Light Rail

Suomessa suurimmille kaupunkiseuduille kehitetyllä MALPE-toimintamallilla (maankäytön, asumisen, liikenteen, palveluiden ja elinkeinojen yhteensovittaminen) on noin kymmenen vuoden ajan pyritty integroimaan perinteisesti eriytyneitä hallinnonaloja ylittäen samalla kuntarajoja toiminnallisen kaupunkiseudun eheyden tukemiseksi. Tämän MALPE-kehikon sisällä yksittäiset kaupunkikehityshankkeet voivat nousta merkittävään rooliin, kun valtion ja seudun kuntien välisen MAL(PE)-sopimuksen sisältöjä viedään toteutukseen.

Tarkoituksenani on tarkastella, millaista potentiaalia Tampereelle rakentuva ja myöhemmin seudulliseksi laajennettava raitiotiehanke luo integroivalle kaupunkisuunnittelulle ja -kehittämiselle. Raitiotie on ainakin suunnitteluvaiheessa näyttäytynyt paitsi merkittävänä joukkoliikennehankkeena, myös laajempana kaupunkirakenteen kestävyyden ja kasvun hallinnan välineenä.

Joukkoliikenteen ja maankäytön infrastruktuurihankkeena raitiotie ilmentää kansainvälisesti tunnettua joukkoliikenneorientoituneen kaupunkikehittämisen mallia (TOD, transit oriented development), jossa eri toimintoja sekoittavaa rakentamista ohjataan liikkumisen keskeisten solmupisteiden yhteyteen. Esitän, että tämän lisäksi raitiotie on paljon muutakin; se voi toimia keskustelupintana myös laajemmille hallinnan ja päätöksenteon kysymyksille.

Paperini perustuu tuoreeseen, Tampereen yliopiston johtamiskorkeakoulun ympäristöpolitiikan ja aluetieteen opintosuunnan pro gradu-työhön Kestävää kasvua joukkoliikennekaupungissa: Strateginen maankäytön suunnittelu ja kasvun hallinta Tampereen kaupunkiseudulla. Käsitellyt teemat kytkeytyvät lisäksi Suomen Akatemian rahoittamaan STN-hankkeeseen BEMINE (MALPE-koordinaatiosta integroivaan visiointiin), jossa tutkitaan kestävää kaupunki-ja kaupunkiseutukehittämistä suomalaisessa MALPE-suunnittelun kontekstissa.

This 2013 paper was a general overview proposing a light rail transit line for Savannah, Georgia. It primarily explores the economic costs and benefits of such a system. Cost estimates are rough, and they do not account for archaeology, geology, or engineering.

As cidades constituem-se como arranjo socioespacial escolhido para trabalho, educação, saúde, lazer e demais dimensões da vida cotidiana no Brasil. Desta forma, a questão da mobilidade urbana torna-se fundamental no contexto das cidades e os planos de mobilidade urbana constituem-se em ferramentas imprescindíveis para a construção do pleno deslocamento da população — fundamental para o exercício da cidadania, desenvolvimento econômico, social e sustentabilidade dos municípios. Este trabalho final de graduação tem por objetivo estudar como devem ser estabelecidos planos de mobilidade urbana para um município de médio porte considerando suas interfaces com a dimensão regional. Para compreensão do tema, foram levantados: (i) referenciais teóricos relacionados à mobilidade urbana, a partir dos marcos legais e das políticas públicas existentes no Brasil; (ii) caracterização dos diferentes modais existentes, bem como a definição de intermodalidade e (iii) planos de transporte e mobilidade urbana implantados no país, a fim de possibilitar uma breve leitura de planos e informações quanto aos seus aspectos positivos, negativos e especificidades. A revisão da literatura possibilitou (a) um entendimento sucinto do que tem sido discutido e definido, por meio de diretrizes e normas sobre o tema no atual panorama brasileiro; (b) a identificação da percepção de que o Brasil tem mostrado uma preocupação crescente em incluir a mobilidade urbana nos processos de planejamento urbano, fato já consolidado internacionalmente; (c) o delineamento de um plano básico e geral de conexões interligando as cidades que compõem a Região Administrativa de Ribeirão Preto; (d) a apresentação de um plano de mobilidade básico e geral para a cidade Ribeirão Preto, tendo como elemento interlocutor o plano de conexões proposto interligando as cidades que compõe a Região Administrativa; e (e) concentrar os estudos em eixo viário específico da Região Norte da cidade, ampliando a escala de detalhamento em função de sua complexidade e problemas de mobilidade detectados durante as etapas de levantamento. O trabalho espera colaborar no desenvolvimento e incentivo de novas análises relacionadas ao tema e os dados coletados poderão ser analisados de maneira mais específica, permitindo maior compreensão sobre cada um dos aspectos levantados.

Un processo sostenuto da un’estesa rete ferroviaria locale che, chiusa l’epoca delle grandi dismissioni, potrebbe trovare una nuova identità grazie ai sistemi ferroviari leggeri (norma LNT3) e assurgere a nuovo paradigma come lo fu, negli anni Novanta, il “modello Karlsruhe” in Germania.

automobile. Canberra’s population of 352,000 is relatively spread out with a low overall average population
density. Recently, the local government (the government of the Australian Capital Territory) submitted a bid to
the Australian federal government to fund a light-rail system for the city. This paper examines the issues of
serving low and medium density communities with light rail, using Canberra as a case study. The paper
qualitatively and quantitatively outlines the socioeconomic and demographic profile of Canberra, with a focus on
centres of population and economic density; reviews the literature on Light-Rail Transit (LRT) and other
‘structural’ transit, which includes significant fixed capital investment such as Bus-Rapid Transit (BRT) for low-
to-medium density areas; and analyses what an LRT in Canberra would look like if it is to be financially and
operationally sustainable.

Aligned with the goals of the Mexican National Development Plan, the state of Jalisco, one of the 32 Federal Entities of Mexico, is rapidly developing. To maintain a proper management of public debt, the government of Jalisco has sought a viable instrument to promote economic growth by generating infrastructure that have a direct impact and that benefit the population.

In this paper, Mr Jorge Aristóteles Sandoval Díaz, Governor of the State of Jalisco, describes the significant adjustments that his government implemented aiming at restructuring state finances and strengthening austerity measures in public spending in order to allocate the resources to prioritizing actions for the benefit of the citizens. In particular, he focuses on the local government’s commitment to give new impetus to investment in infrastructural projects thanks to the sectoral Program called “Movilidad Sustentable” (Sustainable Mobility). This Program looks at the interaction of the public transport with the other actors of mobility (pedestrians, cyclists and car drivers) and sets a model for reorganization and improvement. More concretely, the plan for the “Extension and Modernization of Light Rail Line 1 of Guadalajara” is part of this Program and serves as the case study that Mr Sandoval Díaz uses to explain the idea that public funding can be a trigger for economic development, as long as it is responsibly administered.

There are many articles discussing time and cost overruns in mega projects. This research, however, looks at a case that was successful in managing these aspects: a metro extension in the Rotterdam Region in the Netherlands. The literature identifies several causes for overruns and the question thus becomes what prevented these causes from occurring? The answer in Rotterdam's case seems to be a strict focus on reducing complexity, or in other words to keep it simple. Therefore, the main focus in this article is on the reduction of complexity and its effects on the planning of mega infrastructure projects. Are there only advantages to this approach or do certain facets of this approach have negative consequences? Using a case study method with interviews, this article shows the conditions under which the reduction of complexity is beneficial or detrimental.
