Four cases of government operations in physical and physical-and-digital architectures are considered. One of the settings was realized in a physical architecture, the New York Custom House of 1899-1907; and three of them were realized in physical-and-digital architectures, the Laredo World Trade Bridge Border Crossing, 2003, the SAGE Direction Center, Stewart Air Force Base, 1957, and a VA Emergency Department, 2008. Common principles of authority and of process among the cases are recognized across their differences in performing regulation, enforcement, air defense and medical care. Authority, and more broadly meaning, as well as process, and more broadly utility, are considered for the physical and physical-and-digital architectures. Project practices that preceded construction of the architectures are also considered for three of the cases.
