In order to improve the performance of human resources (in this case is a lecturer) at the Faculty of Computer Science University of Mercu has conducted a lecturer's performance evaluation at the end of each semesterBuana periodically. The evaluation is aimed at improving the ongoing teaching and learning process. Based on the evaluation results, we will get an overview of the lecturer's work value for each semester. Ongoing lecturer evaluation activities have several problems such as lecturer evaluation process is still done manually.To solve these problems, it needs a change within the system that is from the manual lecturer evaluation system into web-based lecturer evaluation information system.Thus, all processes in lecturer evaluation activities can be done by online, either in the input process of questionnaires or in presenting a report.Lecturer evaluation activities which conducted by online can assist in making decision to get the best lecturer's recommendation by using ELECTRE method.System development method which use are use case diagram, activity diagram, sequence diagram, and class diagram and then is use PHP and MySQL as a programming language.

Sağlık bakımı alanında performans ölçütlerinin belirlenmesi ve değerlendirilmesinde kabul görmüş genelgeçer bir model bulunmamaktadır. Her ülke kendi sağlık sunum sistemlerinin farklı kısımlarını farklı amaçlarla izlemektedir. Ayrıca, birbirinden oldukça ayrımlaşmış sağlık sunumu sistemlerinde uygulanan performans ölçüm çalışmalarını karşılaştırmayı sağlayan teorik bir çerçeve de bulunmamaktadır. Bu çalışmanın amacı, farklı bireysel ve kurumsal performans modellerini karşılaştırmak için özgün bir teorik çerçeve önermektir. Araştırma kapsamında sağlık bakım sistemlerinde performans ölçümü alanında 2000 yılı ve sonrasında yayımlanan 229 makale incelenmiştir. Seçilen makaleler, çalışmaların veri kaynağı, kesintisiz sağlık bakımı zincirindeki konumu, sağlık sisteminde hedef aldığı organizasyonel düzey , uygulandığı bakım durumları ve hastalıklar, sağlık sunumcusunda ölçümün odaklandığı katman,
hedeflenen iyileştirmeler, ölçülen göstergeler ve göstergelerinin türleri açısından sınıflandırılmıştır. Ayrıca, performans ölçümü çalışmaları, uygulandıkları sağlık bakım sunumu sisteminin nitelikleri ve paydaşları açısından da ele alınmıştır. Çalışmanın
sonucunda, farklı performans ölçüm yöntemlerini dünyadaki benzer örneklerle karşılaştırma imkanı sağlayan çok boyutlu bir araç geliştirilmiştir. Bu araç Türkiye’de Sağlık Bakanlığı tarafından yürütülen performans ölçüm çalışmalarına uygulanmış ve dünya örnekleri ile karşılaştırmalı olarak incelenmiş, dünyadaki çalışmaları yakalayan boyutları tespit edilmiş ve dünyadaki örneklere referansla geliştirilebilecek yeni
boyutlar önerilmiştir.

Background: In Gujarat, India, a state led public private partnership scheme to promote facility birth named Chiranjeevi Yojana (CY) was implemented in 2005. Institutional birth is provided free of cost at accredited private health facilities to women from socially disadvantaged groups (eligible women). CY has contributed in increasing facility birth and providing substantially subsidized (but not totally free) birth care; however, the retention of mothers in this scheme in subsequent child birth is unknown. Therefore, we conducted a study aimed to determine the effect of previous utilization of the scheme and previous out of pocket expenditure on subsequent child birth among multiparous eligible women in Gujarat.

ABSTRAK Anak balita merupakan periode masa yang disebut golden age. Akses pelayanan kesehatan untuk kelompok ini menjadi perhatian karena kesinambungan hidup pada kelompok tersebut menjadi salah satu tolok ukur pembangunan kesehatan. Penelitian ini merupakan analisis lanjut data Riskesdas 2013, yang disajikan secara deskriptif kuantitatif. Penulisan artikel ini bertujuan untuk mengetahui gambaran akses pelayanan kesehatan pada kelompok balita di Indonesia. Analisis dilakukan pada variabel-variabel cakupan kunjungan balita ke pelayanan kesehatan. Pelayanan kesehatan dimaksud adalah Rumah Sakit, Puskesmas/Pustu, Praktik Dokter/Klinik, dan Polindes/Praktik Bidan. Hasil penelitian menunjukkan bahwa balita yang tinggal di perkotaan dan pada kelompok kaya dan sangat kaya memiliki akses yang lebih baik di Rumah Sakit dan praktik dokter/klinik pada akses rawat jalan dan rawat inap. Sementara mereka yang tinggal di perdesaan dan pada kelompok miskin memiliki akses yang lebih baik ke Puskesmas/Pustu dan Polindes/praktik bidan baik di rawat jalan maupun rawat inap. Berdasarkan hasil penelitian dapat disimpulkan bahwa balita yang tinggal di perkotaan dan pada kelompok kaya memiliki akses yang lebih baik pada pelayanan kesehatan rujukan, sementara mereka yang tinggal di perdesaan dan pada kelompok miskin memiliki akses yang lebih baik di fasilitas pelayanan kesehatan dasar. Kata kunci: akses, pelayanan kesehatan, balita ABSTRACT Toddler is a period of time called golden age. Access to health services for this group is a concern because the continuity of life in the group is one of the benchmarks for health development. This research is an advance analysis of the Riskesdas 2013, which is presented in quantitative descriptive manner. This article aims to fi nd out an overview of health services access for toddler in Indonesia. Analysis was carried out on the variables of coverage of toddler visits to health services. The intended health services are hospitals, health center/Pustu, doctor/clinic, and Polindes/midwife, both on outpatient visits and inpatients. The results showed that toddlers who lived in urban areas and in the rich and very rich groups had better access in hospitals and doctor/clinic practices on access to outpatient and inpatient care. While those who live in rural areas and the poor have better access to health center/Pustu and Polindes/ midwives both in outpatient and inpatient care. Based on the results of the study it can be concluded that toddlers who live in urban areas and in rich groups have better access to referral health services, while those who live in rural areas and in poor groups have better access to basic health care facilities.
