Event security called to report a possible CSC between two campers attending the Electric Forest
Festival. After interviewing all parties associated it was determined unfounded.

I spoke with while Tpr. Sysko was speaking with the victim. advised that he
and his sister were at the Electric Forest Festival with friends. He advised that they were all
hanging out and they were introduced to

INTERVIEW SUSPECT:

Tpr. Wagner and I interviewed the suspect, about this incident. was
interviewed in our patrol vehicle and was advised he was not under arrest and was not obligated to
speak to us. stated he understood this and agreed to answer our questions.

According to he met some other campers that were also camping near his campsite.
said it was a brother and sister named and who were the neighboring campers
that he befriended. He said he went to the festival area with them and they all were consuming
alcohol, marijuana, and acid.

said he and were getting along and started to make out. Together, they both left the
festival area and returned to his tent. speculated that this was sometime around midnight.
Approximately an hour later, they were having sex.

I asked what "sex" meant to and he said that he placed his penis in and in her
vagina. stated that he ejaculated in her mouth and vagina. He stated that he did not use a
condom during these sexual acts. said he regretted not using a condom but was advised by
that she is using birth control "on the pill

said that at no point did she pass out, say no, or stop, resist, or give any indication that she
did not want to have sex. said that was awake the whole time and fell asleep just prior
to her brother coming over and finding her in his tent.

Once her brother found her she refused to leave. According to she was acting strange and
staunchly refused to go, stating that she wanted to stay with him in his tent. was under the
impression that she had developed a strong emotional bond with him and could not / would not view
this as an unattached sexual tryst. Eventually security and medical first responders were summoned
since she refused to leave. said that brother appeared angry with him.

described clothing as a knit top, jean shorts, panties, and an orange baseball hat.
demeanor was calm and cooperative.

INTERVIEW VICTIM:

I interviewed at the Electric Forest Medical tent where she was taken to after leaving
tent for evaluation. appeared tired but lucid and could articulate her thoughts and feelings
clearly. I explained to her why I was there and need to talk to her.

stated that she was never sexually assaulted by She admitted that they did have
consensual sex and further described it as being a beautiful, wonderful, and serene experience.
According to she was at peace with this incident and indicated she had strong emotional
feelings for admitted that she consumed alcohol and acid but was in control of herself
the whole time. said she had not fallen asleep in tent. She described herself as
having a lot of energy and a night person.

stated that her brother over reacted when he found her in tent naked. His instinct to
protect her took over and this incident is completely unfounded and based on over reaction.

did not complain or mention any injuries that she may have obtained.

MEDICAL EVALUATION:

I spoke to who examined Dr. Friedman is a physician who is contracted by

Crowd RX to attend and provide treatment to those attending the festival. According to Dr. Friedman,
appeared lucid and normal. She did not appear to be in any condition requiring medical
intervention. Dr. Friedman said that she did not disclose that she was a victim of any type of sexual
assault to him.

CRIME VICTIMS RIGHTS:

Advised.

SEX MOTIVATED CRIME REPORT (DD-79):

Not completed since this incident is unfounded.

EVIDENCE:

No evidence was seized due to the fact that both parties involved advised it was consensual sex.

CRIME LAB ANALYSIS:

No Crime Lab Analysis will be done because no evidence was seized.
