CONSTRUCTION OF 132/33/11kV GAS INSULATED SWITCHGEAR (GIS) SUBSTATIONS

AT UTTRA 3RD PHASE, PURBACHAL, AFTABNAGAR, DUMNI AND GULSHAN/BANANI.

6.1.1 SCOPE OF WORKS

Design, Supply, installation, Testing and Commissioning of 05 (Five) 132/33/11 kV Gas Insulated Switchgear
(GIS) and 132/33 kV (80/120MVA) & 33/11kV (20/28MVA) power transformer, indoor 132 kV, 33 kV and
11KV GIS, control, protection and civil works at Uttara 3rd Phase, Purbachal, Dumni, Gulshan/ Banani and
Aftabnagar on turnkey Basis.
The works covered by the Bid is design, supply, installation of 132/33/11KV Grid substations (132/33
KV plus 33/11KV) at Uttara 3rd Phase, Purbahal, Aftabnagar, Dumni and Gulshan/Banani under the
jurisdiction of DESCO on Turn Key basis.

The scope of plant and services include design, manufacture, quality assurance, inspection & testing,
packing for export, insurance & shipment to site, complete construction & installation, jointing,
terminating, bonding, earthing, painting, setting to work, site testing & commissioning, warranty for a
period of 365 days for all equipment, including all civil works.

The detail requirement is listed in the technical particulars and guarantee schedules in the technical
specification.

The scope also includes imparting training to DESCO Engineers on offered system.

The contractor is responsible for ensuring that all and any items of work required for the safe, efficient
and satisfactory completion and functioning of the works is included in the bid price whether they will
be described in the specification or not and this shall be called balance of plant.

The detailed scope of works for all new 132/33/11 kV grid substations are given below:
Installation of a new 132/33/11 kV GIS Sub-Station at Uttara 3rd Phase.
The scope of work under this turnkey bid is design, supply, delivery, installation, testing &
commissioning of a complete new 132/33/11kV Gas Insulated Switchgear (GIS) substation
at Uttara 3rd Phase, Dhaka.
The scope of work but not limited to; comprise with the following: -
• Design, supply, delivery, installation, testing and commission of a new indoor type
132kV GIS substation at Uttara 3rd Phase for two new line bays.
• Design, supply, delivery, installation, testing & commissioning of two 132/33 kV,
80/120 MVA three phase power transformers in Uttara 3rd Phase substation.
• Design, supply, delivery, installation, testing & commissioning of three 33/11 kV, 20/28
MVA three phase power transformers in Uttara 3rd Phase substation.
• Design, supply, delivery, installation, testing & commissioning of 132kV and 33 kV Air
insulated surge arresters for new power transformers.
• Design, supply, installation, testing & commissioning of associated local control panel,
metering panel, protection equipment for132 KV side of new 132/33kV power
transformers, line bays & bus-coupler bay, as above.
• Design, supply, installation and commission of substation automation system.
• Design, supply, installation and commission of CCTV with 6 cameras at 6 strategic
locations in the GIS building and substation area.

• Design, supply, installation, testing & commissioning of 132 kV cable including 132kV

• Design, supply, delivery, installation, testing & commissioning of three 33/11kV, 20/28
MVA three phase power transformers in at Uttara 3rd Phase substation.
• 33kV cable termination at transformer & 33 kV GIS end for two new power
transformers at Uttara 3rd Phase.
• Design, supply, delivery, installation, testing & commissioning of 11KV Air Insulated
Switchgear for at Uttara 3rd Phase substation.
• Design, supply, delivery, installation, testing & commissioning of 132kV,33kV and 11
kV XLPE(Cu) cables with necessary cable sealing ends including one spare cable with
cable sealing ends (for each 132kV & 33kV) for connecting the 132/33kV transformer
at 132kV and 33kV GIS substation.
• Two sets indoor type Fibre Optic Multiplexer Equipment shall be installed for
protection & communication at Uttara 3rd Phase substation.
• One set new digital type telephone exchanges shall be installed at Uttara 3rd Phase
substation (24 subscribers and 24 trunks).
• Complete new set of DC and LVAC system with all necessary materials required for
the plant being installed with 50% spares for future use of 110V DC battery & battery
charger, 48V DC battery & battery charger, DC distribution board and LVAC
distribution board for new New Ramna substation.
• Design, supply, installation, testing & commissioning of fire fighting equipment for
power transformers & 132kV GIS Substation.
• Complete design, supply and construction of all civil items required for the outdoor
works suitable for switchyard foundations, transformer foundations, fire walls, oil pit,
access roads, cable trenches, septic tank, surfacing, drainage including switchyard
earthing & lightning protection, switchyard lighting etc.
• Complete design, supply and construction of all civil items including all necessary
architecture & structural requirements; fittings and flooring & finishes; air-
conditioning; emergency exit (staircase) and lighting for six storied GIS building
including control room and basement.
• The basement of control room building shall be used for power & control cables. The
ground floor shall be used for GIS equipment and the 1st floor shall be used for control
& protection panels; AC/DC distribution panels; battery and battery charger and office
room.
• Breaking of foundation/pucca structures, repair, fabrications etc. wherever necessary
and cleaning of the debris etc.

Gulshan/Banani, 132/33/11 kV GIS Substation

The scope of work under this turnkey bid is design, supply, delivery, installation, testing &
commissioning of a complete new 132/33kV Gas Insulated Switchgear (GIS) substation at
Gulshan/Banani, Dhaka.
The scope of work but not limited to; comprise with the following: -
• Design, supply, delivery, installation, testing and commission of a new indoor type
132kV GIS substation at Gulshan/Banani for two new line bays.
• Design, supply, delivery, installation, testing & commissioning of two 132/33 kV,
80/120 MVA three phase power transformers in Gulshan/Banani substation.
• Design, supply, delivery, installation, testing & commissioning of three 33/11 kV, 20/28
MVA three phase power transformers in Gulshan/Banani substation.

6.1.2 TRAINING & ORIENTATION FOR EMPLOYER’S STAFF ON THE MAJOR EQUIPMENTS
The Contractor shall provide all facilities for the Engineers, nominated by the Employer, to be Trained & Oriented
with all necessary operational and maintenance works for the offered major equipments (Power Transformers,
SF6 & GIS Switchgears (132 & 33kV), Substation Automation System and AIS breaker). All costs relating to
the training/supervision program shall be within the contract price. The training shall be conducted before
erection and commissioning of the plant or equpments. Course notes and handbooks as appropriate are to be
issued to attendees, and full reference is to be made to the Operation and Maintenance manuals issued by the
Contractor.

Importance shall be emphasized on the following particulars but not limited to during training:-

Routine Operation, Maintenance, Testing and Repair of:-

GIS Switchgear
Power Transformers, including use of oil treatment plant
Control equipment, metering and alarm equipment
Protection equipment
Underground cables, sheaths, etc
Earthing
Substation Automation System
Building Services
DC and LV AC systems.

In addition full instruction is required in the stripping down, repair or replacement of components, reassembly,
operation testing and re-commissioning of switchgears and transformers. This training is required to ensure that
the Employers staffs are made fully familiar with the plant operational design, maintenance procedures, etc.

The Contractor is to arrange training on offered items for (i) 15 (fifteen) Employer’s engineers on GIS (132kV &
33kV) operation & maintenance at GIS manufacturer’s premises/factory (ii) 8 (eight) Employer’s engineers on
Protection Scheme for 132kV and 33kV as well as offered Protective devices at manufacturer’s premises/factory
(iii) 8 (eight) Employer’s engineers on operation & maintenance of offered Power Transformers (132/33kV and
33/11kV) at manufacturer’s premises/factory, (iv) 8 (eight) Employer’s engineers on offered Substation
Automation System (SAS) at Automation system manufacturer’s premises/factory for a period of three (03) weeks
for each and (v) 4 (four) Employer’s engineers on offered Fibre Optic Multiplexer Equipment for Operation and
maintenance for a period of two (02) weeks. The training shall also include the field visit during training for
practical operation. The training program on Substation Automation System (SAS) also includes the installation &
configuration of automation software. The full training programme is to be approved by the employer prior to
commencement.

Four (06) teams of senior engineers of DESCO each consisting of two (02) members will also visit the
manufacturer’s works during manufacturing of major equipments like Power Transformers (132/33kV and
33/11kV), GIS (132kV & 33kV), 11 kV VCBs and Substation Automation System (SAS) for a period of 10 (ten)
days for each team.

The Contractor will be responsible for bearing all costs for the trainees and supervisors, including visa fees, air
fares, accommodation, fooding, laundry, transportation etc plus a daily allowance (not less than DESCO standard)
for each of the trainees and supervisors.
The contractor is also to arrange a local training program on Substation Automation System for twenty (20)
operators for ten (10) days. This should include training on operation & control of the automation software. The
Contractor is to report on the capability and progress of each trainee at completion of their training periods.

6.1.4 CLIMATIC CONDITIONS

All plant and equipment supplied under the Contract shall be entirely suitable for the climatic
conditions prevailing at site.
The project area and vicinity is close to sea level and is in a tropical climate. The ambient
shade temperature variation is between 4°C and 42°C with periods of high humidity.
Between May and November low lying areas are subject to flooding.
The flooding can be taken advantage of at certain Sites in that the heavy loads may be floated
on barges to close proximity to the Sites.
The project area is designated a zone of moderate intensity for earthquakes.
