According to the results of the Russian Finance Ministry assessment of the quality of
financial management of the managers of the federal budget, including process and
outcome indicators of financial activity as part of the state programs « Education
Development », « Science and Technology Development», the Ministry of Education and
Science of the Russian Federation in 2017 occupied the 26th place.
The relatively low financial and managerial statements of the Ministry of Education
and Science of the Russian Federation activity concerning government program funding
are caused by deficiencies in methods and tools for managing budget expenditures, and
it is proved by Russian Audit Chamber’s findings concerning the ineffectiveness of
financial expenditures in the «5-100» project.
In this way the relevance of the research theme is due to need for theoretical
development of the conceptual construct, modifying the model of organizational and
financial clearing for subsidizing government programs, adapting the algorithm for
applying social bonds to the education and science sectors of the Russian Federation,
justifying new methodological approaches and practical recommendations for developing
the system for financing government programs in the domain of education and science.

Indéniablement, le XIXe siècle voit se déployer les « œuvres protestantes » : entourer les malades, offrir assistance et secours aux plus faibles, développer l’éducation envers les plus défavorisés… semblent devenir un geste commun dans les Églises françaises. Au cœur de cette action qui mobilise théoriquement toute une communauté, l’impulsion de certains paraît décisive.
Comment convaincre les fidèles de la nécessité à s’engager dans le service des plus humbles ?
L’article se propose de voir quelles modalités empruntent pasteurs et consistoires protestants pour mobiliser l’ensemble des croyants alors que la reconnaissance des cultes réformés et luthériens leur permet ouvertement d’organiser l’entraide dans l’espace public des villes et des campagnes françaises.

– Pantawid Pamilyang Pilipino Program (4Ps) is a version of cash transfer program here in the Philippines under the Department of Social Welfare and Development, its aim is to eradicate extreme poverty in the Philippines by investing in health and education particularly to children from 0-18 years old. The research focused on the education of pupils with the 4Ps assistance. To verify the use, help and satisfactory level of this program to the pupils from poor families in the said school, the researchers used the quantitative and qualitative method. With the use of a rating scale, questionnaires and interview guide, it was revealed that pupils very satisfactorily benefit from the assistance given by the 4Ps in terms of Health and excellent in terms of Nutrition and Education. Thus, 4Ps has significant impact on pupils' education based on its beneficiary conditionalities, is able and motivated to attend classes because of adequate school supplies, satisfied meals, parasitic free stomach and supportive and active parents.

Cette communication vise à présenter quelques directrices en ce qui concerne l’assistance fournie, aux voyageurs, par les organismes de bienfaisance, en particulier les Santas Casas de Misericórdia, dans la région du Minho, au cours de la Période Moderne.
Nous avons l’intention de montrer quelles sont les personnes qui transite (et qui pourraient être, des concessionnaires, des malades ou des pèlerins), et quelle est leur provenance.  Nous avons essayé de savoir d'où il vient, où ils vont et voyageant seuls, avec des pairs ou en famille. Nous chercherons aussi, à analyser le type de support qui serait mis à leur disposition, une fois que les institutions peuvent être utilisées pour passer la nuit, elles pourraient aussi, si nécessaire, donner l’aumône, fournir des soins de santé, ou même couvrir les coûts de transport, entre les cités.
Finalement nous essayerons d’analyser l’importance que ces passagers auraient à payer en ce qui concerne les dépenses de ces organismes de bienfaisance.

A investigação que levámos a cabo e cujos resultados são agora apresentados, versa a assistência prestada pelas instituições de caridade, especificamente, as Santas Casas da Misericórdia, na região do Minho, durante a época moderna, aos que se encontravam em viagem. Neste sentido, desenvolvemos os nossos trabalhos em quatro confrarias minhotas: as Misericórdias de Viana do Castelo, Braga, Ponte da Barca e Ponte de Lima.
Analisámos os contextos europeu e português, em que os viajantes da época moderna se movimentavam, de forma a avaliar os impactos que os panoramas políticos, económicos, sociais e meteorológicos poderiam ter sobre o fluxo de viandantes em circulação.
Definido o cenário em que o nosso objeto de estudo estava inserido, avançamos para uma análise das diferentes formas que as Santas Casas tinham de atuar perante os peregrinos, prestando-lhes o apoio necessário à progressão do seu caminho, desde o oferecimento de um local de pernoita, seguro, até a doação de uma esmola ou transporte para a jornada do dia seguinte. Identificámos, ainda, a proveniência e destinos dos passageiros, tanto nacionais como estrangeiros. Conseguimos, também, definir as profissões mais frequentes, entre aqueles que estavam em viagem. E através das atas das confrarias em estudo, apurámos a forma como as Misericórdias se preocupavam com o auxílio aos passageiros, e a maneira como se relacionavam com os mesmos, nem sempre pacíficas. Por fim, analisámos os quantitativos despendidos pelas Santas Casas com a obra de misericórdia “dar pousada aos peregrinos”. Neste contexto, analisámos vários anos de despesas nas quatro instituições em estudo, de forma a registar as oscilações existentes entre o século XVII e XVIII, verificando o impacto das conjunturas nacionais e internacionais no fluxo de viajantes e a própria sazonalidade dos mesmos.

The innovation of technological devices and gadgets improved the lives of people worldwide. In this paper, the developer developed the Hinigaran Community Emergency Assistance System Application that provides effective and efficient rescue operations to the residence of the community in case of emergencies and disasters. The quick response and operations of the different cooperating agencies includes safety and security to their constituents as it disseminates accurate information through SMS on the safe areas and guidelines on what to do when emergency and disaster occurred. The user acquired help using the application and after the verification process the cooperating agencies will response quickly using the Global Positioning System(GPS). The application provides immediate accessibility and functionality to user in responsive to emergency in the Municipality of Hinigaran which satisfies in terms disaster and environmental concerns in transmitting early warning signals, provides direct hotline on the cooperating agencies using the mobile application to alert the responder and immediately locate the person that needs the help with the use of the Global Positioning System (GPS). The used of the application answers the requirements in helping the community by maximizing the potential of mobile and smartphone devices towards the emergency requirements of Hinigaran. The designed application follows the need of the users through conducting evaluation that will made it user-friendly to the covered community.

Manual tasks play an important role in social sustainable manufacturing enterprises. Commonly, manual operations are used for low volume productions, but are not limited to. Operational models in manufacturing systems based on “x-to-order” paradigms (e.g. assembly-to-order) may require manual operations to speed-up the ramp-up time of new product configuration assemblies. A propósito de hechos reales se analiza la controvertida interpretación y aplicación del artículo 26.2 LBRL que prescribe la coordinación por la Diputación de una serie de servicios para los municipios con población inferior a 20.00 habitantes, uno de ellos, el acceso al núcleo de población donde unos vecinos sufren accidentes de tráfico y reclaman la correspondiente indemnización. ¿Cuál es la instancia pasivamente legitimada? ¿El municipio que debe prestar su conformidad al plan propuesto por la Diputación o la Diputación que debe proponerlo? / Citizens feel that competence conflict has little effect on them, but they do feel the effect of incoordination between different public administrations. Naturally, it is the family who is predestined to take care of people with disabilities.
However, they cannot be left alone with all their problems. What turns out to be
necessary is the support from the state. It seems that nowadays public authorities recognize the necessity, however, they are trying to achieve the goal with the least possible financial involvement. What might constitute a very good example confirming the thesis is the long--term negligence of the state in the area of assistance to carers of persons with disabilities in the form of the so-called respite care. The author’s objective was to set this institution in a broader context of support for carers of persons with disabilities. For this purpose, what will be elaborated on is not only the origins and current legal measures functioning in Poland, but also those in selected European countries.

The phenomenon of forced migration challenges its researchers to tackle complex questions about the ethics of conducting research in the face of human suffering. The issue of giving assistance to the people included in one’s research is an inescapable dilemma for anthropologists working in a world of inequality and injustice. This article argues in favour of opening up honest and self-critical refl ection on this dilemma and on the presupposed power relations between ‘researcher ’ and ‘researched’.

In order to identify and understand the native management of Kashan region in the field of water resources in contemporary times, as well as the opportunities, strategies and barriers to transition to the forethoughtful management, based on indigenous knowledge, principles of assistance and camaraderie in the case study, a qualitative study was conducted through archival research and fieldwork, including interviews with five key beneficiary groups of native management, farmers, knowers, executers, trustees in district and bazaar, as well as the general public, during 2012-13. Afterwards combining documentary research, field observations during the two years traveling in the region as well as 40 days of continuous life in the studied population, along with participation in the research community and ultimately, collected approaches, through interviews and observations, the relative recognition were obtained from native management in Kashan region, especially in Neyasar. The results of the studies and observations suggest that native management of water, based on four key components, including indigenous knowledge, assistance, camaraderie and forethought. One important component of native management is indigenous knowledge; experiential knowledge is derived from the culture, values, attitude, beliefs and understanding of the people of a country towards leading issues. Participation of beneficiaries and assist them to work together to manage and organize as having more in the second component, namely assistance. The third component is camaraderie with the core concept of the values, respectful and interested that assist people to understanding and communication with each other and the environment. The fourth component is forethought, which includes attention to the needs of the present and future generations, taking advantage of the native capabilities, fairness and integrity in decisions and behaviors and ways that to achieve the forethoughtful management.
