e-Manifest User Registration
EPA launched the hazardous waste electronic manifest (e-Manifest) system on June 30, 2018. To use the e-Manifest module in the RCRAInfo Industry Application, individual users will need to register for the system.

Who Must Register for e-Manifest?
All of the following must register in e-Manifest:
- All receiving facility sites that receive manifested waste under either federal or state law of either the generation state or the destination state are required to register for e-Manifest. Registration is required for user fee invoicing, to submit manifests electronically, and to submit post-receipt data corrections to manifests.
- Generators and transporters must register for e-Manifest if they wish to electronically create and sign manifests in the system. Registration is also required to view manifest records in the system or to submit post-receipt data corrections to manifests, regardless of the type of manifest (i.e., paper versus electronic).
- Brokers must register for e-Manifest if they wish to create manifests electronically for their clients.
- State inspectors will need to register for e-Manifest to view manifests and manifest data for entities conducting hazardous waste activity in their state.
The public does not need to register for e-Manifest. Manifest data will be publicly available 90-days post-receipt on EPA’s RCRAInfo Web public site.
How to Register for e-Manifest
In order to register for e-Manifest, you must do the following:
- Step 1: Obtain an EPA ID number
- Complete EPA Form 8700-12
- You may be able to apply for an EPA ID number electronically. Please check with your state environmental agency to see if the electronic myRCRAid system is available to you.
- Step 2: Assign a Site Manager for your site or EPA ID. EPA encourages each site/EPA ID to register at least two Site Managers before registering for any other permission levels.
- A Site Manager is a special permission. In addition to having permission to view, create, and sign electronic forms for e-Manifest, Site Managers also manage and approve permissions for other users in their organization.
- Site Managers also have view/create/sign access and ability to control user permissions for the two other RCRAInfo industry applications – myRCRAid for electronically submitting the Site ID form (EPA form 8700-12) and Biennial Report for electronically submitting the Biennial Report form (EPA form 8700-13).
- For receiving facilities, Site Managers will have the ability to see billing invoices for their site as well as submit payments.
- Step 3: Register for e-Manifest in RCRAInfo
- Go to the RCRAInfo Sign in page to begin the registration process
- Review User Registration video for instructions on the user registration process
- The RCRAInfo Industry User Registration e-learning course is available to assist you with the registration process. You will need to establish a free account within LearningZen to access this course and other courses associated with the RCRAInfo Industry Application by clicking the “Request access to this portal” link, completing the information requested, and supplying the authorization code of “rcrainfo”.

- Step 4: EPA or Site Manager approves registration
- EPA will administer user registration and account maintenance in the e-Manifest module for those entities in states that have not opted into myRCRAid or the BR industry application. EPA will prioritize registration of Site Managers, as Site Managers will then manage user registration and account maintenance for others in their organization.
