Social and Cultural Organization, 2000)
• “The purpose of social work should not be to distribute favours, but to restore rights”

GOALS OF SOCIAL WORK


The principal mission of the social work profession is to develop human beings and assist other
institutions in attaining the basic human needs of the people and impowering the lost, the least,a nd
the last. Catalyzing the mission od the social work profession are the goals of social work. Morales
and Sheafor (1983) specificied three (3) distinguishing goals of social work namely: caring, curing,
and changing.

1. The Goal on Caring


Caring refers to the heart of social work and it focusses on the well-being or the welfare
and comfort of the individual and community. The caring portion is significantly
necessary in the effective execution of social work’s role in the society.

2. The Goal on Curing


Curing refers to the aspect of treating people with problems in social functioning. This
covers a range of aiding techniques for individuals, families., and groups.

3. The Goal on Changing


Changing refers to the active participation of the social workers in social reforms. This
goal comes from a perspective that there is a persistence of poverty, environment
destruction, and social disintegration.

ACTIVITY 1 : LOCATING SOCIAL WELFARE AGENCIES

1. Visit the Department of Social Welfare and Development (DSWD) website and look for the
directory of social welfare and development agencies. Choose at least five (5) agencies with active
registration and license. Write your answers below.

5. SCOPE OF SOCIAL WORK

The wide range of human problems create a widened scope and field of social work (Lishman et al.,
2014). The scope of social work may also be determined and mapped out through its purposes and
roles.

1. Social Work as Primary Discipline


A. Adoption and services to unmarried parents
• Difficult decision to keep the baby or place it for adoption
• Applies both individual and group counseling to assist women in making decisions
B. Foster Care
• Removing children from homes and placing them to foster homes temporarily.
• Works with the parent, child and court to administer court decisions to remove a child due to
detrimental situations
C. Residential Care
• Group care home or a residential treatment center
• These are for children exhibiting anti-social behaviors that require intensive treatment
D. Support in own home
• Support services to keep children in their own homes
• Counseling, family consultations, clients with appropriate institutions such as day care centers
and home maker services.
E. Protective Services
• Protecting the child from abuse, maltreatment, exploitation by parents.
• Seeks to protect the child without infringing the rights of parents
F. Family Services
• Family counseling involves family case work, family group work and family therapy
• Family life education strengthens family relationships through educational activities to prevent
family breakdown
• Family planning involves planning the number, spacing and timing of child births to fit with
their needs.

• Public assistance – financial aid to the poor.
• Social Insurance- Social provision that are founded by employers and employees through
distributions to a specific program.

2. Social Work as an Equal Partner


A. Support for people in their own homes program
• Helping older people remain in their homes and linking them with community programs such
as health care, meals and home care services.
B. Support for people in the long-term care facilities
• Refers to nursing homes or other group living facilities.

• Community organization activities – gathering and analysis of data, matching delivery of
services to the population distribution, securing funds, coordination with existing agencies and
educating the general public about the services.
• Community planning – involvement of social workers with the physical, economic and health
planners in the long-range planning of communities.
• Community Development – participation of social workers in providing aid to the people in the
communities as the aim to enhance their condition.

• Client should be accorded with appropriate projection, within the limits of the law, with no
any harm that might result from the information given to the social worker.

5. Worker self-awareness
• Social worker consciously examines her feelings, judgments, biases, responses whether it is
professionally motivated.

• The purpose of client-worker relationship is to help the client in some area of her/his social
functioning in which, at the present, s/he is experiencing some difficulty, and where the

8. ROLES AND FUNCTIONS OF SOCIAL WORKERS

1. Resource Broker- Direct provision of material; aid and other resources that will be
helpful in reducing situational deficiencies.
2. Social broker- Involves the process of negotiating the “service jungle” for clients. The
social worker links the clients to the needed services and ensures quick delivery of these
services.
3. Mediator- This role includes acting as an intermediary or conciliator between persons or
in groups and the social workers engage her/his effort to resolve disputes between the
client and other parties.
4. Advocate- involves taking a partisan interest in the client and her/his cause and aims to
influence another party in the interest of the client through arguing, bargaining,
negotiating, and manipulating the environment on behalf of the client.
5. Enabler- This role is about activities that the social worker engages in order tp help the
clients cope with the current situation and eventually find strengths and resources within
themselves to solve problems they encountered.
6. Counselor/Therapist- Intends to restore, maintain, or enhance the client’s capacity to
adapt to her/his current reality.
7. Advocate- In this role, social workers fight for the rights of others and work to obtain
needed resources by convincing others of the legitimate needs and rights of members of
society.
8. Educator-Social Workers are often involved in teaching people about resources and how
to develop particular skills such as budgeting, the caring discipline of children, effective
communication, the meaning of a medical diagnosis, and the prevention of violence.

9. THE FUCNTIONS OF SOCIAL WORK

1. Rehabilitative Function- refer to the restoration, curative, and remedial actions. Social
workers are responsible for assessing individuals and groups to determine and settle or reduce
the problem that came out of the imbalance between the individuals and the environment.

2. Preventive Function- detects impending imbalance between the individuals or groups with
the environment. This function encompasses early detection, control, and eradication of
situations which may have a damaging effect on the social functioning.

3. Developmental Function- ascertains and strengthens the full potential in individual, groups,
and communities.

10. AREAS OF SPECIALIZATION OF SOCIAL WORKERS

Child, Family, and School Social Worker Deals with helping a child who has experienced
trauma or abuse, counseling students at school,
and helping parents find the right resources for
their child who is suffering from a severe mental
illness.
Community Social Worker Helps plan, coordinate, and organize efforts
related to infrastructure, volunteering, and
fundraising within specific communities.
Hospice and Palliative Care Social Worker Help or care for someone who is seriously or
terminally ill.
Medical and Heath Social Worker Works in hospital settings and helps navigate the
emotional, financial, and physical struggles that
a serious medical condition can cause an
individual or family.
Mental Health and Substance Abuse Social Assists individuals who struggle with addiction,
Worker substance abuse, or mental health problems,
Military and Veterans Social Workers Helps both the soldiers and their families with
post-traumatic stress, role adjustments, and any
substance abuse that may occur as a result of
combat.

Moreover, to further broaden your understanding in the functions of the social worker, Mendoza
(2002) identified the specific areas of work that they perform in each field. These are presented in the
table below:

Child Welfare Concerned with the well-being of the children


through the provision of programs and services
for their physical, social, psychological,
spiritual, and cultural development.
Family Welfare Concerned with the improvement and
strengthening of the family in meeting its own
needs.
Health Concerned with continuously defining and
solving problems aimed at facilitating and
strengthening social relationships and mutual
adjustments between individuals and their
environment.
Community Welfare Encompasses a variety of programs and services
which have for their main goal the well-being of
entire communities.
