To understand Public Administration, I wold like to suggest this book. the book emphasized on Practical aspects not the theoretical arena. So it can be termed as practical handbook of administration.

Human immunodeficiency virus type 1 (HIV-1) following integration hijacks host cell machineries where chromatinization of the viral genome regulates its latency, transcription, and replication. The cooperation among ATP-dependent chromatin remodeling factors, posttranslational modifying enzymes, and histone chaperones is well established during transcriptional activation in eukaryotes. However, the role of histone chaperones in transcription of the HIV promoter is poorly understood. Previous studies from our group have established the role of the human histone chaperone nucleophosmin (NPM1) in the acetylation-dependent chromatin transcription. NPM1 is known to interact with HIV-Tat. Here, we report that infection by HIV-1 induces the acetylation of histone chaperone NPM1. Acetylation of NPM1 was found to be critical for nuclear localization of Tat as well as Tat-mediated transcription alluding to the critical role for the host factor towards viral pathogenesis. Furthermore, knockdown experiments mediated by small interfering RNA identified the critical role played by the chaperone NPM1 in transcriptional activation of the integrated provirus. These results shed further insights into the possible role of histone chaperone NPM1 acetylation in viral gene transcription, which could be a potential therapeutic target.► In this study, we report that HIV-1 infection induces the acetylation of NPM1. ► Acetylation of NPM1 is critical for Tat-mediated transcription. ► It is also required for the nuclear localization of Tat. ► Acetylated NPM1 is enriched on the HIV-1 promoter in a Tat-dependent manner.

Reformasi Birokrasi menjadi harapan bagi masyarakat terhadap pemerintah agar mampu memerangi KKN dan membentuk pemerintahan yang bersih serta keinginan kuat masyarakat untuk menikmati pelayanan publik yang responsif, efisien, dan akuntabel. Upaya untuk membenahi birokrasi mencakup empat aspek penting yaaitu: Aspek Politik (Organisasi, pengawasan, kewenangan, kebijakan, netralitas), aspek kewenangan pemerintahan, aspek Administrasi, serta aspek mentalitas dan kultur. Reformasi birokrasi bertujuan untuk meweujudkan tata kelola pemerintahan yang baik (good governance) melalui birokrasi yang profesional, bertintegritas tinggi, dan dapat menujukkan perubahan secara signfikan.
Upaya penerapan New Public Management di Indonesia masih belum bisa dikatakan berhasil. Namun, Kemenkeu dan BPK yang lebih menonjol diantara lembaga lain dalam menerapkan konsep NPM ini. Berbagai kendala dan hambatan muncul anatar lain: Perekonomian negara yang didominasi oleh perusahaan asing bukan pengusaha lokal, privatisasi sektor publik sulit dilakukan karena kondisi pasar yang tidak cukup stabil dan kuat, meningkatnya korupsi, sistem kontrak dan penyediaan pelayanan publik yang justru menimbulkan korupsi dan politisasi, dan struktur kelembagaan yang miskin fungsi kaya struktur.

Aesthetic Experiences And the Miracle of Action
On the Radical Possibility of Art In Teaching And Learning

Abstract
This master essay starts with the author having an encounter with two 14-years old  boys who claim that they are Nazis. In a school project where the pupils made films about norms in the society they made a film with a clearly racist and homophobic message. As a freelance artist the author was a part of a school development program in aesthetic learning, and the assignment in the actual school was supposed to teach the pupils about norms and how they effect people on an everyday basis. All the films fulfilled this purpose, but the actual film did something more: it revealed the zero-tolerance rule in this particular school as a norm that silenced not only these boys, but also any pupil having a different opinion than the teachers.

The situation described took place in a classroom in primary school in the area of Stockholm some years ago and even though the film was never shown to anybody that could be offended except the author herself, the author left the school with a feeling of total failure, and two questions craving for answers: Why couldn’t she, nor the teachers, find the time and space to meet the boys, taking their invitation to discuss the zere-tolerance-norm seriously? And what role did the fact that the school had a “zero-tolerance-for-racism rule” play in the cultivation of the boy’s feelings of exclusion and in the way the teachers treated their obvious need for recognition as sane and (soon-to-be) grown up men?

Using Hannah Arendt’s ideas of action as the fundament of the investigation, the author poses questions about what space for action there is in the daily work of a teacher today, but also what happens when there is no room for action, when we become the blind administrators of homo faber. The method of the study includes 1) a dialogue seminar with teachers from elementary school, 2) examples and reflections from the author’s own teaching practice at the teacher education and 3) a philosophical investigation focusing on the concepts of aesthetic experience, aesthetic learning, not-knowing and unlearning. In dialogue with Sarah Ahmed, John Dewey, Hans-Georg Gadamer, Maurice Merleau-Ponty, Jacques Rancière, Cusanus and Jonna Bornemark, she further tries to understand what role the film, as an aesthetic experience, played in the example with the Nazi boys. Is there a radical possibility in art that can create space for action in Arendt’s sense? Further, in dialogue with the poet Wiszlava Szymborska, the clown Nalla Laanela, and two novelists; Rachel Cusk and Albert Camus, she tries to understand the possibilities that lie within aesthetic learning when it comes to re-thinking the role of the teacher aiming for a sustainable approach to teaching and learning in a society where teachers work themselves sick.

This paper discusses NPM-inspired public sector reforms in Finland and analyses bus services as an example. It seems that most of the reforms in OECD countries are framed by loosely defined NPM doctrine, thus emphasising such institutional arrangements and measures as downsizing, privatisation, corporatisation, outsourcing and competitive tendering. Nordic countries are not exceptions to this trend, even if they seem to adopt a kind of mixed strategy of traditional and NPM-inspired reforms.

Frameshift mutations in exon 12 of the nucleophosmin gene (NPM1) result in aberrant cytoplasmic localization of the NPM protein (NPMc+) and occur in 25% to 35% of adult acute myeloid leukemia (AML). In adults with AML, NPMc+ has been associated with normal karyotype, FLT3/ITD mutations, high remission induction rates, and improved survival (particularly in patients lacking FLT3/ITD). NPMc+ has not been well characterized in childhood AML. This study examines the incidence and clinical significance of NPMc+ in 295 children with newly diagnosed AML treated on a large cooperative group clinical trial (POG-9421). We find that NPMc+ is relatively uncommon in childhood AML (23 of 295 patients, 8%); and is significantly associated with FLT3/ITD mutations (P = .046), female sex (P = .029), older age (P = .047), and normal cytogenetics (P < .001). Framed within the paradigm of New Public Management (NPM), structural reforms in the EU aimed at modernizing the public administrations of Member States (MSs) have long since been a priority area of the EU's economic policy. Since the 1990s, these reforms have been sharply intensified across European countries with the declared purpose of enhancing economy, efficiency and effectiveness in their national public sectors’ organizations. In line with the European Commission's recent research initiatives in search for novel quantitative data on NPM in the EU, this paper studies European parties’ NPM reform rhetoric. More specifically, it investigates the MSs’ institutional, economic and political context within which parties have declared their intention of reforming national administrative systems. Thus, it sheds light on the MSs’ domestic factors that are associated with the diffusion of the NPM values across the political discourse of EU's national parties.
