This article explores bildning as a central concept in the development of the explicit cultural policy of the Swedish government. It takes its point of departure in how the concept of bildning was interpreted by Arthur Engberg, the minister responsible for cultural policy in the Social Democrat governments 1932–1939. In his interpretation bildning was liked both to upholding the high arts and the national culture and to the idea of re-invigorating these through cultural policy and education. The article continues by looking at the role and the interpretations of this concept in the later government reports and government bills aiming to cover the entirety of Swedish cultural policy, i.e. the government bills of 1974, 1996 and 2009, and the preceding reports. I suggest that the concept of bildning – and specifically Engberg’s interpretation of this concept – contributed to shaping the specific form taken by explicit cultural policy in Sweden under Engberg’s leadership, and that this approach has influenced later Swedish cultural policies, including the cultural policy bill of 1974. In more recent decades, more pluralistic approaches to cultural policy and bildning appear to have started to replace this path dependency in cultural policy, but the focus on established cultural institutions still remains. The reasoning in this article is based on the concept of path dependency, in the sense that historical decisions are considered to limit possible decisions later in history, thus steering history on a path, which may or may not be in line with the intentions of the original decision-makers.

The sketch is to familiarize Polish pedagogues with the assumptions, the development and the effects of the Resursbevarande försörjning course – one of the best known Scandinavian andragogical experiments, launched at the end of the 1970s and continued till today. It is placed in the area of Swedish folbildning (non-formal adult education) and based on philosophical tradition of Nikolai F.S. Grundtvig and the concepts of educational work of Christen Mikkelsen Kold. Kåre Olsson developed the assumptions of the course and had been the coordinator of the whole project for almost three decades, since its very beginning. The entire undertaking was organized in Skattungbyn (a small Swedish village in Dalarna region), based on the structures of Folk High School in Mora. The experiment consists in building economically self-sufficient social community based on traditional farming and on the ideas of cooperatives the values of traditional culture of de-favourized groups of people. And the important elements of the (self) creating each year anew educational micro-system of that institution each time include traditional music, “living word”, “off-head theatre”, which is why they will be analyzed in more detail.

Vad menas med folkbildning? Den korta men mångbottnade frågan utgör stommen i denna bok. Folkbildningsverksamheter, i form av studiecirklar och folkhögskolekurser, samlar årligen stora delar av Sveriges befolkning. Eftersom folkbildningen anses ha stor betydelse för demokratin i landet ges den ett betydande statsbidrag. Men folkbildning förstås ofta också som något mer än en beteckning på det avgränsade område som staten beviljar anslag. Begreppet kan laddas med en rad  olika innebörder. Det kan dyka upp när någon försöker beskriva ett kunskapsförmedlande TV-program eller en forskare som lyckas göra sig hörd bland allmänheten. Det förekommer när biblioteken och andra kulturinstitutioners samhällsroll kommer på tal.

I boken presenteras fyra forskares synsätt på folkbildning med syftet att bidra till en diskussion om begreppets innebörder. En rad olika frågor behandlas: Vilka innebörder kan vi spåra hos begreppet så som det används i politik och folkbildningsverksamhet? Hur kan man tänka kring folkbildning som studieobjekt i forskning? Hur kan forskare inom dagens akademiska system, med dess fokus på artikelproduktion för smala prestigefyllda internationella tidskrifter, förhålla sig till folkbildning som ideal? Hur kan vi förstå skönlitteraturens betydelse för folkbildningen?

Boken vänder sig till forskare, folkbildare, studenter och andra som har ett intresse för folkbildning.

Under 2013 och 2014 genomför Folkbildningsrådet en utvärdering av kulturprogrammens betydelse för landets kommuner, för deltagarna och för de medverkande.

Den första av utvärderingens tre rapporter har titeln Kulturprogrammens betydelse för lokalsamhället och belyser kulturprogrammens betydelse för kommunerna.

Den andra fokuserar på kulturprogrammens betydelse för sina deltagare och den tredje utvärderingen fokuserar på kulturprogrammens betydelse för dem som medverkar i dem på andra sätt, bland annat i förhållande till kulturområdets arbetsmarknad.

This article aims to increase understanding of how the institutional model of a (neo)corporative state meets new forms in a changing civil society. This objective is accomplished by analyzing two case studies of Swedish organizations entering into the field of government-subsidized popular education: one youth organization and one Muslim organization. The institutionalist concepts isomorphism, isopraxism, isonymism, packaging and translation are used to analyze these. Empirically the article is based on qualitative analysis of interviews, observations and written documents. It is concluded that the translation of popular education as an organizational concept in these cases is characterized by coercive and mimetic isomorphism, isopraxism and isonymism to an extent that hinders development in the popular education field. There are also examples of emerging packaging changing the relationship between state and civil society. That issue, however, requires further qualitative research, as does the influence of corporatism on civil society organization in general.

Den svenska strategin för att hantera coronapandemin särskiljer sig inter-nationellt. När andra länder stänger ner stora delar av samhället och beor-drar medborgarna att stanna inne är istället Sveriges styrningsrationalitet en form av informations-och upplysningskampanj där medborgarna genom ökad kunskap förväntas frivilligt reglera sig själva för att minska den samhäl-leliga spridningen av viruset. Sveriges medborgare ska folkbildas snarare än hindras och förbjudas. Denna artikel bygger på intervjuer med 10 frivilligor-ganisationer och utforskar de "utbildningspolitiska tankefigurer" som känne-tecknar deras agerande under krisen. Artikeln visar att folkbildning blir sätt att hantera krisen på ett flertal sätt, genom att återge myndigheters budskap till grupper som annars kunde varit svåra att nå, men också att krishante-ringen blir ett sätt att initiera utbildningsinitiativ på bred och fokuserad front, både inom organisationen och till dess målgrupper. The Swedish strategy for handling the coronavirus pandemic is internationally distinctive. While other countries shut down big parts of society and order citizens to stay at home, the Swedish approach is one of information and "enlightenment" where citizens are expected to voluntarily regulate themselves. Swedish citizens are to be educated rather than prohibited. This article is based on interviews with 10 voluntary civil organizations, and explores the "educational imaginaries" that signifies their actions during the crisis. The article shows that citizen education becomes a way to manage the crisis, by relaying governmental information to target groups that would otherwise be hard to reach, but also that the crisis becomes a way to initiate educational efforts both broadly and specifically, within the organization as well as towards its target groups.

Le présent article vise à une compréhension accrue de la manière dont le modèle institutionnel d’un état néo-corporatif prend des formes nouvelles au sein d’une société civile en pleine transformation. Cet objectif est accompli par l’analyse de deux études de cas d’organisations suédoises intégrant le secteur de l’éducation populaire subventionnée par le gouvernement : une organisation pour la jeunesse et une organisation musulmane. Les concepts institutionnalistes d’isomorphisme, d’isopraxisme, d’isonymisme, de présentation et de transfert sont utilisés pour les analyser. L’article se fonde empiriquement sur une analyse qualitative d’entretiens, d’observations et de documents écrits. La conclusion est que le transfert d’une éducation populaire au titre de concept organisationnel dans ces cas est caractérisé par un isomorphisme, un isopraxisme et un isonymisme de nature coercitive et mimétique dans une mesure telle que le développement dans le secteur de l’éducation populaire s’en trouve freiné. Il existe également des exemples de présentations émergentes qui viennent modifier la relation entre l’état et la société civile. Cette question requiert cependant une recherche complémentaire qualitative, tout comme l’influence du corporatisme sur l’organisation de la société civile en général. Das Ziel dieses Artikels ist es, das Verständnis zu erhöhen, wie das institutionelle Modell eines (neo) korporativen Staates neue Formen in einer sich ändernden Zivilgesellschaft annimmt. Dazu werden zwei Fallstudien über schwedische Organisationen - eine Jugend- und eine muslimische Organisation -, die auf das Gebiet der staatlich geförderten „popular education“ treten, analysiert. Für die Analyse werden die institutionalistischen Konzepte „isomorphism“ (gleichartiger Aufbau), „isopraxism“ (gleichartige Praktiken), „isonymism“ (gleichartige Bezeichnungen für verschiedene Formen und Praktiken), Verpackung and Umsetzung genutzt. Dieser Artikel basiert auf der empirisch-qualitativen Analyse von Interviews, Beobachtungen und schriftlichen Dokumenten. Es wird geschlussfolgert, dass in diesen Fällen die Umsetzung von „popular education“ als Organisationskonzept von zwanghaften und mimetischen “isomorphism, isopraxism and isonymism“ in einem Ausmaß charakterisiert ist, das die Entwicklung auf dem Gebiet „popular education“ behindert. Es gibt auch Beispiele, dass Verpackungen zutage treten, die die Beziehung zwischen Staat und Zivilgesellschaft ändern. Allerdings erfordert dieses Thema sowie der Einfluss des Korporatismus auf zivilgesellschaftliche Organisationen im allgemeinen weitere qualitative Forschung. Este artículo pretende dar a conocer cómo el modelo institucional de un estado (neo)corporativo cumple con nuevas formas en una sociedad civil cambiante. Para lograr este objetivo se analizan dos estudios de caso de organizaciones suecas que entran en el campo de la educación popular subvencionada por el gobierno: una juvenil y la otra musulmana. Para analizarlas, hemos recurrido a una serie de conceptos institucionalistas como son el isomorfismo, el isopraxismo, el isonimismo, el « envoltorio » o packaging y la traducción. Empíricamente, el artículo se basa en un análisis cualitativo de las entrevistas, las observaciones y los documentos escritos. Se concluye que la traducción de la educación popular como concepto organizativo en estos casos se caracteriza por un isomorfismo, un isopraxismo y un isonimismo coercitivo y mimético, hasta el punto de obstaculizar el desarrollo en el campo de la educación popular. Son también ejemplos de envoltorios emergentes que cambian la relación entre el estado y la sociedad civil. No obstante, esta cuestión requiere más investigaciones cualitativas, al igual que la influencia del corporacionismo en la organización de la sociedad civil en general. 本文的目标在于对一个(新)组合国体制模型在一个变动的公民社会中如何符合新的形式方面增加了解。完成该目标的方法为对进入由政府资助的普及教育领域的两个瑞典组织个案研究进行分析:其中一个是青年组织,另一个是穆斯林组织。在分析中使用了制度主义者观念同型性、趋同行为、同名性、包装和译释。本文以经验为主,基于对面谈、观察及书面文件的定性分析。结论是在这些个案中,对普及教育作为一个组织概念所作的译释,其表征是强制与模仿的同型性、趋同行为和同名性达到了阻碍普及教育领域发展的程度。此外,还有新兴包装正在改变国家与公民社会之间关系的例子。然而,就这个问题以及社团主义对公民社会组织大体上的影响需要做进一步的定性研究。 本論では、(新)組合国家の制度的なモデルが変化する市民社会においてどのように新しい形態を満たすかという点についての理解を深めることを目的とする。この目的は、政府の助成金を支給された普通教育の分野、つまり1つの青年団と1つのイスラム教の組織におけるスウェーデンの団体の2つのケーススタディを分析することによって達成しようとするものである。概念同形、同形行動、同名、包括提案、転換などの制度上の概念は、これらを分析する際に用いられる。本論は、経験的にインタビュー、所見、文書の質的分析に基づいている。これらのケースにおける組織的な概念とする普通教育の転換が、普通教育分野の発展を妨げる領域に強制的かつ模倣的な概念同形、同形行動、同名、包括提案、転換などの制度上の概念を明らかにすることを結論づける。さらに、州と市民社会との関係を変えながら包括的に提案する例もある。しかしながら、その問題では一般的に市民社会組織への協調組合主義への影響にもみられるように、さらなる質的な研究が必要とされる。 هذه المقالة تهدف إلى زيادة فهم كيف أن النموذج المؤسسي للدولة النقابية الجديد يلتقي بأشكال جديدة في المجتمع المدني المتغير. يتحقق هذا الهدف بتحليل حالتين دراسيتين من منظمات سويدية يدخلون في مجال التعليم الشعبي و تدعمه الحكومة: منظمة شباب و منظمة إسلامية. المفاهيم المؤسساتية أصبحت متشابهة، نفس السلوك، متشابهة، التعبئة و الترجمة تستخدم لتحليل هذا. تجريبياً هذه المقالة تستند على تحليل نوعي لمقابلات، ملاحظات و وثائق مكتوبة. تم الإستنتاج أن ترجمة التعليم الشعبي كمفهوم تنظيمي في هذه الحالات تتميز بأنها تتسم بالقوة و التقليد و أصبحت متشابهة، تفس السلوك إلى حد عرقلة التنمية في مجال التعليم الشعبي. هناك أيضا أمثلة من التعبئة المنبثقة تغير العلاقة بين الدولة والمجتمع المدني.مع ذلك المسألة تتطلب مزيدًا من البحث النوعي ، وكذلك تأثير النقابات على منظمات المجتمع المدني بصفة عامة.

"Hur bildning och demokrati förhåller sig till varandra i dagens folkbildningsarbete utgör själva hjärtpunkten i denna antologi. Redan under 1800-talet vävdes dåtida moderna idéer om bildning och demokrati samman här i landet – och blev en folklig angeläget i samband med att folkbildningsrörelsen då växte fram. I förlängningen kan man säga att den allmänna rösträtten infördes. Därefter var bildning och demokrati något av en byggsten i samhället. Idag är dock situationen en annan – samhället är något annat. Olika yttringar av elitistiska och egalitära synsätt finns, tekniken betyder konsekvenser. I fem kapitel tar forskarna/skribenterna upp 1. Bildning och demokrati, 2. Föreningslivet och demokratin, 3.
