Resolution No. 2018-001, authorizing and approving the current pay rates and ranges
SUBJECT: (salary schedule) for the City of Carmel-by-the-Sea as of January 1, 2018.
RECOMMENDATION:
Adopt a resolution authorizing and approving pay rates and ranges (salary schedule) for the following City of
Carmel-by-the-Sea employees as of January 1, 2018:
City of Carmel-by-the-Sea General Employees union – an affiliate of the Laborers’ International Union of North
America, United Public Employees of California, LIUNA/UPEC, Local 792, AFL-CIO
City of Carmel-by-the-Sea Management Employees Union - an affiliate of the Laborers’ International
Union of North America, United Public Employees of California, LIUNA/UPEC, Local 792, AFL-CIO
classifications salary plan in accordance with Municipal Code 2.52.520

Carmel Fire Ambulance Association
At-Will Employees
BACKGROUND/SUMMARY:
Pursuant to Municipal Code 2.52.520, the City Council adopts the salary resolution, establishing the legal
current salary range from the salary schedule for each class of employee position. Individual pay rates and
ranges were adopted during the approval of the Memorandum of Understanding.
The following reflects the modifications to the salary rates and pay ranges:
· Adding Facilities (Building) Maintenance Supervisor to the City of Carmel-by-the-Sea Management
Employees Union - an affiliate of the Laborers’ International Union of North America, United Public Employees
of California, LIUNA/UPEC, Local 792, AFL-CIO classifications salary plan in accordance with Municipal Code
2.52.520. This is a represented position by the City of Carmel-by-the-Sea Management Employees Union –
LiUNA bargainign unit, however, the salary range was inadvertantly left off the salary plan when it was adopted.
· Adding Senior Human Resources Analyst to the At-Will salary plan as it was inadvertently left off the
salary schedule. This salary range was adopted on November 5, 2013 per Resolution #2013-61.
As indicated in the September 7, 2016 report to council, as a best practice and to comply with the regulations of
the California Public Employees’ Retirement Law (PERL), the salary plan in its entirety will be submitted to
Council for approval each time a modification is made or on a calendar/fiscal basis moving forward.
FISCAL IMPACT:
There is no fiscal impact associated with the above-recommendation; the item is administrative and procedural
in nature.
PRIOR CITY COUNCIL ACTION:
Resolution No. 2013-061. A resolution of the city council of the City of Carmel-by-the-Sea amending the
position classification and salary plan by adopting the Senior Human Resources Analyst job description and
salary schedule/range and salary schedules/ranges for the positions of Building Official, City Clerk, and Deputy
City Clerk.
Resolution No. 2016-078. A resolution of the City Council of the City of Carmel-by-the-Sea authorizing and
approving the current pay rates and ranges (salary schedule) in accordance with municipal code 2.52.520.
Resolution No. 2017-019. A resolution of the City Council of the City of Carmel-by-the-Sea adopting the At-Will
classifications salary plan in accordance with Municipal Code 2.52.520.
Resolution No. 2017-039. A resolution of the City Council of the City of Carmel-by-the-Sea approving the
Memorandum of Understanding (MOU) between the City and Carmel-by-the-Sea Police Officer Association and
adopt the Police Officers Association classifications salary plan in accordance with Municipal Code 2.52.520 as
of January 1, 2017.
Resolution No. 2017-061. A resolution of the City Council of the City of Carmel-by-the-Sea approving the
Memorandum of Understanding (MOU) between the City and Carmel-by-the-Sea general employees union – an
affiliate of the Laborers' International Union of North America, United Public Employees of California,
LIUNA/UPEC, Local 792,AFL-CIO; and the City of Carmel-by-the-Sea management employees union – an

Resolution No. 2017-120. A resolution of the city council of Carmel-by-the-Sea approving the Memorandum of
Understanding (MOU) between the city and Carmel fire ambulance association and adopt the Carmel fire
ambulance classifications alary plan in accordance with municipal code 2.52.520 as of January 1, 2017.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA AUTHORIZING AND
APPROVING THE CURRENT PAY RATES AND RANGES (SALARY SCHEDULE) IN ACCORDANCE WITH
MUNICIPAL CODE 2.52.520
WHEREAS, Municipal Code 2.52.520 and amendments thereto provide, among other things that the
City Council establish the legal current salary range from the salary schedule for each class of position; and
WHEREAS, the California Public Employee’s Retirement Law, at Section 570.5 of the California Code
of Regulations Title 2, requires the City to publish pay rates and ranges on the City’s internet site and the City
Council to approve the pay rates and range in its entirety each time a modification is made; and
WHEREAS, a salary resolution is adopted annually or periodically by the City Council upon review and
recommendation of the City Administrator.
NOW THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF CARMEL-BY-
THE-SEA DOES HEREBY:
Authorize and approve City of Carmel-by-the-Sea current pay rates and ranges (salary schedule) in
accordance with municipal code 2.52.520 as of January 1, 2018. (Exhibit A)
