(Island) - In a bid to prevent farmers from
harmful effects of agrochemicals, the
government has banned the use of
glyphosate in four districts with immediate
effect.
Agriculture Minister Mahinda Yapa
Abeywardena told The Island that the
government had decided to ban the use
of glyphosate in Anuradhapura,
Polonnaruwa, Kurunegala, Monaragala
and part of the Badulla as many farmers
were contracting chronic kidney disease
at an alarming rate in those areas.
The gazette notification announcing the
ban had been issued and farmers in the

aforesaid districts must not use

glyphosate, the minister said.
Minister Abeywardena pointed out that
many agricultural experts in several
discussions had pointed out the countrys
economy would collapse if glyphosate
was banned, but the loss of a life could
not be measured in terms of money. The
Director General Agriculture and
Additional Secretary to the Agriculture
Ministry D. Wijeratne had decided to ban
glyphosate in four districts where paddy
farmers used the chemical to prepare
land.
Research conducted by the Rajarata

University on CKD has blamed the use of

glyphosate for the wide spread of the
disease.
Director of the National Project for the
Prevention of Kidney Disease Dr. Channa
Jayasumana, contacted for comment,
said that the banning of glyphosate was a
far-sighted commitment of the
government. For, about 70,000 people in
eight districts had developed chronic renal
failure due to the use of glyphosate.
Glyphosate could cause renal failure as
well as birth defects in humans. The
research was carried out by the Rajarata
University with the assistance of the

California State University.

Dr. Jayasumana added that people in
eight districts except the Western
province had developed CKD at an
alarming rate. Most families in those
districts had lost their breadwinners, he
said.
The Director General Agriculture Dr.
Rohan Wijekoon, contacted for comment,
said that the Rajarata Research team led
by Dr. Channa Jayasumana and the
California State University had carried out
a comprehensive research on CKD and
determined that the use of glyphosate
was responsible CKD among farmers.

Rabies on the rise in Jaffna

BY MIRUDHULA THAMBIAH
(ceylontoday.lk) Over 40 persons are admitted to
the Jaffna Teaching Hospital a day mainly due to
stray dog bites, said Deputy Director of the
hospital, Dr. Sanmuganathan Sribavananthan.
He said the rising number of rabies cases have led
the hospital authorities to open a separate unit for
it since last Friday (22 August).
"We used to treat dog bite victims at the accident
service unit, but the number of dog bite cases per
day has increased to 40. The accident service first
treats those who are injured by accidents.
Therefore as there is a delay in treating the dog
bite patients a separate unit was opened," he said.
The dog bites increased as the extermination of

stray dogs has been prohibited by the Mahinda

Chinthanaya Programme, Sribavananthan said.
Thereby, the number of stray dogs has increased
in the Jaffna District.
"We ask the patients whether they were bitten by a
pet dog or a stray dog. If it is a stray dog special
treatment should be given along with tetanus
vaccinations", he said.
Dr. Sribavananthan said the Jaffna Municipality
and the Veterinary Department are taking action to
sterilize the dogs apart from vaccinating them to
curb the increasing number of rabid cases.
He also added not only the Jaffna District but also
the other districts have recorded an increase in
cases of rabies.

Pope will visit Madhu while in Lanka

(colombogazette.com) In his trip to Sri Lanka, that
will take place between the 13th and the 15th of
January 2015, before proceeding to the Philippines,
Pope Francis will visit the Shrine of Our Lady of
Madhu and will thus be the first Pope in history to
set foot in a territory where most inhabitants are
Tamil. Francis chooses to touch on the sore point of
the civil war between the Sinhalese and the Tamil
people that devastated the island for 26 years
(1983-2009) and has left deep wounds, the Vatican
Insider reported today.
While we await the publication of the official
programme of the trip, the confirmation of Francis
pilgrimage to Madhu that appears
to be the culmination of the whole
visit to ex-Ceylon due to its
symbolic value came from
Cardinal Malcolm Ranjith, the
archbishop of Colombo and the
president of the Catholic Bishops
Conference of the island. The
cardinal, who is a leader for
Sinhalese Catholics, decided to
visit Madhu, the oldest Shrine on
the island, to celebrate the Feast of the Assumption
last 15th of August. On that occasion, he stood next
to Rayppu Joseph, the bishop of the dioceses of
Mannar who had asked the Holy See that the Pope
visit Tamil territories, on behalf of numerous priests
and lay representatives of the Tamil Catholic
community.
From the pulpit of the Shrine, Ranjith made the
Papal visit, that was greatly awaited by the pilgrims
gathered there, official. Francis, said the cardinal,
will celebrate Mass in the Shrine on the 14th of
January, where he will meet and bless the many
Tamil families who were victims of the war.

Pope Francis visit to Madhu presented some

logistical problems: Madhu is 260km north of
Colombo, and the briefness of his visit rendered the
journey there rather difficult. On the other hand,
Tamil people make up 12% of the Sri-Lankan
population and, since they are gathered almost
exclusively in four of the 11 dioceses of the country,
they could not be ignored by a trip that intends to
have the theme of reconciliation as its cornerstone.
The Shrine of Madhu, founded by the Dutch, goes
back more than 400 years and has become the
symbol for national reconciliation. The Shrine was
preserved from armed conflicts as a free zone
and has become a place where the
Tamils and the Sinhalese,
Christians as well as believers of
other religions, met side by side
without hostilities. It is the
destination of incessant
pilgrimages and thus it is the place
that is best suited to send a
message of social, political and
religious harmony.
The presence of the Pope in
Madhu will contribute to raising awareness of the
current conditions of war victims in Sri Lanka,
reports S. J. Emmanuel to Vatican Insider.
Emmanuel is a Tamil priest who emigrated to
Germany and is now leader of the Global Tamil
Forum. Tamil people still live in a regime of
military occupation, and are subject to
intimidations, repressions and glaring human rights
abuses. This is without mentioning the problematic
recognition of war crimes perpetrated by the army
during the last phase of the civil war, that the
government in Colombo persists in denying.

(dbsjeyaraj.com) PTI- A two-day-long Dharma

Sansad (religious conclave) convened by the
Shankaracharya Swami Swaroopanand Saraswati
of Dwarka Peeth on Monday passed a resolution
that Sai Baba, the 19th century saint of
Shirdi, should not be worshipped as a
deity by the followers of Sanatan
Dharma.
Kashi Vidvat Parishad has taken a
decision that Sai Baba was neither a
god nor a guru, therefore he cannot be
worshipped, Rajesh Joshi, the media incharge for the Dharma Sansad, which
was held in Chhattisgarhs Kabirdham
district, told PTI.
After Shankaracharya Swaroopanand raked up a
controversy by opposing the worship of Sai Baba,
Divya Chaturmas Mahotsav Samiti organised the
conclave at Kawardha, 150km from Raipur, to
debate the issue.
Representatives of 13 Akharas and other religious

leaders discussed the issue.

Resolutions on other issues, including introduction
of Hindu scriptures in school curriculum, making
the country free of addiction, safety of women,
construction of Ram Mandir in Ayodhya,
protection of cows, etc. were also
passed, Mr. Joshi said.
Shri Saibaba Sansthan Trust, which runs
the Shirdi Sai temple, did not respond to
the invitation by the Shankaracharya to
attend the Dharma Sansad.
However, devotees of Sai Baba from
Delhi and Ahmedabad participated in the
conclave.
A minor row erupted when a sadhu on the dais
interrupted Manushya Mitra, a Sai Baba follower,
while speaking, said Superintendent of Police, R.S.
Nayak. Both were pacified by others present on the
dais.

148th Anniversary of Masjidul Abrar

Jumma mosque
M B Mukthar
(dailynews.lk) The Beruwala Maradana Masjidul
Abrar Jumma mosque is a reminiscent of the first
Muslim settlement created with the advent of
Muslims in Sri Lanka. it is a symbol of the
relationship Muslims have with Beruwala.
Muslims in Sri Lanka believe that this is the first
mosque built by Muslims and it believed to date
back to 920 AD. According to the book Sunahar
(authored by J C
Vansandem), the name
Beruwela may have
evolved from Be-Ruwala
which means the dropping
or folding of the sails by
Arab Muslims who arrived
by ship in the Bay.
The Muslims who
originally settled in the
coastal areas of Beruwela
are believed to have
extended further inland to
the village areas due to the hospitality by the
Sinhala community. History reveals that they
settled in Pinhera in this manner. They are said to
have built a mosque truly for their prayers. Although
the mosque is not seen today, there is a land called
Palliyawatte in the area.
Since it is compulsory for Muslims to say prayers
five times a day, wherever they may beit is a

custom for them to build even a small building to

engage in prayers. The Mosques built near
Beruwela and Pinhera are now non-existent. The
Maradana Mosque which had been rehabilitated
regularly over the years, it proudly represents the
history of Muslims in Sri Lanka.
At a ceremony to mark the first Arab settlement
held in June 8, 2013, two commemorative stamps
were launched by the Postal Department. Although
the date of the setting up
the mosque is unclear, it
can be remembered
according to the available
information that its origin
was before 920 AD.
A pond built in front of this
masjid at that time still
adds to the beauty of its
surroundings.
This was the only Masjid
which existed in Beruwela
almost a century ago. The
present appearance was
created when it was rehabilitated in 1986 by late
Deshamanya Al Haj M A Balveer Muskar, former
MP and Southern Province Governor. It has
facilities to accommodate 3000 devotees at a time.
The 148th Saduliya Manathib Majli
Commemoration of this mosque will be held on
August 25.

Congress has sent the following letter with
reference to news item that appeared in the
newspapers and websites: We have been
receiving enquiries in respect of news
reports and website news of what have been
said by All Ceylon Hindu Federation.
We are unaware of existence or
commencement of any organization by the
name All Ceylon Hindu Federation. We
have no connection whatsoever with them. It
is improper for them to seek to act as the
voice of the Hindus.
All Ceylon Hindu Congress has not only
been functioning as the Federation of Hindu
Religious Associations and Temple Trusts in
Sri Lanka since 1955, but also as the
umbrella organization and as the voice of the
Hindus of this Country.
This organization (All Ceylon Hindu
Federation) has also levelled unwarranted
false allegations such as Bishop of Mannar
is converting Thiruketheeswaram Sivapoomi
into a Christian Poomi against the Bishop of
Mannar who has always been raising his
voice for Tamil people. We condemn those
allegations.
We also wish to point out that the Hindus

Hinduism.

Jaffna Mayor Yogeswary Patkunaraja.
According to the Jaffna Mayor, a 'Railway City'

The Jaffna Railway Station is being developed into

the renovation, estimated to cost Rs 143 million.
will be completed by the end of next month.
A new bus stand will be built in close proximity to

The Jaffna Railway Station was unique in many
ways before the train services to the Peninsula
ceased in the early nineties. During the turbulent
times the Jaffna Railway station became an ideal
location for the Internally Displaced Persons to
take cover inside the underground tunnel which
connected the Jaffna bound and the Colombo
bound platforms at the Jaffna station.
Several valuable Railway assets, including the
communication equipment, furniture and the steel
rail tracks, were removed when the station was not
in operation. The station's underground tunnel had
even been the hideout of the Tamil militant cadres
who launched attacks from there.
"The new 'Railway City' in Jaffna will be a boost for
passengers as well as the civilians in Jaffna to
enjoy new facilities provided by the Jaffna MC and
the Railway Department," the Mayor said.

Envoys, G.L discuss counter moves

(colombogazette.com) External
Affairs Minister Professor G L
Peiris met Sri Lankan
Ambassadors based in Europe
and discussed initiatives to
counter campaigns against the
country, using human rights
and other issues as political
tools.
At the Sri Lankan Embassy in
Rome, Minister Peiris met with
several of the countrys
Ambassadors in the region for
a comprehensive review of their
work, the External Affairs
Ministry said.
The envoys attending the
discussion were Professor
Karunaratne Hangawatte,
Ambassador in France, Karunatilake
Amunugama, Ambassador in Germany,
Ravinatha P. Aryasinha, Permanent
Representative to the United Nations in Geneva
and Nawalage Bennet Cooray, Ambassador in
Italy. Pradip Jayewardene, Sri Lankas Consul in
Frankfurt, also participated in the meeting.
Sri Lankas economic relations with these
countries, with particular reference to trade,
investment and tourism, constituted the focus of
the discussion. Each of the Ambassadors made
a presentation on the progress made last year,
while the Minister indicated targets for the next
few months, with the time-frames applicable.
There was also discussion about initiatives to
counter campaigns against the country, using

human rights and other issues as political tools.

The envoys participating indicated perspectives
of special relevance to the countries in which
they are serving, and their own suggestions
regarding a co-ordinated strategy. The Minister
stressed the importance of community
involvement, and the need to work closely with
the Sri Lankan community in the respective
countries.
Professor Peiris had a discussion with
representatives of the Sri Lankan community in
Italy. Earlier this year, the Minister held a similar
progress review session with Sri Lankas
Ambassadors in the Gulf region. This discussion,
in which seven Ambassadors participated, took
place in Abu Dhabi. (Colombo Gazette)

negotiations, the sections could be amended or
dropped.
The Sunday Times wrote to Bank Austria, one of
the credit agencies Sri Lanka did business with
last year, asking about sanctions clauses in their
agreements. A spokesman replied that they
understood the sensitivity of the relatively new
topic of sanctions. However, Austrian laws
precluded them from revealing details of their
contractual relationships with third parties.
While unfamiliar to Sri Lankans, sanctions
clauses have been imposed for several years
and will crop up more frequently in coming
months. In the long term, it could well be harmful
to keep objecting, said Clive OConnell, a
partner with the London-based Goldberg Segalla
law firm.
The current position, as we understand it from
discussions within our market committees, is that
most policies issued in the London Market will
normally include a sanctions clause as a
standard, said Scott Farley, Director of
Communications of the International Underwriting
Association, in an email interview.
Even certain classes of business that had not
previously included these clauses are now
working towards factoring them in. There is a lot
of work ongoing around sanctions clauses at
present, Mr. Farley said. They are on the
agenda of many committees. This is because the
adoption of sanctions as a political tool has
become more widespread.

JVP shuts door on UNP common candidate

By Chamara Sumanapala
(nation.lk) The Janatha Vimukthi Peramuna (JVP)
will not support a UNP candidate at the next
presidential election. The JVPs Western
Provincial Council Member and former
parliamentarian KD Lalkantha reiterated that a
United National Party (UNP) member or
representative cannot be the common candidate
for the next presidential election.
Lalkantha stated that as of now, two candidates
have more or less declared their candidacy for the
next presidential election, namely President
Mahinda Rajapaksa and UNP leader Ranil
Wickremesinghe. Therefore, the JVPs electoral
strategy will be based on this situation, he said,
adding, we will take the final decision after
observing the developing situation further.
Commenting on the campaign for a common
candidate, he stated that such a person should
have a program and people should have
confidence in him or her. The electoral symbol is

not so important, he said. When asked whether

the JVP will support a candidate other than
Wickremesinghe as a common candidate,
Lalkantha said that a UNP candidate cannot be a
common candidate under any circumstances.
The JVPs objectives go beyond that of abolishing
the Executive Presidency which has become the
thrust of those campaigning for a common
candidate, Lalkantha elaborated.
We believe the current system is geared towards
grabbing power in order to accrue increasing
amounts of wealth. This was the way it has been
from colonial times. If there was a mechanism to
divide wealth more equally, no one would want
excessive power.
Lalkantha further said that there was an urgent
need to establish democracy, good governance
and rule of law, pointing that abolishing Executive
Presidency alone will not secure these. The JVP is
currently engaging with other groups in the
opposition on the basis of its own program, Ape
Dakma (Our Vision), Lalkantha further stated.

Gnanasara Thera Raises Questions

Over The Roles Of Vasu And His Ministry
(asianmirror.lk) BBS General Secretary
Galagodaaththe Gnanasara Thera today
questioned the role of Ministry of Social Integration
and that of Minister Vasudewa
Nanayakkara saying the
ministry and the minister have
done nothing to strengthen
social integration in Sri Lanka.
Gnanasara Thera said Minister
Nanayakkara had done nothing
to fulfill his responsibilities,
apart from flying kites at Galle
Face to develop national
harmony in the country. The
kite festival was organized by
the Minister of Social Integration, under the
auspices of President Mahinda Rajapaksa, as a
way of raising awareness of unity and national

harmony in Sri Lanka.

As a result of their failure, the BBS Chief said,
our organization is now compelled to take
measures towards ensuring
harmony and national unity in Sri
Lanka. He added the ministry
has failed to live up to the
expectations of different ethnic
groups in the country.
The BBS General Secretary
made these remarks addressing
a press conference this
afternoon at the BBS
headquarters in Kirulapona,
Colombo 06.
Minister Nanayakkara has been a strong critique
of the Bodu Bala Sena since the inception of the
hardcore Sinhala-Buddhist organization. He
recently called for the arrest of BBS General
Secretary Galagodaaththe Gnanasara Thera in
connection with violent clashes that occurred in
Beruwala, Aluthgama and Dharga Town.

DEW re-elected Communist Party

Gen. Sec. Unanimously
By Franklin R. Satyapalan
(island.lk) The Communist Party of Sri Lanka
(CPSL) has reelected DEW Gunasekera its
General Secretary according to party Chairman
and former Parliamentarian Raja Collure.
Minister Chandrasiri Gajadheera was elected
Deputy Chairman.
The election of office bearers followed the 20th
National Congress (NC) of the CPSL held in
Ratnapura from July 25 to 27. S. Sudasinghe was
elected the Deputy General Secretary while Aga
Jayasena was elected the Organizing Secretary
and S. Nagendran the Treasurer.

A politburo of 19 members was

elected. It includes Southern
Provincial Minister
Weerasumana Weerasinghe,
Southern Provincial member
Bindu Weerasinghe, Ven.
Batapola Nanda Thera and Trade
Unionist D. W. Subasinghe.
Ex-Colombo Municipal Councilor

Ex-CJ to petition SC on snap presidential poll

(dailymirror.lk) Former Chief Justice Sarath Nanda
Silva said today there were provisions to take legal
action against the Elections Commissioner if he
makes arrangements to hold the presidential
election before November 19, 2016.
He said if this was to happen he would intervene
by petitioning the Supreme Court against the
Elections Commissioner.
Mr. Silva said Section 31. 2 of the Constitution
clearly states that a President who is elected to
office on two successive occasions was
disqualified from contesting again in a presidential
election but this had been changed by 18th
Amendment passed in September 2010.
He said where President Mahinda Rajapaksa had
erred was in the non-inclusion in the 18th

Amendment that the President was qualified to

hold a portfolio on more than two occasions.
Mr. Silva said the President had no authority to
sanction a third presidential election before
November 19, 2016 and as such the fielding of a
common candidate by the opposition political
parties did not arise because a common candidate
was only necessary for a common opponent.
He said the decision on a common candidate has
to be taken after the general election which is
likely to be held in January 2016 and with the 18th
Amendment not providing for the President to hold
a portfolio on more than two occasions there was
no way that an election can be declared before
2016. (Indika Sri Aravinda)

Minister says the media not censored

(colombogazette.com) The Government insists
there is no unofficial censorship on the media in Sri
Lanka nor is there an attempt to crackdown on
social media.
Media Minister Keheliya Rambukwella said that in
his view the best example is that local
television stations are allowed to
broadcast views of opposition
politicians, even when they criticize the
President and his family.
He said the Government is able to fully
express its views only through the state
media while the opposition has several
private media institutions who are
willing to carry their message.
Speaking to reporters in Kandy,
Rambukwella said that the opposition,
as usual, claims there is media
censorship when in reality it is not the case.
He also dismissed the criticism by the opposition on
the decision taken by President Mahinda Rajapaksa

to donate UDS 1 million to Palestine.

The Minister said when a friendly country is in need
of help there is nothing wrong in offering assistance
and Sri Lanka is not a poor country so it is in a
position to help others when needed.
Rambukwella says the country has
progressed in several areas following
the defeat of the LTTE and has met the
needs of the people while developing
the infrastructure network.
Commenting on the scheduled visits of
the leaders of China and Japan to Sri
Lanka, the Minister said that the visits
show the two countries have faith on
Sri Lanka and its future.
He said the Government is also
hopeful that Indian Prime Minister
Narendra Modi will accept the invitation
extended by President Mahinda Rajapaksa and visit
Sri Lanka soon. (Colombo Gazette)

Karunanidhi Convenes Urgent Teso Meeting

During TNA Visit
(asianmirror.lk) Apparently fearing that the BJPAIADMK axis would steal the show on his favourite
Sri Lankan Tamils issue during this round, DMK
president M. Karunanidhi on Monday announced an
emergency meeting of the Tamil Eelam
Supporters Organisation (TESO).
Karunanidhi invited all Teso member parties to
attend Tuesdays meeting at the party headquarters
Anna Arivalayam, barely a few days after a sixmember TNA (Tamil national alliance) delegation
met Prime Minister Narendra Modi in Delhi to push
for a political solution and get justice to the Tamils in
the island nation.
The delegation is also expected to meet Tamil Nadu

chief minister J. Jayalalithaa soon. Obviously,

sensing their move, Karunanidhi on Monday
announced an emergency meeting of the Teso.
Ever since the hunger strike he observed between
breakfast and lunch during the fag end of the Eelam
war, Karunanidhis DMK has been at the receiving
end on the Lankan Tamils issue.
Initially, Karunanidhi even had difficulty in retaining
the name Eelam in the revived Teso, which had to
mellow down its rhetoric during the tenue of UPA-II
so as not to antagonise Sonias Congress, which
turned its back at the DMK as soon as it won 206
seats in the 2009 Lok Sabha election. (Deccan

11 party offices attacked in 24 hours

By Rathindra Kuruwita
(ceylontoday.lk) Eleven election offices of the
Opposition Political Parties, including four of the
Janatha Vimukthi Peramuna
(JVP), were attacked on
Saturday night and early
yesterday in the Moneragala
District. Campaign for Free
and Fair Elections (CaFFE)
said Saturday had been one
of the most tense days in
the recent election
campaign and supporters of
a leading United Peoples
Freedom Alliance (UPFA)
candidate were behind the
attacks.
"JVP offices in Obbegoda,
Mariyarawa and Weliyaya, in Moneragala and
Mayuragama, in Kataragama, have been attacked.

Meanwhile, seven offices of other Opposition

Parties have also been attacked.
JVP candidate for the Moneragala District, Anura
Kumara Wickremasinghe
has said that a leading
UPFA candidate was behind
the attack," said CaFFE
Executive Director Rajith
Keerthi Tennakoon.
Several UPFA candidates
have brought down goons
from different parts of the
country to intimidate
Opposition candidates and
supporters, he said. This
trend is also present in the
Badulla District and the lack
of election law enforcement
has emboldened candidates to be more violent,
Tennakoon added.

Presidential commissions cost Rs 270M What has happened to their reports?

By Gagani Weerakoon
(ceylontoday.lk) Currently, the general public has
been made to believe that special commissions of
inquiry are a method used by the government to
simply suppress dissent or Opposition by the
people on certain matters, and as a time
consuming method, when the government wants to
avoid certain issues from being addressed.
As the time passes, one forgets what commission
was appointed to look into what particular issue. A
follow-up on such commissions was hardly carried
out and whether the commission submits a report
to the appointing authority or whether the
government or relevant authorities have adopted
recommendations made by such commissions,
remain a lesser known fact.
On the other hand, while many decry such
commissions as merely time consuming, what
most people forget is they virtually drain public
money from government coffers, which could
otherwise have been invested for the betterment of
the country and its people.
In this backdrop, a debate on amending laws
pertaining to the appointment of special
commissions of inquiry and tabling such
commission reports in Parliament, took place last
week in Parliament with the revelation that some
17 commissions of inquiry have been appointed by
the President in the past nine years and these had
cost over Rs 270 million.
Responding to an oral question, raised by DNA MP

and the leader of the JVP Anura Kumara

Dissanayake, Chief Government Whip, Minister
Dinesh Gunawardena said some 17 Presidential
Commissions were appointed from 2005 to 2013
and they had cost the Government coffers
Rs. 272,793,583.
It was revealed that
16 out of those 17
commissions had
submitted their
reports to the
President except for
the presidential
commission of
inquiry into the
procurement of highvalue weapons,
other military
equipment and
services to the Sri
Lanka Navy during
the period 2001-2005 which had cost Rs
11,626,751.
JVP Leader Dissanayake demanded to know
whether the reports of said commissions would be
presented to Parliament or if not why.

Douglas supports Modis call for 13A

(ft.lk) Government Minister and EPDP leader
Douglas Devananda has backed calls by Indian
Prime Minister Narendra Modi for a political
solution for the Tamils based on the 13th
Amendment to the Constitution.
Devananda said that over the past 20 years
Governments in power in Sri Lanka have been
impressed upon to provide a political solution for
the Tamils based on the 13th Amendment.
However he noted that the Tamil National Alliance
(TNA), which had met Modi in New Delhi
yesterday, has been saying in the recent past that
the 13th Amendment is not adequate to address
the concerns of the Tamils.
At the meeting with the TNA, Modi had stressed
on the need for a political solution that addresses
the aspirations of the Tamil community for
equality, dignity, justice and self respect within the
framework of a united Sri Lanka, an official

"One World
One People"

statement said after the meeting.

Modi urged all stakeholders in Sri Lanka to
engage constructively, in a spirit of partnership
and mutual accommodation, towards finding a
political solution.
This should be built upon the 13th Amendment of
the Sri Lankan Constitution, he said, referring the
India-backed amendment of the 1980s which
called for devolving autonomous powers to the
Tamils.
Modi also assured the TNA delegation of Indias
continuing support to provide relief, rehabilitation
and reconstruction work in Sri Lankas northeast,
the former war zone where thousands have been
displaced.
He said New Delhis focus would be on projects
relating to housing, livelihood generation, capacity
building, education, hospitals and infrastructure.

Deputy Minister Neomal

was no such incident.
The UNP MP said the
funds of the Embassy

despite the External

such incident had

Karunanayake said he would send the
details in confidentiality in relation to the

He said if the Deputy Minister fails to

will reveal the details in parliament.

Ravi threatens to make all info public

(colombogazette.com) Opposition United
National Party (UNP) MP Ravi Karunanayake
today threatened to reveal details pertaining to
the visit of two Ministers to London whose
entertainment expenditure was borne by the Sri
Lankan Embassy in London.
In parliament today Karunanayake questioned
the External Affairs Ministry on the issue but

events that unfolded in Rathupaswala. A

Presidential Commission is appointed whenever
some sort of controversial situation occurs in the
country. However, we have no right to know what
the findings of these commissions are. Headlines
are printed saying the President intervenes and

commission or a

consisting of retired

Honourable speaker,

isn't being done," Dissanayake queried.
A presidential commission is appointed by the
President under powers vested in him or her by the
Special Presidential Commission of Inquiry Act No
4 of 1978 which has no specific clause stating that
the reports of such commission should be tabled in
Parliament.
By law, the commission is only obliged to submit its
report to the President who is the appointing
authority.
However, Dissanayake queried whether it is only

Election Secretariat responds to DP Leaders

allegations:

By Shamindra Ferdinando
(island.lk) The Election Secretariat yesterday said
that former Army Commander Gen. Sarath
Fonseka had conveniently forgotten the
circumstances under which Polls Chief Mahinda
Deshapriya recognised his Democratic Party (DP)
in early April 2013.
A senior Election Secretariat spokesman said that
either the DP Leader had an extremely short
memory or was playing politics at the expense of
Deshapriya. The official was responding to Gen.
Fonsekas allegation that the Polls Chief had failed
to create a level playing field in the run-up to the
Uva Provincial Council election.
Addressing the media, at his party head office at
Pitakotte last Thursday (Aug. 21), Gen. Fonseka
alleged that Deshapriya had turned a blind eye to
what was happening on the ground.
The Election Secretariat said that no one really
believed that the DP would receive political
recognition. In fact, even the DP leadership had
been of the opinion that the government would
interfere with the Election Secretariat as well as
the Human Rights Commission of Sri Lanka
(HRCSL) when the DP appealed for political
recognition, the official said.
The appeal had been made following the rejection
by Deshapriyas predecessor, Dayananda
Dissanayake of the DPs application on the basis it
didnt fulfill mandatory requirements required to
secure recognition, the official said.
The HRCSL directed the Election Secretariat to
inquire into the appeal made by Messrs Alles and
Ranatunga on behalf of the DP, though they were
no longer with the same party.
"Although, many believed Deshapriya would
refuse to recognise the DP on the basis that the
plea had been made by two persons who were no
longer members of that party, the Election

Secretariat recognised the DP."

The official pointed out that Gen. Fonseka, who
had been accusing the government and the
Election Secretariat of committing computer
jilmaat [fraud] at the last presidential election, at
Thursdays media briefing admitted that the
government had a vote bank consisting of 4.5 mn
people.
Responding to a query by The Island, the official
said that DP Chairman retired Maj. Gen. Sunil de
Silva and DP General Secretary Ananda
Manawadu had never addressed the Polls Chief or
any other official in a disparaging way. "Of course,
both officials regularly attended meetings called by
the polls chief. They know our efforts to ensure a
level playing field. No one expected a peaceful
environment at the first Northern Provincial
Council poll last September. Indian as well as
Commonwealth polls monitors deployed in the
Northern Province subsequently praised our
efforts because they realised the important role
played by those serving the Election Secretariat at
every level."
Had there been a special project to undermine the
DP as alleged by Gen. Fonseka, how could the
newly formed party managed to do reasonably
well at Provincial Council polls held in the Central
and North Western Provinces just three months
after it received recognition, the official asked. At
Provincial Council polls in the Southern and
Western Provinces, the DP did even better and
managed to come third in the Western Province at
the expense of the JVP, the official said, urging the
former army chief not to seek cheap political
gains.
The DP altogether secured 17 slots in the four
councils.
Responding to another query, the official asserted
that perhaps the DP Leader had been attacking
President Mahinda Rajapaksa and Polls Chief
Mahinda Deshapriya in a bid to muster support for
him to be common presidential candidate.

TNA, Swaraj discuss Tamil concerns

(colombogazette.com) A delegation of Tamil
National Alliance (TNA), which rules Jaffna
Province of Sri Lanka, called on External Affairs
Minister Sushma Swaraj today and said India can
play a major role in resolving the ethnic Tamil
problem in the island nation, the Press Trust of
India reported.
Indias involvement in the resolution of the Sri
Lankan Tamil issue is vital, TNA leader R
Sampanthan said after meeting Swaraj in New
Delhi.
They (people who live in Sri Lanka) have their
roots in India. Their culture is Indian and
everything is Indian. So, I think India is one
country that can play a major role, he said.
The delegation comprising six TNA MPs held
discussion on various issues and complained
about the alleged attempts by the Sri Lankan
Government to change the democratic

composition of the northern province.

We have explained the position currently
prevalent on the ground in the north and the
east The difficulties people are facing, the
aggressive program implemented by the Sri
Lankan Government to change the democratic
composition of the northern and eastern
provinces and the cultural and linguistics identity
of the areas, he said.
Accusing the Sri Lankan
Government of being not
interested in any political
solution, Sampanthan said
steps have not been taken
to implement the 13th
amendment for devolving
powers to the Tamil
minority.
We have also talked about

various other matters that are of concern of Tamil

people and requested that some action can be
taken by India. India should be pro-active in
dealing with these questions, he stressed.
The delegations meeting with Swaraj was
cordial, he said, adding the MPs are meeting
Prime Minister Narendra Modi on

Rudras TGTE to protest outside UN

(colombogazette.com) A Tamil diaspora group
based in the US says it will stage a protest during
the scheduled visit to New York by President
Mahinda Rajapaksa next month to address the UN
General Assembly (UNGA).
The Transnational Government of
Tamil Eelam (TGTE) led by V.
Rudrakumaran has written to UN
Secretary General Ban ki-moon
urging him to publicly censure the
Sri Lankan government for denying
direct access for the victims of
international crimes in the island of
Sri Lanka to UN investigators.
The TGTE said it will also be
organizing a protest rally outside
the UN in New York on September
25th to protest against the Sri
Lankan Government.
It is time for the UN Secretary General to publicly

censure the Sri Lankan government for denying

direct access for the victims of international crimes
in the island of Sri Lanka to OISL investigators. As
the UN Internal Review Panel Report
demonstrates, quiet diplomacy or
appeasement does not work with
the Sri Lankan government, which
is not susceptible to reason. Thus it
is time for robust public diplomacy.
We urge the Secretary General to
use his office as a moral pulpit to
galvanize international opinion
against the obstinacy of the Sri
Lankan government, the TGTE
said.
TGTE has also urged UN Member
states to raise the Sri Lankan issue
in the appropriate forums to
safeguard the credibility and effectiveness of the
United Nations. (Colombo Gazette)

Government Slams NPC, TNA

By Camelia Nathaniel
(thesundayleader.lk) The Northern Provincial
Council (NPC) is not interested in developing the
North or working for the people, but instead it is on
a political drive to discredit the governments
efforts, the government spokesman, Minister
Keheliya Rambukwella, said.
Speaking to The Sunday Leader, the minister
accused the TNA of using the 13th Amendment for

their political goals. If the provincial councils in all

other areas can work without police powers, why
is it that only the TNA is harping on this issue?
We have implemented all the other provisions in
the 13th Amendment except granting police
powers, but the TNA is still going round the world
dwelling on this one issue rather than settling
down and serving the people with what they have.
(Contd: on P16)

North will not get land, police powers

(colombogazette.com) The Government says the
Northern Province will not be given land and police
powers as demanded by the Provincial Council in
the area.
Higher Education Minister S.B. Dissanayake says
giving land and police powers to the North could
result in another armed struggle and the LTTE
being allowed to regroup.
Speaking at a public rally in Passara today he said

that the LTTE is fully active in Europe and if they

are allowed to regroup in Sri Lanka then the
people in Jaffna will be the first to suffer.
We cannot allow terrorism to raise its head again.
We cannot give what the TNA wants. We cannot
give what the Northern Provincial Council wants.
We cannot give land and police powers, the
Minister said.
At the meeting yesterday with the TNA, Indian
Prime Minister Narendra Modi had stressed on
the need for a political solution that addresses
the aspirations of the Tamil community for
equality, dignity, justice and self respect within
the framework of a united Sri Lanka, an official
statement said after todays meeting.
Modi urged all stakeholders in Sri Lanka to
engage constructively, in a spirit of partnership
and mutual accommodation, towards finding a
political solution.
This should be built upon the 13th amendment
of the Sri Lankan constitution, he said,
referring the India-backed amendment of the
1980s which called for devolving autonomous
powers to the Tamils. (Colombo Gazette)

Government targets diaspora moves

(colombogazette.com) The Sri Lankan
Government says sections of the Tamil Diaspora in
the USA are carrying out vicious campaigns
against Sri Lanka and so there was a need to
provide an accurate account of the Sri Lankan
political and economic environment to the US.
The Central Bank said this in a statement today
released to counter allegations raised over the
campaign carried out in the US by the Sri Lankan
Government through US lobby firms.
The statement said the Monetary Board of the
Bank decided to implement a comprehensive
overseas campaign to provide an accurate
account of the Sri Lankan political and economic
environment to US leaders, think tanks, investors,
business chambers and interested citizens to keep
them abreast of the true situation in the country
Central Bank efforts have complemented and
supported the activities of the Ministry of Foreign
Affairs who have also been implementing many
programmes in the face of the extra ordinary and
vicious campaigns carried out by sections of the
Tamil Diaspora in the USA, the statement said.
The Bank added that similar awareness efforts are
carried out by a large number of countries and
global organizations in the USA, in order to
apprise the US leaders and other influential
agencies about various matters that those
countries or organizations, wish to place before
the aforementioned leaders and agencies.
The Central Bank says since the end of the

conflict, many investments have flown into the

country, based upon the benign conditions as well
as robust economic growth that has been
experienced since then.
However, some of the Tamil Diaspora and the
media yet continue their efforts to discourage
foreign investments into Sri Lanka, the Bank
added.
Since the end of the conflict in May 2009, the
Central Bank has observed with deep concern,
that well-organized and well-funded sections by
certain members of the Tamil Diaspora and the
local and international media, have been trying to
convey inaccurate stories which are detrimental to
Sri Lanka, which if allowed to continue unchecked
and unchallenged, could affect the image of the
country and the economy, the statement issued
today said.
Last week the Central Bank confirmed reports that
it had signed a deal with the US firm to develop a
comprehensive information platform where
decision makers in the USA would receive clear
and accurate information about conditions in Sri
Lanka.
Under the deal, approximately US$ 63,300 is to be
paid to Liberty International Group by the Central
Bank Monetary Board after the end of each month
of the contract period up to July 31, 2015 subject
to the satisfactory completion of the monthly
deliverables referred to in the contract. (Colombo

OHCHR strengthens probe on Lanka

(colombogazette.com) The Office of the High
Commissioner for Human Rights (OHCHR) has
strengthened its investigation on the war in Sri
Lanka by adding more clauses to the terms of
reference which includes a clause on the
assistance expected for
foreign governments and the
basis under which findings
of the investigation will be
accepted.
The new clauses note that
consistent with the practice
of other United Nations factfinding bodies, the OHCHR
Investigation on Sri Lanka
(OISL) will base its findings
on a reasonable grounds to
believe standard of proof.
The terms of reference
states that there are
reasonable grounds to believe that an incident or
pattern of violations or crimes occurred if the OISL
has obtained a reliable body of information,
consistent with other information, indicating their
occurrence. This standard of proof may be
sufficiently high to call for judicial investigations
the Finance Commission A.S. Gunawardena as a
member.
It was directed to investigate allegations
mentioned in the no confidence motion against
Western Province Chief Minister Cooray, by
several councillors of the WPC and cost Rs 2.7
million.
The motion suggested that Western Province
Chief Minister Reginald Cooray had acted against
Regulations to secure political advantage.
Commission to inquire into the procurement of
high-value weapons to the Sri Lanka Navy
President Mahinda Rajapakse appointed Justice
Nimal Gamini Amaratunga as the one-man
Commission to inquire into matters arising out of
the procurement of high value weapons on 6
March 2006.
The Commission was tasked with also looking
into other procurements of military material and
services during the period 2001 to 2005 by the
Sri Lanka Navy. Sri Lanka Administrative Service
retired senior officer Edmund Jayasuriya served
as the Secretary to the Commission.
The scope of the commission was to see whether
there was a real requirement for the purchases,
whether proper tender procedures were followed
or in the event it was not adhered to, whether
there was any legal rationale. The commission
was to also investigate and report to the
President whether the government has incurred
any losses as a result of these procurements and
if so who was responsible.
Minister Dinesh Gunawardena said in Parliament
that the final report on this commission has not
been submitted yet even though it had cost Rs
11.6 million.
Presidential Commission appointed to inquire into
procurement of High Value Weapons by GOSL
The Presidential Commission appointed to

into violations of international humanitarian and

human rights law and international crimes.
With regard to assessing information that identifies
alleged individuals to have been involved in the
violations, the OISL will comply with the standards
that require a reliable body
of material consistent with
other verified circumstances,
which tends to show that a
person may reasonably be
suspected of being involved
in the commission of a
crime. The OISL will not
make final judgments as to
criminal guilt; rather, it would
make an assessment of
possible suspects that may
pave the way for future
criminal investigations.
Meanwhile a new clause
also says other Governments in whose territory
the OISL may interview victims, witnesses and
sources and gather information are invited to
cooperate with the investigation.

report on matters relating to the procurement of
weapons, other military equipment, material and
services closing in excess of Rs 100 million each
by the Government of Sri Lanka during the period
2000-2005. The commission was also mandated
to find out whether government tender
procedures were violated in the process and
whether any losses were incurred.
The commission appointed on 24 April 2006
costs the government a sum of
Rs 12.4 million and the final report was submitted
to the President in January 2007.
Commission to inquire the killing of TNA
Parliamentarian
A two-member Commission of Inquiry to probe
the murder of Batticaloa district Parliamentarian
Joseph Pararajasingham headed by former
Judge Mahanama Tillekeratne and had former

member.
It was mandated to inquire into and obtain
information in respect of the circumstances
relating to the assassination of the late Joseph
Pararajasingham in Batticaloa on or about 25
December 2005 and the person or persons
directly or indirectly responsible for such killing.
The ommission also examined whether the
manner in which the investigations were carried
out by the Police and other security personnel
was adequate and impartial having due regard to
the proceedings established by law.

Galle Fort Dutch Hospital to be opened

Rights groups write to UN, Ravinatha

(ft.lk) Modern shopping complex with old world

charm to enhance landmark in southern town
UDA to restore additional historic locations
Hot on the heels of the Floating Market opening,
the landmark Dutch Hospital building within the
Galle Fort, refurbished by the Government as an
exclusive modern shopping complex while
maintaining its old world charm, will be opened
this week.
Urban Development
Authority (UDA)
officials who undertook
the demanding task of
restoring and
developing the Galle
Dutch Hospital had
completed the project,
preserving its original
architectural aspect
said officials. It is to be
opened on 28 August.
The exterior has been
changed to make it a
unique and
sophisticated building within the locality. The
internal ambiance blends with modern facilities
which have been developed while maintaining its
original architectural designs, a statement posted
by the official Government website said.
The complex will include gems and jewellery
shops, tea and spice shops, antiques, collectibles
shops, a traditional Ayurveda spa and food shops.
Along with the Dutch Hospital, the UDA has
taken the responsibility of restoring all historic
places in Galle, it added.

With the success of the redevelopment of the

Colombo Dutch Hospital project, the Galle Fort is
sure to be a cynosure of old world charm coupled
with modern amenities that would draw in both
local and foreigners in their numbers.
The 400-year-old historic Fort in Galle was built
by the Portuguese. This 52-hectare citadel was
one of the most important stops along the ancient
spice route. Due to its
historic importance it
was announced a
UNESCO Heritage
site.
In 1640, the Dutch
East India Company
took over the fort and
built a three kilometre
rampart wall and 14
bastions that stand till
this day. With the
British taking control of
the island, the once
important trading post
began to lose
importance and gradually was neglected.
Under the heritage building development project,
steps were taken to renovate the buildings in the
Galle Fort. Under the direction of Secretary
Defence and Urban Development Gotabaya
Rajapaksa, plans were drawn to give this Fort a
facelift and put it to good use.
The Galle Dutch Hospital was renovated by the
Sri Lanka Armys Engineering Services Regiment,
under the instructions of the Project Management
Department of the UDA.

Lankan insurers

concentrating risk in a geographic area and

make it more susceptible to accumulations.
Ultimately, it could expose Sri Lanka to
significant peril from a natural catastrophe or
other disaster, he explained. The risk would
not be spread around the world but focused on
a number of more local reinsurers. In the event
of a tsunami, for instance, Sri Lankas local
insurers could be faced with massive payouts
that will not be shared by global reinsurers.
Experts pointed out that the inclusion of
sanction clauses did not necessarily mean that
such penalties were expected or anticipated. It
is not necessarily the case that the use of such
clauses indicates a belief that there is a danger
of sanctions being imposed on a particular
country, Mr. Farley asserted.
Sanction clauses will crop up in future export
credit insurance agreements that the
Government hopes to sign. I would be very
surprised to see contracts like that without
sanction clauses, Mr. OConnell admitted.
However, it may be possible for the Sri Lankan
Government to demonstrate that an insurance
contract has no likelihood of running afoul of
sanctions. Sanctions clauses might also be
avoided if an insurer had no reinsurance with
reinsurers bound by sanctions, said Mr.
OConnell. In the case of export credit
insurance, the second option seems unviable.
It is not known what tools the Government had
used to avoid sanction clauses in its export
credit insurance agreements. Whether it will
continue to adopt the same strategies and
how successful these will be remains to be
seen. What the private sector will do remains
an entirely different story.

from P6
There is probably more reliance on sanctions
now than in any time in history, said Mr.
OConnell, one of the worlds leading insurance
and reinsurance lawyers, in a telephone
interview. The reason is that they are a means
of effectively exercising political control over
parts of the world where military intervention is
not appropriate or possible.
These sanctions are being enforced largely
through financial services such as banks and
insurance. And global reinsurers are a key tool.
All leading insurers in Sri Lanka have
reinsured some of their risks with global
reinsurers for a premium. This means that, in
the event of large claims, their dues will be
shared by these international firms.
About four or five years ago, reinsurance
companies imposed clauses on their primary
insurers saying no cover will be given if
payment of a claim would be a breach of
sanctions, said Mr. OConnell.
Thus, Sri Lankan insurers like the one
mentioned above are probably adding
sanctions clauses into their contracts because
the global reinsurers they share their risks with
insist on it. This practice will only grow in future.
And, while all contracts are open to negotiation,
fighting it could lead to other complications.
If sanction clauses are repeatedly turned down,
only those insurers who are not reinsured by
large global or other Western reinsurers would
be able to write the business, Mr. OConnell
said. This would have the effect of

Government
from P12
The TNA is only using the 13th
Amendment and Human Rights as an
excuse, but they have done nothing for
the development of the North which the
people voted them in to do, he added.
His comments came as a TNA delegation
visited India last week for talks with
Indian Prime Minister, Narendra Modi,
and Foreign Minister, Sushma Swaraj.
When asked if the government was

concerned regarding the visit of the TNA

to India, Rambukwella told The Sunday
Leader that the government has had to
go through worse difficulties and
opposition, and the latest move by the
TNA is being viewed as another futile
effort by them to disrupt the governments
development drive. The time will come
when the Tamil people who voted for
them will realize that the TNA has only
been engaging in slinging mud at the
government and had not delivered on
any of the promises they had made.
They claim to not be able to work without

police powers but in that case how are

the other provincial councils functioning?
They can complain to anyone regarding
the non provision of the police powers
but we will not cow down to their
pressures.
The people will realize their agenda
before long and these parties will perish,
Rambukwella declared. He said the
government is steadfast in its drive to
develop the country and safeguard the
hard fought peace, and it will not allow
anyone to obstruct that drive or create
turmoil once again.

Jaffna youth cycle to save a heart

(dailynews.lk) On August 15 at 7 am, 60
Jaffna university students set off from their
campus to Colombo in bicycles. This was
no ordinary backpacking group of youth.
They were embarking on an exhaustive
journey for the benefit of those living in the
North and North
Eastern Provinces.
Under the title of
"Cycle for Life," the
students cycled 400+
kilometres to raise
funds for the Oxonian
Heart Foundation
(OHF) - a charity that
is working to establish
cardiac care in the
Northern Province and
the surrounding
areas.
From Jaffna, the cyclists travelled a total of
140 kilometres to Vavuniya, where they
spent the 15th night and subsequently on
the 16th set off to Kurunegala, which was
another 181 kilometres away. After

spending the 16th night in Kurunegala, the

cyclists travelled another 93 kilometres to
the finish point at the Royal College Skills
Centre. The cyclists were accompanied by
a support team of 60 odd persons,
assigned with the task of looking after the
wellbeing of the
students and
promoting
awareness of the
cause that they
were cycling for.
The event was
brought to a
conclusion with a
media briefing
held at the Royal
College Skills
Centre.
Commenting on the monumental feat, the
chief coordinator of the cyclists, Pratheesh
Meswaran claimed that "the effort that was
put into the event was well worth it when
one sees the unnecessary suffering that
cardiac patients in the Northern Province

go through due to the inability to gain

access to the necessary cardiac treatment."
He continued that "cardiac patients in the
North had to incur additional costs as a
result of expenses related to travelling,
accommodation and meals.
" The gathering was also informed as to
how such a journey poses significant health
risks for the patient. Dr. Ravi Perumalpillai
elaborated on the prevalence of cardiac
disease in the Northern Province and the
lack of facilities in the area claiming,
"Cardiac disease is a major cause of death,
particularly in young males, with an
estimated 800 patients per annum requiring
cardiac surgery. Out of the 800 patients, up
to 200 -250 patients are annually referred
to Colombo or Kandy."
OHF plans to introduce cardiac care to the
North and surrounding regions by
partnering with the North Central Hospital
(NCH). NCH is a modern hospital located in
Tirunelveli, near the University of Jaffna
campus. The hospital has pledged to
contribute its facilities. The OHF will finance
a support team from
Oxford University for
training and monitoring,
purchase specialist
cardiac equipment and
allocate USD 300,000 to
treat destitute patients
during the first year. The
first round of surgeries
commenced on July 6.
Having already raised
USD 600,000, OHF is
looking for an additional
1.4 million USD to
complete their mission.

an 18-year-old young man named Tiruchelvam,

who had inherited the leadership of the clan
from his grandfather known as Kandan.
Tiruchelvam had a completely different view of
the existence of the Tamil speaking coastal
Veddahs. Although today most of us are Tamil,
we were Sinhalese three or four generations
ago, he said. According to him, the British had
created settlements for seven Sinhala Veddah
families. They were given land along the
coastal belt reaching Trincomalee on one side
and Batticaloa on the other. The families had
earlier been residents of a place named
Palivena situated within the precincts of

Batticaloa.
Today there are 15 villages in the surroundings
of Muttur and Thopur with a predominantly
Tamil speaking Veddah population which
Tiruchelvam estimates to be over ten thousand.
In addition, villages such as Thiriyaya,
Kuchchaveli and Jaffna also have a
considerable number of Tamil speaking coastal
Veddahs.
The coastal Veddahs do not use the tradition al
bow and arrow for hunting and they
confess they do not possess the
skill to hunt with traditional
weapons. We have the bows and
arrows that our forefathers used
but we keep them in reverence and
pay homage to them, they say.
We have hunter dogs and we use
them to hunt animals such as
monitors and rabbit. Once in a
while we use them to chase and
hunt wild boar and use our spears
to kill them once they are hunted
down.
A majority of coastal Veddahs earn
a living by doing various jobs.
Some of them have told the Dilmah
team that since they do not have
any paddy land they dont have the
luxury to cultivate. They can only
help others in cultivation work.
They have also forgotten the
distinct and unique Veddah
language, nor do they use the
traditional names, thereby losing
their identity. Although there is a
Tamil identity in their present names, on close
examination its not difficult to trace some link to
the names traditionally used by the community.
Kandan (Kanda), Velan (Vela), Kadiran (Kadira)
and Walli (Walliamma) are a few examples.
Veddah ancestors found divinity in the dead
and this phenomenon is common among the
Veddahs everywhere. Many of the coastal
Veddahs, however, have moved over to the
worship of Hindu gods. They also pay homage
to numerous deities.

Tandem with the Youngster the
seasoned campaigner Ajantha
Jayatunga helped to exert great
pressure from the other end slowing
the run rate down with a nagging
length completing a miserly spell of 2
wickets for 16runs off his quota of 9
overs. Anura Malaweera continued to
bamboozle the lower order lawyers
with a sterling spell of 2 wickets for
18 runs off 6.3 overs. With none of
the lawyers managing to counter the
spin threat they soon folded for a
score of 179 with the only other notable
contributions coming from The newcomer Shaveen
and the old campaigner Hemantha Warnapala who
scored 25 and 21 runs respectively. Young Manoj

The Medics were
jubilant to have

of 8 years. The
match was played in a very friendly atmosphere

outstanding player of the match was youngster
Nipuna Senaratne who created a piece of history

In the gathering gloom
the 8 year long

and squarely

Lawyers in the
seconds
The seconds match was splayed in the adjacent
pitch. Having been asked to take the first lease the
docs were on the dock with 3 wickets falling
quickly for 10 runs. Responding to the challenge
skipper Uditha Jayatunga combining with Udara
Kularatne forged a century partnership completely
demoralising the legal attack..Towards the latter

part all the bowlers were flayed to all parts of the

ground by the rampaging Udara who made an
excellent 72 not out. Asanga Fernando chipped in
after Uditha departed for a captains knock of 34
runs. The total at the end of the allocated 30 overs
was 173 for 4 wickets.
In reply the lawyers
folded meekly due
mainly to excellent
bowling by Janaka
Weeratunga,(2 for 12)
Priyantha Siriwardene (2
for 26) Jeewaka
Samarasinghe (2 for 8)
and the evergreen
Janapriya who grabbed
2 for 3 runs In the final
over. The margin of victory was more than 100 as
the law reply ended in the 18th over for a mere 70
runs.
The event on the
whole proved to be a
great success again
and the main
organisers Wasantha
Tennakoon and Auffer
Asver must take credit
for another very
satisfying day.
The spouses of both
sides participated well
with the carnival spirit
being created by the
musicians and the crowd being entertained with
plenty of authentic Sri Lankan food. The tug of war
raised plenty of laughs and fun with the kids too
enjoying in the frolics.
It would have been nice to have an event for
ladies and maybe the organising committee will
take this on board for future events.

Thames Buddhist Vihara pays tribute to late Ven. Horana Pannasekera Nayaka Thera
Amidst an unusually large gathering, devotees of
Thames Buddhist Vihara performed the customary
'Mathaka Wasthra' Pooja ceremony, on Sunday
10th August 2014, to pay tribute and transfer merit
to the Most Venerable Horana
Pannasekera Sanga Nayaka Thera,
who passed away on 7th August
2014, in Sri-Lanka, aged 97, at the
Raja Maha Vihara University
Pirivena, Horana, where he was the
chief incumbent. For nearly 20
years, the Venerable, as Religious
Director, Thames Vihara rendered a
monumental service,
enthusiastically attending to
spiritual, religious, cultural,
educational and social needs, of the
Buddhist community associated with the Vihara.
Ven. Eheliyagoda Dammapala Nayaka Thera as
part of his sermon, read out autobiographical
extracts, which stated that the Venerable was
ordained at the age of 15 and went on to
successfully complete the highly acclaimed Royal
Pundit examination in 1951. Then he entered
Vidyalankara University and having obtained an
honours degree in 1965, went on to receive
comprehensive training in meditation at Buddhist
monasteries in Sri-Lanka, Japan and India. The

only aim in life of the Venerable, who was

proficient in many languages, was to teach Buddha
Dharma and meditation. That laudable aim took
him to many countries of the world as an invitee.
The Venerable during his stay at the
Vihara conducted Sunday Pujas,
religious ceremonies, formal functions,
visited hospitals and homes to bless
patients; administered last rites at
funerals; taught Buddhism at local
schools; taught Pali language and
meditation; attended
Inter-Faith meetings
and conducted
'wisdom dialogue'
sessions, which he
himself set up, in
addition to other duties, all
performed with dignity and
decorum.
Ven. Akurala Samitha Nayaka
Thera, Head of Letchworth
Dhamma Nikethanaya, praised
the rare and admirable qualities of the Venerable,
who received worldwide fame as an erudite
Buddhist Scholar and said he was one of the best
known ambassadors of Buddhism. Ven.
Kohukumbure Siridhamma Thera said that Ven.

Horana Pannasekera Nayaka Thera came to

Thames Vihara at the invitation of Ven.
Pahalagama Somaratana Nayaka Thera, and
expressed gratitude for the outstanding
contribution, made to the spread of the Dharma in
the UK and Europe during his stay at the Vihara.
Ven. Rambodagama Naradha Thera joined in the
conduct of the Pooja and 'water pouring'
ceremonies.
Dr. Herath Kularatne, President of Thames
Meditation Society, outlined the duties the
Venerable performed and
commented on his huge
popularity and high esteem in
which the
Venerable was
held, as
evidenced by
the unusually
large gathering
of devotees.
The President
especially
praised the abiding quality of the
devotees who always
remembered and paid their
gratitude to those who helped them.
Madawala Hemananda said how he was extremely

lucky to have had the rare opportunity to learn

Buddhism from 'Apey Panditha Hamuduruwo', on a
one-to-one basis and mentioned among others,
topics often discussed happened to be, the
importance of being in the 'present moment';
nurturing the practice of 'choice-less awareness'
and always to bear in mind our 'temporary tenant'
status in this world and to leave behind what we
use in good condition.
On Wednesday 13th August 2014 the devotees
offered the traditional 7th day 'Sangika Dana' Alms
Giving at the Thames Vihara to the Venerables,
who reiterated the importance of bearing in mind
the noble qualities of 'Apey Panditha Hamuduruwo'
and the benefit of
abiding by them, as
much as possible, to
enrich our lives. 'A
collection of Dharma
Talks' by Ven.
Horana Pannasekera
Nayaka Thera, edited
by Dr. Douglas
Mulgirigama has
been published in
two volumes. The
second volume is due to be launched next month
in Sri-Lanka.

Presidential

as may be appropriate containing the
findings of the commission's
investigations and inquiries and its
recommendations," the mandate of the
commission stated. In this regard the CoI
was mandated to look into the facts
surrounding the incident, the identity of
the victims and the nature of their
injuries, the circumstances that led to the
incidents, the identities of the
perpetrators, the efficacy of the
investigations into the incident, and
recommend measures to be taken
against the perpetrators in accordance
with the laws of Sri Lanka and
appropriate measures of reparation to be
provided to the victims of serious
violations of human rights investigated

and inquired into by the CoI and to their

next of kin.
It was also asked to recommend
measures to be taken by the government
to prevent such incidents in the future.
Presidential Commission of Inquiry on
failed finance companies
The commission presided by retired SC
judge Priyantha Perera was mandated to
examine the individual conduct for the
deficiencies associated in connection
with the items highlighted in the COPE
(Parliamentary Committee on Public
Enterprises) report, dated 22 June 2005,
by relevant officials of the Central Bank
of Sri Lanka (CBSL), who were in charge
of the regulation and supervision of
banking and non-banking financial
sectors during the period 1991 to 2005
and to inquire into and report on the
payment of advances to the failed

finance companies by the CBSL and

whether the recovery of such payments
could be made from the failed finance
companies and what action could be
taken against the directors of such failed
finance companies.
The commission appointed on 28
February 2007 concluded its work on 15
December 2008 and submitted the report
to President Rajapaksa. The total cost
borne by the government was Rs 25
million. JVP Leader Dissanayake said
when the commissions complete their
work and submit reports, a proper
discussion should have been initiated to
create awareness among people but
what happens today is these reports end
up as bulky documents and remain a
costly exercise that helps administrations
to buy time and sweep matters of
concern under the carpet.

ISSUE 1186

(island.lk) A very well organized Royal outfit overcame

a fighting Isipathana team 12-5 to win the All Island

Bogambara yesterday. In doing so, Royal put paid to
Isipathanas hopes of making a clean sweep of the

Isipathana had a good tournament, but came up short
in the final. They beat Maliyadeva 31-0 and
Piliyandala Central 24-5. Their match against
Kingswood ended in a 17-17 draw. But they

progressed to the quarters by virtue of having scored

a greater number of tries.
Another prominent side, St. Peters were given a fight
by St. Johns, Nugegoda (10-5). They survived a
scare and took Isipathana to the wire.
The Antonians were put down 5-7 by Trinity, but went
onto stretch Science College in the quarters.

Beat Pakistan by 77 runs in the second One Day International

Angelo and Thisara pilot Sri Lanka to victory

Sajeewa Jayakody in Hambantota
(dailynews.lk) Sri Lanka beat Pakistan
comprehensively by 77 runs in the second One
Day International played at the Mahinda
Rajapaksa Stadium in Hambantota yesterday. With
this win, the hosts squared the three match One
Day International series 1-1 with the deciding third
one dayer at the Rangiri Dambulla Stadium on
Saturday. Pakistan, chasing Sri Lankas
challenging target, seemed to be cruising at 114-1
at one stage, but Seekkuge
Prasanna (3-39) made the vital
breakthrough, by dismissing
Mohommad Hafeez (62) and the
hosts took control of the game.
Perera polished off the Pakistan tail
with three for 19.
The tourists, trying to chase down
the first 300 plus target on Sri
Lankan soil by any team, got off to
a flying start with opener Ahmed
Shehzad and one down batsman
Mohammad Hafeez putting on a
rapid 96 runs in 87 balls. After
Lasith Malinga removed Sharjeel Khan with the
total at 14 , Pakistan cruised to 84-1 in the first 11
overs. Pakistan slumped from a comfortable 114
for 1 to 115 for 3 as the Lankan spin trio
Seekkuge Prasanna, Rangana Herath and

Tillekeratne Dilshan troubled the Pakistani

batsmen and put the brakes on the run chase.
It was Prasanna who ended Mohammed Hafeezs
blistering innings (62 off 49 balls) trapping him lbw.
Skipper Angelo Mathews scored a career best 93
runs with a match defining 122-run partnership
with Mahela Jayawardene (68) for the fourth
wicket and Thisara Perera provided the late flurry
of runs, which helped Sri Lanka to post a
mammoth 310 runs in 50 overs.
With a brutal assault by all-rounder Thisara Perera
(65 off 36 balls), Sri Lanka set
Pakistan a mammoth 311-run
target.
After Sri Lanka were placed 194 for
6 in the 38th over, Thisara Perera
gave a grand finish to the Lankan
innings with four sixes and five
boundaries before he was run out in
the penultimate ball of the innings.
Perera and skipper Angelo
Mathews (93) put on an 87 run
partnership for the seventh wicket
in 49 balls as Sri Lanka piled up
116 runs in the last 11 overs as Thisara Perera
bludgeoned late flurry of runs in the closing overs.
After electing to bat, Sri Lanka captain Angelo
Mathews rescued the innings after Sri Lanka had
slumped to 62-3 in the 11th over. This time round
too, skipper Mathews and Mahela Jayawardene
propelled the innings with a 122-run invaluable
partnership in 141 balls after the 100-run stand in
the first ODI.
After Mahela Jayawardenes off stump was
shattered by Mohammed Hafeez in the 34th over,
Sri Lanka was demoralized losing Jayawardene
just before the much important batting power play.
Sri Lanka lost two wickets in the batting power play
from 36th to 40th over as Prasanna and Priyanjan
were dismissed by Mohammad Hafeez. It was the
turning point of the the Lankan innings, after the
hosts were set to make a formidable target for
Pakistanis.
Comparing with the
last match, Lankans
made 40 runs
losing only
Jayawardene in the
37th over. But this
time round, the
hosts lost two
wickets and made
only 24 runs as off
spinner Mohammed
Hafeez dominated
the power play
overs bowling three
overs. Hafeez, who
picked up four
wickets in the last
match, completed
his 10 overs with 3
for 39.

Unsuspecting Sri Lankans given new lesson

in Sevens rugby
By Callistus Davy in Hong Kong
(nation.lk) Sri Lanka were sent back to the
drawing boards in Sevens rugby as its campaign
to push ahead further in the first Leg of the Asian
tournament was terminated by ultimate
champions Hong Kong in a semi final match here
in Hong Kong on Sunday.Sri Lanka lost the Cup
semi final 21-0 up-front like never before in the
series and were given plenty of homework to do
before the second Leg of the championship in
Kuala Lumpur next week while Hong Kong
finished as the undisputed winner beating a
lacklustre South Korea 40-0 in an anti-climax final
relished by a partisan home crowd.
But Hong Kong also showed Sri Lanka that bodycontact can also make a difference in Sevens
rugby like the traditional fifteen-a-side game by
winning an ample supply of ball from out-mauling
the opposition and raking in the turn-over ball to
score two of their three tries from it.Sri Lanka
may have had just one moment to make a match
of the proceedings which was ruefully
squandered when Fazil Marija dropped the ball
passed by Anuraddha Wilwara with an open
defence a few metres from touchdown with Hong
Kong leading 7-0 in the
first half.
All that Sri Lanka gained

on the first day by beating China and Chinese

Taipei followed by a third win posted over
Malaysia (31-19) on Sunday was brought to zero
in their last match which was for the third place
ranking when Japan cruised to 42-12 win.But one
member of the Sri Lankan team, Wilwara, will
remember the event for many years to come as
he signed off as one of the leading try-scorers by
crossing the line seven times that included two
hatricks, one against Chinese Taipei and on
Sunday in the quarter final against Malaysia.
In contrast Sri Lankas Fijian coach Setafano
Cekau will take back some unwelcome memories
he had in the semi final against Hong Kong when
he confronted the referee during half time. But
Setafano acknowledged in a post match interview
that the team had plenty to correct in securing the
ball from rucks and mauls ahead of the second
Leg.He rued that the Sri Lankans may have also
been strained out after two weekends of the
domestic Carlton Sevens rugby without a rest.
Sri Lanka women retain Plate
In a dramatic turn-around the Sri Lankan
womens team retained their status as the fifth
ranked team by beating Singapore 26-10 in the
Plate semi final and Thialand 19-14 in extra time
in the final.Coach Chandrishan Perera attributed
