Details of Service Saolta University Health Care Group is one of six new hospital groups announced
by the then Minister for Health, Dr. James Reilly TD in May, 2013, as part of a re-
organisation of public hospitals into more efficient and accountable hospital groups
that will deliver improved outcomes for patient. The Saolta University Health Care
Group comprises of 7 hospitals:
 Letterkenny General Hospital
 Sligo Regional Hospital
 Mayo General Hospital
 Roscommon Hospital
 Portiuncula Hospital, Ballinasloe
 Merlin Park University Hospital Galway
 University Hospital Galway

The Group has one overall Group Management Team, one financial budget of
€598.9 million and operates with 1,771 beds and 7,743 WTE (9,054 headcount -
May 2014) staff.

The objectives of the groups are to:


 Achieve the highest standard of quality and uniformity in care across the
group
 Deliver cost effective hospital care in a timely and sustainable manner
 Encourage and support clinical and managerial leaders
 Ensure high standards of governance, both clinical and corporate and
recruit and retain high quality nurses, NCHDs, consultants, allied health
professionals and administrators in all our hospitals.

There is an evolving Group governance structure with 4 Clinical Directorates which


manage the clinical specialities across each site:
 Medicine
 Perioperative
 Diagnostics
 Women and Children’s

Each Directorate has a set of key performance indicators to improve quality, drive
performance, and ensure efficiency.

Saolta University Health Care Group aims to meet its service plan targets. Its

Reporting To the lead Cardiothoracic Surgeon and/or specified delegate(s) for Perfusionist
Relationship Services provided by the Hospital on all clinical issues and to the Business
Manager for Peri-Operative Directorate on all professional issues.

Purpose of the Post As an autonomous practitioner, a Clinical Perfusionist Senior should offer a
comprehensive specialist clinical and technical service during both routine and
emergency procedures as a vital member of the multi-disciplinary team during
cardiac surgery. The Clinical Perfusionist Senior will also participate in the
development of department protocols and research.

Key Dimensions:
 Provide a comprehensive, specialist perfusion services as a vital member
of the multidisciplinary team.
 Maintain infection control within Clinical Perfusion Science and Research
 Maintain stock and stock control

Principal Duties and  The person holding this post is required to support the principle that the

 Maintain throughout the Hospital awareness of the primacy of the patient
in relation to all hospital activities.

programme
 Monitoring of sickness/absence and implementation of local and national
control measures at Department Level. Proactively manage persistent
poor staff attendance.

In addition to the duties and responsibilities of a Staff Perfusionist, and in the


context of the foregoing, the Senior Perfusionist will be required to:

Clinical
 Monitor, evaluate and ensure that the quality and delivery of the Service,
together with performance, are of the high standard required by the
Hospital and that in the context of the foregoing the service is organised
and staff are rostered in the most economic and efficient manner.

Managerial
 Ensure that Perfusionist Services required are available at the hours now
specified and as may be specified from time to time.
 Be responsible for the supervision, direction, and control of Perfusionist
Staff including trainees and placements with regard to their Perfusionist
and other duties.
 Have accountability for the assigning of areas of responsibility - in
consultation with the Lead Cardiothoracic Surgeon, and/or specified
delegate (s) - and the delegating and organising of the work of subordinate
staff. This will entail maintaining necessary levels of communication for
ensuring maximum effectiveness with regard to the foregoing.
 Assist and advise in the selection of suitable goods and materials for the
Perfusionist Service.
 Advise, as required, on the purchasing of equipment and ensure that
equipment is properly maintained, stored and serviced.
 Continue to provide a Perfusionist Service having regard to hospital policy
and service priorities.
 Ensure that subordinate staff, observe confidentiality and that information
acquired in carrying out their duties is not discussed with third parties.
 Be conversant with safety regulations and practices and ensure that staff
attached to the Perfusion Service observe these at all times.
 Liaise and co-operate with other Hospital Departments/Staff as required
from time to time. Ensure that appropriate documentation is completed
and forwarded in line with hospital procedures and as required by
management from time to time.
 Carry out stocktaking on a regular basis and maintain appropriate records.
 Requisition and order supplies required, be responsible for the safe
keeping, custody and control of relevant materials and equipment and
ensure that adequate supplies are available at all times.
 Be responsible for checking the delivery of goods, materials and
equipment and ensure that Invoices, delivery dockets and other
appropriate documentation are correctly and promptly processed in
accordance with operational needs.

In liaison with the Lead Cardiothoracic Surgeon and/or specified delegate (s):
 ensure that the Perfusionist Service operates within its authorised budget
 assist in the preparation of the Annual Budget submissions
 Assist the Accounts Department when required in ‘ad hoc’ costing
exercises.
 Organise, conduct, attend meetings, prepare reports, draft
correspondence, in addition to attending all other administrative matters in
relation to the foregoing.
 Keep abreast of all aspect of developments in the Perfusionist field to
ensure the proper and efficient execution of duties attaching to the post.
This may entail partaking in courses/symposia etc. both inside and outside
the country if required to do so.
 Report and advise on the staffing and other needs of the Perfusionist

service and participate as required in the selection and recruitment of


Perfusionist staff.

Educational
 Ensure the adequate training/development of Perfusionist Staff including
trainees and placements.
 Responsible for the development of new practices, procedures and
perfusion safety issues in the department
 Responsible for and participate in the Perfusionist training function. This
may include participation in the organisation and execution of in service
training programmes etc.
 The foregoing should not be considered as an exhaustive listing but is an
indication of the duties involved.

KPI’s
 The identification and development of Key Performance Indicators (KPIs)
which are congruent with the Hospital’s service plan targets.
 The development of Action Plans to address KPI targets.
 Driving and promoting a Performance Management culture.
 In conjunction with line manager assist in the development of a
Performance Management system for your profession.
 The management and delivery of KPIs as a routine and core business
objective.

PLEASE NOTE THE FOLLOWING GENERAL CONDITIONS:


 Employees must attend fire lectures periodically and must observe fire
orders.
 All accidents within the Department must be reported immediately.
 Infection Control Policies must be adhered to.
 In line with the Safety, Health and Welfare at Work Act, 2005 all staff must
comply with all safety regulations and audits.
 In line with the Public Health (Tobacco) (Amendment) Act 2004, smoking
within the Hospital Building is not permitted.
 Hospital uniform code must be adhered to.
 Provide information that meets the need of Senior Management.

Risk Management, Infection Control, Hygiene Services and Health & Safety
 The management of Risk, Infection Control, Hygiene Services and Health &
Safety is the responsibility of everyone and will be achieved within a
progressive, honest and open environment.
 The post holder must be familiar with the necessary education, training and
support to enable them to meet this responsibility.

 The post holder is responsible for ensuring that they become familiar with
the requirements stated within the Risk Management Strategy and that they
comply with the Hospitals Risk Management Incident/Near miss reporting
Policies and Procedures.
 The post holder is responsible for ensuring that they comply with hygiene
services requirements in your area of responsibility. Hygiene Services
incorporates environment and facilities, hand hygiene, catering, cleaning,
the management of laundry, waste, sharps and equipment.
 The post holder must foster and support a quality improvement culture
through-out your area of responsibility in relation to hygiene services.
 It is the post holders’ specific responsibility for Quality & Risk Management,
Hygiene Services and Health & Safety will be clarified to you in the
induction process and by your line manager.
 The post holder must take reasonable care for his or her own actions and
the effect that these may have upon the safety of others.
 The post holder must cooperate with management, attend Health & Safety
related training and not undertake any task for which they have not been
authorised and adequately trained.
 The post holder is required to bring to the attention of a responsible person
any perceived shortcoming in our safety arrangements or any defects in
work equipment.
 It is the responsibility of the post holder to be aware of and comply with the
HSE Health Care Records Management / Integrated Discharge Planning
(HCRM / IDP) Code of Practice.

Eligibility Criteria Candidates must, on the latest date for receiving completed application forms for

Qualifications and/ or
experience  Be fully accredited by the College of Clinical Perfusion Scientists of Great
Britain and Ireland
or
 Possess an equivalent qualification
and
 Be registered with the College of Clinical Perfusion Scientists of Great
Britain and Ireland as a practising Clinical Perfusionist
and
 Have at least five years’ post qualification experience

Health
A candidate for and any person holding the office must be fully competent and
capable of undertaking the duties attached to the office and be in a state of health
such as would indicate a reasonable prospect of ability to render regular and
efficient service.

Terms and Conditions of Employment

Tenure The current vacancy is permanent, and whole-time.

The post is pensionable. A panel may be created from which permanent and specified
purpose vacancies of full or part time duration may be filled. The tenure of these posts
will be indicated at “expression of interest” stage.

Appointment as an employee of the Health Service Executive is governed by the


Health Act 2004 and the Public Service Management (Recruitment and Appointment)
Act 2004.
Remuneration The Salary scale for the post is €58,683 - €73,309.

Working Week The standard working week applying to the post is to be confirmed at Job Offer
stage.

HSE Circular 003-2009 “Matching Working Patterns to Service Needs (Extended


Working Day / Week Arrangements); Framework for Implementation of Clause 30.4
of Towards 2016” applies. Under the terms of this circular, all new entrants and staff
appointed to promotional posts from Dec 16th 2008 will be required to work agreed
roster / on call arrangements as advised by their line manager. Contracted hours of
work are liable to change between the hours of 8am-8pm over seven days to meet
the requirements for extended day services in accordance with the terms of the
Framework Agreement (Implementation of Clause 30.4 of Towards 2016).

Annual Leave The annual leave associated with the post will be confirmed at job offer stage.

Superannuation This is a pensionable position with the HSE. The successful candidate will upon
appointment become a member of the appropriate pension scheme. Pension
scheme membership will be notified within the contract of employment. Members of
pre-existing pension schemes who transferred to the HSE on the 01 st January 2005
pursuant to Section 60 of the Health Act 2004 are entitled to superannuation benefit
terms under the HSE Scheme which are no less favourable to those which they
were entitled to at 31st December 2004.

Probation Every appointment of a person who is not already a permanent officer of the Health
Service Executive or of a Local Authority shall be subject to a probationary period of 12
months as stipulated in the Department of Health Circular No.10/71.

Protection of As this post is one of those designated under the Protection of Persons Reporting
Persons Reporting Child Abuse Act 1998, appointment to this post appoints one as a designated officer
Child Abuse Act in accordance with Section 2 of the Act. You will remain a designated officer for the
1998 duration of your appointment to your current post or for the duration of your
appointment to such other post as is included in the categories specified in the

Ethics in Public Positions remunerated at or above the minimum point of the Grade VIII salary scale
Office 1995 and 2001 (€ 64,812 as at 01.01.2010) are designated positions under Section 18 of the Ethics
in Public Office Act 1995. Any person appointed to a designated position must
comply with the requirements of the Ethics in Public Office Acts 1995 and 2001 as
Positions outlined below;

above the minimum A) In accordance with Section 18 of the Ethics in Public Office Act 1995, a person
point of the Grade holding such a post is required to prepare and furnish an annual statement of any
VIII salary scale (€ interests which could materially influence the performance of the official functions of
64,812 as at 01.01.10) the post. This annual statement of interest should be submitted to the Chief
Executive Officer not later than 31st January in the following year.

B) In addition to the annual statement, a person holding such a post is required,


whenever they are performing a function as an employee of the HSE and have
actual knowledge, or a connected person, has a material interest in a matter to
which the function relates, provide at the time a statement of the facts of that
interest. A person holding such a post should provide such statement to the Chief
Executive Officer. The function in question cannot be performed unless there are
compelling reasons to do so and, if this is the case, those compelling reasons must
be stated in writing and must be provided to the Chief Executive Officer.

C) A person holding such a post is required under the Ethics in Public Office Acts
1995 and 2001 to act in accordance with any guidelines or advice published or
