GRIH KALYAN KENDRA

TERMS AND CONDITIONS FOR BOOKING OF SAMAJ SADANS
I.
Booking timings
: 10:00 AM to 2:00 PM on all working
days. (Monday to Friday)
II.
Hiring Period
: Not exceeding two days for a single
party for marriage.
III.
Timings of use of Sadan
: For marriages/receptions from
10:00 AM to 8:00 AM of the next day
and from 10:00 AM to 10:00 PM for
other purpose.
IV.
Documents required to be produced, along with attested
photocopies thereof, at the time of booking of Samaj Sadans:-
a)
CGHS card (for Central Government Employees only.) In case, the
name of son/ daughter has been struck off from the CGHS card then
a photocopy of any educational certificate indicating relation may be
produced.
b)
Identity Card for Central Govt./State Govt./Public Sector undertaking
employees.
c)
Ration Card / Election Card.
d)
Photocopy of Birth Certificate in case of celebration of Birthday.
e)
CGHS Card or copy of allotment letter of the Govt.quarter for the
proof of being local resident.

V.
Time limit for booking of Samaj Sadans for all type of functions:
i)
Central Govt.Employees
For any date without any time
limit.
(ii)
Retired Central Government
Employees
Upto 6 months in advance.
(iii)
Others
Upto 3 months in advance.
Note: Dependent of Central Government employees means and
includes sons/daughters and others whose name are included in
the C.G.H.S card.
VI.
Mode of payment :
By Bankers Cheque/Pay order drawn in favour of Grih Kalyan Kendra
Payable at New Delhi.
VII.
Cancellation of booking:-
(i)
The Hiring charges Shall stand forfeited unless another party books the
Samaj Sadan for that day, in case of booking by another party hiring
charges will be refunded to the first party after deducting Rs. 500/-.
(ii)
Where the marriage is cancelled on account of unfortunate death of
the boy or the girl for whose marriage the Samaj Sadan is booked or
due to the death of either of the parents of the bride or bridegroom,
the booking amount as well as security amount may be refunded in
full subject to the production of the Death Certificate from the
appropriate authority as well as the affidavit, if required.
VIII. Vacation of Samaj Sadan
(i)
The booking party should vacate the premises of Samaj Sadan before
the expiry of the prescribed time by removing all their belongings,
tents,furniture, etc. failing which hiring charges for one more day and
also penalty will be recovered from the Security deposit.

IX
Penalties on account of Violation :-
a)
Penalty for digging of holes, breaking of glass panes, breaking
of tiles, theft/loss of fitting and spoilage of white-wash, tiles etc.
will be Rs.500/- or actual cost whichever is higher.
b)
The following violations shall attract a penalty of Rs 1,000/-
c)
d)
(i)
Overstayal beyond the prescribed permissible timings.
(ii)
The tent owners who do not remove their tents etc within time,
a penalty of Rs.1000/- for overstay upto four hours and thereafter
full days charges will be levied and deducted from the Security
Deposit.
The following violations shall attract a penalty of Rs 2,000/(i)
Loading of tent material at the time of vacating the premises
out side the permitted timing viz. between 5 AM to 8 AM.
(ii)
Illumination of trees and bushes.
Violations entailing forfeiture of Security amount in full:(i)
There will be no DJ or Band etc. between 10 PM to 5 AM next
day. Further, DJ will be allowed in the hall only and not in the
open space. Violations of these instructions would entail
forfeiture of full security deposit.
(ii)
Consuming liquor/alcoholic drinks in and around the Samaj
Sadan.
(iii)
Using of Samaj Sadan for the purpose other than the one for
which it is booked.
(iv)
Booking of Samaj Sadan by Govt. Servants at concessional
rates for use by others.
(v)
Bursting crackers inside the campus.
(vi)
Disturbance of peace and tranquility by the booking party in
and around the Samaj Sadan due to quarrel etc.
Note: The concerned Chowkidar as well as Area Welfare Office is
authorized to take necessary steps including calling of police in case
of violation of any Terms and Condintions.

X.
Refund of Security:(a)
The cheque of refundable Security deposit will be sent to the
booking party by post/through courier at their last known
address. As soon as the function is over and the Samaj Sadan
is vacated by the booking party, the concerned Chowkidar has
to take the following documents from the party and submit in
the office alongwith clearance certificate immediately:(i) Original Receipt.
(ii) Invitation Card.
(iii) Allotment Letter.
(b)
In case where the cheque of refundable security amount is
returned undelivered, the same should be claimed within a
maximum period of 180 days, failing which the amount of
security deposit shall stand forfeited.
XI.
General Instruction:-
(i)
The GKK has launched its own website. Availability of a Samaj Sadan
can be seen on the GKKs website www.grihkalyankendra.gov.in or
www.grihkalyankendra.nic.in. The booking form can also be
downloaded from the website.
(ii)
Samaj Sadan will be booked strictly on "first come first served" basis.
(iii)
Giving false information in the applicant form and misuse of Samaj
Sadan is an offence.
(iv)
Play the music/ band etc. in low decibel that too during permissible
timings only so as not to disturb and cause inconvenience to the
residents of the area.
(v)
The operation of Generator Set above 5 Kva capacity is not allowed
between 10:00 PM and 6:00 AM. Only those noiseless Generators
set having installed mandatory acoustic enclosures and adhere to
the prescribed standards for noise and emissions will be allowed.
(vi)
The parking area is very limited therefore, booking party should bear this
fact in mind while bringing the vehicles during the function. Vechiles are
to be parked in the parking area and buses out side the campus/colony.
(vii)
Booking party has to arrange their own water tanker for cooking etc.

(viii) Maintaining law and order is the responsibility of the booking party.
The activity of booking party shall not in any way infringe or disturb
the peace and tranquility of the area.
(ix) The party has to vacate the premises before the expiry of stipulated
time and in case the vacant premises is not handed over on the
scheduled time, the party is liable to be evicted by force and the GKK
will not be liable to pay for any loss/damage or compensation for this
function.
(x)
A dari/ carpet should be laid before meals are served during function.
(xi) The party may instruct the Halwai/tentwala etc. that their workers
should not misbehave with the local residents and do not make loud
noise by throwing/putting their articles in the vehicle at the time of
unloading/loading of tent material even between the permissible timings.
(xii) Cooking/ warming of food is allowed only at earmarked cooking space.
For cooking only LPG gas stove is to be used.
(xiii) Pasting bills / postures, fixing nails etc. on the interior/ exterior walls
of Sadan is not allowed and will attract a penality.
(xiv) The GKK reserves the right to cancel the bookings in public interest
or other overriding prorities with prior notice. In such cases, full amount
of Security Deposit & hiring charges shall be refunded. The booking
party may also book an alternate Samaj Sadan Hall, if available and
in such cases security and hiring charges will be adjusted.
(xv) No tips are to be given to any worker of GKK. In case any worker asks
for money or other favour, the user may contact Administrative Officer
(24616219), Security Officer (24648081) or Secretary GKK
(24616218, 9911195336).
(xvi) The trucks carring tent load etc. will not be allowed to enter the main
gate as they damage the sewer and water pipes.
AVOID NOISE POLLUTION CAUTIONS DELHI POLICE
Loud music, beating drums, loudspeaker, cracker or any form of intense
noise decreases ones ability to hear, increases stress, distraction and
discomfort and takes away the peace of mind. Moreover, making loud
noise is punishable by law with imprisonment up to five years or fine
upto rupees one lakh, or both.

(i)
The operation of Generator sets above 5 KVA capacity shall
not be allowed in residential area between 10 p.m. & 6 a.m.
(ii)
Mobile Generator sets used in social gatherings and public
functions shall be permitted only if they have installed mandatory
acoustic enclosures and adhere to the prescribed standards
for noise and emissions.
(iii)
The Noise Pollution (Regulations and Control) Rules, 2000
Prescribed Ambient Air Quality Standards in respect of noise
for residential area at 55 db (A) during day time (6:00 AM to
10:00 PM) and 45 db (A) during night (10:00AM to 6:00AM).
Non Booking of Samaj Sadans:
Keeping in view of the Boards Examination, following Samaj Sadans
shall not be booked for holding marriage/cultural function etc. w.e.f.
1st January to 31st March.

Minto Road
Shall be booked only for local
residents.
However, on representivions from the Central Government employees
residing in these colonies that non-booking of these Samaj Sadans during
marriage seasons amounted to denial of this welfare activity to them. GKK
Board in its meeting held on 13.12.2006 decided that the booking of these
Samaj Sadans from January to March each year may be allowed only to
the Central Government servants that too if the booking party gives a written
undertaking that no loud music shall be played and that in case of breach
of this undertaking the entire amount of security deposit shall be forfeited.
This amount of security deposit has also been increased to Rs. 20000/- for
these three months.

RWAs recognized by DOPT, have been allowed to use the Samaj Sadans for four occasions in a year to
arrange General Body Meetings, Elections, Annual Functions and Sports Meet @ Rs.500/- per day. In
addition to hiring charges, a security deposit of at least Rs.500/- will also be charged from RWAs.
An amount of Rs.500/- will be charged extra from the users as cleanliness charges.
The hiring chages of Samaj Sadans for official functions of Government Departments and registered Societies
shall be equivalent to the rates prescribed for Central Govt. Employees.
Hiring charges for condolence meetings or any other sad occasion will be at the concessional rate of
Rs.1000/- for all categories of persons.
Samaj Sadans will be provided for Blood Donation Camps and Health Melas sponosored by Central/ State
Governments free of cost.
The hiring charges of the Samaj Sadans for Exhibtion-cum-sale by manufacturing/wholesale dealers, etc.
will be same as charged from others.
The Security deposit and hiring charges can be changed/revised by the GKK Board from time to time. The
booking parties will be required to pay the charges applicable at the time & date of function.
