"ANTI-SOGI DISCRIMINATION ACT"


The bill seeks to end discrimination for the Lesbian, Gay, Bisexual, Transgender,
Queer, and Intersex (LGBTQI) community in the Philippines, after House Bill 5687
the latest version of the Anti-Discrimination Bill failed to pass in the 16th
Congress.

Anti-SOGI Discrimination Act refers to discrimination directed to the


forementioned persons: homosexual, bisexual and heterosexual.

Discrimination as it says, shall be understood to imply any distinction, exclusion,


restriction, or preference which is based on any ground as sex, sexual orientation,
gender identity, whether actual or perceived, and which has purpose or effect of
nullifying or impairing the recognition, access to, enjoyment, or exercise by all
persons of an equal footing of all rights and freedoms.

The bill seeks to ban discriminatory practices on the basis of ones sexual
orientation or gender identity (SOGI), namely: hiring, firing and demotions;
rejection or expulschance om any educational or training institution; giving harsher
penalties, punishments, and requirements; refusal and revocation of honors,
achievements, and licenses; hindrance of use of public facilities; mandatory
psychological tests; and harassment or refused protection by law enforcers.
Violators could be fined from P100,000 to P500,000 or imprisoned for one to 6
years. In addition, courts may require community service as a form of punishment.

PROS AND CONS


PROS to Sogi Bill. To give equal rights to the member of LGBTQI community.
In terms of employmen, education and in other aspects. The employer will
give equal employment in gender identity. In education the students and
teachers will give respects to the sexual orientation or gender identity. It is
easy for them to express theirself with respect, and without thinking of what
other will think of the. CONS to Sogi Bill. Some other sector uphold for
religious beliefs and moral teachings. The Church do not recognize the 'third
sex. It is against in the priciple of the Church. The second one. What if the
member of LBTQI only wants to pretend and then take his motive if he gets a
chance. Example The member of LGBTQI pretend to be one of them and go
to the comfort room and his or her motive is evil like taking malicious act.
The action is base if his motive is evil. It can make commotion in both side
because it can complicate things and make some poblems.
