Request for accreditation of the Saddle Womens Club

Facts/Observations:
1. Saddle Womens Club registration in the DOLE was approved last
April 5, 2016;
2. For the Accreditation, DILG Memo. Circular No. 2001-89 provides the
following requirements:
a) Letter of application;
b) Duly accomplished application form;
c) Board Resolution signifying intention for accreditation for the
purpose of membership in the local special bodies;
d) Certificate of registration;
e) List of current officers;
f) Annual accomplishment report for the immediately preceding
year; and
g) Financial statement also of the immediately preceding year;
3. The new Memorandum Circular issued by the DILG on Accreditation
of Civil Society Organizations (DILG Memo Circular No. 2016-97)
contains the same requirements as that of the previous circular;
4. The following are the additional requirements of the SB Office, but
such requirements cannot be used because the ordinance was not
approved;
a) Barangay endorsement of the Board Resolutions;
b) List of members indicating their addresses;
c) Consultation and by-laws;
d) Copy of the minutes of the meeting of the organization;
e) Latest certificate/certification of good standing from the
concerned regulatory agency (MAO, MSWD) or other concerned
agencies;
5. The following are the requirements complied with and attached by
the proponents in their application:
a. Letter b, c, d, e provided in the new DILG Memo Circular No. 2016-97;

Recommendation:
1. To return to the applicants the request for the accreditation of the
Saddle Womens Club, and for them to comply with the one-year
existence rule, and consequently with the other missing requirements,
particularly:
a. The new format of the Letter of Application as attached to the new
DILG Circular;
b. Annual accomplishment report for the immediately preceding year;
c. Financial statement also of the immediately preceding year;
2. For the Sangguniang Bayan to avoid being sanctioned by the penal
provisions of the new DILG circular, and therefore comply with the
same, particularly with the provisions on:
a. the Call for Accreditation (6.2);
b. Accreditation Proper (6.3);
c. Major Activities and Scheduling (6.7);
3. To request the Municipal Mayor to cause compliance with the circulars
provisions, particularly 6.1. on the Inventory and Directory of Civil
Society Organizations immediately this August, as stated in DILG
Memo Circular No. 2016-97.
