Interdiction

La promulgación de la Ley 1996 de 2019 implicó un cambio en el paradigma existente sobre la capacidad legal de las personas en situación de discapacidad en Colombia. La introducción del modelo social de discapacidad se materializó a través de la creación de nuevas instituciones jurídicas que cambian el panorama en materia de capacidad jurídica. Este artículo estudia dichas novedades sustanciales y procesales, así como su impacto en algunos aspectos del derecho privado. En especial, se estudian los cambios en los requisitos de validez de los actos jurídicos y en el régimen de inimputabilidad en materia de responsabilidad civil.

I. Le sacré et la ligne : des affinités principielles Il est remarquable que le sacré partage avec la ligne des propriétés de nature principielle. Comme propos liminaire 1 , nous proposons ainsi d'entrer dans notre sujet en considérant les propriétés que le sacré et la ligne partagent. In times at which economic logic and a one-dimensional discourse of science silence alternative ways of thinking in our societies, this paper invites us to understand the law from a largely unexplored dimension: the dimension that institutes life, binding the social, the biological and the unconscious in a space that reproduces the logic of Interdiction. To achieve this goal, this paper begins by exploring the obstacles that make jurists unable to conceive a link between their discipline and psychoanalysis, as well as incapable of opening the law to its analysis. Among these, we encounter conceiving the legal system as the discourse of Reason in the West, construction which will remain an obstacle to the convergence between law and psychoanalysis unless we understand that the origin of this conception lies in the choice of Roman Canon law as its historical representation. Then, it reviews the notion of society, approaching it as a theatrical construction set by discursive practices, allowing the recovery of genealogical knowledge of the reference and to this end, builds on the knowledge of Roman law. Hand-in-hand with a psychoanalytic approach, it points out how a vast social system of interpretations places the law within the transmission of the Interdiction for the subject, transmission which introduces him to the institutional dimension of the limit. We also approach the unconscious aspects of the representation of the subject, by putting a transsexualism case law under the light of its notion of symbolic determinism. Finally, it reflects on the power of the State to divide words and things, that is, the Third separator, category necessary for the operation of law. Consequently, this paper allows law to be seen as refering to the order of life and also calls upon psychoanalysis to deepen the institutional dimension.

: Improvised explosive devices (IEDs) are effective weapons for insurgents targeting conventional military and security forces. Real-time information gathering about likely use of such weapons is one approach to reduce the effectiveness of IEDs. Unmanned aerial system (UASs) may provide the information gathering capability commanders need to interdict IEDs. Currently, UASs are not systematically utilized in that capacity. This research develops a routing tool that uses column-generation techniques and a greedy algorithm to route UASs through suspected IED locations for the purpose of IED interdiction as it transit to and from command directed missions. In empirical studies of data sets with up to 125 IED locations and missions, the routing tool provides optimal or near-optimal solutions in all instances tested. The tool produces de-conflicted routes for up to three UASs within five minutes of computing time.

: This study examines the interaction between the land component and the air component during the conduct of rapid maneuver operations executed by smaller warfighting units. In the conduct of rapid ground operations, certain conflicts have arisen that have both doctrinal and operational origins. What has resulted from these conflicts is that the transition from shaping operations, conducted and controlled by the air component commander, to close operations waged almost exclusively by the ground component, does not happen as effectively as it could. Many of the issues surrounding Cuban migration are unique but not new. Normal immigration from Cuba has been elusive since Fidel Castro came to power. Over the past 50 years, the practice of Cubans fleeing by boat to the United States has become commonplace, and at some points reached the levels of a mass exodus. Since the last upsurge of " boat people " in the mid-1990s, the United States and Cuba worked toward establishing safe, legal immigration, which includes returning migrants interdicted by the U.S. Coast Guard. These migration policies, however, are not without critics. The immigration of Cubans to the United States has increased since 1995, although the actual admission numbers have ebbed and flowed over this period. : The United States military has become increasingly involved in law enforcement operations aimed at combatting illegal drugs. The military's direct participation in this effort has two perspectives. From the political perspective, American tradition opposes military intrusion into civil affairs. As a result, direct military participation in enforcing drug laws has legal and political limits. The military is most restricted when operating within the United States, but less so when operating outside the United States. From an operational perspective, military support to civil law enforcement has improved interdiction of drug smuggling. Nevertheless, the national effort to stop illegal drug smuggling has failed as more drugs than ever before are entering the United States. The problem is one of demand.

The use of organochlorine pesticides, including DDTs, chlordanes, and dieldrin, peaked in San Francisco Bay's watershed 30–40 years ago, yet residues of the pesticides remain high. Known as legacy pesticides for their persistence in the Bay decades after their uses ended, the compounds and their breakdown products occur at concentrations high enough to contribute to advisories against the consumption of sport fish from the Bay. The UN peacekeeping mission in Bosnia (UNPROFOR) was a mission during the Bosnian War from 1992 to 1995. This mission was executed by NATO. Mandate for this mission has been one of controversy, for scholars and in international politics; especially concerning the reasons for air-interdiction, the main subject of this article. Air-interdiction is all military action by aeroplane from a position in the air. The reason for using this technology and its corresponding tactics is to apply a precise amount of military power on a specific target. Targets may be military or civilian. In which case would air-interdiction be justified? With both military and civilian targets doctrine provides for justification and guidelines. But, when a request is made for air-interdiction contradictory to the mandate and no justification is given, a discrepancy in doctrine could be argued. Also, when an air-interdiction is aimed at civilian targets the 'precise amount of power on a specific target' becomes a diffuse term. Moreover, when for instance an amount of groundbased peacekeepers are taken hostage as reprisal after an air-interdiction, the reasoning that it was an air-support mission becomes jeopardised. The reason for air support is in practice not a question of black and white. Certainly in a modern day and age, reasoning behind tactics become a grey area.
