Development of Monitoring Instruments for Programs,

Projects and Activities for the Bureau of Learning Delivery –

Teaching and Learning Division

Rationale
The Bureau of Learning Delivery – Teaching and Learning Division is
implementing programs pertaining to the delivery of the curriculum in the
classroom.

There is a need to look into the effectiveness of these programs in improving

the teaching and learning process under the K to 12 program as well as into
the efficiency of the Central and field offices in implementing the BLD-TLD
programs.

These can be done through the systematic monitoring of programs using

monitoring instruments developed in consultation with the field offices. The
results of the monitoring will be used to identify facilitating and hindering
factors in program implementation. This will also serve as basis of the BLD-
TLD in enhancing and adjusting program design and strategies.

Objectives

• To determine efficiency and effectiveness of the BLD-TLD programs in

improving the teaching and learning process of the K to 12 program;
• To measure the efficiency of the Central Office, Regional Office,
Schools Division Office and Schools in efficiently implementing the
BLD-TLD programs.

Outcome

The design of Programs, Projects and Activities are developed and enhanced
based on informed decisions and evidence-based planning.
