Legislation that required the registration of firms’ anticompetitive agreements (cartel registers) to reveal, and sometimes regulate, anticompetitive behavior was relatively common in many nations before 1975. Examining the introduction of these registers in sixteen mostly OECD countries between 1920 and 2000 reveals which industries and sectors appeared to minimize successfully the impact of the legislation in their jurisdiction. We find considerable variation, but in most countries, the agriculture and export sectors were especially successful in avoiding or delaying the application of a register in their areas of interest.

ABSTRACT This paper examines the factors that influence the price of water allocations and entitlements by using actual monthly prices paid for water allocations and entitlements from 1993 to 2007. Water allocation prices are influenced by seasonal factors, current water allocations received, some rural commodity prices and policy impacts. The price of water entitlements are most significantly influenced by current prices of water allocations, allocations currently received, seasonal factors and government water policy. Such an analysis highlights the importance of government policy in influencing water markets. Keywords: water markets, allocation water prices, entitlement water prices. 1 Introduction Australia has increasingly promoted markets in water allocations and entitlements as an integral part of agricultural water management. Water markets have been functioning in Australia since 1984 and by now farmers in all states can buy and sell water on a temporary basis (allocation trading), or on a permanent basis (entitlement trading), as required. Farmers may sell their ‘allocation’ each year (the amount the government announces each may receive each year, based on rainfall and water storage conditions) or their ‘entitlement’ (the amount of water that ‘by right’ is linked to their ownership of property and is permanently associated with that land (unless sold). ABSTRACT At the beginning of the twentieth century, Australia and the United Kingdom enjoyed close economic, cultural and social links. One filament of the 'crimson thread' between the two countries was the personal asset holdings of individuals who possessed wealth in both countries. This article examines the asset holdings of estates probated in South Australia and the United Kingdom, and describes the relative wealth of a small set of trans-national wealth holders. They are found to be an elite group whose wealth placed them in the upper reaches of the wealthy in both the UK and Australia. Objective: The principal objective of this paper is to identify the economic costs and benefits of pedophile treatment programs incorporating both the tangible and intangible cost of sexual abuse to victims.Method: Cost estimates of cognitive behavioral therapy programs in Australian prisons are compared against the tangible and intangible costs to victims of being sexually abused. Estimates are prepared that take into account a number of problematic issues. These include the range of possible recidivism rates for treatment programs; the uncertainty surrounding the number of child sexual molestation offences committed by recidivists; and the methodological problems associated with estimating the intangible costs of sexual abuse on victims.Results: Despite the variation in parameter estimates that impact on the cost-benefit analysis of pedophile treatment programs, it is found that potential range of economic costs from child sexual abuse are substantial and the economic benefits to be derived from appropriate and effective treatment programs are high.Conclusions: Based on a reasonable set of parameter estimates, in-prison, cognitive therapy treatment programs for pedophiles are likely to be of net benefit to society. Despite this, a critical area of future research must include further methodological developments in estimating the quantitative impact of child sexual abuse in the community.Objectif: Le principal objectif de cet article a consisté à identifier le coût financier et les bénéfices des programmes de traitement des pédophiles en tenant compte du prix, mesurable et non mesurable, des dommages causés aux victimes.Méthode: On a comparé le coût estimé des programmes de thérapie cognitive comportementale effectués en Australie avec celui des dommages, mesurables et non mesurables, infligés aux victimes qui avaient subi des sévices sexuels. L’estimation a pris en considération différents aspects problématiques. Parmi ceu-ci: l’importance du taux de récidive possible, l’incertitude autour du nombre de délits sexuels à l’encontre d’enfants chez les récidivistes ainsi que les problèmes méthodologiques concernant l’évaluation des dommages non mesurables des abus sexuels pour les victimes.Résultats: Malgré la variation dans l’estimation des paramètres servant à analyser le coût ou les bénéfices des programmes de traitement des pédophiles en prison, on a trouvé que le coût financier des abus sexuels aux enfants était élévé et que les économies entraı̂nées par l’application de programmes appropriés et efficaces étaient importantes.Conclusions: Sur la base d’estimations faites à l’aide d’un ensemble raisonnable de paramètres on a pu constater que les programmes de thérapie comportementale cognitive utilisés pour les pédophiles en prison réalisaient un bénéfice net pour la société. Malgré cela, un champ de recherche critique devra, à l’avenir, aller plus loin dans la méthodologie pour estimer l’impact quantitatif pour la société des abus sexuels concernant les enfants.Objetivo: El principal objetivo de este artı́culo es identificar los costos y los beneficios económicos de los programas de tratamiento para sujetos pedófilos incorporando tanto los costos tangibles como los intangibles de los episodios de abusos sexuales.Método: Se compararon los costos estimados de los programas de terapia cognitivo-conductual en las prisiones de Australia con los costos tangibles e intangibles en las vı́ctimas de abuso sexual. Los costos fueron evaluados de tal manera que tuvieran en cuenta una serie de cuestiones problemáticas: la amplitud de las tasas de posibles recaı́das de los programas de tratamiento, la incertidumbre sobre el número de actos de abuso sexual cometidos por los recidivistas y los problemas metodológicos asociados con la estimación de los costos intangibles en las vı́ctimas de abuso sexual.Resultados: A pesar de la variación en los parametros estimados que impactan en los análisis de coste/beneficio de los programas de tratamiento para pedófilos, se observa que los costes económicos derivados de los casos de abuso sexual son importantes y que los beneficios derivados de programas de tratamiento apropiados y eficaces son elevados.Conclusiones: A partir de la estimación de una serie de parametros razonables, los programas de tratamiento de terapia cognitiva realizados en prisión con sujetos pedófilos parecen tener beneficios netos para la sociedad. A pesar de esto, la investigación futura debe incluir el desarrollo de una metodologı́a más rigurosa en la estimación del impacto cuantitativo en la sociedad del abuso sexual infantil.

ABSTRACT Congruent with the University of South Australia’s mission to widen access, first‐year students of business studies enter the university with a wide range of educational backgrounds and experiences. Previous work (Meyer & Shanahan, 1999) has revealed that such students vary considerably in their views about what learning is, and how they engage in learning. Complementary to these insights, and intimately connected to issues of learning, the same research has revealed the diversity of views held by entering students about economic phenomena (what economics is, what economists do, mechanisms of price determination, and so on). Entering students whose conceptions of learning are at odds with the demands of the institution, or whose conceptions of their academic discipline (in this case economics) are incongruent with fundamental conceptions associated with the discipline (e.g. they hold misconceptions of economics) face difficulties even before they commence their university studies.Within this disciplinary and institutional context, the present study reports on the development and integration of processes to assist students in developing their metalearning capacity. These processes include designing a discipline‐sensitive learning inventory, developing a Web‐based platform for administering the inventory, using resultant data to inform students on an individual basis about themselves as learners in context, and using (variation in) inventory data to inform the course curriculum, the design of course materials and academic staff development.

ABSTRACT Probate and succession-duty records are a rich source of information about the living standards and material wealth of past communities. According to these records, the small, mainly rural, and comparatively egalitarian population of South Australia held a diverse array of personal assets at the beginning of the twentieth century. Despite the strong British influence on the former colony's culture, however, South Australia's distribution of wealth before World War I was more similar to that of the United States fifty years earlier than to that of contemporary Great Britain.

In the late nineteenth century, average levels of trade protection differed between the colonies of Australia. The importance of trade barriers in the context of economic development is well documented and there is a rich literature in public choice economics which attempts to explain the political aspects of protection. Very little empirical work has been conducted to explain the structure of protection in Australia during this key period of development. This paper takes the first step of examining the influence of lobby groups in the colony of Victoria in the late nineteenth century. We provide an overview of the structure of protection, and use modern public choice theory to begin an initial investigation into the potential role of special interest groups in the government's formulation of policy.
