จากการบริหารจัดการที่มุ่งเน้นการจัดสรรทุนทางสังคม โดยใช้ฐานทรัพยากรที่มีในชุมชน ผ่านกระบวนการมีส่วนร่วมของคนในชุมชน เกิดเป็นนวัตกรรมของชุมชน ออกมาในรูปแบบของผลิตภัณฑ์หนังปลากะพงขาวทอดกรอบ อีกทั้งสมาชิกในกลุ่มยังมีการพัฒนาผลิตภัณฑ์ให้ตรงกับความต้องการของกลุ่มผู้บริโภค และตลาด ซึ่งทางกลุ่มสามารถสร้างอัตลักษณ์ของตนเองจนเป็นที่รู้จักในนามของ “เลทอง” ทาให้ในระยะเวลาไม่นาน กลุ่ม “ผลิตและแปรรูปอาหารทะเลสาบสงขลา” สามารถยกระดับผลิตภัณฑ์เป็นสินค้า OTOP ระดับ ๕ ดาว (พงสวัสดิ์ ยอดสุรางค์, ๒๕๕๕)
ในการขับเคลื่อนที่จะพัฒนาทั้งด้านการผลิต ด้านการจาหน่ายและส่งออก จะต้องได้รับการร่วมมือจากภาคีต่างๆ ทั้งภาคประชาชน รัฐบาล และเอกชน ซึ่งถือได้ว่าเป็นเครือข่ายที่จะต้องประสานความร่วมมือและดาเนินการไปพร้อมๆกัน หากทุกภาคส่วนมีการหนุนเสริมซึ่งกันและกันแล้ว จึงนาไปสู่การเสริมสร้างพลังชุมชนที่เข้มแข็งและยั่งยืนต่อไป

Kairós is an URBACT Action Planning Network joined by Mula (ES) Sibenik (HR) Ukmergé (LT) Cesena (IT) Heraklion (EL) Belene (BG) and Malbork (PO). It focuses on cultural heritage as a driver for sustainable urban development and regeneration. These cities are experimenting with an integrated approach resulting from the proper assemblage of five key dimensions: Space, Economy, Social Accessibility, Attractiveness and Governance. This paper was written as a reflection on the key topics discussed during a Thematic Workshop (open to both the network's members, external experts and regeneration practitioners). It features aspects of heritage access including examples of people-centred regeneration, cases that show how cultural events have the capacity to empower local communities to retake historic spaces hitherto abandoned and decide on new uses, either for creative spaces or for community meeting places; examples of how to engage different stakeholders in regeneration, together with new forms of governance that involve multi- stakeholder partnerships.
