ENVIRONMENT AND NATURAL RESOURCES
OFFICE, AND SUBSEQUENTLY CREATING THE
POSITION OF MUNICIPAL ENVIRONMENT AND
NATURAL RESOURCES OFFICER IN THE
MUNICIPAL GOVERNMENT OF KALAYAAN,
LAGUNA, APPROPRIATING FUNDS THERETO, AND
FOR OTHER PURPOSES

AN ORDINANCE CREATING THE MUNICIPAL ENVIRONMENT AND


NATURAL RESOURCES OFFICE, AND SUBSEQUENTLY CREATING
THE POSITION OF MUNICIPAL ENVIRONMENT AND NATURAL
RESOURCES OFFICER IN THE MUNICIPAL GOVERNMENT OF
KALAYAAN, LAGUNA, APPROPRIATING FUNDS THERETO, AND FOR
OTHER PURPOSES

WHEREAS, Article 100 of the Rules and Regulations implementing the


Local Government Code of 1991 provides that the Sangguniang Bayan as
a legislative body of the municipality, shall enact ordinances, approve
resolutions and appropriate funds for the general welfare of the
municipality and its inhabitants pursuant to Section 16 of the same Code;

WHEREAS, the creation of the Municipal Environment and Natural


Resources Officer position and its office is deemed necessary so as to
serve as the implementing arm of the Municipal government in the
preparation of plans, pursuance of policies and programs for the
rehabilitation, protection, maintenance, utilization and development of the
Municipal Environment and Resources;

NOW THEREFORE, BE IT ENACTED BY THE SANGGUNIANG BAYAN


OF CAINTA IN A SESSION DULY ASSMBLED THAT:

Section 1. Creation of Position.

The position to be created to implement devolved powers and functions as


set forth in the Local Government Code of 1991, national laws relative to
forestry services, land management services, environmental services, air
and water laws, parks and wildlife protection and promotion of tourism, is
as follows:

Section 2. Duties and Responsibilities.

The Municipal Environment and Natural Resources Officer shall:

1. Implement the DENR devolved functions, projects and programs to


LGUs based on the Local Government Code of 1991;

2. Fully implement the Municipal Ordinances for environmental


management like Solid Waste Management Program;

3. Formulate and implement programs/ projects for the delivery of


basic services in support for development of self-sustaining
environment without sacrificing the rights and needs of the people;

4. Provide technical support in forestry, land, environmental and Solid


Waste Management for Local Chief Executive and the Sangguniang
Bayan in policy and decision making.

Section 3. Fund is hereby appropriated to meet the monetary


requirements of the created position.

Section 4. Effectivity.

This Ordinance shall take effect upon approval.
