Brief History of Estrella Falls
An elderly Tagbanua first revealed to a resident of Barangay Estrella a so called
“mystery enshrouded in secrecy” a fall under a water several meters from the
mountainside to the ground. The news reached a group of settlers and the falls became
a part of their life. The area become a picnic grounds for the people in the area. The
enhancement and improvement of the falls came through with the help from the
Municipal Government of Narra with the appropriation of P100,000.00 from the
Municipal Mayor Amador O. Ramel. Rest rooms, waiting sheds and guard house were
constructed. Atty. Clarito D. Demaala Jr. former mayor of the Municipality of Narra
initiated the much needed further enhancement of the falls as an eco-tourism tourist
destination. Under his able leadership Estrella River Falls become a prime destination
for tourist and local alike.
        Opened as an eco-tourism destination in the Municipality of Narra, Estrella River
falls is located in Barangay Estrella Village north of Narra. It was the first community
based ecotourism but was later on withdrawn from the Barangay due to violations with
the Memorandum of Agreement (MOA) with the LGU by virtue of Sangguniang Bayan
Resolution No. 2007-1093 authorizing then local Chief Executive, Hon. Atty. Clarito D.
Demaala Jr., to revoke the MOA with the Barangay. Currently the site is being managed
by the Municipal Government of Narra. The falls has drawn hundreds if not thousands
of both local and foreign tourists generating not only prestige to the place but also
income for the local economy. The month of October (2015) saw Estrella River falls
income reaching One Million income for a month.
HUMAN RESOURCES
    1. Park Operations Superintendent II – He will develop and promote tourism in
       order to attract visitors and generate significant economic benefits for Estrella
       Village and the Municipality of Narra. His job includes marketing, visitor
       management and the development of tourism products, services and facilities.
       Depending on the level it may involve strategic planning, particularly in local
       authorities.
    2. Park Operations Superintendent I – He will be responsible to direct and
       coordinate the operations of Estrella River Falls park. He will be responsible for
       ensuring and improving the performance, productivity, efficiency and profitability
       through the provision of effective methods and strategies.
    3. Tourist Receptionist II– He will be responsible in welcoming and guiding tourist
       to the right destination and promote to them other activities offered by the park.
    4. Tourist Receptionist I - He will lead visitors through a point of interest while
       sharing general and specific knowledge related to the location and setting. He
       will show guest the other falls and the abundant wildlife of the area.
5. Revenue Collection Clerk II – He will be responsible in collecting fees and remit
    collections to the municipal treasurer.
6. Revenue Collection Clerk I – He will be responsible in collecting fees in the
    absence of Revenue Collection Clerk II.
7. Security Guard III – He will be the lead of the security. Maintains safe and
    secure environment for customers and employees by patrolling and monitoring
    premises and personnel.
8. Security Guard II – Maintains peace and order in the premises.
9. Security Guard I – Maintains peace and order in the premises.
10. Parking Aide IV - He will be responsible for the traffic management in the
    entrance and parking area
11. Parking Aide III -. He will be responsible for the traffic management in the
    entrance and parking area.
12. Parking Aide II - Direct motorists to parking areas or parking spaces Keep
    parking areas clean and orderly to ensure that space usage is maximized
    and patrol parking areas in order to prevent vehicle damage and vehicle or
    property thefts.
13. Parking Aide I- Keep parking areas clean and orderly to ensure that space

14. Utility Worker II – He will be responsible in repair and maintenance of the
    facilities. He will be responsible in maintaining the cleanliness and beautification
    of the area.
15. Utility Working I (Protected Area Personnel) – He will be responsible for the
    conservation since parks and reserves are ecotourism’s primary “commodity”,
    protected area personnel should play a central role in ecotourism development
    and management. Protected area personnel are usually the primary information
    resources concerning the flora and fauna in their areas. They also are the day-
    to-day caretakers of these natural resources and have the most responsibility for
    their immediate conservation.
16. Lifeguard- He will monitors activities in swimming areas to prevent accidents
    and provide assistance to swimmers and to reminds swimmers regarding unsafe
    areas. In case of accident he will administer first aid including CPR.
