Community integration is accepted as one of the important purpose of community-based mental health services in the mental health area. To ensure social integration, the only hospital-based services from the application of the new model is not a goal that can be achieved with the transition to community-based services. To be integrated into community of individuals with mental illness, health, education, employment, social security and social aids, there is a need for support in areas such as social assistance. That need only can be transferred by the application with the rights recognized in these areas. At this point, the use of social rights takes place in a central location. In this study, with emphasis on the concept of community integration, social rights granted to individuals with mental illness will be examined in our country in the light of this conceptual framework and using data on the use of these rights, it will try to uncover the effects of community integration. ÖZET Toplumsal entegrasyon, ruh sağlığı alanında toplum temelli ruh sağlığı hizmetlerinin en önemli amaçlarından birisi olarak kabul edilmektedir. Toplumsal entegrasyonun sağlanması, sadece hastane temelli verilen hizmetlerden yeni modellerin uygulandığı toplum temelli hizmetlere geçiş ile ulaşılabilecek bir hedef değildir. Ruhsal bozukluğa sahip bireylerin topluma entegre olmaları için sağlık, eğitim, istihdam, sosyal güvenlik, sosyal yardımlar gibi alanlarda desteklenmelerine ihtiyaç duyulmaktadır. Bu ihtiyaç, ancak bu alanlarda tanınan haklarla uygulamaya aktarılabilir. Bu noktada sosyal hakların kullanımı merkezi bir konumda yer alır. Bu çalışmada toplumsal entegrasyon kavramı üzerinde durularak, bu kavramsal çerçeve ışığında ülkemizde ruhsal bozukluğu olan bireylere verilen sosyal haklar incelenecek ve bu hakların kullanımı ile ilgili veriler kullanılarak, sosyal hakların toplumsal entegrasyona etkileri ortaya çıkarılmaya çalışılacaktır.

Çalışmanın temel amacı, Siirt şehrine göç eden ve kentte yaşayan geçici koruma statüsündeki Suriyeli sığınmacılar ve yerel halk arasındaki ilişkiyi incelemek, sığınmacılar ile kent sakinleri arasındaki ilişkinin seviyesini belirlemek ve entegrasyon konusunda ne aşamada olduklarını ortaya çıkarmaktır. Entegrasyon her ne kadar tek taraflı bir süreçmiş gibi görünse de aslında hem yerel halkın hem de sığınmacıların karşılıklı çabaları ile şekillenen bir olgudur. Araştırmaya konu olan Siirt, Güneydoğu Anadolu Bölgesi'nin Dicle Bölümü'nde yer almaktadır. Genel olarak araştırma sahası, Güneydoğu Anadolu Bölgesi'ndeki plato alanı ile Doğu Anadolu Bölgesi'ndeki dağlık alan arasında kalmaktadır. Siirt ilinin yüz ölçümü yaklaşık olarak 284 km²'dir En genel manasıyla göç, kişilerin, toplumların siyasi, doğal, ekonomik, sosyal, etnik ve dinsel nedenlerle gerçekleştirdikleri zorunlu ya da gönüllü yer değiştirme veya mekânsal hareketlilik süreçleri olarak tanımlanmalıdır. Göç, tek taraflı bir mekânsal değişim sürecinin ötesinde, ekonomik ve kültürel etkileşim, sosyal statülerdeki değişimler ve sonuçları itibariyle sosyo-mekânsal dokuda çok yönlü yansımaları olan bir olgudur. Arap Baharı olarak başlayan toplumsal olayların Suriye'ye kadar yayılması ile beraber Türkiye, Nisan 2011'de Suriye'den gelen ilk göçmen grubuyla tanıştı ve o günden bu yana Suriye'den Türkiye'ye gelen sığınmacıların sayısı artarak devam etti. Özellikle sınır kentlerinde sığınmacıların barınması için merkezler kuruldu ve göçmenler ilk etapta buralarda tutulmaya çalışıldı. Günümüze gelindiğinde ise Suriyeli sığınmacılar artık, Türkiye'nin dört bir yanına dağılmış durumdadır. Siirt kenti Suriyeli sığınmacıların geldiği kentlerden biridir. Kentin çok dilli bir kültürel yapıya sahip olması ve özellikle de Arapçanın konuşuluyor olması sığınmacıların kentteki sayılarının artmasında önemli bir faktör olmuştur.

This study analyzes the Turkish Arabs’s security concepts, intra-tribal marriage, cultural dimension of religion and their interactions with the other groups they live together through the example of Shego and Bidri tribes. The Arab tribes of Shego and Bidri remained in the area surrounded by mountains for a very long time and stayed away from the reform policies of the central government and the interaction with the rest of the world. Therefore, the ethnocultural identities of these tribes, which were recognized as a result of their rebellions that started with centralization and continued with the Republican administration process, exhibit an endemic characteristic and are influenced by the societies in which they live with. In these tribes, the local Arabic language, daily life, their relations with the religion and state are shaped as a result of their identity codes.
