CHAPTER I

INTRODUCTION

Urban planning and design for sustainable development is the

process of shaping the physical setting for life to deal with the three-

dimensional spaces in cities, towns and villages which concerns the

environmental, social and economic factors. In contemporary context

many cities and urban residents will be directly affected by many of the

impacts of environmental changes, which include increased intensity and

frequency of extreme weather events, heat waves, flooding from sea-

level rise, water shortages and other effects (J.E. Rodiek, 2008)..

As stated by Rodiek, Urban planning is concerned with conceptual,

scientific, and design approaches of land use planning. The simplest

definition of urban planning is that it is the organization of all elements of a

city/town planning or other urban environment, using different tools (land

use plan, the operational plan or strategic plan, structural plan all are the

parts of urban planning). The land use plan is identified two major ways in

which a municipality may shape its pattern of land use – by zoning and

regulations. Zoning regulations are usually passed by local authorities.

Zoning regulates should decide the use of land in areas for residential,

commercial, industrial, agricultural or other land use. In the same way, the

structure plan is a high-level plan that shows the arrangement of land-use

types and identifies public infrastructure, such as streets, schools, rail,

reservoirs and natural features. The strategy plan is a policy document

that describes in words and images a vision for developing a

neighborhood, town, city or region. The operational plan is the

implementation planning system purpose and general statement of

program actions regarding ordinances, planning process and plan or

implementation revisions and changes (J.E. Rodiek, 2008)..

In urban planning and design for sustainability is an important issue in

the 21st Century. Better urban planning and design of cities is a closely

related challenge for sustainable development. This includes not just the

design of public spaces, streets, neighborhood and homes, but the

configuration of and greenway systems, regions growth patterns,

transportation network, water and sewerage systems and even industrial

process. Design systems requires thinking about how they relate to all

other elements of a given community, combining physical

planning(related to land use, infrastructure and the design of places) with

public policy frameworks(includes tax regulation and economic

incentives) that can support such changes. The paper is analysis the

contemporary changes and problems arise in urban area and propose

the urban planning and design methods for sustainable urban built

project development. The main theme of the paper is to find out the

urban planning and design methods for sustainable development (J.E.

Rodiek, 2008).

A. Background of the Study

Streets are often the most vital, yet underutilized public spaces in

cities. Conventional highway design standards tend to look at streets as

thoroughfares for traffic and measure their performance in terms of

speed, delay, throughput and congestion. In reality, streets play a much

larger role in the public life of cities and communities and should be

designed to include public spaces as well as channels for movement

(“Urban Street Design”, 2012).

Cities have realized that streets are an economic asset as much as a

functional element. Well-designed streets generate higher revenues for

businesses and higher values for homeowners.

Streets are critical arteries for transporting goods and people, but

they are also the places where we live, work, play and interact. The

design and management of an urban street must reflect and

accommodate these diverse and competing uses. The layout and

operation of streets can prioritize and enhance particular uses for the

benefit of all.

An intersection is any place where different users mix and compete

for time within the same space. Intersections take many forms and shapes,

ranging from complex junctions to driveways to the meeting of two paths.

They are often defined by their layout and operations: traffic signals,

roundabouts, T-junctions. Simplicity, compactness, low speed and eye

contact are favored in intersection design (“Urban Street Design”, 2012).

B. Statement of the Problem

This study focuses on the development and solution for the

improvement of the Nuvali, Sta. Rosa, Laguna.

The purpose of this study is to answer the following matters:

 What are the contributions of the proposed project in the

environment of Nuvali, Sta. Rosa, Laguna

 How will the proposal project help the user?

 What will be the benefits of the project in the community?

C. Objectives of the Study

In general, this study aims to provide a better development and

solution to the Nuvali, Santa Rosa, Laguna that will benefit the community

and the government.

To discourse the queries covered within the statement of the

problem, the following objectives are formulated for the present study:

 The contributions of the project in the environment is to protect

and preserve the natural and urban forest and reduce air and noise

pollution as a result of increasing traffic volumes and intensifying industrial

and recreational activities.

 It will help the users by providing them various facilities and

amenities like overpass, parks and playgrounds, planting strips/buffer

zone, benches/seats, waiting shed and bike lanes for their active lifestyle.

 The benefits of this study is to provide a walkable pedestrian-

oriented environment in the community and help increase the

environmental sustainability by decreasing automobile dependency,

minimizing traffic and congestion, and reducing carbon emissions.

D. Significance of the Study

This research study will be helpful to the city of Nuvali, Sta. Rosa,

Laguna by providing safe and convenient bicycle and pedestrian

networks; it decreases the likelihood of accidents between automobiles,

bicyclists and pedestrians.

This study will help people get physically active and gain

independence. More children will walk to school when sidewalks are in

place, and children who have access to safe pedestrian and bicycling

routes have a more positive view of their neighborhood. Providing safe

pedestrian and bicycling networks also increase mobility options for the

elderly and disabled who may not be able to operate a motor vehicle

but do have the ability to get around on foot or by bicycle.

This research aims to benefit the following:

A. The Future Researchers - The ideas presented shall be used as a

reference data in conducting new researches or in testing the validity of

other related findings. This study will also serve as their cross-reference that

will give them a background and overview on the same topic related in

the study.

B. The Government - This study shall serve as guidelines for the future

development of the city, and could serve as a template for other related

projects.

C. The Students - This study will provide additional knowledge and provide

as a reference to the study regarding on the development of Santa Rosa,

Laguna.

D. Developers- This project proposal will provide knowledge about

sustainable developments that can be used as a preference for the future.

E. Scope and Limitation

This research study was designed for the enhancement of

streetscape/street elements of Nuvali to provide a quality experience for

the users.

The limitations of this research are the estimation cost, structural

design of proposed overpass and structural analysis is not included in this

study.

F. Definition of Operational Terms

 BUFFER – A device designed to stop a descending car or

counterweight beyond its lowest limit of travel by absorbing the

momentum of descent of the car or counterweight

 FREIGHT LOADING/UNLOADING SPACE – Loading/unloading and

ancillary spaces that are all located outside the roadway/cariegeway

component of the road right of way (RROW). Freight loading/unloading

spaces may also refer to spaces that may still be located within the

shoulder and that such spaces shall not occupy paved sidewalk/arcade

areas intended solely for use by pedestrians or by the disabled in transit.

 INTERSECTION - is the junction, at gradeof two or more roads either

meeting or crossing.

 PASSENGER LOADING/UNLOADING SPACE – Loading/unloading

and ancillary spaces for commuters that are located within the shoulder

and that such spaces shall not occupy paved sidewalk/arcade areas

intended solely for used by pedestrians by the disabled in transit.

 PEDESTRIANS – A person who is walking in a city or along the road

 ROAD RIGHT OF WAY (RROW) or ACCESS STREET or STREET – A kind of

public open spaces for the continuous flow of pedestrian and vehicular

traffic must be free of all forms of prohibited physical obstructions. The

RROW is the area lying between two (2) or more parallel properties and its

width is horizontally measured from opposite property lines.

 SIDEWALK - A sidewalk or pavement, also known as a footpath or

footway, is a path along the side of a road. A sidewalk may

accommodate moderate changes in grade and is normally separated

from the vehicular section by a curb.

 SIGN – Any letter, word, numeral, pictorial presentation, illustration,

decoration, emblem, device, symbol or trademark, flag, banner, or

pennant, or any other figure of similar character that is attached to,

painted on or in any manner represented on a building or structure; used

to announce, direct attention to or advertise, and visible to the public.

 SIGN STAND - Any movable structure on which a sign is mounted or

supported.

 SIGN STRUCTURE – Any means to support the installation of signs,

and this includes the structural frame, anchorages and fasteners to

support and suspend such sign. A building where a roof sign is installed

entirely on its roof is not part of the sign structure.

 STREETSCAPE - is a term “that refers to is used to describe the

natural and built fabric of the street, and defined as the design quality of

the street and its visual effect.”
