ORDERING ALL PHILIPPINE NATIONAL FLAGS IN BARANGAY GUBATAN TO BE


FLOWN AT HALF MAST AS A SIGN OF MOURNING FOR THE PASSING OF FORMER
PRESIDENT BENIGNO SIMEOUN “NOY-NOY” AQUINO III AND FOR OTHER
PURPOSES IN BARANGAY GUBATAN, MACO, DAVAO DE ORO

WHEREAS, Republic Act 8491 also known as the “flag and Heraldic Code of the
Philippines, allows for the Philippine National Flag to be flown at half-mast as a
sign of mourning;

WHEREAS, Former President Benigno Simeoun Aquino III has passed away
today, June 24, 2021 and its fitting and proper to afford him respect by ordering
all National Flags in Barangay Gubatan to be flown at half-mast;

WHEREAS, President Benigno Simeoun Aquino III was the fifteenth President of
the Republic of the Philippines, whose presidency from 2010-2016 has been
admired by many here and abroad for his deep commitment to democracy,
human rights and curbing corruption;

WHEREAS, President Aquino’s understanding of connection of poverty and


corruption resonated well during his administration and influenced policies
toward empowering the poor while holding public officials accountable for their
misdeeds;

NOW THEREFORE, I ARNIEL TORMIS FERNANDEZ, Punong Barangay of


Gubatan, Maco, Davao de Oro, by virtue of powers vested in me by law, do
hereby order that all Philippine National Flags in all establishments and places
where it is displayed in the Barangay of Gubatan, to be flown at half-mast for a
period of ten (10) days as a sign of mourning for the passing of the late former
President Benigno Simeoun Aquino III. ;

SECTION I: INCORPORATION CLAUSE

All laws, legal orders, rules and regulations that have been issued and or will be
issued by the duly constituted authorities of the Republic of the Philippines
pertaining to the Flag of the Republic of the Philippines are hereby incorporated

EXECUTIVE ORDER # 4 SERIES OF 2021 RENDERING YOU A REFINED & DIGNIFIED SERVICE
herein and made an integral part hereof. In case of conflict such, laws, legal
orders, rules and regulations shall have precedence over the provisions of this
Executive Order.

SECTION II: REPEALING CLAUSE

Any Administrative Order or Executive Order previously issued that is


inconsistent with the provisions of this executive order shall be considered
repealed, amended, and modified accordingly.

SECTION III- EFFECTIVITY

This ordered shall take effect immediately upon the issuance as stated
hereunder.

Issued this 24th day of JUNE 2021 at the Office of Punong Barangay,
Tanggapan ng Pamahalaang Pambarangay, Purok Lanzones, Gubatan, Maco,
Davao de Oro, Philippines.
