RE: THE BUSIA- GANG RAPE CASE
The Office of Public Prosecutions (ODPP) received a file from the Busia Office, regarding the sexually violated teenager from the same region. The case of this teenage victim has received global attention, with focus on her ara legic state as a result of the alleged incident. !ollowing these re orts, the Director of Public Prosecutions constituted a team from the "exual and #ender Based $iolence ("B#$) section, to review the file. %n addition, DPP &eria'o Tobi'o invited lawyers from (oalition on $iolence against )omen ((O$*)) and !ederation of )omen +awyers in &enya (!%D*) to artici ate in the ,oint review. !ollowing recommendations from this ,oint review team, the DPP directed as follows.. * new team of investigators to be constituted by the Director of (riminal %nvestigations. The officers should be senior from the /ead Office and referably female. They should be well e0ui of "#B$ nature. 1. The new team should wor' with ODPP2s section on "#B$ cases. 3. The new team is ex ected to review the file, re4 investigate the case, re4 interview witnesses5 and re are a com rehensive re ort with findings. 6. The services of a sychologist who has ex erience, s'ills, 'nowledge and ex ertise in traumatised sex victims5 should examine the com lainant to assess and in articular, give an o inion on whether it is normal, in cases such as this one for a victim to re ort after a long time. ed and 'nowledgeable in matters
