مقومات القوة ودورها في السياسة الخارجية للدول الصاعدة: دراسة حالة جنوب إفريقيا

• ملخص: تعتبر جمهورية جنوب إفريقيا دولة ذات خصوصية تميزها عن باقي دول القارة بالشكل الذي يدفع للقول بأنها دولة إفريقية تباعا للمعطى الجغرافي فقط. وقد برزت هذه الدولة كقوة صاعدة لها وزن وتأثير في مجالها الحيوي؛ مستفيدة من مقدراتها الوطنية ومبلورة مقوماتها الصلبة بالوجه الذي يخدم مصالحها موازاة مع التركيز على عناصر قوتها الناعمة لتمكنها من مرتبة القوة الإقليمية. فبتقييم أدائها والذي بوأها مكانة القوة الصاعدة أو البازغة؛ نجد أنها فعّلت إمكاناتها ومقدراتها بالشكل الذي يخولها للعب دور القائد الإقليمي كونها تتمتع بقوة نسبية مقارنة بمحيطها؛ وهذا رغم ما تعانيه من تحديات داخلية وخارجية تعيقها بالتأثير على وتيرة هذا الصعود. وهو ما نلمسه من خلال أدائها على السياقين الإقليمي والدولي بلعب أدوار سواء في إطار ثنائي أو جماعي؛ تفاعل دولاتي أو من خلال المنظمات الإقليمية؛ أو حتى في دوائر أوسع من خلال التفاعلات على الساحة الدولية ككل. الكلمات المفتاحية: القوة- جنوب إفريقيا- الدبلوماسية- الأداء- الأهداف. • Abstract: The Republic of South Africa is a country with a specificity that distinguishes it from the rest of the continent in a way to asserts that’s an African country according to geographical factors only. This country has emerged as an emerging force with weight and influence in its vital field, drawing on its national capabilities and crystallizing its solid elements in a way that serves its interests in parallel with focusing on its soft power elements to enable it to be ranked as a regional power. By assessing its performance, which has established the status of a rising or emerging power, it has done its potential and capabilities in a way that allows it to play the role of regional leader because it has a relative strength compared to its surroundings; this despite the internal and external challenges that hinder the impact on the pace of this rise. This is what we see through its performance in the regional and international contexts by playing roles both in a bilateral and a collective context ; the interaction of my States or through regional organizations ; or even in wider circles through interactions on the international scene as a whole.
