PROVINCE OF LEYTE
MUNICIPALITY OF SAN MIGUEL
Barangay ________________
WHEREAS, the LHB shall function at the municipal level and the Barangay Health
Board shall compliment the Municipal Health Board;
WHEREAS, recognizing the role and influence of local leaders and the existing system
in the barangay, it is important that a Barangay Health Board be set in place to
respond to immediate needs of the community relative in their unique setting;
WHEREAS, the Barangay Local Government Unit must utilize the empowerment given
to them in engaging multi-stakeholders to pursue a strong health system in their
locality;
Chairman:
1. Prepare the Annual Barangay Health Plan.
2. Ensure the budget allocation for the health programs and maintenance of the
health facilities.
3. Pass health-related Barangay Resolutions.
4. Ensure complete delivery of primary health care services in the barangay.
5. Regularly monitor, assess and evaluate efficiency and effectiveness of program
implementation in the barangay.
6. Ensure the participation of the community in health program and activities
through assemblies, counselling, and visitations.
7. Monitor activities of the community health team and provide assistance to
identified challenges. Provide logistical support in the conduct of Barangay
activities.
8. Conduct mortality reviews together with the midwife and BHWs.
The Vice-Chairman:
1. Prepare the Barangay Scorecards. This can be updated quarterly for program
planning and assessment of program implementation.
2. Assist the chairman in creating Barangay Health Plans and submit copy to the
MHO.
3. Prepare the agenda of the meeting for the BHB.
4. Supervise the activities of the BHWs and other members of the CHTs.
5. Conduct mortality reviews together with the Barangay Captain and BHWs.
6. Ensure accuracy of health data for program planning.
RESOLVED, still further that the meetings of the BHB shall be at least once a month or
as often as maybe necessary; and that the majority of all its members shall constitute
a quorum and that the Chairman and Vice-Chairman must be present during meetings
where budgetary proposals are being prepared and considered. The affirmative vote
of all the majority of the members shall be necessary to approve such proposals.
RESOLVED, finally to submit copies of this resolution to the Municipal Health Officer
(MHO), the Local Government Operation Officer (MLGOO) and the Municipal Mayor
for their information and appropriate action.
