Grant Program for Promotion of Cultural Collaboration


Application Instruction
For FY 2015

1. Objectives
This program provides grants to partially cover expenses incurred by specialists/specialist organizations in
the fields of arts and culture, sports, or intellectual exchange in Asia which aims to conduct collaborative
projects such as co-productions, joint researches, and projects to disseminate the results of these collaborative
projects. The goal of the grant is to foster an awareness of empathy and coexistence among the people of Asia,
including Japan, through collaboration.
(1) To expand the range of interaction and cultural exchange to better improve mutual understanding
In order to expand the base of exchanges among the people of Asian, the Asia Center supports and
will implement a variety of projects that encourage more opportunities for exchanges and dialogues and
that promote further mutual respect and understanding of the diverse cultures in Asia.
(2) To promote the development of human resources and Soft infrastructure for the support of culture
The Asia Center supports programs that nurture future cultural figures and institutions in Asia through
exchange and/or collaborative projects which would become the foundation for the development of future
cultural exchanges.
(3) To form strong networks of experts from a diverse range of cultural fields, and lay the foundation to build
platforms for sustainable cultural exchanges
The Asia Center promotes programs that create networks and platforms which bring together experts
from various fields to share, build and continue dialogues and collaborations that endeavor to achieve
common goals or address common issues in Asia.
(4) To generate new values and movements in Asia by raising new issues and proposals for future progress
The Asia Center promotes collaboration projects such as co-productions in arts and culture or joint
researches that address common concerns to propagate new values or movements which will be spread
to and shared by many in and outside of Asia.
Among the above four goals, the Asia Fellowship Program offers support especially for those venturing in
activities described in (2) - (4), and who have clear project objectives and plans.

2. Eligible Projects
(1) Eligible fields:
Activities in the fields of arts and culture, intellectual exchange and sports are eligible.
(2) Eligible activities:
Eligible activities are collaborative projects involving mainly ASEAN countries and Japan. Collaborative
projects involving Japanese organizations or individuals, such as co-productions and joint researches, and
projects to disseminate the results of such collaborative projects are eligible.
Though collaborative projects among multiple countries including those other than ASEAN countries or
Japan are eligible, priority in screening may be low for applications with highly involved
specialists/organizations from outside ASEAN countries or Japan.
Example eligible projects:
Joint production of cinematographic works, theatrical performance, dance, music and the like by stage

directors, scriptwriters and performers from the countries concerned
Holding exhibitions on the basis of joint curation and relevant symposia
Holding symposiums for resolving common issues, and publishing of reports
Conducting joint researches on cultural heritage with local organizations, holding conferences for
deliberating on preservation and restoration methods, and implementing restoring operations for ruins
Continuous workshops by experts for nurturing next-generation leaders in the field of sports
(3) The project must meet the following requirements to be eligible for the grant:
a. The project will commence between April 1, 2015 and May 31, 2016.
If the contents of the project prove necessary, the project is eligible for the grant for multiple years,
though the upper limit is, in principle, for three years and the screening of the project takes place every
year.
b. Japanese organizations or individuals are involved.
c. The project contains an element of collaboration or mutual exchange among multiple countries.
d. The plan and method for the project are adequate to reach its objectives and are expected to lead to
sufficient outcomes.
e. The grant must not be used for religious or political purposes.
f. The project must not be implemented for profit.
Points to be noted
The following projects are NOT eligible for this grant:
A project specializing in the field of natural science or technology
A project aiming for missionary or political activities, or for dissemination of a specific ideology, assertion or
policy
A project whose outcome is found to contribute only to a particular group
A project relating to solicitation for capital or fund, debt relief, donation, advertisement, or the
establishment of a new grant or award
A project relating to the designing and construction of a building, a monument, etc.
A project for the purpose of purchasing facilities, equipment, land, etc.
A project whose main purpose is Japanese language education or Japanese study
A project without an element of collaboration or mutual exchange and with a sole purpose of introducing
Japanese culture

3. Eligibility Requirements
(1) The applicant is required to fulfill the following requirements.
a. The applicant must be an organization based in Japan or an ASEAN country.
b. The applicant must have the capability required to execute its project in accordance with the plan.
c. The applicant is not held to violate any law or regulation of the applicants country by receiving a grant
from the Japan Foundation.
d. The applicant must possess a bank account in the name of the applicants organization to receive
remittance from Japan (the Headquarters of the Japan Foundation). Alternatively, the applicant must
be able to open such an account by the time of receipt of remittance.
e. The applicant has no difficulty in preparing all the documents to be submitted and in communicating with
the Japan Foundation in English or Japanese.
(2) The organizations listed below are not eligible for this grant.
a. The Japanese Government (including national agencies), local public organizations (including public
universities, public junior high schools and public high schools and other public institutions),
government-affiliated organizations, incorporated administrative agencies, local incorporated

administrative agencies, and national university corporations (including national junior high schools and
national high schools)
b. Foreign governments (including administrative organs, such as ministries and agencies, but excluding
research and educational agencies) or foreign diplomatic missions in Japan
c. International organizations (intergovernmental organizations to which the Japanese Government
contributes)
Points to be noted
An application for other grant programs of The Japan Foundation or its overseas offices cannot be made
concurrently for the same project.
If the representative of the applicant organization is a minor, a consent form (designated format) filled in by
his/her statutory agent (the person who has parental authority or the guardian) must be submitted.

4. Grant Coverage
Among the five categories (A~E) in (1) below for which the grant is available, the grant will be provided to the
maximum of three categories for which the applicant organization applies.
Please state the amounts and breakdowns of up to three categories for which the grant is requested in the
application form and the budget sheet, and attach estimate sheets for each expense. No application for four
categories or more can be made. Furthermore, the grant amount to be requested cannot exceed 70% of the
total project budget.
(1) Categories covered by the grant:
A Traveling expenses (international travel expenses and domestic travel expenses) and accommodation
expenses
International travel expenses mean fares incurred for international traveling by air, land and sea. In
the case of a flight ticket, the fare includes accompanying necessary expenses such as extra
premium for air insurance, fuel surcharge, departure tax, airport tax and passenger facility charges. If
required, traveling for purposes other than the implementation of the project, such as a preliminary
survey, is covered.
Domestic travel expenses mean fares incurred for traveling other than the aforementioned
international travel expenses.
The upper limit of an international travel expense and a domestic travel expense is the amount for the
relevant economy-class discount fare.
A fee for a visa is not covered.
Accommodation expenses cover the number of stays required.
B Fees for venue use and fees for loan of equipment
Expenses incurred for use of venues, loan of equipment, etc., for project implementation are covered.
Expenses incurred for purchase of equipment, consumables, etc., are not covered.
Costs for drink and food in the venue (costs for reception, lunch, snack, etc.) are not covered.
C Fees for translation, interpretation and lecture
Fees for interpreters and translators and honorarium for lecturer of symposia, seminars are covered.
Other honorarium or performance fee other than mentioned above is NOT covered.
D Expenses for preparation of materials, reports, PR materials, etc.
Costs for printing, designing and editing incurred in the preparation of catalogs, posters, flyers, leaflets
and reports are covered.
E Freight transportation expenses (air freight / sea freight)
Expenses for freight transportation necessary for project implementation (including packaging costs,
customs fees and necessary storage costs), and excess baggage charges incurred in the travel of
project participants (only for charges incurred for the equipment, tools and the like necessary for

project implementation) are covered.
Fees incurred for obtaining an ATA carnet and cargo insurance premium are not covered.
It is possible to include expenses for freight transportation (for example, a flight ticket purchased for
transporting large musical instruments). However, whether the grant can be awarded for such
expenses will be determined through screening/evaluation.
Points to be noted
The grant amount for each category will be determined on the basis of the budget sheet submitted at the
time of application and the criteria of the Japan Foundation. Even when the application is approved, this
does not mean that all of the requested grant amount will be provided.
Please make sure to state the breakdown of each category (unit price quantity etc.) in the budget sheet,
and to attach an estimate sheet. If it is not possible to attach an estimate sheet, please attach a document
verifying the relevant unit price.
The Japan Foundation does not provide a grant to cover the entire budget of the project. Please plan your
fund-raising by actively and concurrently seeking contribution from private companies, supporting funds
and subsidies from private supporting organizations and local public agencies. If funds are provided from
other organizations, please fill in the Income section of the application form.
The amount of the grant will not exceed the amount of actual expenses. At the time of submission of a
report, it is necessary to submit appropriate documentary evidence of payments made for each of the
categories for which the grant has been awarded. Please note that if, at the time of reporting, an actual
payment made is found to be less than the amount granted, the grant amount will be reduced, and you will
be required to refund return the remaining amount.
Even where the contents of the project are changed after the decision of awarding the grant has been
made, or where the actual expenses exceed the grant amount determined, the grant amount will not be
increased.
Even if the project is for multiple years, in this round of grant offering, the project will be
screened/evaluated, and a decision to award the grant will be determined with regard to the grant amount
for the first year.
(2) Payment method:
In principle, the grant will be paid before and after the project implementation.
With regard to payment of the grant before project implementation, 70% of the determined grant amount
will be paid upon submission of the designated Payment Request Form from the grantee after the
acceptance of the application. However, when the implementation of the project continues for six months
or more, grant payment may be made in installments.
Grant payment after the project implementation will be made when the Japan Foundation has received
and confirmed a proper report upon the completion of the project. In the case where proper documentary
evidence of payments is not submitted at the time of the submission of an accounting report, the grant
amount awarded will be reduced to the extent of the relevant part, and you will be required to refund the
difference in amount.

5. Selection Policy
Screening is conducted mainly from the following perspectives on the basis of submitted application
documents, and involves consultation with outside experts if necessary, through which acceptance of the
application will be determined.
(1) Whether there are clear objectives and goals of the activity concerned
(2) Whether there are elements of cross-border collaboration/cooperation
(3) Whether it is possible to disseminate the outcome of the project and return it to the general public.
(4) Whether the project has the potential for leading to, or developing into, a new future project
(5) Whether the theme or contents of the project contain a pioneering element or originality with some

experimental characteristics
(6) Whether the project does not end as a one-off project and its outcome will remain continuously and
independently
etc.

6. Application Procedure
The offer of the grant is made twice a year as follows.
(1) Deadline /timing for notification of results
a. The first round offer: projects which will commence between April 1, 2015 and May 31, 2016 are eligible.
Deadline: applications must arrive by December 1, 2014
Schedule for result notification: April 2015
*Please note that for projects which commence from April 2015, the notification of result may be sent
out after the commencement of such projects.
b. The second round offer: projects which will commence between December 1, 2015 and May 31, 2016
are eligible.
Deadline: applications must arrive by June 1, 2015
Schedule for result notification: August 2015
(2) Application Documents
The documents necessary for application are as below.

In principle, fill in the form by using a computer, and submit the printout version of the form.
If it is inevitably necessary to fill in the form by handwriting, please make sure the letters are legible.
For details on how to fill in the application form and how to create application documents, see the Points
on Preparation of Application Documents mentioned hereafter.
[2] Budget sheet (designated format)
Please attach documents (such as estimate sheets) evidencing the estimation of each category the
grant is requested.
[3] Support letters/ letters of consent from co-organizer(s) and/or cooperator(s) indicated in 3. (1).
[4] CVs of the authorized official and the project director.
[5] Document(s) that outline the bylaws, terms, etc., of the applying organization
[6] Document(s) that outline the past activities and finances of the applying organization (can be
substituted with annual reports and pamphlets)
[7] Document(s) that outline the past activities of co-organizers and/or cooperators indicated in 3. (1) (can
be substituted with annual reports and pamphlets)
*If there are similar documents for co-organizer(s) and/or cooperator(s) indicated in 3. (2), please also
attach them to your application.
[8] Consent form (in the case where the representative is a minor) (designated format)

(4) Points to Consider
a. Any application form prepared other than in the designated format will not be screened.
b. Any application form submitted after the deadline will not be accepted.
c. The submitted application form and accompanying documents will not be returned. Please make sure
to keep your own copies in hand when applying.

d. If any detail in the application form has changed after the submission of the application form, please
promptly inform us of such change.

7. Notification of Results (the timing for notification of results is as shown in 6.(1) above)
The applicant organization will be notified of the result of its application by letter. Please note that we cannot
answer any question regarding the progress of screening or the reason for the result.

8. Obligations of the Grantee


After the decision of awarding the grant, the following obligations are imposed on the organization receiving
the grant. Please be aware that if these obligations are not found to be observed, the grant may be terminated
or canceled in some cases.
(1) When implementing the project for which the grant is awarded, state clearly that the project has received
the grant from the Asia Center, the Japan Foundation, and print its logo in publications and reports such
as websites, posters, flyers, catalogs, and minutes of meeting. Further, submit two copies of such
publications and reports to the Asia Center, the Japan Foundation.
(2) Take sufficient measures, such as confirmation of the security situation of the destination, to ensure the
safety of project participants.
(3) Make a report on the overview and outcome of the implemented project and the details of income and
expenditure in the designated format, and submit it within two months after the completion of the project.
(4) The Japan Foundation is intolerant of any fraudulent activity from the application process through the
grant duration. Once a grant has been provided, committing any form of fraud with regard to the Japan
Foundation grant funds could result in penalty measures such as revocation of decision to provide a
grant in whole or in part, required return of rescinded portions of the grant including additional charges,
late payment charges, suspension of the grant for a certain period of time, and/or other legal actions.

9. Disclosure of Information Regarding the Project


(1) Details of projects supported by the Japan Foundation (e.g., the name of the applicant and project
descriptions) will be made public in the Kokusai Koryu Kikin Jigyo Jisseki (Detailed Annual Reports of the
Japan Foundation), on the Japan Foundations website and in other public-relations materials.
(2) When a request for information based on the Law Concerning the Disclosure of Information Held by
Independent Administrative Institutions, etc. (Law No. 140 of 2001) is received, materials such as
submitted application forms will be disclosed (unless stipulated by laws as not to be disclosed).

10. Handling of Personal Information


1) The Japan Foundation handles personal information appropriately and in accordance with the Law
Concerning Access to Personal Information Held by Independent Administrative Institutions (Law No. 59 of
2003). Details of the Japan Foundations personal information protection policy can be reviewed at the

2) The Japan Foundation uses personal information on the application materials for screening, implementation,
and evaluation procedures of the project. They may also be used for the following purposes:
- Details of the successful applicants, such as names, gender, job and position, affiliation, project duration, and
project description , etc., are published in the Kokusai Koryu Kikin Jigyo Jisseki (Detailed Annual Reports of
the Japan Foundation), the Annual Report, on the Japan Foundations website, and in other public-relations
materials. They are also used in compiling statistics and released to the press for publicity purposes.
- There may be cases in which the information is released to the Ministry of Foreign Affairs of Japan,
Embassies or Consulates-General of Japan, etc., at the place where a project is undertaken.
- There may also be cases in which copies of applications, including documents containing some personal

information are provided to outside consultants in order to facilitate the screening process and the evaluation
of the results of projects.
- There may also be cases in which the Japan Foundation sends questionnaires to the addresses written on
this form after the project has ended.
- There may also be cases in which the Japan Foundation uses the information written on the application form
to contact the applicants to inform them of other Japan Foundation activities.
3) Applicants are requested to inform all individuals whose personal information appears on the application
materials of the above-mentioned policy.
4) There may be cases in which the project reports and other related publication are released to the public.

Points on Preparation of Application Documents


General Points to Note
1. When submitting the application form, please submit the original and one copy of the set of application
document. As submitted application documents will not be returned, please make sure to keep a copy for
yourself before submission.
2. In principle, please fill in the application form by using a computer, not by handwriting, for submission. If it is
inevitably necessary to fill in the form by handwriting, please make sure that the letters are legible.
3. Please fill in all application documents in Japanese or English.

1. Project Title:
Please enter the name of the project to be used externally in Japanese or English.
If the original name of the project is in a language other than Japanese or English, please fill in the
(Other Languages) section.
If only the English/Japanese name of the project is available, please leave the (Other Languages)
section blank.
2. Applicant Information:
Only one organization must be entered as applicant. Please state other co-organizers in the section
3.(1) Core co-organizations/collaborators.
If the organization has its own seal, affix it to the right side of the section.
The authorized official means the person who assumes the ultimate responsibility for the management
of the applicant organization, guarantees that the organization has officially applied to the Japan
Foundation for the grant concerned, and is in the position to be responsible for this application.
The project director means the person in charge of actual implementation and management of the
project.
The treasurer means the person who assumes responsibility for accounting treatment of the applicant
organization and for the management and spending of the grant. The authorized official or the project
director cannot concurrently serves as the person responsible for accounting.
Authorized official, the project director and the treasurer must affix their seals or sign next to their
names.
3. Co-organizer(s), Cooperator(s):
(1) Core co-organizations and collaborators of the project
With regard to other main organizations and individuals for project implementation (for example, joint
hosting organizations, directors, etc.), please enter such organizations and individuals names,
countries, roles in the project, and record of activity achievements. In the case of individuals, please

With regard to the core co-organizations and collaborators, please attach their cooperation
agreements. Photocopies of these agreements are accepted.
In the Role in the Project section, please make sure to indicate what cooperative organizations (or

venues, equipment, etc., in the implementation of the project.
In the Record of Activities and Achievements section, enter only main past activities, and attach a
separate material showing detailed activity achievements.

6. The period of the project
Please enter the project start and end years and months. When you set a period of project
implementation, please allow sufficient time before and after the implementation, for example, by
taking account of the time necessary for the preparation of preliminary and ex-post reports, even
where the project concerned is to behind in a short period of time.
7. Schedule of the project:
Enter the date and venue in each of the Preparation for project Implementation of the Project and
After the project Implementation sections in chronological order.
Please state clearly the venue name, city and country.
8. Past grant receipts from the Japan Foundation:
If the applicant organization has received a grant from The Japan Foundation in the past, please enter

International travel expenses mean fares incurred for international traveling by air, land and sea. In

premium for air insurance, fuel surcharge, departure tax, airport tax and passenger facility charges. If
required, traveling for purposes other than the implementation of the project, such as a preliminary
survey, is covered.
Domestic travel expenses mean fares incurred for traveling other than the aforementioned
international travel expenses.
The upper limit of an international travel expense and a domestic travel expense is the amount for the
relevant economy-class discount fare.
A fee for a visa is not covered.

customs fees and necessary storage costs), and excess baggage charges incurred in the travel of
project participants (only for charges incurred for the equipment, tools and the like necessary for

Though it is possible to include expenses for freight transportation (for example, a flight ticket
purchased for transporting large musical instruments) in the application, whether the grant can be

If it is impossible to get estimates for honorarium / personnel expense, its unit price and quantity (the

Five to eight contemporary artists will be selected from Japan and Southeast Asia. Through accumulation of
researches and studies by such artists in the countries other than their own, art works will be created through the
use of such materials and techniques that are characteristic in those countries/areas of their residency location. It
is planned that, based on such achievements, exhibitions will be held in the three countries.
Those works expected from the program are not only for exhibition, but rather, they will be created on the premise
that they can be used in daily life for example as clothes, furniture and general goods. The ultimate goal is to
distribute them as commercial goods in collaboration with local design companies and manufacturers.
As for arrangements for the artists to conduct researches and creative activities including accommodation and
space for production of works, we will work in partnership with local NPOs engaging in the Artist-in-Residence
projects.

common web site in three languages (Japanese, English and Thai) will be developed in order to post, as
appropriate, information such as the progress of researches and productions of works by the artists.

(1) How and why the project was launched.
At the exhibition held in 2009, a work created by an Indonesian artist using Nishijin brocade was displayed. And we
were contacted by a company expressing interest in commercializing such work with some arrangements added with
a hope to cultivate a new market for Nishijin brocade. Because of the difficulties encountered in the
commercialization of the work, the idea was not realized. However, it created opportunities for exchanges between
the artist and local craftsmen, leading to a new way of expression on the side of the artist. In light of this experience,
we are proposing this project with an aim to provide more opportunities to artists.
The reason why we have chosen Southeast Asia as the target area is that there can be seen many traditional arts and
crafts and craftsmanship such as fabrics and Urushi lacquer similar to those found in Japan as well as that we hope
that this project may help to overcome the situation that those traditional arts and crafts are disappearing due to
modernization.

Purpose of the project

Proliferation and expansion of traditional craftsmanship as well as crafts and arts that have been inherited in
Southeast Asia and Japan.
Promotion of mutual understanding and exchanges among artists in Southeast Asia and Japan through the
Artist-in-Residence Program.
New artistic expressions through the fusion of contemporary art and traditional arts and crafts as well as
craftsmanship.

(3) Expecting outcome/achievements and plans on how to spread them


Expected achievements: Diffusion and expansion of arts and crafts characteristic to a particular region and the
production methods and techniques.
Methods for diffusion:Progresses up to the holding of the exhibitions will be reported as appropriate on website.
Holding exhibitions in three countries.
Some of the resulting art works will be manufactured and marketed as commercial products in
cooperation with local businesses.

Details of project

At the first meeting, discussions will be held with persons in charge of this project at Singapore ***** Museum and
***** Center for Contemporary Art, Thailand about potential venues and candidate artists. Based on the discussions,
five to eight contemporary art artists will be selected from Southeast Asia and Japan and ask them about their
willingness. Upon determination of artists participating in the project, potential venues for their creation activities will
be selected through discussions with the artists and then relevant research will be conducted. The research will be
conducted at least in two stages. During those researches, artists and curators will cooperate to find the venues for
their activities as well as local organizations willing to support them. As for arrangements for accommodations for
artists, cooperation will be asked of local NPOs and NGOs engaging in the Artist-in-Residence activities.
Resulting art works will not only for exhibition, but the ultimate goal is to create such art works that can be
commercialized as daily-use products or handicraft works. After the exhibitions those products will be actually sold
so that many people will use them in their daily lives.

Preparation plan for the project

So far agreement has been worked out among following four organization, ***** Center for Contemporary Art in
Thailand, ***** Artist Collective, and Singapore ***** Museum and us with regard to collaboration in implementing
the project. Researches are now under way about potential venues and candidate artists.
As for exhibitions, the availability of the necessary space in accordance with the above-mentioned schedule has
been confirmed with each of the partners.

Plans for after the completion of the project
Some of works resulting from the project will be commercialized and marketed in collaboration with trading
companies and manufacturers.
In addition, there is a plan to hold a symposium where the experiences and achievements of the project will be

presented for discussions that can lead to a constructive project in the future.

Exhibition in Singapore: 30,000 visitors
Exhibition in Bangkok: 40,000 visitors
Exhibition in Tokyo: 50,000 visitors

Questionnaire surveys will be conducted at each exhibition.
We will ask reporters from newspapers, art magazines and design magazines to cover the exhibitions.
