The Department of Science and Technology of Region 3 award this Certificate of Ownership to Batitang
National High School as the Beneficiary of the Science and Technology Academic and Researchn-Based
Openly Operated Kiosks Station (ATARBOOKS) acquired through the Expanded Implementation of
Community Empowerment through Science and Technology (CEST) in Region 3 by Julius Caesar V. Sicat
Regional Director, DOST 3.
STARBOOKS is the first Digital Science Library-in-a-box that stand for Science and Technology Academic
and Research-Based Openly Operated Kiosks Station developed by the Science and Technology
Information Institute (STII) of the Department of Science and Technology.
At the 1st day of August 2018 given at Bulwagan ng kanlahi (Diwa ng tarlak) Romulo Boulevard, Tarlac
City, Tarlac during the Celebration of the 2018 Regional Science and Technology week with the theme
“Science for the people; Innovation for Collective Prosperity “.
As one of the qualified recipients of starbooks to the help of Mrs. Racquel Diaz Principal II they invite
Mrs. Rosemarie Antonio and an IT personel to attend the training/orientation on Starbooks on
September 21, 8:00 a.m. at Ephatha Development Center, Social Action Center of Pampanga (SACOP),
Maimpis, San Fernando City, Pampanga.
“This Kiosks contains 100,000 books which in just one click you can research the topic about Science and
Technology even without wifi network. This also includes on how to have livelihood”, Suancing said.
The launching of DOST STARBOOKS under the Community Empowerment through Science and
Technology (CEST) program here was held through the lawmakers’ initiative.
The STARBOOKS is a user-friendly information portal that can be accessed without internet connection.
It contains local and foreign science and technology resources in text, video, and audio formats including
journals investigatory material and livelihood videos.
The material covers a diverse range of topics, from food and nutrition, health and medicine, energy to
environment, livelihood technologies and many others.
The STARBOOKS Machine placed to the school library in the new building on the month of November or
December. According to Mr. Armando Lajom, Principal II of Batitang National High School to take care of
the STARBOOKS when it’s ready to used by the students and to the future students for the years to
come.
The STARBOOKS is being deployed nationwide in schools, municipal libraries, government offices and
other entities for free. The partner proponents will only shoulder the computers and kiosks and STII will
provide the content and training of librarians.
