Jakarta: Marjin Kiri. Vi + 292 halaman. Diskursus mengenai relevansi hukuman mati selama ini lebih didomi-nasi oleh argumen penolakan ketimbang argumen yang melegitimasi-kannya. Perspektif kajian yuridis, etis, maupun sosiologis telah banyak digunakan untuk menganalisis penyebab maupun dampak vonis mati yang sekaligus dijadikan basis ilmiah terutama bagi kelompok penen-tang putusan kontroversial tersebut. Sedangkan sudut pandang politik masih belum menjadi mainstream yang diperhatikan kalangan akade-misi. Padahal hukuman mati merupakan produk negosiasi politik di tataran elite sehingga tentu memiliki dimensi politis pula yang menarik untuk diperhatikan. In 2020 Indonesia’s government passed the Omnibus Law with the objective of creating more jobs an... more In 2020 Indonesia’s government passed the Omnibus Law with the objective of creating more jobs and raising foreign and domestic investments by reducing regulatory requirements for businesses. This study examines how the central government is dealing with the administrative and legislative issues caused by the new law with regard to forest management. Results reveal that while administrative decentralization appears to be occurring, when viewed through the lens of political/democratic decentralization, effective forestry decentralization is not currently taking place due to a lack of devolvement of effective power to local level representatives.

Within the current democratic climate, it is interesting to examine how the PKK, as a state corporate organisation that should ideally remain politically neutral, can be exploited to mobilise political support. The main argument of this article is that several factors, including deep-rooted hierarchies, top-down instruction, and clientelism enabled the PKK to be exploited by the incumbent in her mobilisation of political support. To sidestep the principle of neutrality and support the incumbent, PKK cadres used various means during the municipal election. This article explores how village chief candidates can utilise a suburban community's understandi... more This article explores how village chief candidates can utilise a suburban community's understanding of public land use to mobilise political support, taking as its example the village chief election in Baleharjo, Yogyakarta, Indonesia. This article argues that, where village residents still rely on land for their welfare, candidates can politicise land grievances to gather popular support. In Baleharjo, the incumbent received the backing of merchants and investors from predominantly non-agrarian pedukuhan (hamlets) who felt that they had benefitted from the use of village-controlled land for tourism purposes. At the same time, the challenger recognised the hardships of farmers who had been deleteriously affected by such use of village-controlled land, and thus mobilised them on voting day. Applying a qualitative approach, data for this article were collected through interviews and participatory observation over the course of October 2018.
This paper examines the patterns of campaign funding in the Indonesian 2019 Concurrent Election b... more This paper examines the patterns of campaign funding in the Indonesian 2019 Concurrent Election by focusing on the dimensions of revenue and expenditure both in the presidential and legislative elections. This article also discusses the nature of the political regime as a consequence of the patterns. In doing so, the analysis is based on campaign finance theory supported by the concept of clientelism and programmatic politics. By relying on secondary data, this paper argues that the way the candidates manage their campaign funding shows the strengthening of political clientelism on one side and the waning of programmatic politics on the others side. Consequently, patronage democracy will also strengthen in Indonesia after the 2019 Election. Abstrak Pengelolaan dana kampanye sangat mempengaruhi penyelenggaraan pemilu yang berintegritas dan berkeadilan. Tulisan ini membedah pola pendanaan kampanye di Pemilu Serentak 2019 dengan fokus pada dimensi penerimaan dan pengeluaran. Selain itu, artikel ini juga mendiskusikan potensi dari watak rejim kekuasaan yang akan lahir dari Pilpres dan Pileg 2019. Maka untuk tujuan tersebut, analisis didasarkan pada teori pembiayaan kampanye yang didukung oleh konsep politik klientelisme dan politik programatik dengan mengandalkan pada data sekunder. Argumen yang diajukan adalah bahwa pengelolaan dana kampanye oleh peserta pemilu menunjukkan penguatan pola politik klientelisme pada satu sisi dan semakin memudarnya politik programatik pada sisi yang lain. Konsekuensinya, demokrasi patronase juga akan semakin menguat di Indonesia ke depan.
