1. INTRODUCTION

Transportation is the backbone for economic development for any country. Road
transportation is the major component of the transport sector in India. It occupied an
important place in the economy because of the unique characteristics and distinct features
even connecting interior places for the movement of people and goods. In the last three
decades, India experienced rapid growth in road network by increasing road length to 3.3
million km. At the same time, the vehicle population of India has also increased with a growth
of 11% per annum. As the growth of vehicles and other infrastructural facilities are rapidly
increasing, road safety situation of India is worsening day by day. According to WHO statistics
of 2002, about 11.8 lakhs people die every year in road accidents, the world over, of which
84,674 deaths are reported to take place in India. In 2004 the number of deaths had increased
to 92,618. The mortality rate in India is 8.7 per hundred thousand of population as compared
to 5.6 in UK 5.4 in Sweden, 5.0 in The Netherlands and 6.7 in Japan. In terms of mortality per
10,000 vehicles, the rate in India is as high as 14 as compared to less than two in developed
countries. The cost of road crashes has been assessed at one to two per cent of GDP in
developed countries. A study by the Planning Commission in 2002 estimated the social cost
of road accidents in India at Rs. 55, 000 crores annually (2000 prices), which constitutes about
3% of the GDP (Report of the Committee on Road Safety and Traffic Management, February
2007).

1.1 ACCIDENT STATISTICS IN INDIA


In 2018, there were 4,67,044 road accidents in India, which killed 1,51,417people and injured
4,69,418people. India, as a signatory to the Brasilia declaration on road safety, intends to
reduce road accidents and traffic fatalities by 50% by 2022. The new Motor Vehicles act, 2019
have been enacted to reduce road accident. It seeks to address issues related to road
accidents and road safety measures. In this context, we present some data on road accidents,
causes of accidents.

• Road length in India has increased from about 4 lakh kilometers in the 1950s to about
56 lakh kilometers in 2017. Majority of this growth has been in rural roads and roads
constructed by the Public Works Department (PWD). Rural roads account for 61%,
and PWD roads for 20% of the total road length. In comparison, urban roads have a
9% share in the road network. The growth in rural roads may be attributed to schemes
such as the Pradhan Mantri Gram Sadak Yojana, which was launched in 2000 and
aimed to improve road connectivity in rural areas.

• National Highways constitute 2%, and State Highways 3% of the total road length.
Project Roads, account for 7% of the total road length, and include roads built by
various state departments such as forest, irrigation, electricity, public sector
undertakings such as Steel Authority of India, and the Border Roads Organization.

Since 2000, while road network in the country has grown by 39%, the number of registered
vehicles has grown by about 158%. While growth in road network will be limited (due to
physical constraints), a constant increase in the number of vehicles on roads may lead to
congestion and road fatalities.

• The number of road accidents per lakh population has been increasing since 1970s,
with an 84% increase from 1980 to 1990.
• Across states, Goa had the maximum share in total road accidents/ lakh population in
2015 for the fourth year in a row (222 accidents/ lakh persons). This was followed by
Kerala (110 accidents/ lakh persons), and Tamil Nadu (100 accidents/ lakh persons).

In terms of accident fatalities, Tamil Nadu had the highest share in 2018 (23 fatalities/ lakhs
persons) followed by Haryana (18 fatalities/ lakh persons), and Karnataka (18 fatalities/ lakhs
persons).

18-34 years old are most affected”

In 2018, 17.5% of all road accidents occurred between 15:00 hours and 18:00 hours, followed
by 17.3% between 18:00 hours to 21:00 hours. This may be attributed to more vehicles
present on roads during these hours (peak traffic hours).

• In 2018, the maximum number of fatalities were seen in the age group of 18 to 34
(50%), followed by the age group of 35-64 years (36%).

The World Health Organization has noted that road accidents are a major public health
problem as crashes kill more than 1.25 million people and injure about 50 million people a
year, with 90% of such casualties occurring in developing countries like India.

1.2 SCENARIO IN ODISHA


The state of Odisha is ranked the 14thhighest amongst all the 29 states in India in terms of total
number of road crashes numbering 10,542 in 2017 as per the data published by the Ministry of
Road Transport and Highway (MoRT&H) and thereby for 2.1 % of the total road crashes in the
country. Similarly, the state also occupied 14th position in terms of number of road crash
victims/fatalities in the country contributing for about2.94%in the year 2017. Figures 1.3 and 1.4

depict the share of state as well as Union Territory wise road crashes and fatalities for the year
2015respectively.

2. OBJECTIVE AND SCOPE OF THE STUDY

2.1 NEED OF THE STUDY


Due to the increment in rate of road accidents day by day, it is highly necessary to access the
safety features on the road networks, then improving the roads by providing appropriate road
safety action plans for the road sections/locations which face frequent road accidents.

2.2. OBJECTIVE
The objective of the assessment was to study the safety features and identifying the possible
black spots in the entire stretch of the Karanjia-Patna-Dhenkikote road having road length of
39.370 Km. This road comes under Keonjhar NH Division, Govt. of Odisha. The new road work
is done on the length of 29 Km stretch within lost 6 months. So it is required to conduct a road
safety audit during its maintenance and operation stage.

2.3. SCOPE OF THE AUDIT


• Identification of different types of problems being faced by different category of road
users during the operational phase of the road sections considered in the study.
• Identification of shortcomings/ inadequacies with a view to improve/ enhance the
safety of the road users.

3. PRESENT STUDY SECTION

This road safety audit is focused on the findings emerging for the road section from Karanjia
- Patna - Dhenkikote (NH 220) spanning a total length of 39.370 KM.

• The study section is a part of the most prestigious project “Vijayawada-Ranchi


Corridor”
• Karanjia is major town in the district of Mayurbhanj. It is also a sub-divisional
headquarter and NAC in Mayurbhanj in district having population of about 23,000.
There are many e famous tourist places/ temples in and around the town. This town
comes under Karanjia MP Constituency and financial Institutions.
• Patna is also an important place in Keonjhar district. Patna is mainly a rural area having
about 18 Gram Panchayats.
• Dhenkikote is a large village located in Keonjhar district having population of around
2500. The road ends at the junction of Keonjhar-Ghatagaon (NH 20) road.

The road starts from CH 86.040 km of Karanjia bypass and meets NH 20 at Dhenkikote at CH
125.410 having total length of 39.370 Km out of which from CH 86.040 to 91.100and CH
103.260 to CH 108.90 is Double Lane (7.0 Mtr) and CH 91.100 to 103.260 &108.90 to 125.410
is Double Lane + Paved Shoulder( 7.0 mtr + 2 x 1.5 mtr). There is a missing link of 500 metres
near Patna due to construction work.

4. AN OVERVIEW OF ROAD SAFETY AUDIT

Road Safety Audit (RSA) is defined as the systematic checking of the safety aspects proposed
either in the case of new or an existing project road coupled with the review of traffic
management schemes, including evolving appropriate modifications to the existing layouts.
After the implementation of the recommended measures emerging out of RSA, it is expected
that the new or existing road projects would operate as safely as possible as the RSA would
strive to mitigate the present and future safety issues commensurate with the increasing
traffic. In this regard, it shall be realized that investments on the conduct of RSA and its
subsequent implementation shall be considered as a necessary cost, and not considered as
an additional expense implying thereby the need to carry out RSA through the entire cycle of
design, construction and pre-opening of any project facility and also during operation and
maintenance of the highway depending on the requirements. In projects where there is a
choice of route or standards, or there are known safety problems, the designer / road owning
agencies are expected to discuss the issues faced by them with auditors engaged for the
project at the start of the assignment.

Taking cognizance of the above aspects, the Indian Roads Congress (IRC) had brought a
document titled, “Manual on Road Safety Audit IRC-SP-88 (2010)”. Includes of the following
stages of RSA which need to be carried out during RSA depending on the status of any road
project:

• Safety Audit during the Feasibility Study

• Safety Audit during the Preliminary Design

• Safety Audit on Completion of Detailed Design

• Safety Audit at the Construction Stage

• Safety Audit on Completion of Construction (i.e. Pre-opening Audit)

• Safety Audit of Existing Roads (i.e. Operation and Maintenance stage)

The first five stages of safety audit is applicable to the road projects either proposed for
construction or in the process of construction and the last one is applicable specifically for the
existing roads. It is to be borne in mind that in many of the road upgradation and maintenance
projects undertaken in India including major urban roads and even expressways, safety
devices are included in the designs, but seldom implemented on the ground in totality.

Moreover, road maintenance is limited to fixing potholes and cleaning of drainage facilities,
without replacing missing traffic signs, damaged guard-rails, dilapidated road markings and
more importantly, the provision of safety measures commensurate with the traffic growth
which are essential to create a safe road network. The above aspects can be effectively
addressed through the conduct of RSA on the existing roads which are faced with increasing
road crash records.

4.1. ROAD SAFETY AUDIT OF EXISTING ROADS


From the above discussion, it is obvious that RSA procedure can be applied to both new roads
as well as existing roads. On new projects, RSA is primarily carried out to avoid / prevent the
building of road crash prone situations whereas in the case of existing road, RSA are carried
out aimed at mitigating the road crash prone locations by enhancing the safety features.
Hence, it is obvious whenever an existing road is subjected to safety audits; it provides ample
scope to improve / enhance safety both from the operation and maintenance viewpoint of
roads. This is more pertinent for Indian road traffic conditions because safety features and
installation of road appurtenances are not given their due importance during the design and
project implementation. In fact, existing roads represent the present condition of the road
which would also include the assessment of prevalence of hazardous conditions if any that
might have crept in during its lifetime such as encroachments, ribbon development or
deterioration of road conditions as well as changing traffic conditions, etc. During the process
of existing RSA, a critical analysis of the road crash data would be carried out with a view to
determine whether or not road users able to use the road section in an efficient manner
without endangering risk to any type of road user. The aspects that are monitored during the
course of the RSA of the existing road shall normally conform to IRC-SP-88 (2010) and other
international norms if not listed in the above IRC document:

Does the prevailing speed correspond to the design speed?


• Are the visibility criteria still satisfied?
• Have any changes been made which could affect road safety?
• For carriageway and paved shoulders examine things like any breach or blockade,
damage to pavement, edge drop at shoulders.
• Check the roadside furniture including road signs and markings damage to their shape
or position, loss of retro-reflectivity
• Street lighting

Out of the above listed parameters, the methodology and parameters applicable for the
conduct of RSA on the Odisha road network conforming to IRC-SP-88 and other international
standards (wherever applicable) so as to arrive at effective improvement and upgradation

strategies for implementation by the OWD Authorities after the closure meeting. Accordingly,
the methodology deployed for the audit of the study section is described in the succeeding
sections.

4.2 GENESIS OF THE ROAD SAFETY AUDIT STUDY

The RSA team conducted the study during both during day and night times on the project
corridor by driving as well as walking on the project corridor depending on the requirements
aimed at appreciating physical and environmental features that required special attention of
the existing road safety features provided for all types of road users, The existing features/
facilities assessed also included theassessment of pedestrian facilities, roadside developments
and other sociological aspects that needed special attention. Appropriate recommendations /
remedial measures for the identified safety deficiencies would be provided for each of the audited
project corridors in independent report along with the action plan for implementation. Further
depending upon the type of facility, the items mentioned above would be appropriately grouped
and the priority for their implementation will be provided as part of each RSA report.

5. METHODOLOGY

To carry out the safety audit of the existing project corridor, the methodology adopted to
conduct RSA is presented by as follows.

• Input taken from the client


• Data collection from site (During Day time and Night time)
• Data Analysis and Interpretation of the field data
• Assessment of safety situations and comparison with standard.
• Recommendation and remedial measures based on the study.
• Preparation of Cost estimate.
• Preparation of Plan and Profile

5.1 TIMELINE OF STUDY


Total project duration for the conduct of road safety audit is 3 days and 2 Night for the entire
length of 39.370 Km defined by the client.

Following the above methodology, RSA of the above project corridor was carried out by an
experienced team of Road Safety auditors on date 1st June to 2nd June and 11th June to 12th
June (3 day visits + 2 night visits).

5.2 CRITERIA FOR ENGAGING AUDITOR BY CONSULTING

6.OBSERVATIONS/DEFICIENCY FOR SAFETY ASPECT

Karanjia-Patna-Dhenkikote road (NH 220) starts from CH 86/040 Km of Karanjia bypass. The
entire road stretch passes through plain terrain, some portion of the road passes through
forest area and some portion through village areas. The entire road is double lane with 2.5 M
shoulder each side from

The findings emerging from the Road Safety Audit findings are applicable for both directions
of travel i.e. left-hand side (LHS) and Right-Hand Side (RHS) during day time and night time of
the carriageway especially in the case of recommendation in report of visual aids in the form
of Traffic Control devices as well as crash protection measures. The RSA recommendations
are grouped into the following categories.

• Alignment and Cross Section


• Intersections and Access roads
• Road surface
• Visual aids – OHM, road markers, road studs and road signs
• Crash protection measures
• Miscellaneous covering road users, stacking at materials including truncated
trees on the roads on the road side, overloading of passengers and goods.
• Poor delineation and Traffic management plan for the construction zones.
• Black spot safety measures

6.1 OBSERVATION
• It is seen that at various locations, there is a need of growth of branches and bushes which
is causing obstruction covering sign boards or road sections, which can be a high risk for
a road user.
• It is observed that from CH 86/040 to CH 89/600 Km, the road markings are erased at
some places up to CH 91/860 Km, there is no road marking. So there is a need of road
markings on the road asper the codal provision
• It is observed that of many locations the writings on the traffic sign boards are either
erased or damaged. Hence it needs to be replaced.
• At many locations there is a need of speed breakers or need of road breaker sign boards
and road markings at junctions.
• At many locations cross road locations there is no safety precautions followed. There
should be sign board and speed breakers on the side roads while meeting the main road.
• In some locations it is observed that Guard Posts are damaged and hence need to be
replaced by MBCB.
• At various curve locations, there are insufficient sign boards, hence there is a need of
curve signs, speed limiters and chevron sign boards.
• There is a requirement of street lighting at many built up locations.
• There are some major junctions which are need to be developed by putting appropriate
sign boards and high mast lights and road delineators.
• There is a need of object hazard markers before and after the CD structures and bridges.
• There are some stretches on the road embankment which are high, hence there is a
requirement of MBCB. The delineating reflectors should be fitted on MBCB.
• At some sharp curves also, there is a need of MBCB.

• It is observed that at various locations where MBCB are installed at road edges need end
treatment and the damaged ones are needed to be replaced.
• Near the built-up areas at some locations, the drains are not covered properly or the
covers are not treated well.
• There are some water bodies located on the side of the road where the local users should
be protected by installing MBCB.
• The road passes through many forest locations where there is a need of retro reflective
stickers mounted on trees.
• There is a missing link of 500 metres near Patna bypass of CH 108.000 where construction
of bridge is going on.
• There is a need of reflective pavement markers at many curve locations, CD structures,
bridges, junctions and Built up areas.

6.1.1 LIST OF OBSERVATIONS

Road safety audit was conducted for entire stretch of project highway, during day time as well as
during night time also to identify the problems and potential hazardous locations. Following tables
present the observations/problems identified during road safety audit of the project highway. As per
approach and methodology cited above in this report, Road safety team has carried out safety audit
and all the findings/observations and are listed below.

8. SAFETY MEASURES TO ENHANCE THE SAFETY STANDARD OF


THE ROAD

From the safety Audit it was found that in some stretches of the corridor there are no normal
speed limit sign including some vulnerable location/ junction. However, though the survey it was
found that especially on the straight sections, the vehicles are plying at much higher speeds. The
speeds were found slightly high even near villages and intersection. Therefore, the following
recommendations are being proposed in order to increase the safety characteristics of the road.

It is strongly recommended that ‘Speed Limit’ regularly signs shall be provided at an interval of
every 3 kilometers on the Project Corridor in both directions of travel. All the vulnerable reaches,
such Pedestrian Crossings, Market Places and Schools nearby the road shall be according to the
Vulnerable Reach Treatment.

Transverse Bar Markings (TBM) shall be installed on the project road near all the major and minor
intersections and before and after horizontal curves. For exclusively reducing the speeds on
straight sections, TBM of the thickness of the markings may be increased to 8 mm from the
specified thickness of 5 mm as per IRC:35 (2015) as the greater rumbling effect would facilitate
in higher speed reductions. Also, on all approach Roads, Speed humps shall necessarily be
provided so that the vehicles do not merge with the traffic on the main road at high speed.

8.1 ACTION PLAN


Total Project duration for the conduct of Road Safety Audit coupled with action plan
development is Fifteen days for the entire length of 39.370 km defined by NH Division, Keonjhar
from chainage 86.040 to chainage 125.410. However, this report covers the RSA findings and
action plan devised for the Karanjia – Patna – Dhenkikote (NH 220) Road located in the state of
Odisha. To mitigate the road crash proneness on the above project corridor aimed at enhancing
safety, the following action plans have been recommended

8.1.1 ROAD SURFACE

The road surface also plays very important role in road safety and it is always recommended to
have a fair road surface to enhance the safety situation on the road. The road surface of the
entire study stretch is in fair condition except the missing link portion at Km 108.000.

8.1.2. MEASURES TO ENHANCE THE SAFETY ON THE CURVES


Based on the safety audit conducted on NH-220 as per the findings of the audit the following
issues will be considered for the implementation. Delineation in curved portion should be
provided to guide the vehicles in better way and enhance the safety especially during night hours.
In order to guide the traffic in an efficient and safe manner while negotiating the horizontal
curves, the chevron signs may be installed on both sides of the carriageway as per IRC:67(2012)
Table no. 15.3. mentioned below, further to ensure the safety of the road user, warning signs
such as curve ahead sign and regulatory signs namely speed limit signs based on IRC:67 (2012)
should be installed in both the directions based on curve list. No overtaking zone shall be marked
on the restricted sight distance stretches by Thermoplastic paint to govern the traffic and
increase lane discipline by providing solid line in median as per IRC 35 (2015) and for preventing
the vehicles veering off the sharp curve W beam barrier shall be provided along all curves having
radii up to 450m for complete length of curve including transitions and 20 mtr further before and
after curve as per IRC:SP:73-2015 Clause 9.7

8.1.3. MAJOR / MINOR JUNCTION IMPROVEMENTS


There are several Major and minor junctions present in the Project Corridor where lacking of road
marking, informatory, regulatory sign boards and lighting are found out.
At Major/Minor junction Speed limit, Rumble sign, No parking sign, Destination sign,
junction/intersection Sign boards should be installed to enhance governing power and eradicate
Head-on collision, conforming to IRC:67-2012.
Delineation, transverse bar marking on both sides of the carriage are highly required. At every
type of junction, pedestrian crossing shall be marked for enhance safety of the road user with
conforming IRC:35-2015
At approach major road ahead, stop sign board and rumble sign board with transverse bar
marking are installed and marked respectively.

8.1.4. SAFETY MEASURES AT BUILT-UP AREA


There are many Built-up area length more than 200 mtr. are located adjacent to the road, which
are identified as vulnerable location and shall be accorded the Vulnerable Reach Treatment.

Transverse Bar Markings (TBM) shall be marked on the project road before and after all built-up
area with installation of Rumble sign and Giveaway sign boards.

At built-up areas to control speed of the traffic and to convey information to road user,
informatory sign (speed limit) and flag type destination board shall be placed.

At built-up area street lighting of at least 40 Lux shall be provided to ensure uninterrupted lighting
during night or when visibility is low as per IRC: SP:73-2015

8.1.5. SAFETY MEASURES ON BRIDGES AND CULVERTS


It was observed on the Project Corridor that the ends of the parapet walls are provided without
any Object Hazard Markers and there is general absence of warning and regulatory measures in
terms of signs and markings. To improve the safety situation near Minor Bridges and Culverts, it
is recommended to install Object Hazard Markers (OHM) and narrow bridge ahead sign boards
on face of the bridge/ culvert wherever it is missing (refer table no. 8.5)with conforming IRC: 67-
2012. Moreover, in order to guide the road user especially during the night hours, appropriate
delineation of the Culvert / Bridge Structures by adopting the following types of road marking
mechanisms using thermo plastic paint on the project corridor conforming to IRC:35 (2015). The
relevant transcripts from the above IRC document are enclosed herewith for reference during
application purpose:
Wherever objects are located within the carriageway, it is recommended to apply 6 stripes of
alternate black and yellow road marking downward at an angle of 45 degrees towards traffic
shown below.
Wherever objects are located adjacent to the carriageway, i.e. up to 2.4 m from the paved
shoulders portion, it is recommended to apply 6 stripes of alternate black and white road marking
downward at an angle of 45 degrees towards traffic.

8.1.6. INSTALLATION AND MAINTENANCE OF SIGN BOARDS


From the safety Audit it was found that in some stretches of the corridor there are serious lacking
of road signage (refer table no.8.6) and some sign boards are vandalized which are leading to
safety concern. The safety auditor recommended to installed various type of informatory,
regulatory road signage for dealt with various issues on the road as per IRC:67-2012.

Prior to installing any road sign, the responsibility for the maintenance of the sign and the post is
required to be decided. Over time, signs become faded and their retro- reflective properties
diminish.It is recommended that all signs shall be inspected at least twice a year both day and
night times and at least once a year in the rain. All sign should be replaced in the end of the
warrant period provided for the retro-reflective sheeting used in sign.

8.1.7. IMPROVE THE SAFETY NEAR BY SCHOOL/HOSPITAL


There are many school and hospital are located adjacent to the road ,which are identified as
vulnerable location and shall be accorded the Vulnerable Reach Treatment.
There are no normal speed limit signs and no horn sign posted on the corridor including the speed
limit of 20 Kmph near schools, hospital and other vulnerable locations.

intersections, Hospital, School and built-up stretch as shown below. For exclusively reducing the

8.1.8. ROAD SIDE SAFETY BARRIER

On the project road, there are certain High Embankment locations with height of more than 3
mtr, where Crash Barriers are required mentioned below as per IRC:73-2015 clause no.9.7. From
audit it has been found that in many places end treatment of previously installed MBCB is missing
this can be hazardous for the road crash victims. Therefore, it is recommended to provide
Modified Eccentric Loader Terminal (MELT) treatment at the approach end of the Crash Barriers
and Trailing Terminal (TT) treatment at the departure end as specified in IRC: SP:119 (2015).

8.1.9. BUSH CUTTING


At many places chainage mentioned in Table no. 8.8 on the project road over grown vegetation
leads to sight distance issues, it is covering sign boards which convey an unclear message to the
road user. It is necessary to do bush cutting in interval of 1 month for enhancement of road
safety. It is recommended to prune the trees which are obstructing the sign boards.

8.1.10. OTHER SAFETY MEASURES


• It is recommended to prune the trees which are obstructing the sign boards.
• At many locations, construction debris are lying on the roadside should be removed.
• Retro reflective Tape should be pasted on the trees / electric poles which are located
within the formation width or adjacent to the carriageway on Soft Shoulder portion.
• It is recommended to remove the construction material adjacent to the road, install
facility signs at all the petrol pumps on the corridors, and cover the side drains as
mentioned in the report.
• It is recommended to remove the unauthorized parking and encroachments wherein
the alignment passes through urbanized areas.
• Soft shoulders shall be maintained properly by providing gravel / brick on edge
shoulders after removing the grass coupled with removing the undulations of the
shoulder which would facilitate its effective use by all types of road users.
