About SCA:
The Swedish committee for Afghanistan (SCA) has been working in Afghanistan since
1982 and is presently managing development programmes linked to Strategic
Objectives concerning Health, Education and Community Driven Development. With a
total annual, budget of roughly USD 40 million. The total number of staff is around
5,700 of whom 15 are non-Afghans. The SCA presence in Afghanistan consists of the
Kabul Management Office (KMO), five Regional Management Offices and two Liaison
Offices. In Sweden SCA has 20 staff working at the Stockholm Management Office
(SMO) and around 3,500 members organized in local chapters all over the country. In
the last 10 years, SCA has undertaken a change process moving from a primarily
humanitarian service delivery approach towards more of a developmental role, putting
increasing emphasis on capacity development, rights-based programming, and
outcome orientation. The mission of SCA is to empower individuals, communities, and
local organizations, primarily in rural areas and with particular focus on women, girls,
boys and vulnerable groups such as people with disabilities, so that they may participate
fully in society and influence their own development.
Job Description:
Scope of work:
SCA's rural development programme aims to improve rural livelihoods and resilience of
target groups, including men, women, boys, girls, youth, and persons with disabilities.
The programme covers emergency assistance, livelihoods, water, sanitation, and hygiene
(WASH), disaster risk reduction (DRR) and local governance.
SCA is seeking Livelihood officer for an anticipated Area-Based Approach for
Development Emergency Initiatives (ABADEI) project funded by UNDP. The project aims
to protect and stabilize rural livelihoods and build resilience of people and communities
in Afghanistan. The project seeks to maintain essential services in WASH and agricultural
livelihoods, promote rural businesses and income-generating activities, and strengthen
community engagement and participation to support community-led development,
social cohesion, and peace. The Livelihood officer will be responsible for supporting the
planning, managing, and reporting of agricultural components for the ABADEI project.
The position holder will work closely with the deputy managers, field officers and target
groups to design and implement agricultural interventions.
Main Responsibilities:
Assist the Project manager and Deputy Project Manager at the stage of developing annual
workplan, budget and result framework, and implementation of annual work plans.
Assist the Deputy Project Manager and technical Specialist in developing and revising
technical resource materials (e.g., training materials, training plans, strategic documents
and other tools.
Assist the Deputy Project Manager in designing and delivering capacity building support
activities to field staff. Provide guidance, mentoring and coaching support to field staff.
Assist the Deputy Project Manager and Field Manger in conducting technical assessments,
collecting and analysing food security and livelihood information, and developing
frameworks for livelihood and governance activities.
Provide technical assistance at district level field staff to deliver food security, livelihoods,
community governance and peacebuilding initiatives.
Conduct regular field visits, monitor and supervise field level project activities and provide
regular feedback for program improvement. Provide technical support for the
identification, targeting and selection of target groups and the delivery of livelihood and
governance activities.
Assess the relevance of the training activities, the effectiveness of interventions, and make
sure that training standards are in place and applied by field staff.
Assist in collecting and analyzing livelihood data, both qualitative and quantitative, to
verify and monitor the progress and outcomes.
Assist the Deputy Project Manager and M&E Officer in developing and implementing a
project monitoring plan.
Assist the Deputy Project Manager and Project Manager to prepare and submit an annual
and/or quarterly purchase plan and follow up the timely delivery of inputs.
Facilitate and coordinate interventions or coordination meetings among DGO, DDA, CBOs,
CDCs conducted accountability events to ensure transparency.
Document project activities, project updates, future plans, success stories, achievements,
best practices and lessons learned.
Ensure gender and inclusion aspects/themes are integrated into the project activities.
Any other job-related task assigned by the line manager.
Establish and maintain good relationships and coordination with relevant local authorities
in districts and provinces.
Participate in other duties assigned by the line manager.
Job Requirements:
Bachelor’s degree in public administration, management, rural development, Agriculture
or related fields
4-5 years’ relevant experience with I/NGOs, UN agencies or similar organizations
Relevant experience in food security, livelihoods, and governance.
Proven experience in crop farming, livestock rearing, enterprise development and
promotion, and market-based programming
A good understanding of rural development and rural communities in Afghanistan.
Previous experience working with I/NGO or UN agencies
Previous experience in designing technical guidelines and facilitating workshop/capacity-
building training in agriculture
Good communication skills in English and fluency in Dari and Pashto
Commitment to the mission and the core values of Swedish Committee for Afghanistan
Willing to stay in field locations and travel in all SCA coverage areas
