HEALTH AND WELLNESS PROGRAM FOR SENIOR CITIZEN
I. DESCRIPTION
In support of the RA 9257 (The Expanded Senior Citizens Act of 2003) and the RA
9994 (Expanded Senior Citizen Act of 2010), the Department of Health issued
Administrative Orders for health implementers to undertake and promote the health and
wellness of senior citizens as well as to alleviate the conditions of older persons who are
encountering degenerative diseases. With the goal of Health and Wellness Program for
Senior Citizen of promoting quality of life among older persons and contribute to the nation
building, the HWPSC intends to provide the following:
focused service delivery packages and integrated continuum of quality
care,
patient-centered and environment standard to ensure safety and
accessibility for senior citizens,
equitable health financing,
capacitated health providers in the implementation of health programs for
senior citizens,
data base management, and
strengthened coordination and collaboration with other stakeholders
involved in the implementation of programs for senior citizens.
In the current Philippine Health Agenda (2017 - 2022), guarantees that centralize health
services for care in all life stages, service delivery networks, and financial risk protection,
geriatric health is mentioned as an area of concern. All senior citizens are mandatorily
covered by the Philippine Health Insurance Corporation by virtue of Republic Act No.
10642 “An act granting mandatory national health insurance program of PhilHealth for all
senior citizens”.
II. PROGRAM OBJECTIVES
To ensure better health for senior citizens through the provision of focused
service delivery packages and integrated continuum of quality care in various
settings.
To develop patient-centered and environment standards to ensure safety and
accessibility of all health facilities for the senior citizens.
To achieve equitable health financing to develop, implement, sustain, monitor
and continuously improve quality health programs accessible to senior citizens.
To enhance the capacity of health providers and other stakeholders including
senior citizens group in the implementation of health programs for senior citizens.
To establish and maintain a database management system and conduct
researches in the development of evidence-based policies for senior citizens.
To strengthen coordination and collaboration among government agencies, non-
government organizations, partner agencies and other stakeholders involved in
the implementation of programs for senior citizens.
III. TARGET POPULATIONS
The elderly population (>60 years old) or the Filipino senior citizens aged 60 and
above are entitled to following benefits under the Expanded Senior Citizen Act.

SUMMARY:
The “Health and Wellness Program for Senior Citizen” or “HWPSC” was issued by
the Department of Health in support of the RA 9257 (The Expanded Senior Citizens Act
of 2003) and the RA 9994 (Expanded Senior Citizen Act of 2010). This program aims to
undertake and promote the health and wellness of senior citizens or citizens aged 60 and
above. This also aims to alleviate the conditions of older persons who are encountering
degenerative diseases. The HWSPC promotes the quality of life among older persons
and also contributes to the nation building process. The program intends to give focused
service delivery packages and integrated continuum of quality care, patient-centered and
environment standard to ensure safety and accessibility for senior citizens, equitable
health financing, capacitated health providers in the implementation of health programs
for senior citizens, data base management, and strengthened coordination and
collaboration with other stakeholders involved in the implementation of programs for
senior citizens. In the year 2017-2022, it is guaranteed that centralized health services
for care in all life stages, service delivery of networks, and financial risk protection,
geriatric health are focal points of concern. Lastly, all senior citizens are supported by
different policies and laws for their benefit especially the Republic Act No. 10642 “An act
granting mandatory national health insurance program of PhilHealth for all senior
citizens”.
REACTION:
As we all know, we also have senior citizens as members in our society and our
government provides different programs in order to assist and give benefits to these
members of our society. According to the World Health Organization, populations around
the world are aging rapidly. From 2000 to 2050, the proportion of the world’s population
aged 60 years and above will double from about 11% to 22%. The absolute number of
people aged 60 years or over is projected to increase from 900 million in 2015 to 1400
million by 2030 and 2100 million by 2050. We have an increasing number of people aged
60 and above which is why this program is a big help to Filipino Senior Citizens. Based
on the recent population estimate of the University of the Philippines Population Institute,
Diliman, Quezon City, senior citizen aged 60 and over is about 7,548,769 or 7.5% of the
2017 Philippine population.
I, as a student nurse, would like to be able to contribute to this program because I
would like to experience how we can deliver these health services to the community of
senior citizens. It would be a heartwarming experience if I could contribute my time and
effort towards these people. To be able to provide interventions for health and wellness
to these people would make me know how it is to care for the old-aged or some would be
the geriatric patients. This “Health and Wellness Program for Senior Citizen” or “HWPSC”
is a big contribution towards our old-aged members of our society because of the policies
and laws it entails towards promoting health and wellness. It plays a big role in alleviating
degenerative diseases of the senior citizens because of the health strategies planned by
the DOH. Lastly, I think that this program would be of full effect if we can provide
therapeutic care to these clients of ours especially since they are old-aged and some are
geriatric patients.
