Preface:
The 2016 edition of Maritime Law is the third revision of this book. The last revision
was published in 2010 or six years ago. The Commission on Higher Education
deemed it necessary to review and revise the course specifications for Maritime Law
subjects in the BS Marine Engineering and BS Marine Transportation programs being
offered by maritime schools nationwide based on the changes made to the STCW
Code in 2010. The review and revisions were handles by expert representatives
from the government, shipping sector and academe through a Technical Working
Group created by the CHED. The guide was completed and issued by CHED in 2014,
which prompted this author to use it in the writing of current edition of this book.

To a very large extent, the course specification guide focused on topics dealing with
the contents of various international maritime conventions vis--vis the
international employers competency requirements for seafarers who are to work
within operational and management levels aboard the ship. The competency
requirements are pursuant to the pertinent provisions of the STCW Code 1978, as
amended in 1995 and 2010.These requirements for competencies include
knowledge, understanding and proficiency on seafarers functional duties and
responsibilities relating to controlling the operation of the ship and care for person
on board.

Overview:
Maritime law plays an important role in the conduct of a shipping business. The
basic knowledge of law eases the burden of carrying out the legal requirements of a
ship operation. Maritime law, as a branch of general law, has its own nature and
domain. Understanding maritime law means knowing its fundamental, which
includes a basic knowledge on general law, its subdivisions, scope and applications.
From the fundamental of general law, the meaning of maritime law can be
distinguished.

Conclusion:
These following maritime books are all developed to correspond the goals of the
Commission on Higher Education (CHED) for maritime education program. New
equipment procedures and systems are constantly being developed and used on
board. The Manila Amendments continued to focus on assessing the outcome of
both education and training, thus ensuring that the candidates are not only
educated, but that they have received proper training and can indeed perform their
duties on board safely and efficiently.
