Implementing Certification Guidelines (ICG) for Certified Computer


Engineer (CCpE) Through Grandfather’s Rule

A. Introduction
1. The following Implementing Certification Guidelines (ICG) shall be in effect
and must be followed by applicants applying for CCpE through Grandfather's
Rule.
2. This Grandfather's rule intends to give Certified Computer Engineer (CCpE)
status without taking the examination to qualified applicants.
3. Computer Engineering graduates who are practicing Computer Engineers can
qualify for this program.
4. The CCpE certification can be given to applicants by complying with certain
documentary requirements.
5. Also, applicants must earn the minimum score approved by the CpECB based
on the criteria set for obtaining the CCpE through Grandfather's rule.
6. The applicants are evaluated based on six (6) criteria: 1) Educational
Qualification, 2) Work Experience and Professional Services, 3)
Involvement in Professional Organization, 4) Participation in ICpEP
Events, 5) Technical/Research Activities, and (6) Community
Outreach/Extension Activities.

B. Definition of Terms
1. Grandfather’s Rule - a rule wherein a Certified Computer Engineer (CCpE)
status is given to a qualified applicant for certification without taking the
examination.
2. Active Member – a regular member of the Institute of Computer Engineers
of the Philippines, Inc. (ICpEP) with the updated membership fee and
participates in any of its regional or national activities
3. Certification – a recognition given to CpE or related engineering graduates
for substantially meeting the educational, professional, and extension activity
criteria set for the Grandfather's rule.
4. Community Outreach/Extension Activities – refer to the activities
rendered by the applicant for the improvement of the community or society
(community outreach) or the benefits of fellow computer engineers in the
form of training, seminars, and other related activities. (extension activities)
5. Computer Engineer - a person who was awarded the Bachelor of Science in
Computer Engineering (BSCpE) by the CHED recognized school.
6. CpECB - Computer Engineering Certification Board, an independent and SEC-
registered governing body created whose mandate is to implement the
certification process for practicing professionals in the field of Computer
Engineering, Information and Communication Technology, and other related
professions.
7. CCpE - Certified Computer Engineer, an individual who qualified and has
been certified by CpECB as a practicing Computer Engineer.
8. Educational Attainment – refers to an earned educational degree as well
as other postgraduate and professional development activities
9. External Professional Activities – refer to the activities rendered by the
applicant as an active member of ICpEP
10. ICpEP Event – a regional or national annual gathering of members of the
Institute of Computer Engineers of the Philippines
11. Professional Activities – professional accomplishments of the applicant
about his/her position in the company before the time of application
12. Regular Member – a member of the association whose BS degree is CpE
13. Technical/Research Activities – technical papers or researches presented
at a national or international level

C. Duration
1. Through Grandfather’s Rule, applicants may be awarded Certified Computer
Engineer status without examination.
2. The grandfather rule for Certified Computer Engineer will be offered until
December 31, 2024, or until the CPE Certification Board decides to terminate
or continue its implementation.
3. When the CpECB decides to terminate the implementation of Grandfather’s
Rule, all succeeding applicants will be required to take and pass the CCpE
examination.

D. Qualification
1. To qualify for the grandfather’s rule for Certified Computer Engineer (CCpE)
certification, the applicants shall possess all of the qualifications stated
herewith.
2. The applicant shall be a Filipino Citizen
3. The applicant shall be a graduate of Bachelor of Science in Computer
Engineering.
4. The applicant shall have at least one (1) year of professional experience after
graduation. Professional experience includes work in any ICT industry, ICT
related manufacturing companies, in the academe, or any other
professions/careers/occupations specified in the previous CHED CMOs for
Computer Engineering Program or by the CpECB Bylaws.
5. The applicant shall be an active regular member of the Institute of Computer
Engineers of the Philippines (ICpEP) Inc.

E. Minimum Score Required for CCpE


1. Shall accumulate a minimum score of one hundred (100) points based on the
criteria set for CCpE through the Grandfather’s rule. The set of criteria is
given in Table 1.
2. The applicant shall perform self-rating using the table given in Appendix 2 to
determine if the applicant qualifies for the Grandfather’s Rule.
3. Each claimed item in the set of criteria shall be supported by a corresponding
document.

F. Application
1. All applicants must accomplish the approved application form electronically.
Appendix 1 shows a sample of the prescribed Application Form.
2. Attach one (1) passport size colored picture with white background.
3. Sign the application form

G. Documentary Requirements
1. All documents needed for the application must be chronologically arranged
according to the sequence given in Table 1.
2. Other scanned documentary requirements are as follows:
a. Authenticated copy of Diploma
b. Official Transcript of Records
c. NBI Clearance
d. PSA Birth Certificate and Marriage Certificate (if applicable)
e. Proof of Payment of Application or Bank deposit slip

H. Submission
1. Submit via email all the documents/evidence needed in the application for
certification including the following as attachments.
a. Duly filled-out Application Form (Appendix 1)
b. Duly accomplished Rundown of Accumulated Score Form (Appendix 2)
c. Checklist of Requirements (Appendix 3)
d. Application Letter (Appendix 4)
e. Board’s Approval Form (Appendix 5)
2. All email attachments must be placed inside a compressed folder using either
zip or rar, with a folder name “Lastname.Firsname.MI” of the applicant.
3. Use the given filename format for each attachment for proper identification,
“name of document.pdf”. For example, “application letter.pdf”.
4. An email confirming the reception of the application will be sent to the
applicant within the week from the date of submission.
5. If the submitted documents are not complete, the applicant will be notified
through email, indicating the missing document.

I. Payment of Application Fee


1. Applicants shall pay the application fee of Php 3,500.00, which shall be used
for the processing, registration, and identification card.
2. The application fee can be paid through bank deposit or bank transfer.
3. Only fully paid applications shall be processed by the CpECB.

J. Review of Documents
1. Once a month, the Board will meet face to face or online to review for
approval of submitted applications and documentary evidence for CCpE.
2. The Board may require submission of additional documents or schedule an
interview, if necessary.
3. The Board can approve or deny an application for CCpE.
4. The Board must unanimously approve the application for certification and
shall indicate their decision in the Board’s Approval Form shown in Appendix
5.
5. The decision of the CpECB is final.
6. The applicant shall be notified of the Board’s evaluation result either via
email, printed media, or other means available.

K. Oath Taking
1. All successful applicants who qualify for certification shall be required to take
the oath before any member of the CpECB, or any person authorized by the
CpECB, before they can be issued Certificates and Identification Cards.
2. The Board shall schedule a formal Oath-taking ceremony where the
certification is awarded.
3. The Oath-taking ceremony can be done once or twice a year, depending on
the number of approved certifications to be awarded.
4. Certificate, Identification Card, and other documents about the Oath-taking
will be given to all successful applicants during the ceremony.

L. Follow-up
1. The applicant can make a follow-up of his/her application if, after 30 days
from the date of submission of the application form and other pertinent
documents, he/she did not receive any information regarding the status of
the application.
2. The follow-up can be done electronically through email, indicating the full
name of the applicant and the date the application form was submitted.

M. Validity of CCpE Certification ID Card


1. The CCpE Certification ID card is valid only for three (3) years starting from
the date of its issuance.
2. At least 60 days before the expiration of the CCpE ID, the ID holder shall
apply for renewal for another three (3) years.
3. To renew the CCpE ID use the CCpE ID Renewal Form (Appendix 6).
4. CCpE ID that is not renewed will be considered expired and not valid for any
official transaction.
5. The CCpE ID renewal fee is PhP2000.00.
6. For expired CCpE ID, a penalty fee equivalent to 10% of the renewal fee per
year or a fraction thereof will be added to the renewal fee.
N. Data Privacy
1. All submitted information to CpECB will be used solely for CCpE certification.
2. The submitted information by the applicants to CpECB shall be treated
privately and confidential under the Data Privacy Law of the country and Data
Privacy Policy of CpECB.
3. CpECB will not release private and confidential information to a third party or
individual without written approval or consent from the owner.
