CREATION OF AN OVERSIGHT COMMITTEE ON THE REVISION OF FEES AND CHARGES
       WHEREAS, in line with the provisions of the Local Government Code (LGC) of 1991
and as authorized by Republic Act 11032, or the Ease of Doing business and Efficient
Government Service Delivery Act of 2018, the Department of Finance (DOF) and
Department of the Interior and Local Government (DILG) had signed Joint Memorandum
Circular (JMC) last May 17, 2019 for Local Government Units (LGUs) to adopt reasonable
regulatory fees and charges for their services to promote a business -friendly environment,
which said joint memorandum remains to be valid and enforceable;
      WHEREAS, the City Government of Bayugan, through a fresh mandate of the
undersigned to serve his second term, recognizes the importance of ensuring that fees and
charges are on the right balance with the cost of services rendered to the public;
       NOW THEREFORE, I, KIRK A. ASIS, Mayor of the City of Bayugan, Agusan del Sur,
by virtue of the powers vested in me by law, do hereby order:
        SECTION 1. Creation. The Oversight Committee on the Revision of Fees and
Charges of the Local Government Unit of Bayugan City, Agusan del Sur is hereby organized
as follows:

      SECTION 2. Functions. The Oversight Committee on the Revision of Fees and
Charges shall:
               a. Ensure that the guiding principles as prescribed under the Local
                  Government Code and the JMC No. 2019-02 are observed;
               b. Conduct immediate review of the rationale for fees and user charges
                  imposed by the City Government and its methodology for determination
                  of the fee schedule rates;
               c. Gather data on the cost of delivering regulatory, service fees and charges,
                  in order to compute the appropriate rates that will recover the cost, using
                  the LFC Toolkit; and
               d. Submit to the undersigned and to the Sangguniang Panlungsod the
                  recommended proposed local revenue ordinance including a program of
                  action to institute reforms.
       SECTION 3. Repealing Clause. All other existing orders or issuances inconsistent
with this Executive Order are hereby revoked and/or rescinded accordingly.
         SECTION 4. Effectivity. This Order shall take effect immediately.
