Australian Scholarships
Australian Scholarships are an initiative of the Australian Government to promote education cooperation and development in the Asia-Pacific region. Over five years from 1 July 2006, Australian Scholarships will more than double the number of education awards offered for the region. The awards will be granted to more than 19 000 people for study and research in Australia at a cost of $1.4 billion. The scholarships continue the spirit of the Colombo Plan which brought many benefits of common purpose and understanding to the region. Australian Scholarships demonstrate the high value Australia places on relationships with neighbouring countries based on mutual understanding, respect and people to people links fostered by education.

Australian Scholarships will bring together existing Australian Government scholarship programs managed by the Department of Education, Science and Training (DEST) and the Australian Agency for International Development (AusAID) under one umbrella with additional funds of $442.5 million. Australian Scholarships represent a whole-ofAustralian Government approach to education cooperation between Australia and the countries of the Asia-Pacific region. Under Australian Scholarships, AusAID will refine and expand the Australian Development Scholarships (ADS) and launch a new flexible program of Australia Leadership Awards (ALA) focused on developing future leaders and addressing priority issues. DEST will greatly expand its Endeavour Program (see fact sheets for individual program details).
BIENNIAL MEETING OF ASIA-PACIFIC EDUCATION MINISTERS
An important component of Australian Scholarships is the Australian Governments convening of a biennial meeting of Asia-Pacic Education Ministers to discuss regional education and training policy developments such as recognition of professional qualications and credit transfer. The meeting will deepen and reinforce the education, research and trade links in the region.
ALUMNI NETWORKS
A feature of Australian Scholarships is the building of strong alumni networks to encourage and strengthen enduring personal links throughout the region. This will enable the benefits of Australian Scholarships to be sustained long term and for scholarship recipients to develop interpersonal networks.
COUNTRY ALLOCATIONS
The allocation of scholarships to individuals and countries depends on the scholarship program, identified priorities and the outcomes of competitive application processes. Under Australian Scholarships, countries currently receiving Australian Development Scholarships will continue to be supported. Countries currently receiving Endeavour scholarships will in most cases receive a significant increase in scholarships. The Australian Leadership Awards will focus on countries in the Asia-Pacific region and the numbers to be awarded to countries will be determined by competitive processes.

Australian Scholarships: Australian Leadership Awards
Australian Leadership Awards (ALA) are a new regional scholarship and training scheme for future leaders aimed at enhancing mutual understanding, knowledge and innovation and building partnerships within the Asia-Pacific region. Costing approximately $260 million over five years starting in 2006/07, ALA will bring approximately 3200 students and fellows to study, train and undertake research in Australia. ALA will be managed by AusAID which is the Australian government agency responsible for managing Australias official overseas aid program. ALA will offer flexible and thematic educational opportunities in Australia to potential leaders who are capable of influencing social and economic policy reform and development outcomes in the Asia-Pacific region. They will be drawn from the public, private and community sectors.
The ALA program will foster enduring people to people links and build capacity in developing countries in areas of shared critical interest such as economic management, trade policy, regional integration and cross-boundary challenges such as pandemics, security and clean energy. They will target present and future leaders and key personnel in corporate, academic, non-government and government services. ALA awardees will participate in alumni programs for recipients of Australian Scholarships.

SCHOLARSHIP NUMBERS AND FIELDS OF STUDY
The Australian Leadership Awards will focus on countries eligible for Overseas Development Assistance (ODA) in the Asia-Pacific region. The numbers to be received by individual countries will be determined by competitive processes.

Australian Scholarships: Australian Development Scholarships
Australian Development Scholarships (ADS) are an important element of the Australian Governments overseas aid program and will continue as a central part of Australian Scholarships. Valued at approximately $150 million a year the scholarships
ADS enable people from developing countries to study at Australian universities or technical colleges. By providing people with the knowledge and skills to promote development in their home country, ADS aim to generate economic growth, reduce poverty and contribute to the human resource base in recipient countries. ADS are for full-time study in Australia towards an undergraduate, postgraduate or technical degree. The scholarships cover a return airfare to Australia, academic and other compulsory fees, basic health insurance, an establishment allowance and a living allowance.

Australian Development Scholarships are managed by AusAID which is the Australian government agency responsible for managing Australias ofcial overseas aid program. About 2500 students are supported under ADS programs in Australia each year. They are drawn from countries eligible to receive Ofcial Development Assistance (ODA), mainly in the Asia-Pacic region. Annual intakes are approximately 1000 students and the main recipient countries are Indonesia (29 per cent), Vietnam (15 per cent), Papua New Guinea (12 per cent) and the Philippines (8 per cent).
SCHOLARSHIP NUMBERS AND FIELDS OF STUDY
ADS numbers and levels are agreed jointly between Australia and recipient countries within the context of aid strategies. Scholarship numbers and elds of study are targeted to address agreed priority human resource and development needs of recipient countries. In line with Australias policy on gender equity, half of the scholarships are awarded to women and half to men.
SCHOLARSHIP ELIGIBILITY
ADS is presently offered in Bangladesh, Bhutan, Cambodia, China, Timor-Leste, Fiji, Indonesia, Kiribati, Laos, Maldives, Micronesia, Mongolia, Pakistan, Papua New Guinea, Philippines, Regional Africa, Samoa, Solomon Islands, Sri Lanka, Tonga, Tuvalu, Vanuatu, and Vietnam. Scholarship recipients sign an agreement binding them to conditions of the scholarship that includes a return to their home country for two years.
SCHOLARSHIP PERIOD
Scholarships are offered for the minimum period that a recipient could be expected to complete their academic program. Scholarships may include preparatory programs (including English language tuition) which are normally limited to a maximum of one year.
Information on eligibility is available through the relevant Australian Diplomatic Mission. There is normally one ADS selection round in each country every year. Notices are advertised through the recipient countrys mainstream press where appropriate. Recipients are typically selected by a joint committee which shortlists and/or makes final selections.
WHERE STUDENTS CAN STUDY
Australian Development Scholarship students currently study at 19 contracted Australian tertiary education institutions. From 2007 it is anticipated that all publicly funded Australian higher education institutions and state-funded vocational and technical education providers will be eligible to accept students.

Developing mutual understanding through an international education experience
International education brings a wide range of benefits to Australian and international students. It broadens the outlook of individuals, opening them to new ideas and experiences and extends their friendships and networks. It also develops the skills and understanding of individuals for employment in the global workforce.
ENDEAVOUR ASIA AWARDS
Endeavour Asia Awards enable international students to undertake a higher degree in Australia (Masters or PhD) or research in Australia towards a higher degree in their home country. Awards are open to all fields of study. Awards are valued at up to $50 000 and funding is towards only the first year of study. Applications are invited from India, Indonesia, Japan, Korea, Malaysia, Singapore, Taiwan, Thailand and Vietnam. The application and selection process will be coordinated by DEST in Australia.
ENDEAVOUR POSTGRADUATE AWARDS
Endeavour Postgraduate Awards enable international students to undertake a higher degree in Australia. Awards are for up to three years, with an additional semester if English language training is required. Awards are open to all fields of study. Awards are valued at up to $195 000 and include: > $5000 travel allowance > $5000 establishment allowance > $2500 per month stipend for up to 35 years (paid on a pro-rata basis) > Up to $10 000 per semester tuition fees. The geographic scope of the awards is from Jordan in the west to Japan in the east and to Papua New Guinea and the South Pacific. The application and selection process will be coordinated by the Department of Education, Science and Training (DEST) in Australia.
ENDEAVOUR VOCATIONAL AND TECHNICAL EDUCATION (VTE) AWARDS
Endeavour VTE awards allow international students to undertake a diploma or advanced diploma with a vocational and technical education provider in Australia. Awards are for up to two years, with an additional semester if English language training is required. Awards are open to all fields of study. Awards are valued at up to $95 000 and include: > $5000 travel allowance > $4000 establishment allowance > $1500 per month stipend for up to 2.5 years (paid on a pro-rata basis) > Up to $6500 per semester tuition fees > Up to $15 000 for English language training.

CHEUNG KONG STUDENT EXCHANGE PROGRAM
The Cheung Kong Student Exchange Program was formed in 2004 as part of a sponsorship agreement between Australias Department of Education, Science and Training (DEST) and the Cheung Kong Group. Both partners provide $2.25 million over three years. Subsidies are valued at $5000 per student. Arrangements for credit transfer and tuition fee waivers are in place. Participating countries include Australia, China, India, Indonesia, Japan, Republic of Korea, Malaysia, Singapore, Thailand and Vietnam. Two-thirds of awards are allocated to China. The application and selection process will be coordinated by DEST in Australia.
ENDEAVOUR STUDENT EXCHANGE PROGRAM
Australian higher education institutions and vocational and technical education providers receive funds to subsidise the cost of establishing and monitoring a student exchange within the region. Exchanges are for one or two semesters. Subsidies are valued at $5500 per student. Arrangements for credit transfer and tuition fee waivers are in place. ENDEAVOUR INTERNATIONAL POSTGRADUATE RESEARCH SCHOLARSHIPS (IPRS)
Australian higher education institutions receive funds for Endeavour IPRS based on their research performance to provide scholarships for international students undertaking a higher degree by research (Masters or PhD) in Australia. About $18 million is allocated each year. An IPRS covers tuition fees and international health insurance costs. Students from all countries except New Zealand are eligible to apply for an IPRS. Australian higher education institutions conduct the application and selection process and applications should be made directly to them.
AUSTRALIAN UNIVERSITY MOBILITY IN THE ASIA-PACIFIC (UMAP) PROGRAM
Australian higher education institutions receive $1.6 million a year to subsidise the cost of establishing and monitoring an undergraduate student exchange within the region. Exchanges are for one or two semesters. Subsidies are valued at $4500 per student. Arrangements for credit transfer and tuition fee waivers are in place. Subsidies of $1500 are available for staff to visit the host institution to facilitate future exchanges. Participants include Brunei Darussalam, Cambodia, Canada, Chile, Ecuador, Fiji, Guam, Hong Kong SAR, Indonesia, Japan, Republic of Korea, Laos, the Macau SAR, Malaysia, Mexico, Mongolia, Myanmar, New Zealand, Papua New Guinea, Peoples Republic of China, Peru, Republic of the Philippines, Russia, Singapore, Taiwan, Thailand, United States of America, Vietnam and Western Samoa. Enhancing research and innovation through collaboration
Endeavour Research Fellowships will attract highperforming scholars whose research proposals will benefit the further development of the Asia-Pacific region. Fellowships will create opportunities for research collaboration and the exchange of education expertise will underpin partnerships, support access to new knowledge, build research networks and help address regional skills needs.

The Endeavour Executive Awards provide professional development opportunities for high achievers in business, industry, education and government from eligible countries and Australia. For example, secondary school principals can work alongside their international colleagues in counterpart schools.
